Afdelingen Bijzondere Wetten bij het Nationale Politiekorps? Ja: broodnodig!

    Tot in de jaren tachtig van de vorige eeuw hadden de grotere korpsen van gemeentepolitie een Afdeling Bijzondere Wetten. Deze afdelingen belichaamden de bestuurlijke handhaving van de rechtsorde en zorgden voor nauwe verbindingen tussen de politie, het bestuur en het bedrijfsleven. Jammer genoeg werden zij grotendeels opgedoekt in het kader van de politiereorganisatie van 1993 en – in samenhang hiermee – bij de toenmalige desorganisatie van de politiekorpsen door de stelselmatige invoering van wijkteams. Zodoende ging niet alleen een belangrijk deel van de traditionele rol van de politie in het maatschappelijk leven verloren, maar werd ook het lokaal en nationaal bestuur beroofd van zijn gekwalificeerde sterke arm bij de uitvoering van veel bijzondere wetten. Alleen al gegeven de toenemende rol van het bestuur bij de beheersing van zware misdaad, zou deze strategische blunder ongedaan moeten worden gemaakt door de heroprichting van de genoemde afdelingen bij de districten van het Nationale Politiekorps. Een dergelijke hervorming zou gepaard moeten gaan met de integratie van de gemeentelijke handhavingsdiensten in dit korps. Zo zou het wijze principe in ere worden hersteld dat er op het grondgebied van de gemeenten niet twee verschillende politiediensten moeten opereren.

Boulevard Zuid in Rotterdam: een onderzoek naar het vertrouwen van winkeliers in politie en gemeente

    In this article, we analyze which aspects of performance theory and the procedural justice-based model are explaining the trust of shopkeepers in the police and local government. Utilizing a survey of 156 shopkeepers and 94 semi-constructed interviews with shopkeepers, which are located at the South Shopping Boulevard in Rotterdam (The Netherlands), the study finds that shopkeepers have a relatively high trust in the police and local government. This is surprising because various attempts in the past 30 years to revive the high street by the government have failed to improve its bad image, as dwindling visitor numbers, poor turnover, limited range of retailers, empty shops and high crime and offence levels show only too plainly. The findings also highlight that ethnic minority respondents have more trust in local government than Dutch shopkeepers. The explanation therefor is sought in the dual frame of reference theory.

    This article critically examines the prospects of restorative justice in Brussels from the perspective of urban youth work. The insights issue from action research on the topic of ‘radicalisation’. The authors develop two arguments. The first tempers restorative optimism. It shows how restorative interventions are not necessarily the most adequate response to tensions and conflicts in urban settings. The second argument points out that resistance from urban youth workers regarding the implementation of restorative interventions should not be seen as a regrettable obstacle for academics who are eager to experiment with these interventions. Such a resistance can lead to new insights and fresh opportunities to radically rethink Restorative Justice. One of the ideas that the article brings to the surface comes down to this. In a city like Brussels, characterised by superdiversity, and clearly marked by social inequalities, academic researchers only gain credibility in initiating restorative interventions if they undeniably denounce these inequalities and fully express their engagement for social justice.

    In previous observational studies among operational police officers, some officers stated that if a victim is not willing to (officially) report a crime to the police, they are not able to police these cases. This rather cynical and fatalistic statement raises several questions. What do police officers mean when they say this? What do they actually do in those cases and why? In this paper we try to answer these questions based on explorative qualitative interviews with several police officers in two police teams in the Netherlands. The results show that even though police officers recognize these statements among their colleagues, they do not agree with them and in practice police officers show a lot of effort and involvement in these cases. In fact, police officers have several possible strategies available to deal with these cases. Which strategy they opt for depends on various pragmatic, organisational and moral considerations.

    Reports by citizens are a great source of information for the police. Local residents often know well what is going on in their neighborhood and which situations are suspicious. In this study, an online survey was conducted to investigate what drives citizens to report to the police. A wide range of individual, social and institutional drivers were explored. The results show that the more often people have reported anything to the police in the past, the higher their risk perception, self-efficacy, citizen participation and police legitimacy. Furthermore, participants with a higher degree of self-efficacy, response efficacy, trust in the police and police legitimacy appeared to be more willing to report in the future. An open question regarding what motivates people the most to report show that response efficacy (the idea to what extent reporting has an effect on increasing safety and reducing crime) and altruistic values (justice, to help society and punish the perpetrators) were mentioned most frequently.

    Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers.

    Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods.
    Both in literature as in public policy practice, neighbourhood prevention and crime detection in general is addressed. However, less attention is spent on the role and impact of data and digital technology. We propose this is an issue because the emerging digital technology regime requires a new conceptual view wherein citizen initiatives are no longer perceived as merely instrumental to government interventions, but are understood as coproducers of public safety in their neighbourhoods, as part of a broader societal shift in which citizens are enabled by digital technology to organize their own data environments. Based on the introduction of digital coproduction, we illustrate four case examples to explain which opportunities for safety professionals and local governments arise to create a policy regime that suits the emerging digital technology regime.

    It is often assumed that digital neighbourhood watch groups lead to more emergency calls and more arrests by the police. This article revolves around the question whether or not these groups actually contribute to reducing crime in the Netherlands. It does so by looking at recent studies and the results of researchers’ own ‘realist evaluation’ of the city of Rotterdam’s policy on digital neighbourhood watch. The latter includes a reconstruction of the program theory and ten case studies with different types of groups. The reconstruction of program theory revealed two main routes to crime reduction: 1) more emergency calls and more arrests by the police and 2) more social control. Chat histories have been studied and moderators, participants, non-participants and professionals were interviewed on their perception of active mechanisms and on the efficacy of their group. None of the respondents believed their group led to an increased number of arrests, but interviews and chat histories show that crime can be reduced by means of social control. Social control by neighbours limits the opportunity for crime and disturbs criminal acts. Other studies in the Netherlands support this finding. The article closes by putting digital neighbourhood watch in a citizen’s perspective with suggestions to improve the efficacy of digital neighbourhood watch groups and the notion that for citizens, crime reduction is not the only or principal goal.

    Professionals from various organisations within Dutch local governments are working together in an integrated-personalized-approach in order to prevent disturbing and criminal behavior in multi problem young adults. The Startbaan study, which focused on the collaboration within such local integrated-approaches, shows that multidisciplinary collaboration is hard to reach because of the amount and versatility of organisations involved as well as the complexity of problems in multi problem young adults. Results from the Startbaan study combined with findings from literature show that a functional mix of organizational conditions and specific professional abilities is needed in order to work together successfully.

    This contribution reports about a research in a medium-sized municipality on the possibilities of giving municipalities an instrument to determine at the earliest possible stage which neighborhoods are at (increased) risk of exposure to organized crime and its consequences. We are searching for indicators to measure that exposure to give direction to preventive measures. Our focus is on the erosion of structures and foundations of society as a result of activities of organized crime, eventually resulting in the infringement of the rule of law. It is therefore not about the phenomenon of organized crime itself, but about its effects on society. This requires clarification and measurability of the concept. In this first exploration, we focus on the following five manifestations of the effect of organized crime: The emergence of a subculture: not recognizing government authority; the emergence of takeover of power in the neighborhood; the emergence of vulnerable groups of citizens; the creation of the image: crime pays off; and the emergence of unfair competition.

    If, as criminologists, we really want to contribute to solutions for the great challenges of our time, we should be…surfing more. In a dynamic environment full of contradictions, we should be constantly in motion, moving left and right between different theoretical-normative perspectives as well as between methodological perspectives. This paper clarifies that surfing movement with some illustrations. It then proposes three goals for a criminological research agenda that should help us address the great challenges: actual (as opposed to superficial) relevance for practice, causal ambitions and multidisciplinarity. The paper concludes with some reflections about the organization and funding of criminological research.

    In the Netherlands, over the past 25 years mayors have had an increasing number of formal powers, based on administrative law, to fight against crime and disorder. Now, the Dutch mayors have the power to impose a restraining order, to close houses in case of drugs and/or drugs trade, or to decline a request for a permit when it might be used for illegal activities.
    To implement these measures, the local government is highly dependent on (information provided by) the police. At this moment we do not have much information about this cooperation between local government and the police in the management of crime and disorder. This paper is based on an empirical study concerning this issue. It shows that the inter-organizational cooperation between local government and the police may differ strongly, however this cooperation still often depends on central factors and circumstances. An important factor is the (growing) distance between the police and local government in regard to the local approach of problems of crime and disorder. A significant number of local police officers concentrates mainly on the maintenance of law and order by criminal law enforcement instead of the implementation of administrative measures. As a result, local government is often unsatisfied about the contribution of the police. For example, the quality of the information provided by the police is often perceived as insufficient. In some cases local governments try to diminish the degree of interdependency with the police and to strengthen their own position in the local safety domain.

    How does the police deal with conflict resolution and (referrals to) mediation? Is this perceived as relevant within the new national police organization? This article elaborates on work processes within the National Police, including ZSM-settlements, the punitive aspects of police culture and the impoverishment of neighborhood-oriented police work. It is concluded that there is little room within the police for responsive approaches to crime and social unsafety. However, there are still police professionals who question ‘assembly line’-processing of criminal cases, support restorative justice strategies and try to improve the citizen-empowerment in neighbourhoods.

    Dutch police research is predominantly of a policy supporting or evaluative nature. Significant publications, such as those that started police research in the 1970s, are rare. This loss is analyzed in this article. Firstly, the author describes how the research community has changed: police officers who were disillusioned with the organization and mastered scientific competencies were succeeded by university-educated researchers who had to earn a position in the police. Secondly, the police integrated the societal urge for change, transformed it into a style of management and immunized themselves in this way against innovation. Thirdly, researchers exchanged social scientific theories for policy concepts, focusing on efficiency and excluding a societal perspective on the police. Finally, by recognizing the impact of research as a criterion of success, researchers relinquished their judgment on the quality of their research to police managers. Improvement of the situation depends first of all on the creativity and boldness of researchers.

    National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
    To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
    Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
    A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
    Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

    This article reports briefly on research into the relationship between Twitter use by community police officers and citizens’ perceived safety. To this end, multiple relevant determinants of safety perceptions were included in the study: assessment of objective safety, perceptions of quality of life and social capital, risk perception and opinion on the police. The use of Twitter proved to have a modest, yet significant impact: followers on Twitter report a lower assessment of objective safety and a more positive opinion on the police. No direct, significant relation was found between the use of Twitter by the neighbourhood police officer and citizens’ perceived safety.

    The security landscape has changed rapidly. New or revived threats have emerged, such as terrorism and cybercrime, bringing new or revived fears and anxieties as well. Actors in security policy feel a need to address these fears, but do not know how. Can the criminological subdiscipline of fear of crime studies provide the knowledge and understanding that is needed? A quick scan of the state of the art in this research domain, gives two reasons why it cannot: (1) fear of crime studies have yielded much knowledge on operationalization, measurement and determinants of fear of crime, but far less in mechanisms, trends, effects and influenceability, whereas insight in the latter issues is what is mostly needed in security policy; and (2) fear of crime studies are still mainly focused on the ‘traditional’ fear of crime, while fear of new crimes and threats remains under-researched. A shift of focus in fear of crime studies is urgently needed.

M.W.B. Eysink Smeets is lector Publiek Vertrouwen in Veiligheid en hoofd van de Onderzoeksgroep Recht & Veiligheid aan de Hogeschool Inholland. Hij is tevens directeur van de Landelijke Expertisegroep Veiligheidspercepties (LEV), een platform voor onderzoek naar veiligheid, veiligheidsbeleid en veiligheidsbeleving. De auteur legt momenteel de laatste hand aan zijn dissertatie Public reactions to crime and insecurity, onder supervisie van prof. Martin Innes en prof. Trevor Jones, beiden verbonden aan Cardiff University.
