Juvenile delinquents appear to be delayed in their moral development, more specific the development of their moral judgment, empathy, guilt and shame. Moral development also appears to predict recidivism. It is therefore plausible that interventions that focus on the moral development of juvenile delinquents could have a beneficial effect on reducing recidivism. However, our systematic review (i.e., meta-analysis) shows that with these so-called moral behavioral interventions the level of moral judgment of juvenile offenders can be significantly increased, by 22%, but that such interventions have no effect on recidivism. It may be possible to increase the effectiveness of moral interventions for juvenile delinquents by simultaneously influencing several aspects of moral development instead of, for example, only moral judgment or empathy. In addition, problems of poor aggression regulation, often caused by a history of traumatic events, may need to be addressed first before moral-behavioral interventions can be effective. |

It means that pupils adjudicate justice on fellow pupils as a result of mildly undesired behavior. In this article a framework is provided for the design and implementation of exit programmes used in prisons and by probation services. These programmes are targeted at violent extremist (ex-)offenders and are used for the purpose of deradicalisation or disengagement and support the successful reintegration of (ex-)offenders back into society. Based on a review of scientific and practice-oriented literature six categories of standards and practices are described. An exit programme needs to be tailored to the context in which it is used and to the risks and needs of the individual. In addition to various other aspects, earlier attention for reintegration and the active involvement of an (ex-)offender’s social environment are crucial in an exit progamme. |

Though the position of victims of crime in criminal proceedings has improved on paper, it is claimed within both the academic as the legal community that realization of victims’ rights is inadequate. In this exploratory research, a broad group of (legal) professionals was systematically questioned on this matter. They were asked whether and where compliance with victims’ rights is lacking, and how this comes about in their view. Although much has improved, it appears that compliance by the authorities is not yet self-evident and fundamental mechanisms in the criminal justice system appear to hinder the realization of rights for victims. |

This article was written by Claudia Mazzucato for The International Journal of Restorative Justice 21(2) and translated for our thematic issue. Mazzucato explains that there is something in restorative justice that resembles art. In her view restorative justice is made of the same fabric. Both deal with ‘creativity and rigour, imagination and insight, preparation and improvisation, vocation and inclination, talent and skill’. Both trigger innovation and have a political dimension when identifying problems and look for transformations or cultural change. The use of art in the restorative field is growing and visible in literature, paintings, theatre and films. Art can become a sort of mediator of restorative encounters or can give a concrete shape to stories that otherwise cannot be told. The author asks questions about liaisons between restorative justice, law and art. The leges artis of restorative justice are values and standards as drafted by the United Nations and Council of Europe. Do they nourish criminal justice in terms of beauty? To a certain extent yes. A challenging task of the art of restorative justice is in her view: ‘to approach the complexity of the quest for justice in the real world, combining hard and soft skills harmonically, and complying rigorously with the proper restorative leges artis, in order to amend in democratic ways what has proved wrong and harmful, and to prospectively avoid its reoccurrence’. |

The new-media documentary Inside the Distance was shown in the StuK Art Center Leuven in that period and included fragments of restorative justice encounters. It was an effort to test the potential for activist art practice to have a direct role in changing social conditions. To hear about what the project meant for Sharon Daniel, but also about her current work ánd to explore how art can further play a role in changing justice, Ivo Aertsen and Annemieke Wolthuis interviewed Sharon Daniel and Brunilda Pali. More stories were shared to combine art and restorative justice. |

In this essay Peter Vermeersch, a social scientist and writer, describes his personal journey to the world of restorative justice. It starts with a group encounter between inmates and victims of non-related crimes in a Belgian prison. As one of the participants in this meeting the author discusses his experience as the victim of a robbery. He also gives an account of his experience as member of a jury trial for a murder case in Brussels, about which he published a book (2019). Vermeersch reflects on his role as juror, illuminates the short-comings of the justice system and its old-fashioned architecture, and most importantly, observes the complex human realities that hide behind the standard images of offenders, victims and other people involved in a crime. In this context, he asks what justice is, thinks about what the role of punishment and retribution can be, and, more broadly, discusses the potential of citizens’ participation and deliberation in issues of public interest. The essay includes several references to film, poetry and other literature that challenges stereotypical images of good and evil. It concludes with a discussion of the wider societal meaning and possible role of restorative justice. |

This article is an analysis of about 350 decisions of Dutch criminal courts since mediation was introduced as an instrument in criminal law (art. 51h of the Dutch criminal code). It appears that mediation not only benefits the offender in terms of reduction of punishment, but also has significant effects on other aspects of the domain of criminal justice. For example on complaints about the decision of the Public Prosecutor not to prosecute a suspect, the eligibility of the Public Prosecutor in a criminal procedure, claims for compensation of the victim, compensation for damage of the offender being in preventive custody, and costs of the offender for a lawyer to defend him in a criminal procedure. Although much progress can be made in applying mediation in criminal procedures, it is concluded that mediation is now an important form of restorative justice in the Dutch criminal justice system. |

Restorative justice as implemented in many countries adopts a rather narrow approach, where responding to crime and other types of injustice is being restricted to the interpersonal level. ‘Society’ as important pillar in restorative justice does not play an important role in daily practice, and linkages to the institutional and political level are seldom established. Such practice risks to replicate or to strengthen structural inequalities in society. One possible strategy to deal with this challenge, is to engage in network oriented approaches in order to develop a better understanding of system injustices, and to contribute to more encompassing and sustainable response mechanisms in society. Can and should the restorative justice movement build alliances with other social movements in order to realise this perspective? The article is structured along the following lines. First, various visions of ‘structural violence’ are reflected upon. Reference is made, for example, to the issue of (de)colonisation and concomitant forms of ‘epistemic injustice’. Considerable attention is given to the complexity and the multilayered nature of underlying causes of injustices in the respective social fields, and to the risk of simplification and polarisation in society but also within social movements. The discussion then focuses on practices of dealing with conflict, diversity and participatory decision making within the respective social movements, and whether and how restorative justice can offer inspiration and practical support. Thirdly, broader strategies on social transformation are discussed, dealing with, for example, how the interchangeable roles of warrior and healer can be adopted, and how, at a more general level, restorative oriented partnerships can be formed. |

This essay is a scientific reflection on Leuven Restorative City (LRC). The cities, which present themselves as ‘restorative cities’, aim to ensure that restoration continues to nestle in the capillaries of our society. The article argues that realizing the LRC-promise requires restorative thinking through the meso-level of local public life. This involves reference to a number of notions that can be traced back to Ancient Greek thought in Athens, in which the intellectual virtue of phronesis – practical wisdom in a social and political context – is central. Citizens are seen as allies in the solution of social issues. LRC contributes to this through its focus on ‘turning conflict into opportunities’. Restorative justice wisdom is more widely applicable in society. However, the LRC process can sometimes be erratic and unpredictable. The article points to the possible alternation of good and bad periods, and puts forward the expectation that the development of restorative practices in Leuven can be understood as cascades. In these cascades, the course of the diffusion of restorative practices is presented in terms of successive waves of learning experiences and knowledge sharing. |
