    In each youth justice system, several age limits exist that indicate what type of reaction can and may be connected to the degree of responsibility that a person can already bear. Civil liability, criminal responsibility and criminal majority are examples of concepts on which age limits are based, but whose definition and impact is not always clear. Especially as far as the minimum age of criminal responsibility (MACR) is concerned, confusion exists in legal doctrine. This is apparent from the fact that international comparison tables often show different MACRs for the same country. Moreover, the international literature often seems to define youth justice systems by means of a lower and upper limit, whereas such a dual distinction is too basic to comprehend the complex multilayer nature of the systems. This contribution therefore maps out and conceptually clarifies the different interpretations and consequences of the several age limits that exist within youth justice systems. To that extent, the age limits of six countries are analysed: Argentina, Austria, Belgium, the Netherlands, New Zealand and Northern Ireland. This legal comparison ultimately leads to a proposal to establish a coherent conceptual framework on age limits in youth justice.

    A narrative review was conducted to develop more coherent awareness and knowledge regarding emotional experiences of qualitative researchers studying sensitive topics or vulnerable groups, as discussions about this topic are currently fragmented and scattered. Qualitative researchers experience many painful as well as enjoyable emotions, which can influence their personal, social and professional lives. These emotions are recurrently reported in relation to the unpredictability of qualitative research and the different roles of qualitative researchers. More structural and individual attention for emotional experiences of qualitative researchers is necessary, for instance, in academic (doctoral) training and general handbooks on qualitative research.

    For quite some years now, crimes of ‘the powerful’ have been studied by criminologists. While researching crimes of ‘the powerful’, researchers aim to maintain and safeguard their integrity and ethics. However, there seems to be a friction between, on the one hand, ethics of the researchers themselves and on the other hand, ethics (policies) of universities. Obviously, not only do they have to justify their actions and decisions to themselves and ‘science’ as a whole, they must justify their research to ethics committees (EC’s) of universities. It could result in complex and difficult situations when researchers suspect that EC’s themselves may be instruments and products of the powerful groups they are studying. In that case, EC’s might undermine ethics and research integrity themselves. What do certain EC- ‘conditions’ look like for research ethics and to which extent do they have to be adjusted or reconsidered when criminologists are researching ‘the powerful’? The key question that will be answered in this contribution is as follows: how can criminologist (re)act ethically responsibly when confronted with (un)ethical committees? To answer this and other relevant questions, after reviewing literature, we reflect on a biographical study of a legal arms trader. We then elaborate on the ‘ethics creep’ (Haggerty, 2004) that seems to haunt social sciences nowadays.

    This paper focuses on the practice of youth justice (termed ‘youth protection’ in Belgium) in which professional actors ascribe deviant behaviour of youngsters to different cultural and migration backgrounds. Intra-European Roma migrants and refugees from the Northern Caucasus in Belgium are chosen as case studies. Discourse analysis of 55 youth court files and 41 expert interviews with professional actors show that deviant behaviour of these young people is explained in different manners. Two discourses are identified: ‘criminal vagabonds’ and ‘war torn children’. These discourses and their effects in practice differ tremendously for both groups. The broader discussion this article touches upon is the selective inclusion and exclusion in the institutions of formal social control, through social practices of culturalisation.

    Within the field of criminology, marriage and labour are important determinants for the decline in criminal behavior. However, these factors are seldom researched in the context of historical criminology. By conducting research into crimes against property in Rotterdam, those brought to the Rotterdam correctional court in the 1812-1820 period, this paper attempts to shed light on the topic. Our findings show that a majority of the delinquents in question were employed, while a minority of those female delinquents were married, yet also in gainful employment in most cases. Male adolescents, who had just entered the labour market, were the largest group of male delinquents. The female population of delinquents consisted mostly of women who were close to marriageable age. Thus, it is suggested that labour and marriage supplied insufficient economical stability to inhibit criminal behavior during the 1812-1820 period.

    Dynamic predictors of periods of incarceration across the life course of female prisoners in the Netherlands were examined, inspired by a Gendered Pathways to Offending framework. Through life course calendars and surveys 397 female prisoners were interviewed. Women who were employed, received benefits, experienced childbirth, or were involved with substance abusing partners were less likely to be incarcerated one year later. Women whose parents had divorced, were addicted to hard drugs, worked as prostitutes, were homeless, had debts, had income from crime or a criminal partner, or received treatment for psychological problems were at increased risk for incarceration one year later.

    In this article, the questions why scientific misconduct has become a subject of criminological research and how scientific misconduct relates to a production-oriented academic culture are examined. It is argued that the current academic career path produces an anomic academic culture. The authors further examine the slippery notion of the term ‘scientific misconduct’ and conclude that questions about the prevalence or increase of scientific misconduct are hardly answerable. They also point at a number of undesirable side-effects of the emerging culture of distrust and control in academia, amongst which socially disengaged, highly predictable and little innovative research. They end with a plea to recapture a truly academic culture.

    Recent years have seen a growing interest in scientific malpractice. In the Netherlands, for example, several major cases of plagiarism, fabrication of data and falsification of findings have come to light. The scandal surrounding the Dutch social psychologist Diederik Stapel, who simply made up the results of empirical research, prompted worldwide attention. As a result of these scandals, universities have, in the past few years, increased their efforts to better ensure the integrity of scientific research. In this process it is sometimes overlooked that scientific integrity is not a clear-cut concept. By examining three ethical issues relevant to criminological research, this article aims to illustrate that the assessment of integrity is a complicated matter. The first dilemma relates to maintaining confidentiality: how to ensure that the privacy of respondents is protected and the research will not harm their interests? The second dilemma has to do with the degree of openness and transparency required from the viewpoint of scientific accountability. How transparent can one be when it comes to conducting scientific research based on secret information and closed sources that are only accessible to the researchers? Finally, the third dilemma concerns the independent position of criminological research. What are the possibilities and limitations of free and independent research in the field of criminology?

    In this article the authors focus upon the measures taken as a reaction against scientific fraud against the background of the contemporary science policy that turns the practice of science into a knowledge economy. In the light of the availability but obvious underuse of reactive legal means, they question the recourse to proactive ethical control and regulation of the scientific activities. They contend that such science policy is not so much the expression of a reaction against exceptional cases of scientific fraud, than of an endeavour to discipline and control scientist to the constraints of the knowledge economy. For the authors, however, the latter is the problem to be solved: another science policy is needed.

    This article gives a historical sketch of a century of juvenile justice in the Netherlands. It focuses on the development of the concept of childhood from the beginning of the twentieth century to the present. Starting from the notion of degeneration and the idea of the neglected child, in the thirties a psychologization process emerged. Crucial was the notion of the childlike nature of the behavior of minor offenders, which was clearly inspired by new insights coming from pedagogy, developmental psychology and child psychiatry. The author argues that recently, after some decades showing a trend towards more toughness on crime, there are indications of a reemergence of the notion of the childlike nature of young delinquents, again inspired by knowledge and insights from the behavioral sciences but also from neurology and brain research.

    The economic analysis of (potential) disasters is an important method to determine the efficacy and efficiency of investments in disaster prevention and mitigation. The Dutch National Risk Assessment (NRA) provides an integrated, whole-of-government and all-hazard approach to Dutch national security. The strategy does not only intend to identify capacity gaps and define measures regarding individual threats and risks, but also to enhance capability planning and policy development concerning overall national security. The approach is multi-disciplinary and based upon scenarios which are evaluated and graded in terms of impact and likelihood according to a unified scoring method. Economic impact is one of the criteria in the NRA risk assessment methodology. This article provides a review of the (applied) scientific literature of the many economic tools and methods that have been used worldwide to estimate the (potential) impact of disasters and provides concrete applications at the micro and macro levels to Dutch cases and scenarios that were developed during the five annual cycles of the NRA's existence (2007-2011). We discuss pros and cons of applied methodologies.

    In the introduction of the special issue of the Journal on Crime & Culture on ‘Resistance’, the editors focus on the theoretical history of the concept of resistance in the field of Criminology. Against the background of the Birmingham School and the themes and ideas of Critical Criminology, the authors argue that new issues are rebelled against, and new styles and rituals become en vogue. The street fighting man on the barricades is no longer the obvious icon, and resistance is not per se intergenerational, interclass or a confrontation between minorities and mainstream culture. Resistance may have epidemic proportions as the Arabic Spring. Movements like Occupy or WikiLeaks operate across borders, but resistance also includes subtle transgressions within organizations.

    La Haine (Kassovitz, 1995) shows practices of resistance of youngsters in public space. Next to the traditional milieus of socialisation – at home, at school or in institutionalised leisure facilities – youngsters demand their ‘place’ in public space. In doing so, they partly privatise public space (‘parochial space’). In this article we argue that transgressive behaviour of youngsters should be conceptualised as both a side-effect of growing up and socialisation, and as resistance against adult domination, especially in public space. As such, hanging around is cause and effect of control and criminalisation.

    In the Netherlands, not much research has been done on the ways that Dutch women experience and try to survive a detention abroad. The research, on which this article is based, did focus on Dutch female prisoners abroad, using an ethnographic research method. This study looks at the ways Dutch mulas experience their prison term in Peru and focuses on their strategies of survival. The ways these women react upon their detention can be traced back to existing literature on the importation theory and deprivation theory. Also it became apparent that various coping strategies are used to survive their Peruvian imprisonment. These coping strategies proof to be related to the life experiences of the women (importation theory) and the experienced prison environment (deprivation theory).
