‘So anyway, that’s where we at now, sorry to go on’, aldus een verontschuldigende David C. Brotherton, nadat hij ruim een uur antwoord heeft gegeven op de vraag wie hij rekent tot zijn Significant Others. De slechte Skype-verbinding versterkt zijn met tijden moeilijk verstaanbare accent uit de East End van Londen waar hij is opgegroeid, maar de bevlogenheid waarmee Brotherton over zijn werk vertelt, zorgt ervoor dat ik aan de speakers van mijn laptop blijf gekluisterd.
David Brotherton is hoogleraar Sociologie aan het John Jay College van de City University of New York (CUNY). Hij publiceerde onder andere The Almighty Latin King and Queen Nation: Street Politics and the Transformation of a New York City Gang (Columbia University Press, 2004), Keeping Out the Other. A Critical Introduction to Immigration Enforcement Today (Columbia University Press, 2008) en Banished to the Homeland. Dominican Deportees and their stories of Exile (Columbia University Press, 2011). Brotherton werd in 2011 benoemd tot Critical Criminologist of the Year en ontving in datzelfde jaar nominaties voor de George Orwell Prize in Engeland en de C. Wright Mills Award in de Verenigde Staten. Door mijn onderzoek onder leden van de Haagse Main Triad Crips ben ik bekend geraakt met het werk van Brotherton. In juni 2012 leer ik hem persoonlijk kennen als hij de sectie criminologie van de Erasmus Universiteit Rotterdam bezoekt om met mij en de andere promovendi over ons onderzoek in discussie te gaan.
Tijdens een twee uur durend gesprek met Brotherton begin ik met de vraag wie hem heeft beïnvloed. Hij noemt grote denkers als Karl Marx, Leon Trotsky, C. Wright Mills, Dorothy Smith, Eric Hobsbawm en E.P. Thompson. Zijn academische scholing – een bachelor in ‘Politics’ aan de universiteit van York en een master aan de andere kant van de oceaan aan de universiteit van California in Santa Barbara – lijkt de afwezigheid van meer criminologische voorbeeldfiguren in deze opsomming te verklaren. Toch komt Brotherton aan het begin van de jaren 1980 tijdens een verblijf in de Verenigde Staten wel in aanraking met enkele gezichtsbepalende figuren uit de criminologie:
‘And also Stan Cohen, when he wrote Vision of Social Control, he came to Santa Barbara for a year. That was the first time probably I was introduced to criminology. I didn’t really know what it was. I mean in the States, in departments of Sociology, Criminology is really small. Especially when I was going to school in the 1980s, you know, there was hardly anybody. I started University in 1984 and my graduate mentor was Don Cressey and Don was one of the founders of American criminology. And Don didn’t even tell me he was a criminologist haha! (…) I founded a group there called the Socialist Society, where students would weekly meet and people come in and I let Dick [Richard Cloward, RR] come in. And I knew Dick had done opportunity structure, but he never wanted to talk about criminology. He just wanted to talk back then about voting in America, why left wing movements don’t succeed in the ballot box. But he didn’t want to talk about criminology at all! He didn’t even want to discuss it. It was really odd, all these influences, criminological influences, but I really didn’t know they were criminologist.’
Criminologische invloeden te over en Brotherton beschrijft hoe hij door enkelen van hen op sleeptouw werd genomen en de verregaande invloed die zij op hem hadden:
‘I had him on the west coast, I had Dan [Waldorf, RR], I had Matza and Dick (Richard, RR) Flacks in Southern California. These were really for me, from a mentorship perspective, really I thought they showed me the ropes. Not how to be kind of a good scholar, but to stand up for yourself as a scholar. To make scholarship count and also be kinda responsible to the communities that you writing about, which became for me anyway really important kind of principle.’
Brotherton ziet het als een belangrijk principe om te schrijven over actuele maatschappelijke ontwikkelingen, maar dan wel vanuit een bepaald perspectief:
‘So I thought well this is really interesting, you know, I was, at the time I wasn’t really kinda thinking Christ, you know? I kinda always seem to be in the middle of things you know what I mean? Looking back on it, I was! I was right in the middle of the crack epidemic, I was right in the middle of the drive by shooting, you know and now I’m right in the middle of fucking zero tolerance, you know? It was just amazing right? So I started to think about how to write about that and of course when you are in the middle of things, you know, people listen to you, you know? (…) So it was like really again you’re caught in this very contradictionary world and again from a sociological criminological perspective. You kinda keep swimming and even though nobody is listening you keep swimming. Because you gotta report the truth, you gotta tell what’s out there. Not what’s a fictional or you know a panic kinda story.’
Brotherton beschrijft de noodzaak om op een toegewijde manier verslag te doen van thema’s waar hij naar eigen zeggen in de loop der jaren steeds midden in terecht is gekomen. Het is deze betrokkenheid bij de thema’s die het werk van Brotherton zowel binnen als buiten de academische criminologie bijzonder maakt, maar die tevens de vraag oproept waar dit vandaan komt. Op een openhartige manier vertelt hij over zijn persoonlijke achtergrond:
‘I was, you know, kinda born into it. I didn’t have a lot of choice, you know, I’m from the East End of London and you know, I was born into kind of a struggle right from the get-go. (…) So anyway, you asked about where it all started, you know, that’s kind of how it started. I was sort of born into this mad situation in the East End of London and then you know kind of militant youth and I think doing all this, you know? I also joined the revolutionary movement and became a Trotskyist. A lot of it was actually trying to find myself you know? My dad was right wing but he was very principled and he wouldn’t let anybody push him around and he hated authority you know? (…) I didn’t fucking knew who I was and I certainly didn’t really understand my class nature. Because in school you know, if you spoke with a cockney accent you’d get constantly abused all the time and it was very, I was very discriminated against I suppose. Class system in England you know, I felt really, strangely enough inferior in a funny sort of way. So a lot of it was also kind of proving myself, proving that I wasn’t stupid you know, proving that I wasn’t you know I wasn’t a good-for-nothing. Because I’ve been told forever that I was a good-for-nothing. (…) I’m in the middle of all this and then on top of that there were the 1960s, the cultural revolution, you know, hippies, underground music. I mean, it was just so turbulent and as a young person just trying to form your identity there were also subcultures you know. I was a skinhead when I was 14 and then I was a soccer hooligan when I was 15. So I just joined all these subcultures and you just did whatever you did. And it’s all trying to figure out who you are and what’s going on and you know you sort of when I was about 18, 19. I wasn’t a very good student. I was very rebellious and so much stuff was going on around me, I couldn’t figure out what the fuck I was doing anyway.’
‘I was born into it’, zo geeft Brotherton herhaaldelijk aan. Zijn familiegeschiedenis, waarin een oudoom oprichter was van de Britse communistische partij en een oudtante aan de wieg stond van de zogenoemde ‘Suffragettes’ beweging in Engeland, toont de wortels van zijn activistische inborst. Een achtergrond als ‘cockney’, gesitueerd in ‘the East of London’ in de turbulente jaren 1960, rebellerend en op zoek naar een identiteit; allemaal aspecten die Brotherton als wetenschapper hebben gevormd.
Een academische scholing laat op zich wachten en Brotherton heeft een aantal ‘blue collar jobs’. Op zijn negentiende leidt hij zijn eerste staking in een fabriek en later, aan de universiteit van York, organiseert hij mede een opstand. Een studiebeurs aan de universiteit van California zorgt ervoor dat hij de overtocht maakt naar de Verenigde Staten. Daar raakt hij geïnteresseerd in sociologie en houdt hij zich onder andere bezig met de sociologie van onderwijs – tevens het onderwerp van zijn proefschrift waarvoor hij enige tijd als ‘high school teacher’ op een school in een ‘barrio’ in San Franciso werkt – en volksgezondheid.
Brotherton is aanstekelijk kritisch. Tijdens een lezing over zijn onderzoekservaringen aan de Erasmus Universiteit krijgt hij de lachers op zijn hand als hij de dominante stroming binnen de migratieliteratuur typeert als ‘The School of the Happy Immigrant’. In mijn e-mailwisseling met Brotherton in december 2012 schroomt hij niet om dit toe te lichten:
‘I’m referring to much sociology or immigration literature and especially to Liberal sociologists that are my esteemed colleagues at The City University of New York; Kasinitz, Mollenkopf, Alba etcetera. They write incessantly on assimilationism and how this is the basic story of immigrant America. But is it? (…). It’s mainly about social processes, large data sets that show outcomes of folks fitting in over time despite historic lows in social mobility. And then they have pragmatic theory of segmented assimilation which is totally schematic trying to postulate how social and cultural capital intersect in immigrant communities but very little critical ethnography, no analysis of place and space, nothing about colonialism and imperialism, nothing radical at all. Just good ole American Chicago school pragmatism. So we come and say “are you kidding”?’
Brotherton werpt de vraag op waarom er in migratiestudies zo weinig aandacht is voor de manier waarop sociale uitsluiting gestalte krijgt in een transnationale context en wat de effecten van beleid zijn op het leven van migranten. Het zijn precies deze thema’s die centraal staan in Banished to the Homeland (Brotherton & Barrios, 2011). Ik lijk tijdens ons gesprek een gevoelig punt te raken als ik hem vraag of hij enig idee heeft hoe er door de vertegenwoordigers van ‘The School of the Happy Immigrant’ naar zijn werk, en in het bijzonder zijn kritiek, wordt gekeken:
RR: ‘I was wondering, do you have any idea as to how they perceive your work?’
DB: ‘No, not really. You know they, occasionally you’ll see yourself mentioned haha in a reference to you. I mean, they don’t really… they don’t attack you. They just ignore you. They just cut you out. You’re made as irrelevant or maybe even obsolete. It’s been a few times when they’re forced to recognize you. They know who you are, you know, if you sit down with them, they even know your work, but they will never … They won’t dare to mention it, it’s really amazing in this country. It’s really kinda clericalism.’
De American Society of Criminology benoemde Brotherton in 2011 tot ‘Critical Criminologist of the Year’. Brotherton vertelt hoe onder invloed van recente veranderingen in de samenleving de kritische criminologie anders wordt beoordeeld in de Verenigde Staten:
‘The dominant trend in criminology is positivism, is orthodoxy, situated crime stuff, you know rational choice theory and all that kind of nonsense. You’re really marginalized and I think you know what we’ve done in America especially amongst critical criminologist, we’ve kinda been put on the reservation, you know? We’re in our own little ghetto and I think we’ve always been, you know. Once you’re stuck in the ghetto, you kinda get used to ghetto and you don’t wanna get out of it you know what I mean? And I think critical criminologists in America have kinda tended to be satisfied with their marginalization. Until now, now I think things are changing quite radically actually. I think the whole crisis of Wall Street and everything else and the Occupy Wall Street opened things up and actually now it’s amazing that our work is now much more widely read than it’s ever was before.’
Met zijn ‘methods of critical ethnography’ hanteert Brotherton een ‘collaborative mode of inquiry’, waarbij respondenten een actieve rol toebedeeld krijgen, bijvoorbeeld in het ontwikkelen van vragenlijsten en het voorstellen van verschillende strategieën voor de onderzoekers om rapport te ontwikkelen met respondenten. Brotherton hecht hierbij veel belang aan een dialogische, reciproque relatie tussen onderzoekers en respondenten (Brotherton & Barrios, 2011: 25). Tijdens ons gesprek geeft hij hiervan een mooi voorbeeld:
‘I did the Banished to the Homeland right? I’m sure I’ve been heavily critiqued by methodologists because I published photos of the subjects. And no one has ever actually raised this, but I know that’s what they think. But the thing is, I did think about all this actually. And first of all, you know the people that we took photos off all wanted their photos in the book and the reason they wanted their photos in the book is because they wanted to be humanized. They were sick of being invisible and being paraded. So that was a way, a form of resistance of them to be published in the book. I thought that was fantastic you know? And the other thing is I’m kinda proud of them, you know? You know? And they’re so harassed anyway and they’re marginalized anyway, it’s not gonna make much fucking difference. They can’t get jobs, they can’t do anything, it doesn’t make a difference. So I thought that, I did think about it the ethics of doing that. I thought well actually we’re gonna go the opposite direction, ethically we’re gonna say it’s just the right thing to do, right? A critical ethnography is the only thing really that can do that. That takes on those issues and it doesn’t pretend to come away clean and devoid of all the ethical problems that one has as an ethnographer. It confronts them full on and if it does a good job, I suppose the works stands the test of time.’
De betrokkenheid van Brotherton vertaalt zich in dit geval in een kritische reflectie op ethische thema’s en een bewuste keuze om zijn respondenten letterlijk een gezicht te geven. In zijn onderzoek naar de gedwongen deportatie van Dominicaanse migranten ligt deze ‘empowering’ van zijn respondenten als gevolg van de soms mensonterende effecten van beleid voor de hand. Maar Brotherton heeft hier ook oog voor in een context waar dat wellicht minder evident is. In het onderzoek naar gangs is het dominante beeld dat van de gang als pathologische en destructieve gemeenschapsactor. Brotherton introduceerde in zijn studie naar de Latin Kings om die reden het concept ‘street organization’:
‘It was really interesting that when I came up with the idea of the notion of a street organization, you know they used that term to defend themselves with it, to counter the dominant narrative. When people would call them the gang right? They would say: no we’re not a gang, we’re a street organization, you know? Haha. And journalists who would have press conferences and the journalist would say, you know, what do you think mister King Tone (leider van de Latin Kings, RR) about, you know, gangs, the gang taskforce or new laws against gangs? Where does that put the Latin Kings? And he’d say well, first of all we’re not a gang but a street organization. And that would change the whole thing you see? And I thought well fuck me, that’s so subversive! If I can leave some of that knowledge to the ends of subversion as a critical ethnographer … I don’t control it right? It’s out of my control right? It’s great! I think you know, then I’ve succeeded, I feel kind of, I’m proud of the work.’
Door het belang dat Brotherton hecht aan ‘giving a voice to so many invisible subjects’ is hij in staat om een kritisch, alternatief perspectief op dominante verklaringsmodellen te produceren en tevens ongewenst effecten van beleid te belichten. De waardering voor zijn werk haalt Brotherton zelf echter vooral uit de impact die zijn onderzoek heeft buiten de academische wereld:
Literatuur‘It’s still right now, I’m not very, you know, particularly popular in New York or anything like that. Especially amongst sociologists and criminologists, they don’t really give a fuck about me. I’m much more influential around the world than I do in America, I mean it’s just the way it is. (…) The academics can fucking ignore the work, but the community can’t and my work is used a lot by the community and I’m kinda proud of that.’
