    Since 2008 juvenile crime rates in the Netherlands annually decreased. The decrease is shown in official police and justice crime, as well as in self-reported delinquency. However, this crime drop mainly accounts traditional offline crime, whereas little is known about cybercrime amongst juveniles and young adults. According to the Juvenile Crime Monitor, approximately 20% of juveniles and young adults report involvement in cyber or digitized delinquency. Trends with regard to cyber or digitized crime are not (yet) available. Previous research indicates that multiple factors are responsible for the crime drop amongst juveniles. These explanations mainly regard to offline factors and are primarily focused on traditional offline crime. In this article the increased use of social media is also discussed as a potential explanation.

    Registered youth crime figures in the Netherlands show a spectacular downward trend from 2007 (minus 60%). In this article the authors show that this trend can be observed in a lot of other countries. They argue that a number of international developments has created a climate favorable for juvenile crime reduction: more (situational) crime prevention, less use of alcohol, more commitment to schooling, more satisfaction with living conditions, and changing activity patterns during leisure time. For the Netherlands this coincides with a diminished willingness of the Dutch police to follow up on suspicions that a youngster has committed a minor offense. The authors discuss the worldwide dissemination of smartphones and online games that started in 2006/2007, as well as the subsequent changes in the use of free time, which might have contributed to juvenile crime reduction.

    More than forty organizations in security, healthcare and social services work together in the ‘Top600 Project’, aimed at those committing ‘high-impact crimes’. The goal is to improve safety in and around Amsterdam by achieving a permanent change in the behavior of these perpetrators. This includes both a reduction in recidivism of high-impact crimes and an increase in their self-reliance in order to decrease their reliance on crime. To achieve this, special case managers strive to get a clear perspective on the (often complex) lives of these Top600 persons. These managers (‘regisseurs’) can connect to all the organizations concerned and ensure that their efforts are coordinated, aligned and mutually strengthening. The project includes preventing the Top600 persons’ (younger) brothers and sisters from following their siblings on a path of crime. It works through a collective focus and a tailor-made approach for each person, by exercising control on three levels (administrative, civil, and case level), by central monitoring of the results and - from there - by resolving structural flaws in the system.

    Similar to the total youth crime, the share of Moroccan boys and men who are suspected of committing a crime is decreasing. The percentage of suspects among male Moroccan teens and early twenties declined with as much as 35% in the period from 2005 to 2015. However, the share of 12- to 24-year-old males with a Dutch background who were suspected of committing a crime, declined even more sharply. Therefore, the overrepresentation of Moroccans increased. The increased amount of cultural dissonance among Moroccan boys and young adults seems to be the most probable explanation for the increased overrepresentation of this group in recorded crime. Cultural dissonance is where migrants have to steer a middle course between two highly contrasting cultures, namely the culture of their country of origin (of their parents) and that of the country in which they are residing.

    Law enforcement around the world, including the Netherlands, is currently experimenting with predictive policing: policing based on crime predictions. Big Data on past crimes and the help of sophisticated machine learning enable police to use reliable predictions about when and where the next offense will take place. If the effectiveness of policing actions is stored in the system, it can also predict which intervention is most effective. This is called prescriptive policing. The authors explain how these methods work, how reliable and effective they are and which associated risks can be identified. The authors emphasize that legal, ethical and organizational safeguards are necessary for a responsible implementation.

    Police forces and law enforcement agencies in many countries are continuously trying to optimize the use of technologies in policing and law enforcement. Efforts are being made to remove existing technological, legal and organizational obstacles to create more opportunities of promising technologies, both existing and new. This contribution describes the results of a survey among 46 police forces and other law enforcement agencies in eleven countries. Their experiences with policing technologies and their needs and preferences in this regard are described. The prevalence and satisfaction of existing technologies, including wiretapping, fingerprints, DNA research, database coupling, data mining and profiling, camera surveillance and network analyses were investigated. Legal, technological and organizational obstacles for the use of technology in policing were mapped and the extent to which policing technologies are evaluated and yield success stories was investigated. The main obstacles, according to the respondents, are insufficient financial resources and insufficient availability of technology. One in four organizations is lacking any clear, appealing success stories and half of the respondents indicated they were not performing any evaluations on the effectiveness of using particular technologies in policing. As a result, the information available on whether technologies in policing are actually working is very limited.

    Over the last decades the number of people who have been detained on the suspicion of terrorism has significantly grown. This has resulted in an increased scholarly interest in the topic of prisons and terrorism. However, the main focus of academic research has been the period of incarceration. Especially the question whether terrorists should be isolated from other prisoners has received considerable scientific attention. What happens after their release still remains opaque. In this article some preliminary insights will be shared on particular aspects of the societal reintegration of former suspected terrorist detainees. It presents some of the obstacles, dilemmas and opportunities. These insights where obtained through semi-structured interviews with both professionals and former detainees with a jihadist background.

    Big Data offers a plethora of promising opportunities in different areas of society. This introductory article focuses on the opportunities of Big Data in scientific research. The central question addressed in this article is: ‘What can Big Data offer in the context of scientific research?’ In order to answer this question, the following topics are discussed: what is Big Data, what is new about Big Data, which applications are there for Big Data in scientific research, and what are the pros and cons of the use of Big Data in scientific research? The conclusion is that Big Data offers some opportunities for scientific research that were previously impossible and, therefore, can be useful for researchers. However, the use of Big Data also has its limitations and the added value may depend on the research questions that are addressed.

    This article reflects on the various aspects of paedophile relationships. It is for a large part based on the author’s 30 years of clinical experience with the treatment of paedosexual men. The characteristics of paedophile relatonships are examined and how they usually develop. What does the paedophile seeks in a relationship with a child and vice versa? The prohibition of paedophilia and its consequences for the paedophile are also discussed. Paedosexuality is banned because of the supposed damage for the child involved. But what causes this damage? And what is the possible damage caused by the prohibition? Finally the author shows the interacting of elements like desire and love as well as manipulation and secrets. The friendship with an older man can be very valuable for a child, which is reflected in many books and movies on this topic. In this sense a paedophile relatonship can be appropriate. But this applies only if the adult has enough self control to refrain from giving in to sexual desires, since a paedosexual relationship can never be appropriate.

    In this article, the authors discuss in general terms the relevance of Article 1F Refugee Convention in relation to the recent increased asylum influx and the ‘Arab Spring’. More specifically, they answer the question to what extent it can be expected that the application of Article 1F is an appropriate means for identifying potential IS sympathizers and thus possibly for removing the threat of future terrorist attacks. With regard to countries like Syria it is more likely that relatively low-level persons who have been employed as a soldier or officer in a repressive state apparatus are excluded on the basis of Article 1F, than IS sympathizers with future terrorist plans. When the situation in Syria does not improve, it is likely that those 1F-excluded individuals will end up in a limbo situation for a prolonged period of time. This not only has significant negative consequences for the individuals involved, but also means that every 1F-exclusion today creates a political problem for the future.

    In this article the authors use empirical data from the Dutch Organised Crime Monitor to give empirical insight into the investments of organised crime offenders in legal economy. Using a dataset of 1,196 individual investments, they look into what kind of assets offenders purchase and where these assets are located. The authors use the empirical results to assess the tenability of different theoretical perspectives and assumptions that are present in the literature on money laundering and organised crime: the standard economic approach, the criminal infiltration approach and the social opportunity structure. The results of this study show that offenders predominantly invest in their home country and that their investments consist of tangible, familiar assets such as residences and other real estate and companies from well-known sectors. Investments such as bonds as well as stocks in companies in which offenders are not personally involved, were only found in a small number of cases. To put it differently: offenders usually stay close to home with their investments. Based on these results, the concept of social opportunity structure seems to be best suited to understand offenders’ investment choices.

    In this article, which serves as an introduction, the authors take a closer look at theoretical definitions as well as empirical manifestations of money laundering. They discuss the judicial definition and the often used theoretical distinction between ‘three stages’ of money laundering. Furthermore, the authors provide the reader with a quick overview of several forms of money laundering. This overview is based on actual criminal investigations. It covers the transfer of cash money and ‘concealed consumption’, both of which are frequently overlooked by authors who use the three stages model. Also ‘traditional’ forms of money laundering such as loan backs, abuse of legal trade, feigning gambling profit, structuring of real estate deals and ‘new’ forms, i.e. the use of bitcoins, are dealt with.

    In Dutch criminal money laundering investigations there is no need to fully proof the predicate offence. When a criminal suspicion of money laundering exists without a direct connection to the predicate offence it’s the suspect who must prove the legal origin of his income or possessions. If the suspect doesn’t succeed in this, the judge will rule that the origin has to be criminal. This article shows in six steps how judges rule in this kind of cases and how an investigation can be done. These six steps are combined with examples from recent jurisprudence. The goal of this article is to raise awareness on this subject in order to operate more efficiently and effectively in money laundering investigations.

    The modern secular democratic state rests on a new portrayal of man and a new status of religions and other comprehensive doctrines compared to the period before the sixteenth and seventeenth century. In this new view of man, as incarnated in the modern rule of law, other persons and communities are no longer seen as a condition for personal aspirations and development, but rather as a limit. This is expressed in the ‘harm principle’ of the French Revolution and John Stuart Mill. Freedom is at the center of this new constellation, so the homogeneity of the state must be generated from below, by a free civil society and also by religious organizations and traditions. Three problematic developments since the nineteenth century make the Christian view of man as free, responsible and undefinable ‘image of God’ relevant: the zoological, ‘scientific’ description of man that reduces man to a risk factor and an object of security management; the disappearance of ‘innocent’ disasters and calamities that increases human responsibility and the temptation to blame ‘others’ for our faults; and the growing gap between a legal and a moral public response to criminal acts that opens the need for forgiveness.

    This article argues that the notion of ‘victim’ primarily refers to the position of the person who, in the course of a (sacred, religious, legal, etc.) procedure, is ritually sacrificed to avert the wrath of the gods or to preserve peace in the community. In early modernity the Latin victima (sacrificial animal) was also used as a reference to Jesus Christ. Christ was seen as the Lamb of God, the innocent sacrificial lamb which, after an unfair trial, was crucified and died for the sins of the world. In the eighteenth century, under influence of the Enlightenment, the victim concept has been secularized and come to refer to every casualty of bad luck, crime, or disaster. Art history, however, offers interesting examples of pictures of mythical figures such as Sisyphus and Prometheus, representing early images of secularized victimhood in the sixteenth and seventeenth centuries. In the present day, the concept of victimhood is often used to define the position of the injured party in criminal proceedings. In this frame, the injured victim, looking for legal recognition, is juxtaposed against the position of the accused who is characterized as the possible culprit. However, reflection on the history of the victim concept reveals that it primarily refers to the position of the wrongly or falsely accused or condemned in the course of legal (or pseudolegal) proceedings. A state governed by the rule of law (‘rechtsstaat’) can be defined as a legal form of society which does its utmost to avoid the justice system producing its own victims. In this approach, a victim-oriented criminal justice system is fully aware of the need to protect precisely those who are threatened by the power of the state and public opinion because they are in the dock.

    Criminal law is embedded in a specific view of man and the world. This thesis implies that a change of the view of man and the world leads necessarily to a change of criminal law. Since our view of man and the world is constantly changing, the same applies for our law governing wrongful conduct. In this article is described how our view of man and the world has changed through the ages (during pre-modernity and modernity) and what changes have occurred under the influence thereof. Given the limited size of this article, a macro-perspective is utilized.
