    In the Netherlands violence in dependent relationships is handled ‘gender neutral’: it is assumed that men and women can both be perpetrator and victim of this violence. A gender neutral approach does not hinder gender sensitivity. With gender sensitivity it is about the question whether sufficient account is taken with gender aspects. In this article the authors look into what is on offer for the men. Although regular welfare organisations, private organisations and local self-help organisations are involved, until now there is is no structural offering of methodologically well substantiated activities.

    Previous research showed that job applicants with a criminal record have lower chances of obtaining employment compared to job applicants with no criminal record. At the same time empirical studies showed that having a job is especially beneficial for ex-delinquents, as employment was found to lower recidivism. The current study uses an experimental design to look into the influence of a criminal record on employment chances. For this purpose, 520 resumes and motivation letters were sent in response to vacancies published on the internet. All were identical except for the stated offence type (no offence, violent offence, property offence, or sexual offence), duration between conviction and application, business sector and ethnicity of the applicant. Results show no effect for type of offence or no offence on employment chances. However, a strong effect is found for ethnicity. Ethnic minorities with no conviction were even found to have lower chances of receiving a positive reaction compared to applicants with a Dutch name and a conviction for a violent offence.

    In the last decade history of social work gained a growing interest among social professionals, teachers, students and policy makers. They want to know more about the contributions the social work professions made to social welfare, community building and public safety. A website was launched, which today in 2017 presents the history of fifteen fields of social work: www.canonsociaalwerk.eu/.
    Part of this is the history of Probation. In this article this history is told, following highlights as the inspiration from Great Britain, the start in 1823 and the first decades of volunteer work. Probation tried to compensate the negative effects of solitary confinement. Since the early twentieth century the role of the state was growing (Probationcharter 1910) leading to 100% financial support in 1965 and 100% control in the 1980s. The probation service was integrated in the juridicial system, but became not an stateservice. Performance was delegated to relative independant institutions, heirs of the private probation associations of the past, with strong traditions of work ethic. This history of probation shows the influence of social casework methods since the 1950s, the search for a balance between dependance and independance from the state, and the balance between punishment and resocializing. Since the 1990s the role of probation in alternative sanctions, the contribution of volunteer work to a highly professionalized probation service and the What Works-debate brought innovation and new inspiration to the field of probation service.

    The probation service gives advice to the court tens of thousands of time each year, coordinates tens of thousands of community service orders, and supervises tens of thousands of offenders. This is done professionally and takes place without much incidents or problems. However, the probation is not very well known to the general public. The identity of probation is also ambiguous and therefore not strong. There is less appreciation for the probation than they deserve. This can be met by making the probation service responsible for the implementation of all community-based sanctions (suspended sentences and other conditional modalities and community service orders), similar to the responsibility of the prison system for custodial sanctions and measures. Secondly, by differentiation in the nature and intensity of activities. Many probation clients do well. They represent only a low risk, and probation involvement may be limited. For other clients, more is needed: more activities, greater intensity and focus on criminogenic needs. It is proposed to distinguish between probation and probation plus. In both, probation supervision and community service are at the center, but the plus version is emphatically more focused on rehabilitation and reintegration, and thus on minimizing recidivism. This requires more efforts by the probation service. It also requires adapting the organization: one probation organization that is accountable and responsible for the implementation of community-based sanctions, but with the possibility to outsource work if special expertise and special activities are required.

    A mentally ill patient who commits a violent crime may undergo forced forensic psychiatric admission. Without treatment, he remains dangerous. Sometimes still takes place rehabilitation even though he is not treated.
    The guidance should then be firmly focused on the continuing dangerousness, in order to prevent a recidivism.
    Taking the responsibility for the offense by the inmate, the adherence of him to surveillance and the risk of recidivism must be weighed and confronted together when taking the decision on continuation of the forced admission.

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.

    This article describes the developments in the use of analytical methods and technics for criminological research in the Netherlands since the beginning of the eighties. The author focuses on quantitative research methods. While classical multivariate technics like (M)AN(C)OVA, canonic correlation analysis and LISREL were dominant until the beginning of the new century, new multivariate analytical methods appeared from 2005 onwards. Especially the analysis of life course trajectories of criminal offenders caught on. The author also discusses various methods to measure the size of crime, like randomized response and capture-recapture, as well as methods identifying the causes of crime. In this latter field the use of fixed-effects methods and the propensity score matching technic has expanded considerably in the last couple of years. When it comes to explaining why people commit crime, quantitative methods do not suffice. The author argues that thorough quantitative methods can reveal the context in which criminal acts occur. The wider use of so-called mixed methods (quantitative as well as qualitative) could contribute to a deeper understanding of crime and stimulate theoretical development. In doing so these methods contribute considerably to understanding why people commit crime.

    Based on a literature research and program evaluation of the practice of Victim in Focus (Slachtoffer in Beeld) in 2013, two issues are addressed: What are the possible effects of victim offender mediation? Which active mechanisms will cause or contribute to these effects? The authors describe the current context and developments in The Netherlands concerning restorative justice and then describe the effects and possible active mechanisms such as satisfaction, diminishing fear, anger and shame, information and consent, procedural justice, reduction of recidivism, compliance. In a synthesis of active mechanisms they present four domains or mediating factors: from incomprehension to comprehension (cognitive restoration); from unease to ease (emotional restoration); from injustice to justice (moral restoration); from powerless to powerful feelings (restoration of control). The victim offender mediation as a ritual has an impact or is supposed to have an impact on these four domains for both victims and offenders. Within the four domains four activities or interactions within victim offender mediation are presented: creating understanding through inter-subjectivity; expression of fear, trauma and shame; doing justice by excuses/apologies and restorative actions; regaining self control. Further research is needed to validate the model and to get more insight in essential or primary and secondary aspects in the explanation of the impacts of victim offender mediation.

    Recent years have seen a growing interest in scientific malpractice. In the Netherlands, for example, several major cases of plagiarism, fabrication of data and falsification of findings have come to light. The scandal surrounding the Dutch social psychologist Diederik Stapel, who simply made up the results of empirical research, prompted worldwide attention. As a result of these scandals, universities have, in the past few years, increased their efforts to better ensure the integrity of scientific research. In this process it is sometimes overlooked that scientific integrity is not a clear-cut concept. By examining three ethical issues relevant to criminological research, this article aims to illustrate that the assessment of integrity is a complicated matter. The first dilemma relates to maintaining confidentiality: how to ensure that the privacy of respondents is protected and the research will not harm their interests? The second dilemma has to do with the degree of openness and transparency required from the viewpoint of scientific accountability. How transparent can one be when it comes to conducting scientific research based on secret information and closed sources that are only accessible to the researchers? Finally, the third dilemma concerns the independent position of criminological research. What are the possibilities and limitations of free and independent research in the field of criminology?

    In this article the author explains his optimistic view of humanity. He argues that a judge, like he was before, should always keep in mind that defendants and convicted people deserve a positive approach, even if this seems to be contrary to the general experience of recidivism. Criminal judges should never adopt an attitude of cynicism and being merciless. However, criminal justice has to take into account the interests of society in general, of victims and of accused and convicted people. Sometimes severe punishment is required in order to underline the rules we have to obey. But even then the judge has to consider whether there is hope. Pondering all the interests concerned is necessary. Sometimes pardoning is appropriate.

    When a person commits a severe crime in the Netherlands, for which he cannot be (fully) held responsible because of a mental disorder, a judge may impose a hospital order in a secured psychiatric institution. To make this possible, behavioural experts have to assess whether the suspect suffered from a mental disorder at the time of the crime. However, during this assessment a suspect has the right to remain silent. Since recent years the number of non-cooperating suspects is increasing. To solve this problem, the Secretary of State of Security and Justice has submitted a legislative proposal, which makes it possible to force health professionals to submit past medical records of the suspect to the behavioural experts for their assessment without his consent. This breaches the professional law of confidentiality. Following case law of the European Court of Human Rights, this can only be justified, if it complies with the principles of proportionality, subsidiarity and necessity. The legislative proposal does not comply with these principles, as alternatives are available. These are: improvement of the forensic psychiatric care, reduction of the duration of the treatment and extension of the behavioral research period.

    The current study examined the extent to which risk factors and treatment readiness were related to prison based treatment engagement (i.e. participation and completion), using a large sample of detainees who were a candidate for the Prevention of Recidivism program. Analyses showed that offenders who were treatment ready were over two times more likely to complete treatment programs, compared to offenders who were not. Risk factors did, for the most part, not correlate with treatment participation and completion. Outcomes underlined the importance of motivational aspects and showed the significance of enhancing treatment readiness amongst correctional resocialisation participants.

    Male inmate subcultures can be described as highly gendered settings where power relationships are based on a hierarchical gender order. Cultural idealized forms of masculinity provide an important foundation for these hierarchical rankings. Notions of hegemonic and subordinate masculinities offer a valuable theoretical framework for explaining the power relations and pecking order among male inmates. Drawing on observations and qualitative semi-structured interviews with prisoners in a medium-size Belgian male prison, this article analyses the various intermale dominance hierarchies among inmates and the discourses in which they are embedded: type of offence, social conduct, individual characteristics of the prisoners and the possession of different forms of capital. This article both stresses and nuances the importance of offence categories by explaining how hierarchical status can be enhanced through social performance and acting in accordance with the prison code. Additionally, it describes how hierarchical arrangements operate in the daily practice of prison life through spatial norms.

    COSA (Circles of Support and Accountability) have been fully implemented and accepted in the Dutch probation organization. In COSA projects, volunteers support a former sex offender during his rehabilitation, supervised by professionals. Projects offer national coverage and until now, 42 sex offenders have been supported. International effect studies and Dutch research into effective processes offer a scientific framework, offering the theoretical and empirical underpinnings for a COSA intervention model. The normative basis of COSA is found in its specific place in restorative justice. Primarily, COSA strives for restoration of relationships within a moral and responsible community and restoration of the offender. Restoration of family bonds is an option, but needs to be well coordinated with professionals.
