This article discusses the importance of reflection for prison staff. Their work is both physical and emotionally incriminating. That increases risk on turnover, burn-out, psychosomatic diseases and negative experiences with prisoners. To render all challenges in their work it’s important to build up resiliency. One of the means to stimulate resilience is organized reflection. It is described how guided by experts, reflecting on own experiences can contribute to resilience of prison employees and strengthen their learning capacity. That is done by literature study and a description of experiences with organized reflection in PI Vught. |

This article reports on a conceptual model that provides insight into the relationship between Twitter use by community policing officers and citizens’ safety perceptions. The model has been tested using data from a relatively large-scale survey study and these results are supporting the model. Furthermore, a small impact of Twitter use has been found on feelings of safety and judgments about the police. To confirm these findings, further research on a larger scale is necessary. To find out more about the exact positive and negative effects of Twitter use by community policing officers, a more experimental design is required. |

Although group workers in juvenile correctional facilities (JCFs) are restricted in their actions by many rules and regulations, they still have the opportunity for tailor-made actions. Based on Lipsky’s (2010) theory of ‘street-level bureaucracy’ this article explains what this discretion means for group workers in JCFs and how they deal with it. Based on 24 interviews with group workers, this article outlines how they exercise discretion in a context where group dynamics and dealing with emotions affect their actions to an important degree. In addition, this article describes how group workers deal with dilemmas they encounter. |

The editorial introduction to this special issue on street-level bureaucracy (36 years after the publication of Michael Lipsky’s book) draws attention to the important role of frontline workers in the implementation of policy in practice. The two narratives as distinguished by Maynard-Moody and Musheno (2000) – that of government as an institution and that of the frontline workers themselves – are discussed in the light of the use of discretionary power by the frontline workers. The various dilemmas that the frontline worker encounters while doing so are briefly introduced and the role of the emergence of New Public Management and the resulting public-private partnerships since the eighties discussed. |

In the past decades, organised crime internationalised rapidly as a result of increasing mobility and ‘open’ borders. At the same time developments in information and communication technology have led to modernisation of existing types of crime and the introduction of novel ones. Finally, criminals have benefited from increasingly diversified migration streams. In the Netherlands and Belgium, organised crime appeared on the agenda in the 1990s. For a long time emphasis was on ‘trade crimes’ i.e. trafficking in drugs and humans, as well as human smuggling, followed by the production of synthetic drugs and cannabis. More recently the Low Countries are confronted by more visible manifestations of organised crime, for example rapid growth of outlaw motorcycle gangs. Criminals also try to utilise their capital to invest in businesses and real estate and to influence local politics. |

Definitions of the phenomenon are sometimes based on its effects, while others have their focus on its manifestations. Discussion on the underlying causes is lacking. Regularly, activities that actually do not relate to undermining are labeled as such. |

Social network analysis (SNA) has taken its place in the field of criminology, although among Dutch criminologists the emphasis remains on conceptual contributions. Meanwhile, the world of criminal investigation and intelligence has witnessed the development of a blossoming SNA-practice. The emergence of big data makes SNA an indispensable tool to exploit the oceans of data in a meaningful way. Unfortunately, when it comes to employing SNA, academia and the investigations and intelligence domains remain separated. While Dutch analysts adopt scientific ideas and concepts, they rarely contribute to the body of literature; confidential SNA reports remain inaccessible. Shedding light on over forty SNA related internal police studies, this article bridges the gap between Dutch academic criminologists and ‘pracademics’ in law enforcement. |

The Belgian Customs Administration has taken the lead on the federal level to elaborate an anti-corruption policy. Up till now the initiatives of the administration D&A consisted of: anti-corruption training for the complete staff, a distribution of the relevant regulation concerning corruption and the setting up of an internal complaints desk. These measures suggest that mainly the individual employee has to take responsibility to prevent corruption. Based on three related research stages we conclude that the social-economic context and the organisational characteristics also contribute to the explanation of corruption which implies to go beyond the micro-level when developing an anti-corruption policy. The structure of our analysis is based on the five key variables of Gobert and Punch: the social, economic and cultural characteristics, the nature and structure of the organisation, rationality, neutralisation techniques and moral disengagement and crime facilitative characteristics. This contribution is the first section of a research project on the responsibilities of the public sector and the private companies for public corruption. |
