    Public attitude towards police intervention has changed in the last twenty years or so, as a result of more general changes in society towards figures and institutions of authority. From the 1970s onward, we have witnessed a change from an authoritarian ‘command household’ to a ‘household of negotiation’ in which parties mutually exchange views and reasons. Since the 1990s however, unanticipated consequences of this emancipatory movement are becoming apparent, most importantly the inability of citizens to always live up to this emancipatory responsibility. And more importantly, a generally shared sense that we are overburdened by this responsibility, and thus cannot reasonably be expected to act according to emancipatory norms. This creates a new kind of problem or challenge for the police. Appeals to the emancipatory responsibility of the public, or entering into dialogue with offenders and bystanders, are not as effective as before. Both police and public are therefore in search of a new kind of authority that is responsive to the emancipatory ‘fatigue’ increasingly experienced by citizens.

    This issue is concerned with what this introduction calls the production of secure space. It thematizes the relationship between subjective safety or insecurity and space. As a prism for the analysis of this relationship, the issue focuses on the phenomenon of (semi) gated communities. As most of the contributions show, subjectively experienced insecurity is often but one factor in the formation of gated communities and other ‘gated’ forms of living. In thus focusing on the motives of middle class residents for gated forms of living, this issue departs with the dominant strand in ‘administrative criminology’, which partakes in an increasing localization and depoliticization of issue of crime and safety.

    In the Netherlands the discussion on the recent increase in residential domains with some sort of enclosure is fuelled by references to foreign examples (gated communities). However, large scale gated communities are absent in the Netherlands. Rather, we speak of enclosed residential domains. This article analyses the societal forces behind their popularity. Trends facilitating the further development of enclosed residential domains appear to be stronger than those impeding it. The growing need for shelter and a living environment that is predictable and familiar is especially important. Lack of safety, however, cannot directly be regarded as a prominent factor.

    The author provides a discussion of the articles in this issue of the Tijdschrift voor Veiligheid (Journal on Security) on the occasion of its tenth anniversary. He notes that there is an increasing hybridising, subjectification and fragmentation in the security area. The increasing interweaving of security politics seems to apply least to a common approach in ‘social security and physical safety issues’ (crime control and disaster and crisis management), while exactly this was aimed for in so-called integral security politics. According to the author that is the case because of ‘the moral pin’, which plays a dominant role in crime, but not in safety issues. The entanglement of forms of security identified by the author has a normative basis – it comes from the social order of an increasingly complex society. For the future an ever greater responsibilisation can be expected, in which the perception of security becomes even more important than it is now already. Not a big orchestrated security policy, but jazzy structures will then determine the prospects.

    This article describes and judges the complex and often contradictory dynamic by which boundaries are constructed and transgressed. This dynamic reveals much about power, meaning, and the political economy of crime and control. The author describes the project undertaken by Critical Mass riders and precarity activists. These projects explore the possibilities of drift as collective experience and collective transgression. The pervasiveness of drift in contemporary society, paired with the subversive cultures of drift emerging around new social movements and alternative spatial practices, point toward a new kind of global collectivity.

    In the introduction to this first issue of the Dutch Journal on Culture and Crime, the editors first examine the history of cultural perspectives in criminology and the reasons why this approach is particularly relevant to analyse crime in our globalised consumer societies. Cultural criminology’s social-constructionist perspectives on the key-concepts, culture and crime, are elaborated next, followed by an exposé of the new imaginative meaning of media-studies in our age of information. In the last paragraph the claim is made that, although ethnography plays a key-role, there is a wide variety of research methodologies that can be applied in cultural criminological framework.

    In recent decades the night-time economy has started to play a significant role in city centre regeneration; it has become a vital element of the urban economy, as well as a marketing tool in the competition between cities. Concerns about personal safety and fear of crime determine to a large extent the success of these nightlife districts. Based on an analysis of policy documents, night-time observations and expert interviews with stakeholders in the Safe Nightlife Programmes of Rotterdam and Utrecht, different local safety measures and their legitimizations in different local urban settings will be analysed. The question raised is how surveillance measures in different nightlife districts are legitimized, taking into account the fact that cities' nightlife districts do not only need to be safe, but are also favoured by its visitors for adventure and excitement. What are the social implications of these surveillance measures and what does this mean for the character of cities' nightlife districts?

President Sarkozy, the political producer, has launched a public ‘schizophrenic’ discussion in which criminologists/sociologists act and quarrel on the edge of a knife. This debate can only be understood in reference to French criminological history, politics, structures and scientific particularities. The contents of this criminological theatre of war can enrich criminological discussion in the Netherlands and Belgium.

    The fight against organized cannabis cultivation is an important topic within Dutch law enforcement. No longer the sole responsibility of the police, the current trend is for the police to work alongside local government, companies providing energy, housing associations and the Inland Revenue. Together they unite their strengths to deal more effectively and resolutely with the problem. Although different studies have been conducted concerning the (effectiveness of) the fight against cannabis cultivation, there is not much known regarding the way actors experience the fight from ‘within’, that is: the interactions, perceptions and transformations of agreements and premises which are enacted on the ‘molecular level’ of the cooperation. In two large Dutch cities, we have researched, on the basis of semi-structured interviews and observation, how parties implement their role within the integral fight against cannabis cultivation. The results reveal that the execution is more complex and uncontrollable than previously considered. The cooperation turns out not to be deductive, structured and ‘organized’; but rather flexible, dynamic and ‘self organizing’ in character.

    Intervention teams are among the most discussed tools in the current process of securitisation. Their integrated approach takes into account all underlying causes of insecurity and quality of life. For a more effective approach authorities and organisations have to cooperate and let go of their mutual boundaries. But can the participants put aside their differences in perspectives and policies? This article discusses the goal of ‘ontkokering’ (‘decompartalisation’), this was done through a study of the practices of intervention team SIP in Amsterdam. On basis of thirteen interviews and observations the authors argue that there are three main mechanisms or ‘molar barriers’, which conserve the old structures in the integrated approach of the intervention team: ‘methodical robustness’, ‘institutional robustness’ and ‘financial robustness’.

    This article offers an analysis of the side effects caused by the increased counterterrorism measures adapted in Dutch law and public policy after 9/11. Taking clues from Foucault's thinking on securitisation and Beck's risk society, it is argued that focus, referent subject and object of security measures and deployment of counterterrorism laws have shifted from the concrete individual to society and risk prevention as a whole (1), that this shift induces function creep (2) and a much quicker deployment of measures, resulting in an increasing suspect population (3). Rather than arguing against the legality and legitimacy of these measures, the authors analyse the epistemological shift in reasoning and unpack the various probabilistic arguments (as opposed to evidence-based arguments) behind the wave of securitisation after 9/11 - resulting in a lack of knowledge about, transparency and accountability of the generated side effects.

    Where formerly the government had the monopoly on the governing of security, it seems that there has been a shift taking place towards a more horizontal security care. The government has stopped being the only organizer and executor of issues of security. Private companies increasingly take over the government's responsibilities. This is also the case in the Dutch shopping centre Alexandrium. Alexandrium is one of the first examples in the Netherlands of a Business Improvement District. Nowadays entrepreneurs decide which activities are organized and which projects are being set up in order to keep the area ‘clean and safe’. On the basis of 43 in-depth interviews the authors show that not all parties involved are optimistic about this development. Main point of attention is the lack of cooperation between the entrepreneurs and the police. Moreover, they express the feeling that the shopping area has become less safe in the past years.

    Les Johnston and Clifford Shearing argue in their book, Governing Security, that the state has lost its monopoly on the governance of security. Private security arrangements have formed a networked governance of security in which the criminal law of the state is just one of the many knots or ‘nodes’ of the security network. Johnston and Shearing consider On Crimes and Punishment, written by Cesare Beccaria in the 18th century, as the most important statement of the classical security program which has withered away in the networked governance of the risk society. This article critizes the way Johnston and Shearing analyze Beccaria’s social contract theory and it formulates a Beccarian theory of the criminal law and nodal governance which explains the causes of crime and the rise of nodal governance and defends the central role of the state in anchoring security arrangements based on private contracts and property rights.
