Illegal weed cultivation is increasingly perceived as an important societal problem. Most of existing research in this area focuses on the criminal organisations active on the cannabis market and the criminal profits that are gained here. The current study however focuses on the actors at the bottom of the cannabis market – the home growers – and aims at answering the following research question: what factors influence the chance of encountering an illegal weed cultivation at a certain residential address? In this study, the risk and protecting factors are taken into consideration on both the individual level (e.g. family composition and financial position of residents) and the neighbourhood level (e.g. social cohesion, physical disorganisation, level of criminality in a certain neighbourhood). In the current study, data of 401 illegal hemp cultivation sites discovered between 2011 and 2016 in homes in Eindhoven, the Netherlands, were analysed. Data from various quantitative data sources – like municipal data (BRP and data from the Social Domain) and data from the municipal neighbourhood monitors – were combined and analysed through a multilevel logistic regression. The results suggest that the likelihood of an illegal weed cultivation site is most prominently influenced by individual factors. Being married for instance seems to decrease the risk, whereas being divorced seems to increase the risk. The housing type also turns out to be of influence. On a neighbourhood level, physical disorganisation and the presence of other hemp cultivation sites in the neighbourhood are the only predictors for hemp cultivation. The results are discussed in the light of criminological theories regarding participation in crime, using the theoretical concepts motivation, opportunity, and control. |

According to article 13b of the Dutch Drug Act, the mayor is authorized to close homes and buildings in case of violation of this act. The closure of these homes and buildings is considered as an administrative sanction with no punitive aim. However, in certain cases it is possible that the application of this sanction could to be considered as a criminal charge. If so, this might have consequences for a possible criminal prosecution, because of the concept that no legal action can be instituted twice for the same cause (ne bis in idem-principle). This could lead to the situation that the Dutch Public Prosecution Service might lose its right to prosecute. In the combat of ‘undermining criminality’ this would be a major upset. |

This article reports briefly on research into the relationship between Twitter use by community police officers and citizens’ perceived safety. To this end, multiple relevant determinants of safety perceptions were included in the study: assessment of objective safety, perceptions of quality of life and social capital, risk perception and opinion on the police. The use of Twitter proved to have a modest, yet significant impact: followers on Twitter report a lower assessment of objective safety and a more positive opinion on the police. No direct, significant relation was found between the use of Twitter by the neighbourhood police officer and citizens’ perceived safety. |

Criminological literature shows that criminals involved in organized crime benefit from positive images in the media. By opening a hospital or donating funds for the development of a football field they try to present themselves in a cordial way and as good citizens to the public. Using the media to present themselves as animal lovers is a very effective manner to go for public admiration and sympathy. In this contribution is investigated how this mechanism works and why it is so effective. |

SamenvattingAuteursinformatie |
The most recent extensive study on political and administrative corruption in The Netherlands dates back to 2005 (Huberts & Nelen, 2005). Afterwards various studies have been conducted on related subthemes and areas. In this contribution, the state of affairs regarding political and administrative corruption – and the responses to them – in The Netherlands in 2018 is described, based on the results of these studies. Starting with an overview of the nature and severity of political and administrative corruption, the focus shifts to relevant developments in the control and prevention of corruption, partly addressing the causes of the phenomenon. |

In this introductory article we will discuss some of the recent developments in corporate crime research in the Netherlands and Belgium since 2008. In doing so, we will answer the following three questions: (1) What are the most important developments in the way research on corporate crime has been carried out? (2) What are key themes in corporate crime research? (3) What are the most important blind spots in research into corporate crime? We will conclude with some avenues for future research on corporate crime and its enforcement. |

Auteurs | Diana Marijnissen en Emile Kolthoff |
SamenvattingAuteursinformatie |
This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q-methodology, semi-structured interviews and case studies. This article discusses the results of the Q-methodology and the semi-structured interviews. The case studies will be reported separately later on. Through the Q-methodology three patterns in perception were found in dealing with threats: ‘combative and decisive’, ‘vulnerable and thoughtful’ and ‘down-to-earth and accepting’. The interviews show that it usually concerns instrumental threats that are deliberately used to influence decision making, which usually take place in the private sphere and vary from verbal aggression to physical violence. Most threats come from individuals, but some come from groups, in some cases there is a relationship with criminals. In the cases reviewed, the consequences in the private sphere are far-reaching, there are indications for the influence on public functioning (from hardening to great caution). There is almost always a report, a fuss in the media can affect the authority of the official. |

SamenvattingAuteursinformatie |
This is the third chronicle on the relationship between police and science. This contribution focusses on the Strategic Research Agenda for the Police 2015-2019. For researchers who would like to do research for or with regard to the police, it is important to understand the functions of this agenda and it’s thematic priorities. Every four years the Research Agenda will be recalibrated under the authority of the minister of Justice and Security. A first evaluation is being prepared. The Research Agenda 2015-2019 underlines the importance of the transfer of research outcomes into police practice and police education. |

Trefwoorden | criminal timber networks, community-based and situational forest crime prevention, Amazon rainforest, Brazil, Illegal logging |
Auteurs | Dr. Tim Boekhout van Solinge |
SamenvattingAuteursinformatie |
That criminal networks are active in the illegal exploitation of timber is increasingly acknowledged. The degree of organization of these networks, and the way in which they use (threats of) violence and corruption, is less known. This article describes and analyses, on the basis of various, including local, sources, how organized criminal groups in the Amazon rainforest illegally harvest trees which they sell on the (international) market and how they try to stay immune from the law by using threats, violence, fraud and corruption. This article also discusses the first results of a three-year pilot (2014-2017) of community-based forest monitoring and protection with waterproof GPS-camera’s, developed with communities and with support of the Brazilian Public Prosecutor’s Office. |

SamenvattingAuteursinformatie |
Recent figures indicate that certain drug markets, or at least parts of it, shift from the Netherlands to Belgium. However, it is still unclear whether it is a displacement of some parts of the illicit drug markets or whether it should be seen as a diversification of certain parts of some illicit drug markets in terms of spreading of risks and taking profit of new opportunities. In this respect, this article contributes to an ongoing research (DISMARK) by providing an overview of drug policy measures most recently taken by the Netherlands, from a Belgian point of view, and by trying to link these developments to drug-related trends in Belgium. It is clear that both countries will have to invest in a common approach of their common drug problems. However, it is not yet possible to draw any profound conclusions on the actual displacement of illicit drug markets. |
