    Datingfraud is nothing new but it is an underexposed subject. Victims are approached on online datingsites by criminals whose goal is to gain large amounts of money. To achieve this, they start, with a false identity, an online relationship with their victims. In this article research has been done what the needs of the victims are after the offense has been committed. To this end interviews have been made with victims of datingfraud and staff members of victim support. Many victims do not end up with victim support because the police refuse to make a report. Nevertheless, the emotional and legal aid seems to functioning well. However, the practical help leaves much to be desired, especially because employees are not informed about all possibilities there are to support the victims.

    In the media one notices items on mistreatment of animals on a regular basis. These can cause intense agitation in the society. Think of the many horses that have been abused throughout the country in 2012. This case remains unsolved to this day. The question is: who does this, who are the animal abusers, what are their characteristics and backgrounds? After a long search in several registration systems of many institutions the characteristics and backgrounds of 97 animal abusers have been found. The data of the institutions have also been used to create an image of the nature and extent of animal abuse. Subsequently there have been interviews with several experts from different organisations to record their knowledge and experience and to indicate the results. The characteristics and backgrounds of the animal abusers are diverse. Their ages range from 7 to 85 years. The offenders are an average of 34 years old at the time of committing the animal abuse. Animal abusers are not notorious criminals. Half is reported to be the first offender according to police data. The other half commits all forms of crime. This includes the share of capital offenses (34%) and violent crimes (23%). Dogs are most often abused. The motives are diverse. Disappearing anger and frustration seems to be an important reason to abuse animals. Only nine people found that there was domestic violence in addition to animal abuse. An initial classification of types of animal traffickers in, amongst others, group planners, loners and sadists, has to be empirically substantiated.

    This contribution describes the legal basis for revoking or denying a residence status to asylum seekers and individuals in possession of a status who are considered war criminals, ‘common’ criminals or terrorists, in what way the Dutch government tries to identify these persons, and what the nature and size of this group is. The authors conclude that identifying alleged war criminals and jihadists is particularly complex and that there is a tension with respect to the use, necessity and desirability of making available concrete tools in the form of indicators to first line professionals for the purpose of identifying jihadists. The presence of unwanted but unremovable (criminal) asylum seekers is undesirable from the perspective of society. The suggestion is made to provide them, under certain conditions, with a temporary residence status.

    Many scholars interpreted the lifting of the ban on brothels in 2000 (often called the legalization of prostitution) in The Netherlands, as a sign that selling sex was no longer deemed morally objectionable. Governing prostitution thus became primarily a technical matter of government. A task that, for a large part, was delegated to municipalities. However, nearly two decades later, the debate surrounding prostitution (policy) is still characterized by its moral tone of voice, and we lack insight into the strategies and techniques deployed by local governments. This raises two important questions. First, what actually happens in legalized local prostitution markets? Extant research, focusses too much on (changes in) national policy, and too little on what key actors (such as municipalities) are actually doing in local prostitution markets. Second, what is the role of moral aspects? When local actors are studied, insufficient attention is paid to the influence of moral issues. My PhD research addresses these two questions, by looking at the relationship between moral beliefs surrounding prostitution and the way in which local governments attempt to stabilize or change the modus operandi of a local prostitution market. It develops a theoretical framework combining field theory and Foucauldian governmentality concepts, and tries to shed light on the broader theme of the relation between morality and governing in late modern times.

    Professionals dealing with crises are more or less forced to a next level of crisis communication and crisis management. This is because of the influence of social media. Messages on Twitter, Facebook and other social media can have a significant impact on the course of developments during a crisis. Sometimes in a positive way, when help is mobilized quickly and people can be informed almost instantly. On other occasions the impact is more negative, when for instance rumors lead to false accusations or threats. In the past several years, crisis management authorities have built up more experience with the use and application of social media and monitoring tools. There are still cases where officials and professionals are taken by surprise because of the shift stream of messages and their impact on public opinion and crisis control. But also lessons have been learned, e.g. in terms of online and offline reactions, cooperation with the public, and rumor control.
    This article gives an overview of research results in literature and summarizes the outcomes of a case study research project.

    Recently, we conducted a study on drug trafficking criminal networks in a Dutch town. In this article, we examine the results of this study by assessing the development of criminal networks and the way in which individuals get involved with these networks. Our analysis of the qualitative data focuses on three central empirical findings derived from earlier (mainly Dutch) research on criminal networks. A first outcome of earlier studies was that criminal networks are not based on a specific kind of crime and therefore do not resemble goal driven companies. Our fieldwork suggests, however, that the networks seemed less ‘flat’ and more goal driven than previously assumed. Second, earlier studies conclude that the structure of social opportunities facilitates a subjects’ inclination towards committing crime. Our study seems to confirm this finding: social pressure from peers and family is strong and encourages involvement in drug trafficking networks. Finally, earlier research pointed out that involvement in criminal networks was not a result of intentional recruitment. In our study we found – anecdotic – evidence of the opposite. We found evidence that suggests that most youth criminals are not ‘persisters’, however, mobs may serve as gateways to organised crime.

    Cruelty to and neglect of animals are criminal offences. In the criminal prosecution of perpetrators of cruelty to and neglect of animals, the court may impose an injunction on the offenders to keep animals for a specific period of time. In the Netherlands, this so-called ban on keeping animals (‘houdverbod’) can be imposed by the criminal court in the form of a special condition imposed in combination with a suspended sentence. In this article we present the results of a study into the frequency with which and the manner in which the ban on keeping animals is applied nationwide in the Netherlands. The study provides insights into the prerequisites for adequate application of the ban on keeping animals. In practice, the implementation of the ban on keeping animals in its current form faces some problems. The question is how the effectiveness of the ban on keeping animals may be improved and whether there are alternative ways to apply the ban on keeping animals that may serve the purpose better. The issue of the most effective form in which to implement a ban on keeping animals – also in the longer term – is a thorny one.

    In this article, the authors discuss in general terms the relevance of Article 1F Refugee Convention in relation to the recent increased asylum influx and the ‘Arab Spring’. More specifically, they answer the question to what extent it can be expected that the application of Article 1F is an appropriate means for identifying potential IS sympathizers and thus possibly for removing the threat of future terrorist attacks. With regard to countries like Syria it is more likely that relatively low-level persons who have been employed as a soldier or officer in a repressive state apparatus are excluded on the basis of Article 1F, than IS sympathizers with future terrorist plans. When the situation in Syria does not improve, it is likely that those 1F-excluded individuals will end up in a limbo situation for a prolonged period of time. This not only has significant negative consequences for the individuals involved, but also means that every 1F-exclusion today creates a political problem for the future.

    In this article we describe how and why the Karen National Union (KNU) has profited from international refugee camps and humanitarian aid in Thailand after they had been largely defeated in Burma. By assuming leadership positions in the refugee and camp committees, they have been able to maintain their specific ideology in the camps. Because humanitarian aid to these refugee camps was much higher than to victims and organizations in Burma itself, international donors and NGOs have disproportionately supported the KNU.

    Since 1995 the influx of labour migrants in the Netherlands has increased steadily from over 10.000 in 1995 to around 47.000 in 2011. As a consequence, from 2007, searching a job is the main migration motive of non-Dutch immigrants to migrate to the Netherlands. On average, one third of all labour migrants were women. Explanations for the fact that a minority of the labour migrants coming to the Netherlands are women can be derived from the literature. Possible reasons are gender patterns (in the Netherlands and/or the countries of origin) and differences in the personal networks of men and women. In addition, the Dutch labour migration policy, and in particular the conditions applying to labour migrants (in terms of education and employment sector) as well as the restriction on the right of family members of labour migrants to work in the Netherlands, may limit the influx of female labour migrants.

    The 2007 Dutch Pardon Regulation, a regularisation programme to settle the legacy of the old immigration law, was meant to deal with backlogs in the settling of asylum procedures. According to the literature there are several risks attached to such regularisation programmes. The parties involved in the implementation of the Dutch Pardon Regulation managed to evade most of these risks, partly because of their great efforts and close cooperation. The results of the Regulation were according to plan with respect to the number of asylum seekers who received a permit in the context of the regulation and their housing. In two respects the Regulation did not have the desired result: temporary shelter in municipalities decreased but was not ended, and it proved difficult to carry through the return of people who were ineligible for the regularisation programme.

    On the basis of article 1F Refugee Convention alleged perpetrators of serious crimes can be excluded from refugee protection. Under certain circumstances this exclusion can be regarded a unique type of contemporary banishment and branding. The rationale to exclude is primarily motivated by moral arguments, rather than security related arguments. In case Dutch government cannot deport the excluded persons, the exclusion is not limited to a certain place but (de facto) universal in nature. When the banished alleged perpetrators are declared undesirable aliens they are ‘branded’ as actual perpetrators.

    In recent years, not only victims of serious crimes, but also their relatives received increased attention in criminal justice procedures. Victim Support Netherlands started a project in which paid professionals support surviving relatives of murdered victims. Through interviews and questionnaires, a group of 62 surviving relatives was followed for two to three years, to map out what their problems and needs are, how the case manager helped them and how they appreciated the help. Problems and needs include psychological, practical, social and legal matters. The appointment of a case manager appeared to be very valuable for the surviving relatives. Partly because of the case manager, they managed to get back to everyday life.

    Since 2005 article 273 of the Dutch criminal code does not only qualify exploitation of prostitutes as a criminal act, but also exploitation taking place in other sectors. Seven years down the line not much is known about this type of human trafficking. Based on an analysis of files of the Dutch Social Security Investigation and Detection Service (ISZW-DO) this article describes in which sectors such exploitation takes place, the characteristics of both victims and (alleged) perpetrators and the modus operandi used. The article concludes and emphasizes that especially subtle means of coercion are used, but that these can transform into more serious types of coercion.

    The Netherlands pursues an active policy of excluding and prosecuting potential perpetrators of international crimes. In recent years hundreds of people have been excluded from taking part in the asylum procedure. Bringing cases to court, however, has proven to be very difficult in practice. Most excluded persons reside illegally in the Netherlands or elsewhere in Europe. A good overview of the grounds upon which persons have been excluded and with what types of crimes they are associated is currently lacking. The Netherlands – actually the international community as a whole – still struggles with a number of legal and ethical issues. International law, for example, does not provide an adequate solution for some convicted excluded asylum seekers after their release.

    Lifestyle Theory and Routine Activity Theory are used to explain female adolescent victimization of sexual harassment on the internet. Girls completed a questionnaire on the internet about their experiences with these events. Girls’ lifestyle had a strong influence on risk of victimization of sexual harassment on the internet. A risky lifestyle outside the internet (especially having sexual intercourse with many partners) increased chances of victimization on the internet by almost 2.5 times for these girls. Routine activities on the internet did not have a significant influence.
