    Circles of Support and Accountability (COSA) is a method in which volunteers support and monitor a convicted sex offender during his or her re-entry into society in order to prevent new sex offences. COSA was developed in Canada in 1994 as a grass roots approach to an acute crisis in a small town near Toronto, and since then has spread throughout Canada. In 2002, the COSA model was introduced and further developed in England, and from there the approach found its way to the Netherlands, where circle projects are provided by the Dutch Probation Organization since 2010. Until now, more than one hundred sex offenders (‘core members’ in a circle) have participated in a circle in the Netherlands. Although the COSA model predates the Good Lives Model, it’s basic principles align very well to the Good Lives Model. In COSA, a group of three to five volunteers form a surrogate social network, that offers social inclusion, practical and moral support in all kinds of daily challenges the core member faces, and that monitors risk and risk behavior. The volunteers are supervised by a professional circle-coordinator and supported by professionals who are involved in the core members’ after care arrangements. The COSA intervention model describes a number of conditions and strategies that support its effectiveness. Canadian, American and English case-control studies into the effectiveness of COSA shows a substantial reduction of offending behavior in core members compared to controls. Since the international proliferation of the COSA model is ever increasing, protecting the program integrity is a growing concern, and stresses the need for international cooperation between COSA providers.

    The Dutch Minister for Security and Justice recently announced a revision of the sexual offences in the Dutch Penal Code. Part of this revision could be the introduction of several sexual offences that are committed on the internet. The Minister mentioned sexchatting, sextortion and revenge porn. This article describes the present-day possibilities the Penal Code offers in tackling these crimes, and gives insight in the bottlenecks in current penal law. This article also provides a description of several relevant criminal investigative powers in existing and future Dutch procedural law.

But in the impressive body of literature on both types of crime and as seen by specialists from the Dutch National Police, some indications can be found that there is a toxic relationship between the two forms of delinquency: human traffickers can call on the family-honour of their victims in order to blackmail them into prostitution and to keep them working in that field against their will.

    Every year there are some 130 cases of victimization dating fraud in the Netherlands. On average the victims lose more than 19.000 euros in this scam. With dating fraud a person on the internet pretends to be someone else and begins a love affair with the victim with the aim to make as much money off the victim as possible. This is a form of Nigerian fraud. In this article is described how this dating fraud is being done. Dating fraud is highly organized with highly educated offenders. Victims come from all layers of society, but according tot he Fraud Helpdesk midddle-aged women who are lonely, have a christian background and work in care, loose the largest amounts. The impact on the victims is huge: the emotional damage is even bigger than the fiancial loss. To reduce dating fraud it is necessary to pay more attention tot his form of fraud.

    Amsterdam is a popular destination for tourists. The number of tourists visiting Amsterdam increases every year and is expected to hit 23 million by 2025. This article describes which implications increasing tourism has on security and crime in Amsterdam. It appears that increasing tourism has a negative effect on social cohesion and can be a serious threat to safety. Tourism also attracts crime. Tourists are far more likely to suffer from crimes than inhabitants of Amsterdam. In particular they become victims of crimes like pickpocketing, mugging and scams. Tourists are also often associated with drug- and alcohol-related incidents. Apart from being a victim, a tourist can also be a perpetrator of crime. Inhabitants of Amsterdam regularly complain about nuisance caused by tourists. Especially subletted apartments via Airbnb is a serious concern for residents of Amsterdam and local policymakers.

    This article focuses on the experiences that authors gained during a study trip to Japan. In general terms, the main features of Japanese criminal law are being observed. This system resembles the letter of Dutch criminal law, but in practice it appears to differ greatly. Among other things, attention is paid to the strong position of the prosecutor’s office, the high conviction rate, the limited contradictory nature of the criminal procedure, and the relative strong position of the victim. Subsequently, attention is given to some recent reforms, including the democratization of criminal law. Also, authors describe a visit to the Fuchu-prison. This article concludes with the question to what extent we could learn something from the Japanese practice in the Netherlands.

    Exodus is an organization aimed at assisting prisoners at their transition to society. In the Exodus halfway houses participants receive help in finding a house and a job, in improving relationships with family and friends and in giving meaning to life. This study uses a quasi-experimental design to investigate whether participating in the Exodus program reduces reoffending: the observed reoffending rate is compared to the reoffending rate that was predicted based on characteristics of the participants. The findings show that two years after leaving Exodus, 46.5% of the participants reoffended. This is 4.1 percent point less than the total population of former prisoners and 4.6 percent point less than the predicted reoffending rate.

    In the media one notices items on mistreatment of animals on a regular basis. These can cause intense agitation in the society. Think of the many horses that have been abused throughout the country in 2012. This case remains unsolved to this day. The question is: who does this, who are the animal abusers, what are their characteristics and backgrounds? After a long search in several registration systems of many institutions the characteristics and backgrounds of 97 animal abusers have been found. The data of the institutions have also been used to create an image of the nature and extent of animal abuse. Subsequently there have been interviews with several experts from different organisations to record their knowledge and experience and to indicate the results. The characteristics and backgrounds of the animal abusers are diverse. Their ages range from 7 to 85 years. The offenders are an average of 34 years old at the time of committing the animal abuse. Animal abusers are not notorious criminals. Half is reported to be the first offender according to police data. The other half commits all forms of crime. This includes the share of capital offenses (34%) and violent crimes (23%). Dogs are most often abused. The motives are diverse. Disappearing anger and frustration seems to be an important reason to abuse animals. Only nine people found that there was domestic violence in addition to animal abuse. An initial classification of types of animal traffickers in, amongst others, group planners, loners and sadists, has to be empirically substantiated.

    This article analyses whether the local youth worker can operate on the intersection of social welfare and signalling of extremism. Although it is a rare phenomenon, there is a clear message from the government to watch out for the first signs of deviant behavior and unacceptable behavior. However, shouldn’t we ask ourselves whether youth workers are adequately equipped at local level to signal threat? The qualitative results show that in daily practice there is a lack of clear standards which make terminology for social professionals not easily distinguished. In addition their opinion depends largely on their own intuition regarding the issues. This can create side effects which form a risk that the local terrorism policy does not have the intended effect.

    This research paper looks at the relationship between substance use and delinquency among young adults (aged 15 till 25 years) in a probation service for addicted offenders. Using a qualitative research method, twelve young adults give their opinions on the origin and development of their own problematic behavior. Results indicate that there is a relationship between substance use and delinquency, though determining causality is difficult and differs on an individual basis. They explain that this relationship is usually established in a risky environment and gradually grows by encounters with both substance use and criminal behavior, often early on in childhood. Friends and family introduced them to a problematic lifestyle in which drugs, alcohol and criminal offences appeared to be normal. Looking for excitement, being part of a group and experiencing positive effects after using substances are factors that stimulate them to continue with this behavior. The downside being that these adolescents get deeper into trouble and develop a dependency for this lifestyle. At that moment, certain turning points can offer a way to escape from using substances and/or committing offences

    In 2009 the Dutch temporary restraining order Act came into being. The order is a much used instrument in the fight against domestic violence. However, it’s effectivity has yet to be proven beyond doubt. There are signs the order can be effective, but it is unknown what influences this effect: which choices in its implementation, which characteristics of violence and those involved, which characteristics of the care that is provided.
    This article claims that the temporary restraining order can be more effective if we collect more data on what it is that makes it effective, and use this data to mirror the order against other instruments that are available in the fight against domestic violence. In that way, we can choose the instrument that best suits the situation, instead of picking the temporary restraining order simply because it is most readily available. This means the following is necessary: 1) more knowledge about the types of situations in which the order can be most effective; 2) more knowledge about the effects of choices that are being made in the implementation of the instrument; 3) an overview of all available instruments for intervening in situations of serious and immediate threat of domestic violence and the effects that can be reached with those instruments; and 4) a better use of available knowledge about the effects of care and assistance to victims and perpetrators of domestic violence to improve the trajectories that accompany temporary restraining orders. This will enable a more balanced choice between these orders and other interventions and will improve the effects of the orders and the care and assistance that accompanies them.

    In the Netherlands violence in dependent relationships is handled ‘gender neutral’: it is assumed that men and women can both be perpetrator and victim of this violence. A gender neutral approach does not hinder gender sensitivity. With gender sensitivity it is about the question whether sufficient account is taken with gender aspects. In this article the authors look into what is on offer for the men. Although regular welfare organisations, private organisations and local self-help organisations are involved, until now there is is no structural offering of methodologically well substantiated activities.

    This study focuses on a sample of 28 male long-term prisoners in the Netherlands who are about to return to society. The aims of the study are to examine their future expectations regarding criminal behavior and to explore how social and individual factors, such as employment, family support and agency, relate to these expectations. This is important because such expectations may affect their actual (criminal) behavior after release. Pre-release semi-structured in-depth interviews included questions about their future expectations, social ties, and sense of agency. Prisoners expecting to quit with criminal activities had both close social ties to society and scored high on individual factors.

    Recently the Dutch probation is faced with changes in the local situation: new forms of cooperation and networks have emerged, due to the transformation of the social domain. The probation officers participate on different levels in these networks. They can no longer simply deliver their ‘products’, but have to ‘do what is necessary. A lot of decisions have to be made on the operational level.
    Examples of the changes are given. Recent research on cooperation in the social domain show that ‘cooperation’ is easier sad then done. These changes ask for a new set of competences.
