Access_open Preventie en de aanpak van radicaliseren en terrorisme: een herziening

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 3-4 2019
Trefwoorden Radicalisation and Terrorism, American Wars, Activism of Hope, Mental Health and Prevention
Auteurs Carl H.D. Steinmetz
SamenvattingAuteursinformatie

About half (54%) of Dutch mental health care have patients who radicalize. This delivery room for radical losers deserves more attention. The GGZ will then have to emerge from the stalled discourse, that radicalization is not a psychiatric disorder. An important breeding ground for these and other ‘delivery rooms’ are apart from factors like social and psychological influences, and grievances about social, economic and health inequalities (Bhui et al., 2014), the wars that are initiated annually by the United States from 1798, with or without the help of the United Kingdom, the European Union and therefore the Netherlands. This article argues that ‘fire should not be fired with fire’. It is argued for the implementation of Activism of Hope (Lleshi, 2018) with its own grandfathers, such as Martin Luther King, Mahatma Gandhi and Nelson Mandela. Finally, an action perspective for all young people in the tumultuous phase of adolescence is proposed for education- and care institutions.

Molla Sali vs Griekenland: het Europees Hof voor de Rechten van de Mens inzake sharia in Europa

Tijdschrift Tijdschrift voor Religie, Recht en Beleid, Aflevering 2 2019
Trefwoorden Sharia in Europa, religieus familierecht, legal pluralism, interpersoonlijk recht, interreligieus recht
Auteurs Prof. dr. mr. Maurits Berger
SamenvattingAuteursinformatie

The decision of the Court that Muslims from the Greek province of West Thrace can choose in matters of family law between civil or Islamic law, is not surprising. However, much can be said about the way in which the Court came to that conclusion. Because in doing so it uses principles and considerations that show a lack of insight in the status and functioning of a unique legal system, namely that of interpersonal law, or the coexistence on equal basis of several family laws. Similarly, the Court seems biased towards Islamic family law, which it consistently refers to as ‘sharia’. A critical discussion of this judgment is therefore appropriate.

Gevallen helden en geheugenoorlogen in voormalige Sovjetstaten

Tijdschrift Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2018
Trefwoorden collective memory, memory-wars, Soviet heroes, nationalism, nostalgia
Auteurs Prof. dr. Dina Siegel
SamenvattingAuteursinformatie

The relocation or destruction of the monuments of Soviet heroes in our times is in fact a process of replacement of one myth by the other. The commemoration of historical events has become the subject of struggle and manipulation of political power. The Soviet era is today the subject of divergent interpretations, ranging from nostalgia to denial, depending on the cultural, ethnic and socio-economic context in which these memories take place. In this article the processes are analysed, in which Lithuanians and Georgians change the meaning of symbols of their past in the attempt to redefine history and determine the fate of their fallen heroes.

SamenvattingAuteursinformatie

In this article, the author criticizes a variety of views on the Christian identity of Europe in current discussions on migration. Next, he presents his own view on Christian identity, which consists of belief in a God who becomes present in the brokenness of the life of all. Applied to the issue of migration, this leads to a view of identity which develops in the encounter with migration. Then, the author defends the universal message of the Christian faith, and shows how this messages is violated as long as the suffering of migrants lasts. Thus, he holds a plea for a divine order over against the supposed order of christian identity.

Islam, Europa en de ‘joods-christelijke beschaving’

Tijdschrift Tijdschrift voor Religie, Recht en Beleid, Aflevering 2 2017
Trefwoorden Islam in Europa, joods-christelijke beschaving
Auteurs Prof. dr. mr. Maurits Berger
SamenvattingAuteursinformatie

The term ‘Judeo Christian civilization’ dates from the second half of the twentieth century, but has of recent gained in popularity with politicians and policy makers. It seems to be no coincidence that this has a direct correlation with the debates on the position of Islam in Europe. This article is a critical assessment of the meanings of the various elements of this term: what is so Christian about European civilization, what is Judaism’s part therein, and what role does the Islam play? It is notable that one often considers this Judeo Christian ‘culture’ or ‘civilization’ as an uninterupted historical proces, while the second half of the twentieth century shows a clear rupture when it concerns values or the experience of religion. Also remarkable is that one often fails to make the differentiation between religion as a theological cult and as a culture carrier, or between the principles and the practice of a religion. As a consequence, the term ‘Judeo Christian civilization’ or ‘culture’ is being used in a very sloppy or selective manner, often with the purpose to exclude Islam.

Asielzoekers in Europa: de geopolitieke context

Tijdschrift Justitiële verkenningen, Aflevering 3 2015
Trefwoorden refugees, asylum seekers, Europe, geopolitical context, unrest in the Arabic world
Auteurs Dr. R.P.W. Jennissen
SamenvattingAuteursinformatie

In recent years, the number of asylum seekers in Europe has increased again. According to the figures of Eurostat, more than 600.000 applications for asylum were submitted in the countries of the EU in 2014. This is more than double compared to 2010. This article seeks to provide explanations for this sudden increase. Furthermore, this article contains a detailed description of the long route which refugees who lodge an asylum application in a Northern or Western European country have to accomplish. Many considerations have to be made during this route. Other people than the refugees themselves (i.e. traffickers) make these considerations as well and they are often restricted by the circumstances.

Hoe Europa zijn zigeuners uitvond

Over een schaduwzijde van de moderniteit

Tijdschrift Justitiële verkenningen, Aflevering 5 2014
Trefwoorden European culture, history of gypsies, modernity, images of gypsies, European literature
Auteurs Prof. dr. K.M. Bogdal
SamenvattingAuteursinformatie

Europe is commonly depicted as the cradle of modernity. But this image usually has a blind eye for marginal communities and cultures existing seemingly apart of the big developments. An example of this is the neglect of the Roma people who settled here early, on the threshold of the Middle Ages and the modern era. The attitude of the European people towards this mobile ethnic group can be described as moving between contempt and fascination. Referring to images of gypsies in literature and other cultural expressions the author shows how during the Romantic era the gypsies were serving as a projection object for desires and fantasies about socially deviant lifestyles. The subsequent process of ‘de-Europeanization’ together with the creation of exotic images through ethnology is described as well as the racial theories and their political consequences for the Roma people in the twentieth century. Instead of contributing to the creation of borderlines and fuelling destruction fantasies, art and sciences should give more attention to the undividedness of humankind and to human dignity.

Een kritische reflectie op het Nederlandse beleid

Tijdschrift Justitiële verkenningen, Aflevering 5 2014
Trefwoorden Roma, Europeanization, European minority policies, securitization, the Netherlands
Auteurs Dr. H. van Baar
SamenvattingAuteursinformatie

This article critically evaluates the recent developments in Dutch policy formation regarding Roma minorities from the perspective of the increased attention paid to their position at European level. First, the author discusses the so-called ‘Europeanization of Roma representation’, that is the post-1989 representation of the Roma as a European minority and the simultaneous large-scale, Europe-wide devising of development, inclusion, and empowerment programs meant for them. Thereafter, the author argues that some of the risks of the Roma’s Europeanization – such as the isolation and culturalization of policy formation and the diminishing of democratic accountability – have also and ambiguously affected Dutch policies meant for Roma, Sinti and caravan dwellers. By means of a brief analysis of recent policy developments, the author demonstrates that the Dutch shift towards a policy that, at least in name, encourages social participation, has actually tended to result into a one-sided focus on the Roma as a ‘problem group’ and ‘security threat’.

Nederland en zijn slavernijverleden

Tijdschrift Tijdschrift over Cultuur & Criminaliteit, Aflevering 3 2014
Trefwoorden slavery, Dutch history, abolishment, Christianity, enlightenment
Auteurs prof. dr. Alex van Stipriaan
SamenvattingAuteursinformatie

The central question of this contribution is whether slavery was considered in the Netherlands at the time as something normal, an argument which is often heard in debates about this phenomenon today. This paper shows that during the seventeenth and early eighteenth centuries, slavery was indeed something that happened far away from home, however, all the time voices could be heard in this country opposing at least the cruelties of the slave system, or even the basic incompatability of slavery and christianity. It even turned out to be a public problem with the hundreds of enslaved people who came over time with their owners from Suriname or the Dutch Antilles to this country, and after a while became free citizens, because in the Netherlands itself slavery was not allowed.
During the second part of the eighteenth century in literary and political Dutch circles the individual voices against (the cruelties of) slavery turned more or less into a choir. These opponents of the system were obviously influenced by and often fervent supporters of the Enlightenment and its ideals for mankind of freedom, equality and brotherhood. Eventually, however, in 1797 the revolutionary Dutch National Assembly in its first constitution voted against an article meant to abolish slave trade and slavery in the near future. It took more than two generations to finally settle this question in 1863.

Criminele bendes of hardwerkende arbeidsmigranten?

Het mediadiscours ten aanzien van Midden- en Oost-Europeanen in Nederland

Tijdschrift PROCES, Aflevering 3 2014
Trefwoorden Midden- en Oost-Europeanen, media discoursanalyse, interviews, verhard klimaat
Auteurs Flore van Rosmalen BSc en Anne van Es BSc
SamenvattingAuteursinformatie

The population of Central and East European immigrants in the Netherlands has increased following the eastward expansion of the European Union. Over the past years, a lot of media and political attention seems to focus on problems with crime and disorder relating to this immigrant group. This article describes a two-step study on this matter. First, by undertaking a media discourse analysis, we assess to what extent we can speak of a ‘hardened climate’ regarding Central and East Europeans in the Netherlands between 2007 and 2013. Second, we have conducted qualitative interviews with Central and East Europeans in the Netherlands, to explore their perceptions of the Dutch media and political discourse. The results show that this group is often connected with crime and disorder in the media, and that many of our respondents experience this negative framing. Dangers of this trend regarding feelings of discrimination, scapegoating, and self-fulfilling prophecies, are discussed.

De instroom van buitenlandse arbeiders en de migratiegeschiedenis van Nederland na 1945

Tijdschrift Justitiële verkenningen, Aflevering 6 2013
Trefwoorden labour migration, the Netherlands, long boom, migration trends, expansion of the EU
Auteurs R.P.W. Jennissen
SamenvattingAuteursinformatie

This article describes the migration history of the Netherlands after World War II. The emphasis is on labour migration as the article seeks to clarify that the inflow of foreign labour had a large impact on the magnitude and the course of migration flows towards and from the Netherlands. This is quite obvious for the period in which labour migration was the most important immigration type. However, this article also deals with the influence of labour migration of earlier periods on other migration types, which became the most important immigration types from the first oil crisis of 1973. Next to the immigration history, the inflow of foreign labourers also affected the emigration history of the Netherlands to a certain extent.

SamenvattingAuteursinformatie

This article describes the social position of Central and Eastern European (CEE) migrants in the Netherlands, in particular their labour and housing position, using the results of recent Dutch research by three different groups of scholars. We cannot speak of a homogeneous group of migrants. The prevailing image of the hard-working labour migrant, doing low-qualified and often low-paid work (even though many of them are highly skilled) and faced with poor working and living conditions is largely confirmed by the available research. However, there are also knowledge workers (‘kennismigranten’) among the migrants from CEE-countries working in the Netherlands. In addition, the authors also found partners and children of previous migrants from CEE-countries, and students. This diversity of the new group of migrants from CEE-countries forms a challenge for local governments to find appropriate instruments to lead integration on the right track.

The article deals with an unknown chapter of the history of Muslims in the Netherlands in the interwar period. It follows the public debate about the construction of the first mosque in The Hague before the Second World War. The first initiative was made in 1929 by the Dutch convert to Islam Mohammed Ali van Beetem, who played a leading role among the Indonesian Muslim community in the Netherlands. After more than two decennia of debate and negotiations with the municipal authorities in The Hague, the first mosque was finally built by the Ahmadiyya-mission in 1955.

De Nederlandse veiligheidscultuur als katalysator voor etnisch profileren?

Tijdschrift Tijdschrift over Cultuur & Criminaliteit, Aflevering 2 2013
Trefwoorden ethnic profiling, policing, culture of control, stereotyping
Auteurs Mr. dr. Maartje van der Woude en Prof. dr. Joanne van der Leun
SamenvattingAuteursinformatie

Over the past couple of decades, the Netherlands unmistakably has developed into a Garlandian style culture of control. A distinct feature of this Dutch culture of control is the increasing interconnectedness between crime and migration in both public and political discourse. As a result of the growing urge to control potential dangerous others, various stop & search powers have been implemented. Besides by their proactive nature, these powers are defined by the fact that they give a fair amount of discretion to individual police officers in deciding who to stop. In this article, while drawing on criminological, sociological and social psychological literature on stereotyping and the rise of a crime complex, the authors will argue that the structural and cultural changes fuelling the emergence of a the typical Dutch culture of control might also affect the individual choices made by police officers in such a way that it fosters ethnic profiling.
