Weerbaarheid jegens ongewenste omgangsvormen op het werk

Tijdschrift PROCES, Aflevering 4 2019
Trefwoorden Weerbaarheid, Ongewenste omgangsvormen, Beleid tegen ongewenste omgangsvormen, Bedrijfscultuur
Auteurs Mr. Margriet Maris
SamenvattingAuteursinformatie

This article explores the boundary conditions an organization has to take to make the workplace, where all kind of people work together, a safe place. Employers are responsible for a safe working environment according to the Arbowet. The confidential councilor is an important part of the infrastructure against workplace harassment. Next to commitment from the top of the organization, a code of conduct based on the support of the employees, a complaints procedure with access to an independent complains committee, the confidential councilor is key to discover and act on workplace harassment. Not all confidential councilors are trained and aware of the pitfalls of the job. Organizations have to set boundary conditions. For example legal privilege within the organization and some sort of protection against retaliation. The confidential councilor follows the lead of the complainant and can put down the responsibility of solving the issue of harassment at the proper authority within the organization.

De twitterende wijkagent, veiligheidsbeleving en het beeld van de politie

Tijdschrift PROCES, Aflevering 6 2018
Trefwoorden Police, perception of safety, sociale media, Twitter
Auteurs Dr. Imke Smulders
SamenvattingAuteursinformatie

This article reports briefly on research into the relationship between Twitter use by community police officers and citizens’ perceived safety. To this end, multiple relevant determinants of safety perceptions were included in the study: assessment of objective safety, perceptions of quality of life and social capital, risk perception and opinion on the police. The use of Twitter proved to have a modest, yet significant impact: followers on Twitter report a lower assessment of objective safety and a more positive opinion on the police. No direct, significant relation was found between the use of Twitter by the neighbourhood police officer and citizens’ perceived safety.

Dierenliefde en onderwereld-pr

Trefwoorden Dieren, Georganiseerde misdaad, Ondermijning, Media
Auteurs Janine Janssen en Prof. Emile Kolthoff
SamenvattingAuteursinformatie

Criminological literature shows that criminals involved in organized crime benefit from positive images in the media. By opening a hospital or donating funds for the development of a football field they try to present themselves in a cordial way and as good citizens to the public. Using the media to present themselves as animal lovers is a very effective manner to go for public admiration and sympathy. In this contribution is investigated how this mechanism works and why it is so effective.

Amsterdam is a popular destination for tourists. The number of tourists visiting Amsterdam increases every year and is expected to hit 23 million by 2025. This article describes which implications increasing tourism has on security and crime in Amsterdam. It appears that increasing tourism has a negative effect on social cohesion and can be a serious threat to safety. Tourism also attracts crime. Tourists are far more likely to suffer from crimes than inhabitants of Amsterdam. In particular they become victims of crimes like pickpocketing, mugging and scams. Tourists are also often associated with drug- and alcohol-related incidents. Apart from being a victim, a tourist can also be a perpetrator of crime. Inhabitants of Amsterdam regularly complain about nuisance caused by tourists. Especially subletted apartments via Airbnb is a serious concern for residents of Amsterdam and local policymakers.

De keuze tussen strafrechtelijke en bestuursrechtelijke sanctionering en het criterium van de ernstige gedraging

In the near future, the legislator will decide on the criteria to be applied to make a choice between the administrative and the criminal justice system. It is a possibility that the legislator will depart from the so-called ‘open context’ and the ‘confined context’. In his Farewell Speech, Rogier pleaded that the severity of behavior should be the criterion to the applied. When behavior can be qualified as ‘serious’ a criminal procedure should take place and if the behavior is ‘less serious’ the administrative procedure has to be chosen.

SamenvattingAuteursinformatie

The Dutch prosecutor’s office has set itself the goal of contributing to a safer and just society. This article investigates how a more proactive and innovative approach to the sanctioning of crimes can help towards realizing this goal. The authors take a close look at which types of sanctions could be ‘employed’ for this purpose, and when and how they ought to be executed, in the light of moral retributive and utilitarian theories on punishment. Specifically, the article considers community-sentencing punishments – punishments that are executed locally and in a way that is connected to context (perpetrator, neighbourhood) within which the crime was committed. The authors conclude that a visible connection between the crime and the punishment is vital to achieve the goals set out by the prosecutor’s office. However, at the same time various features of the execution of the punishment need to be considered in order to reach the right effect. This article does not purport to give a single answer these issues, but aspires to indicate where there is unexplored potential in the way community sentences are executed, and hopes to give a framework of what needs to be considered in order to do so effectively.

Slachtoffer-daderoverlap bij partnergeweld in Nederland: implicaties voor de Wet tijdelijk huisverbod

Tijdschrift PROCES, Aflevering 2 2015
Trefwoorden Slachtoffer-daderoverlap, Partnergeweld, Wet tijdelijk huisverbod
Auteurs Dr. Karlijn F. Kuijpers
SamenvattingAuteursinformatie

Although there is evidence for a victim-offender overlap for various crimes, specific empirical research into a victim-offender overlap for intimate partner violence is scarce. The current study empirically examines the presence of a victim-offender overlap among 156 victims of partner violence recruited at Dutch service organizations. Results show a clear victim-offender overlap, especially for behaviors of psychological partner violence and to a lesser degree for physical partner violence. Implications of these findings for the Dutch law on temporary restraining orders are discussed.
