Dierenmishandelaars in beeld

Tijdschrift PROCES, Aflevering 4 2017
Trefwoorden Dierenmishandeling, Dierenmishandelaars, Dierenbeulen
Auteurs Manon Hardeman en Anton van Wijk
SamenvattingAuteursinformatie

In the media one notices items on mistreatment of animals on a regular basis. These can cause intense agitation in the society. Think of the many horses that have been abused throughout the country in 2012. This case remains unsolved to this day. The question is: who does this, who are the animal abusers, what are their characteristics and backgrounds? After a long search in several registration systems of many institutions the characteristics and backgrounds of 97 animal abusers have been found. The data of the institutions have also been used to create an image of the nature and extent of animal abuse. Subsequently there have been interviews with several experts from different organisations to record their knowledge and experience and to indicate the results. The characteristics and backgrounds of the animal abusers are diverse. Their ages range from 7 to 85 years. The offenders are an average of 34 years old at the time of committing the animal abuse. Animal abusers are not notorious criminals. Half is reported to be the first offender according to police data. The other half commits all forms of crime. This includes the share of capital offenses (34%) and violent crimes (23%). Dogs are most often abused. The motives are diverse. Disappearing anger and frustration seems to be an important reason to abuse animals. Only nine people found that there was domestic violence in addition to animal abuse. An initial classification of types of animal traffickers in, amongst others, group planners, loners and sadists, has to be empirically substantiated.

Kicken of afkicken?

Een mixed methods onderzoek naar de relatie tussen middelengebruik en delictgedrag bij jongvolwassen cliënten die onder toezicht staan van de verslavingsreclassering

Tijdschrift PROCES, Aflevering 3 2017
Trefwoorden Young adults, delinquency, substance use, qualitative research
Auteurs Master of Science Leanne Sixma
SamenvattingAuteursinformatie

This research paper looks at the relationship between substance use and delinquency among young adults (aged 15 till 25 years) in a probation service for addicted offenders. Using a qualitative research method, twelve young adults give their opinions on the origin and development of their own problematic behavior. Results indicate that there is a relationship between substance use and delinquency, though determining causality is difficult and differs on an individual basis. They explain that this relationship is usually established in a risky environment and gradually grows by encounters with both substance use and criminal behavior, often early on in childhood. Friends and family introduced them to a problematic lifestyle in which drugs, alcohol and criminal offences appeared to be normal. Looking for excitement, being part of a group and experiencing positive effects after using substances are factors that stimulate them to continue with this behavior. The downside being that these adolescents get deeper into trouble and develop a dependency for this lifestyle. At that moment, certain turning points can offer a way to escape from using substances and/or committing offences

Een verkenning naar het aanbod van mannenhulpverlening

Tijdschrift PROCES, Aflevering 3 2017
Trefwoorden Gender, Geweld in afhankelijkheidsrelaties, Mannen
Auteurs Mustapha Aoulad Hadj, Rob Straver en Janine Janssen
SamenvattingAuteursinformatie

In the Netherlands violence in dependent relationships is handled ‘gender neutral’: it is assumed that men and women can both be perpetrator and victim of this violence. A gender neutral approach does not hinder gender sensitivity. With gender sensitivity it is about the question whether sufficient account is taken with gender aspects. In this article the authors look into what is on offer for the men. Although regular welfare organisations, private organisations and local self-help organisations are involved, until now there is is no structural offering of methodologically well substantiated activities.

Gruwelijke beelden van plaatsen delict: kijkstrategieën, opgewekte emoties en oordeelsvorming

Tijdschrift Tijdschrift voor Criminologie, Aflevering 1-2 2017
Trefwoorden eyetracking, crime scene photography, disgust sensitivity, perceptions of seriousness, penal decision-making
Auteurs Dr. Lotte van Dillen en Dr. Gabry Vanderveen
SamenvattingAuteursinformatie

Eyetracking enabled the authors to study eye movements of 23 participants who looked at crime scene photographs. The authors measured the emotions elicited by the photographs, as well as perceptions of seriousness and the sentence that participants would give the perpetrator of the crime. Also, individual differences in disgust sensitivity were taken into account. Results show a positive relationship between disgust sensitivity and both the proportion of fixations as well as the number of fixations on gruesome aspects of the photos (the blood and the wound), emotion ratings of the photographs, perceptions of seriousness, and the sentence given. Implications, limitations, and future directions of the research are discussed.

De reclassering en de lokale samenwerking

Tijdschrift PROCES, Aflevering 2 2017

Auteurs Drs. Lous Krechtig en Drs. Mirjam Wildeboer
SamenvattingAuteursinformatie

Recently the Dutch probation is faced with changes in the local situation: new forms of cooperation and networks have emerged, due to the transformation of the social domain. The probation officers participate on different levels in these networks. They can no longer simply deliver their ‘products’, but have to ‘do what is necessary. A lot of decisions have to be made on the operational level.
Examples of the changes are given. Recent research on cooperation in the social domain show that ‘cooperation’ is easier sad then done. These changes ask for a new set of competences.

Ontstaan en ontwikkeling van de reclassering in vogelvlucht: 1823-heden

Tijdschrift PROCES, Aflevering 2 2017
Trefwoorden Probation service, History of social work, history of pprobation, Solitary confinement, professionalization, Volunteer work, state control, social casework, resocialization, Alternative sanctions, What Works-debate
Auteurs Dr. Maarten van der Linde
SamenvattingAuteursinformatie

In the last decade history of social work gained a growing interest among social professionals, teachers, students and policy makers. They want to know more about the contributions the social work professions made to social welfare, community building and public safety. A website was launched, which today in 2017 presents the history of fifteen fields of social work: www.canonsociaalwerk.eu/.
Part of this is the history of Probation. In this article this history is told, following highlights as the inspiration from Great Britain, the start in 1823 and the first decades of volunteer work. Probation tried to compensate the negative effects of solitary confinement. Since the early twentieth century the role of the state was growing (Probationcharter 1910) leading to 100% financial support in 1965 and 100% control in the 1980s. The probation service was integrated in the juridicial system, but became not an stateservice. Performance was delegated to relative independant institutions, heirs of the private probation associations of the past, with strong traditions of work ethic. This history of probation shows the influence of social casework methods since the 1950s, the search for a balance between dependance and independance from the state, and the balance between punishment and resocializing. Since the 1990s the role of probation in alternative sanctions, the contribution of volunteer work to a highly professionalized probation service and the What Works-debate brought innovation and new inspiration to the field of probation service.

Hoe slachtofferbewust werkt de reclassering?

Tijdschrift PROCES, Aflevering 2 2017
Trefwoorden Probation, victim consciousness, Offenders, Recidivism, professional standards
Auteurs Debbie J.M. Mollen en Dr. Jaap A. van Vliet
SamenvattingAuteursinformatie

The probation in the Netherlands works more victim conscious since last year. Victim conscious working in probation is defined as: involving the perspective and interests of the victim when working with offenders. This broadly and to the extent it is justifiable from the primary task of the probation to reduce recidivism and promote the re-integration of probation clients/offenders. With this justification is both the moral level (right action) as being involved professional standards (effective action).
The article describes, among other, a study on how the victim consciously work has been implemented within the Salvation Army Probation Service in the Netherlands.

Ruim baan voor het reclasseringswerk: doen wat nodig is

Tijdschrift PROCES, Aflevering 2 2017
Trefwoorden Probation, court advice, custom made, professional discretion
Auteurs Drs. Jacqueline Bosker en Mr. dr. Katinka Lünnemann
SamenvattingAuteursinformatie

Since 2016 advices the probation service delivers to the public prosecution office or prison service are no longer financed by counting the number of advices produced, but by a lump sum budget. That should give probation officers the much needed room to do what is necessary in an individual case, instead of following strict protocols. This article describes the changes in the work of probation officers and their co-operation with public prosecutors, as a result of this change. Findings are based on ongoing research, and describe the practice at the end of 2016.

Professionaliteit als norm in het reclasseringswerk

Tijdschrift PROCES, Aflevering 2 2017
Trefwoorden Professionaliteit, praktijkgericht onderzoek, master Forensisch sociale professional, beroepsregister reclasseringswerkers
Auteurs Drs. Anneke Menger
SamenvattingAuteursinformatie

New demands require probation to invest in high standards of professionalism. Probation officers can nowadays build their professionalism on common values, scientific knowledge, professional discretion and public accountability. Collaboration with universities of applied sciences results in a common research agenda, new degree programs and well-structured post-initial training. Questions yet to answer are how to guarantee professionalism in a context of large professional discretion. Probation seeks answers in facilitating their professionals to do the master degree program forensic social professional, in developing peer audits based on new quality standards and in initiating a professional register.

Reclassering, beeldvorming en identiteit

Tijdschrift PROCES, Aflevering 2 2017
Trefwoorden Probation, Parole, identity advice, probation supervision, community service
Auteurs Prof. dr. Peter van der Laan
SamenvattingAuteursinformatie

The probation service gives advice to the court tens of thousands of time each year, coordinates tens of thousands of community service orders, and supervises tens of thousands of offenders. This is done professionally and takes place without much incidents or problems. However, the probation is not very well known to the general public. The identity of probation is also ambiguous and therefore not strong. There is less appreciation for the probation than they deserve. This can be met by making the probation service responsible for the implementation of all community-based sanctions (suspended sentences and other conditional modalities and community service orders), similar to the responsibility of the prison system for custodial sanctions and measures. Secondly, by differentiation in the nature and intensity of activities. Many probation clients do well. They represent only a low risk, and probation involvement may be limited. For other clients, more is needed: more activities, greater intensity and focus on criminogenic needs. It is proposed to distinguish between probation and probation plus. In both, probation supervision and community service are at the center, but the plus version is emphatically more focused on rehabilitation and reintegration, and thus on minimizing recidivism. This requires more efforts by the probation service. It also requires adapting the organization: one probation organization that is accountable and responsible for the implementation of community-based sanctions, but with the possibility to outsource work if special expertise and special activities are required.

Vijf jaar Aanpak Top600: waar staan we nu?

Tijdschrift Justitiële verkenningen, Aflevering 1 2017
Trefwoorden Amsterdam, Top600 criminals, high-impact crimes, integral approach, individual programs
Auteurs Mr. S. van Grinsven en Drs. A. Verwest
SamenvattingAuteursinformatie

More than forty organizations in security, healthcare and social services work together in the ‘Top600 Project’, aimed at those committing ‘high-impact crimes’. The goal is to improve safety in and around Amsterdam by achieving a permanent change in the behavior of these perpetrators. This includes both a reduction in recidivism of high-impact crimes and an increase in their self-reliance in order to decrease their reliance on crime. To achieve this, special case managers strive to get a clear perspective on the (often complex) lives of these Top600 persons. These managers (‘regisseurs’) can connect to all the organizations concerned and ensure that their efforts are coordinated, aligned and mutually strengthening. The project includes preventing the Top600 persons’ (younger) brothers and sisters from following their siblings on a path of crime. It works through a collective focus and a tailor-made approach for each person, by exercising control on three levels (administrative, civil, and case level), by central monitoring of the results and - from there - by resolving structural flaws in the system.

Keuzevrijheid in herstelbemiddeling

Een verkennend onderzoek naar niet-deelnemende slachtoffers

Tijdschrift Tijdschrift voor Herstelrecht, Aflevering 1 2017
Trefwoorden restorative justice, mediation, victim-offender contact, Victims, victim support
Auteurs Dana Weistra
SamenvattingAuteursinformatie

In the field of restorative justice (RJ), relatively much is known about victims’ reasons for wanting to participate in either mediation (as part of the criminal process) or victim-offender contact (parallel to the criminal process). Much less is known, however, about why victims refuse to take part in RJ services. The current article sheds light on this issue and is based on a joint exploratory research initiative by Victim in Focus and Victim Support the Netherlands. The results indicate that participation in mediation and victim-offender contact is significantly associated with the type of offense. Victims of traffic accidents participate significantly less often in mediation than victims of other offenses. In case of victim-offender contact, victims of violent crimes participate significantly less often while victims of traffic accidents participate more often than victims of other crimes. In addition, the referrer of the case and the victim’s age are also significantly associated with participation in victim-offender contact. When a case was referred through the judicial stakeholders, victims more often did not participate, whereas when victims registered themselves, it more often led to a form of victim-offender contact. With regard to age, victims younger than 25 were significantly less often willing to participate than older victims. The specific reasons victims mention for not wanting to participate in RJ are twofold: both emotional and pragmatic reasons are mentioned. The latter were most common with regard to both mediation and victim-offender contact: victims primarily wonder ‘what’s in it for me?’ and seem to base their decision on whether to partake in RJ on its answer. Mentioning emotional reasons not to participate was in case of victim-offender contact significantly associated with judicial referrers of the case, while such reasons were less mentioned when a case was referred through victim support in The Netherlands. To further explore these associations, more research is needed.
