In this article, the authors draw on a netnographic study conducted between May and July 2019 on phishing on Telegram Messenger. The results indicate that Telegram, just like cryptomarkets and online forums, seems to function as a criminal marketplace. In the groups analyzed the authors see users who both offer and are looking for specific goods and services related to the crime script of phishing. Furthermore, the information on Telegram contains specific modi operandi that are offering comprehensive and step-by-step guides to successfully complete specific financial cybercrimes. Therefore, based on this explorative study the authors argue that Telegram can be seen as a digital offender convergence setting. |

The prevalence of online crime increases. Social engineering, such as email phishing, is often an important element in an attack. Several interventions have been developed to reduce the success of these types of attacks. The current study investigates whether interventions can help reduce vulnerability to social engineering attacks. The authors investigate which types of interventions and specific elements are most successful. They selected studies with an experimental design that tested at least one intervention. A total of 19 studies with 37 effect sizes, based on a total sample of N=23,146 subjects, were found. The available training courses, intervention materials and effect sizes were analysed. Overall, positive effects of interventions were found. However, there are substantial differences in effect for the different types of interventions. Effective interventions are relatively intensive and have a specific focus. The authors conclude with the design of the best possible intervention given the results of their research. |

Reports by citizens are a great source of information for the police. Local residents often know well what is going on in their neighborhood and which situations are suspicious. In this study, an online survey was conducted to investigate what drives citizens to report to the police. A wide range of individual, social and institutional drivers were explored. The results show that the more often people have reported anything to the police in the past, the higher their risk perception, self-efficacy, citizen participation and police legitimacy. Furthermore, participants with a higher degree of self-efficacy, response efficacy, trust in the police and police legitimacy appeared to be more willing to report in the future. An open question regarding what motivates people the most to report show that response efficacy (the idea to what extent reporting has an effect on increasing safety and reducing crime) and altruistic values (justice, to help society and punish the perpetrators) were mentioned most frequently. |

Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers. |

Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods. |

It is unclear to what extent criminal record screening policies can explain low employment rates after release. This descriptive study provides more insight into this matter by examining whether ex-prisoners applied for a certificate of conduct, found employment and whether this job was found without such a certificate. To answer these questions interview data on ex-prisoners (N=931) are combined with data on criminal record screenings. Only 6 percent applied for a certificate, half of which were granted. Many ex-prisoners did not report any employment, but almost all working ex-prisoners found this job without a certificate. These findings bring nuance to discussions on the role of criminal record screening after release. |

In the Netherlands, mayors are entitled to close public and non-public premises if drug-related activities are being conducted there. Using data from the case law of Dutch lower courts, published between 2008 and 2016, this article examines the relative success of different types of litigants, and the influence of case characteristics on drug-related closure cases. We build on Galanter’s framework of ‘repeat players’ and ‘one-shotters’, to argue that a mayor is the stronger party and is therefore more likely to win in court. We categorise mayors as ‘upperdogs’, and the opposing litigants as ‘underdogs’. Moreover, we distinguish stronger mayors from weaker ones, based on the population size of their municipality. Similarly, we distinguish the stronger underdogs from the weaker ones. Businesses and organisations are classified as stronger parties, relative to individuals, who are classified as weaker parties. In line with our hypothesis, we find that mayors win in the vast majority of cases. However, contrary to our presumptions, we find that mayors have a significantly lower chance of winning a case if they litigate against weak underdogs. When controlling for particular case characteristics, such as the type of drugs and invoked defences, our findings offer evidence that case characteristics are consequential for the resolution of drug-related closure cases in the Netherlands. |

Although it can lead to changes in the type of crime (e.g. cybercrime), datafication also facilitates shifts from visible and registered crime to crime that has not (yet) been measured and registered, like manifestations of organized crime. Analyzing so-called big data can help to recognize new forms of crime, predict risk factors, and decrease the dark number of these forms of crime. |

The relationship between debts and delinquency is still unclear and knowledge about the prevalence and scope of debts among delinquents, which is needed to systematically explore this relationship, is lacking. The present study contains a systematic and scoping literature review on this relationship and analyzed data from risk assessment and client files (N = 250) from the Dutch probation service. Results show that debt and crime are strongly related and that debts among probation clients are highly prevalent and complex and underline the importance of inquiring more knowledge about debts as a potential risk factor for relapse during supervision. |

An exceptionally high prevalence of financial debt problems can be found among prisoners, but criminological knowledge on the link between debts and crime is limited. Previous studies are hindered by a lack of information on types of debts, informal debts and background characteristics. This article provides first and detailed insights in the types and amount of debts during and after prison in the Netherlands. Based on data from the Prison Project we show that the majority of prisoners report having debts during prison, show how different types of debts are related and how these debts change six months after release. |

Gijsbert Karel van Hogendorp is the auctor intellectualis of the 1818 Dutch constitution. It was his sketch for a new constitution that was used as a starting point for the deliberations of its original drafting committee. Van Hogendorp justifies his constitution as a restoration of the Burgundian constitution that applied before the Dutch Republic. In recent literature Van Hogendorp’s restorational argument is presented as an invention of tradition. In this article an alternative explanation is presented, namely that it is part of a form of classicist political thought that was common during the ancien régime. Van Hogendorp describes his constitution as a moderate monarchy, in which the three principles of monarchy, aristocracy and democracy are properly balanced. And he mainly defends this mixed regime by pointing out that it is a restoration of the old Burgundian constitution of the Netherlands. This way of reasoning is, as will be shown, typically classicistic. |

In recent years, migration has been at the centre of European debates and the number of migrants trying to cross the Mediterranean remains alarming. To this day, hundreds of people continue to risk their lives crossing the Mediterranean on small boats in order to flee conflict zones, persecution or extreme poverty. However, due to the lack of legal alternatives, migrants engage in dangerous journeys and find themselves helpless in the hands of smugglers. This article will address the growing pattern of criminalisation of migration and humanitarian assistance throughout Europe and consider the extent to which national, European and international anti-smuggling laws affect the work of civil society actors. |
