The victim’s position in Dutch criminal law has been strengthened. There has been an emancipation of the victim in criminal law. However, not much attention is being paid on the role and position of the victim in the Dutch administrative procedure. This article explores the scope of what is called ‘Administrative victimology’. Administrative victimology is an empirical science that deals with the position and legal role of the victim in the administrative procedure. It is expected that this ‘new’ type of victimology will become more important in the years to come. |

This study investigates the effect of providing information about decision making on aggression of clients of the Dutch Employee Insurance Agency (UWV). The expectation is that providing adequate information leads to a decrease in aggression, because it influences feelings of informational justice and frustration. UWV-clients (N=1.415) participated in an experimental scenario study (adequate vs. limited information providing). Next to aggression, psychological, UWV and social demographic characteristics were measured. Compared to limited information, receiving adequate information results in lower aggression. Clients with more negative affect show more aggression, but receiving adequate information especially reduces aggression in these clients. |

This paper tries to answer the question why defendants use violence against police officers and whether, and if so how, they construct justifications for their own behavior. The study consists of an analysis of the situational aspects of violence against police officers and the characteristics of suspects. In addition, some suspects were interviewed about the incident in which they were involved. They were asked what their perception of the situation was, and what the background of the violence was. They were also asked for their opinion on the image of the police in general, and for their knowledge and perception of the relevant laws and regulations. The conclusion is that the motives for violence against a police officer lie in their belief that all men, police officer or not, are equal and should be treated with respect. Suspects feel treated unfairly and disrespectfully by police officers. Suspects feel that in such cases they are entitled to use force. Suspects are not aware of the differences between their own rights and responsibilities in such a situation and the authority that police officers legally have to use of force in order to perform their legal tasks. |

Emergency responders are often sent to the front line and are often confronted with aggression and violence in interaction with citizens. According to previous studies, some professionals experience more workplace violence than others. In this article, the theoretical framework to study variations in workplace violence against emergency responders is described. According to criminal opportunity theories, which integrate the routine activity theory and lifestyle/exposure theory, victimisation is largely dependent on the lifestyle and routine activities of persons. Situational characteristics that could be related to workplace violence are organisational or task characteristics, such as having more contact with citizens or working at night. However, they do not provide insight in all aspects of influence, and their usefulness to reduce victimisation is limited. Therefore, it is important to consider the role of personal characteristics of the emergency responders that may be more or less ‘attractive’, which is elaborated upon by the victim precipitation theory. Psychological and behavioural characteristics of emergency responders may be relevant to reduce external workplace violence. The author argues that, despite the risk of being considered as blaming the victim, studying characteristics that might prevent victimisation is needed. Directions for future studies about workplace violence are discussed. These future studies should address a combination of victim and situation characteristics, use a longitudinal design and focus on emergency responders. In addition, differences between professions in relationships between characteristics and workplace violence should be explored. |

SamenvattingAuteursinformatie |
An explicit goal in the Dutch victim policy is to offer protection to victims of crime. Based on a EU Directive all member states shall ensure that victims receive a timely and individual assessment, to identify specific protection needs. In this paper the question is: which victims especially do need protection? More specific, it examines whether the victim-offender relationship, controlling for the confounders ‘type of crime’ and ‘gender of the victim’, contributes to the extent in which protection is a reason for reporting crimes to the police. For victims of domestic violence (by partners, ex-partners and (other) family members), the need for protection is an important reason for reporting – not just for women and girls, but also for men and boys. The need for protection is an important reason for reporting for victims by partners, ex-partners and (other) family members of non-violent as well as violent crimes. |
