    In England & Wales the coalition-government has opted for a localisation of the police service. The government dissociates itself from the New Labour policy of centrally-imposed targets, aims to reconnect the police and the people, and carries out a radical democratic renewal: since 2012 citizens have the possibility to choose their own Police and Crime Commissioner (PCC) in their region. This new administrator is reigning over police chiefs and is responsible for the management of security policies in the region. That is the main reason why the English police reform diverges fundamentally from developments in other European countries in which centralizing tendencies prevail. The question is whether the radical changes in England & Wales have a beneficial impact on the local embedment of the police. Are citizens more willing to commit themselves with the local police? In the first part of this paper we examine which developments have taken place in the English police, what the localisation-agenda has achieved so far, and which problems it faces. In the second part we discuss the question which lessons can be learned from the English renewals. Would it be a good idea to introduce PCC’s in the Netherlands? Is democratization the best way to strengthen community involvement? How to stimulate local accountability?

    Preventive interventions against terrorist attacks can be justified on legal and moral grounds. The Dutch broad-based approach against terrorism also addresses radicalizations processes. It is, however, hard to justify why a government in a liberal democracy should be allowed to intervene in processes of radicalization where danger to society is not obvious. A reason to justify intervention is when a (former) radical asks for help. Theories based on the ideas of Kant and Rawls also allow for intervention if an individual’s autonomy is diminished because he is member of a sect or under the spell of a charismatic leader. Other interventions with regard to (prevention of) radicalization cannot be justified by deontological theories such as Kant’s and Rawls’. Virtue ethics or teleology would, however, allow interventions but only if they are geared towards helping the individual in their quest to the good life. This justification allows for interventions that are, for example, focused on supporting individuals to critically reflect, reason and discuss about the good life and a just society. Based on the teleological justification constraints can be derived for preventive interventions with regard to radicalization or even deradicalisation. Notice that individuals cannot be forced to join these programs because there is no legal basis.

    In the Netherlands ‘Safety Houses’ have been established, in which partner organizations in the field of criminal justice, crime prevention, law enforcement, public administration and social services collaborate in order to reduce crime and recidivism, and to increase public safety. This article examines why some Safety Houses are better in achieving these goals than others. The effectiveness of 39 Safety Houses is analyzed by means of QCA (qualitative comparative analysis). Results show two different paths leading to effective outcomes. Effective Safety Houses have been in existence for at least three years, show a high degree of stability and a centrally integrated collaboration structure. In addition, they either have considerable resources at their disposal or have been set up with a network administrative organization, where a neutral coordinator governs the network.

    In the Netherlands whistle-blowing regulations are still unbalanced and ineffective in the protection of whistle-blowers and the prevention of misconduct at work. This article focuses on the question how whistle-blowing behaviour is influenced by the type and severity of the wrongdoing. The study also examines to whom employees would report (internally and/or externally), if they would report anonymously, and why they would do that or not. As far as the authors know, this is one of the first studies on whistle-blowing behaviour that systematically investigates the characteristics of the wrongdoing by using vignettes. In a two by two design, two kinds of wrongdoing (safety problem or embezzlement) at two levels of severity are plotted against each other. When confronted with severe wrongdoing, respondents intend to blow the whistle more often (externally) than with mild wrongdoing. Of the four cases, the difference between mild and severe embezzlement is most pronounced. Internally, a difference is found between the vignettes in reporting anonymously. Most respondents prefer to report to their direct supervisor, especially when a mild safety problem occurs. With severe embezzlement however, respondents prefer to report to a confidential adviser within the company. Outside the company, reporting to one’s trade union is most popular. Nearly all respondents would only report externally after an internal report has not yielded any results, or they would not report outside the company at all. They often argue that it is an internal problem and that the company could be harmed if the wrongdoing would be disclosed. This argument is used in all vignettes. Anonymity is still considered important by the majority of the respondents. It is recommended in this article that policymakers specify whistle-blowing regulations that are adaptable to the specific characteristics of the wrongdoing and the reporting employee(s).

    Since November 2009, the regional police of Groningen facilitated their community officers with Twitter. According to the principles of community policing, they are enabled to shorten the distance between the police and citizens by giving them a direct connection. Such a connection should stimulate interaction, while at the same time it should make people feel more safe. In addition, Twitter also creates possibilities for the police to be transparent. Sharing of information should alter citizens’ perception towards the police.
    A comparison has been made, by using an online questionnaire, between followers and two kinds of non-followers. The effects of following twittering community officers have been demonstrated by using statistical analyses, taking into account relevant control variables. On the basis of these analyses it has been demonstrated that following a twittering community officer did not positively or negatively alter the perception of safety of their followers. However, an enhanced information position has made followers much more aware of local disorder and crime. Thanks to shared information about police actions to sustain and improve local safety and livability, followers’ perception of safety has not been altered negatively.
    Followers’ perception towards the police organization has been positively altered, thanks to the twittering community officers. Especially the sharing of information and involving citizens into local policing helps the police to alter the perception of citizens towards their organization. In addition, it has been shown that followers’ willingness to report has been improved. Thanks to the ease of use of Twitter and the shortened distance between the police and citizens, followers do frequently contact the police or a community officer to share some information, or to report some crime or disorder. However, it has been shown that Twitter should just be presented as complementary to existing ways to contact the police.

    This article describes the findings of a national representative survey on online victimization. The survey was conducted in the Netherlands in 2011 amongst youth aged 10 to 18. Purpose of this research is to identify various risk factors related to cyber bullying, online sexual activities and online financial crime (e.g. e-fraude and commercial deceit). More than 9 percent of the youths had negative experiences with cyber bullying, about 5 percent with e-fraude and over 11 percent with commercial deceit. Also unwanted online sexual solicitations (6%) and unwanted exposure to sexually explicit internet material (12%) occurred with some regularity.
    This research complements earlier research on youth victimization in two important respects. First, we paid explicit attention to determine whether the youngster experienced the online incident as negative, neutral or positive. Our strategy to address negative experiences ensures the identification of actual victims. Secondly, we made it possible to identify and compare risk factors on various types of online crime. Girls are more likely to be cyber bullied, to receive unwanted sexual solicitations and to be unwantedly exposed to online pornography, whilst boys are more at risk to be commercially deceived or scammed.
    Internet use and behaviour are significant risk factors to comprehend online victimization. Above average use of instant messaging and clicking on (advertising) hyperlinks without restraint, are important predictors for online victimization. Finally, online disinhibition - a loosening of social restrictions during interactions with others on the Internet - and low self-control, turn out to be significant risk factors.
    It is difficult to accept certain risks, especially when youth are involved. However, children have to learn themselves to assess risks, to deal with them and to learn from them. It is important youths built up resilience to adequately react on negative online incidents and to reduce online vulnerability.

    This paper deals with the question of how a partly privatized security sector could be regulated. A central aim of this regulation should be the control of security as a public good. Three models of regulation are analyzed. The current practice of this regulation in the Netherlands shows a serious lack of effectiveness. One of our main conclusions is that neither the state nor the private sector is able to enforce this regulation on their own. However, it is assumed that the state should have a central and integrated regulatory role in this field, with more attention paid to the practical implementation of it, with the power and will to sanction private agencies if necessary. In addition managers of private security companies should adopt a role as public managers with a public moral duty. Regulation of security is faced with a double problematic, not only the horizontal fragmentation of the field, but also the vertical fragmentation, often resulting in a serious gap between managers and those in the field, both in the public and the private sector. This implies that the regulation should not only rest on the state and on self-regulation by the sector at management level, but also on the promotion of a practical ethic for security workers to steer and regulate their daily work.

    Teenagers between twelve and eighteen years of age are protected by Dutch criminal law against sexual encounters that can be described as ‘voluntarily’. If teenagers are approached without force or approach a person themselves autonomously they are thus protected against such contact, but they could have played a sexual active role nevertheless. How do the alleged offenders in these criminal cases make contact and how are the punishable interactions possible considering the facilitative role of the victim? This paper will deal with the way the officials of the police and justice departments value sexual contacts with youngsters in a diverse range of settings. The crucial question is how the professionals dealing with the protection of youngsters and at the same time safeguarding the legal rights of offenders come to their juridical deliberation.

    The ‘Shortlist troublesome youth groups’ is a compact survey that enables police-officers to categorize problematic youth groups on a general level. The ‘shortlist’ results in three categories. The least troublesome groups are labelled ‘annoying’, the more serious groups are referred to as ‘disturbing’ and the most serious ones are called ‘criminal’ youth groups. As a quick scan, the shortlist tool has originally been developed in order to prevent criminalization of youth. It has now become a compulsorily used instrument for all 25 police services in the Netherlands. The shortlist is seen as the central starting point that should ultimately lead to the implementation of multidisciplinary interventions to tackle the specific problems that the youth groups cause.This article briefly discusses the highly subjective judgements of perceptions of disorder in society. Against this background this article describes the aim, the benefits and limits to the use of the shortlist. This analysis is based on fifteen years of experience with the annual listing of troublesome youth groups by means of the shortlist at the Haaglanden police service.This contribution concludes that the shortlist is a useful instrument that enables police officers to efficiently categorize problematic youth groups. Several changes by the Haaglanden police service with regard to the content as well as to the procedure further optimized the use of the shortlist. However, its global characteristic hampers evaluation of local safety interventions on the group. Also, comparisons of results between police services are not possible just like that. For those purposes (evaluations and comparisons) additional, i.e. more detailed information on the groups are to be gathered. The shortlist-methodology consists of further steps that include more in-depth analyses.Having said this, the shortlist is a valuable quick scan tool that enables professionals to swiftly categorize problematic youth groups.

    Unlike the physical abusers of children, little is known about downloaders of child pornography. The key questions in this article are: who are the downloaders, what are their backgrounds, why and how they download child pornography, how they behave offline and online and what types of downloaders can be distinguished? A simple answer to these questions is currently impossible to give. There is more, preferably longitudinal, research needed on risk factors for downloading child pornography and the various types of downloaders. Combating the downloaders requires a lot of the police in terms of international cooperation and up to date knowledge and expertise. This also served the treatment practices, which is partly dependent on a properly conducted police investigation.

    Consumer fraud seems to be widespread, yet little research is devoted to understanding why certain social groups are more vulnerable to this type of victimization than others. The present paper deals with internet consumer fraud victimization, and uses an explanatory model that combines insights from self control theory and routine activity theory. The results from large-scale victimization survey data among the Dutch general population (N=6,201) reveal that people with low self-control run substantially higher victimization risk, as well as people performing ‘risky’ routine activities, such as online shopping and participation in online forums. Though a minority share of the self-control-victimization link is indirect – because people with low self-control are more involved in risk-enhancing routine activities – a large direct effect on internet fraud victimization remains. This suggests that, within similar situations, people with poor impulse control respond differently to deceptive online commercial offers.

    In the local governance of public safety many different organizations are involved. These organizations cooperate in local networks or partnerships to manage problems related to crime and disorder. In the Netherlands the local government should coordinate the cooperation between these organizations and their activities. Research shows that in practice this coordination has many serious shortcomings.
    Therefore the Dutch government proposed a new Act to promote the local government’s capacities to coordinate these networks and local policies of public safety (Wet op de gemeentelijke regierol lokale integrale veiligheid). At this moment this proposal has not yet been submitted to the Dutch Parliament.
    This Act will create new obligations and powers for the local government. According to this Act every four years local councils will have to establish a public safety policy plan based on an analysis of local problems of crime and disorder. Local governments should make formal agreements with the local partner agencies about their activities. Additionally the Act will provide local governments with the power to enforce these cooperation and contributions and to sanction it.
    Research shows that many of the problems that arise in the coordination of these networks and partnerships result from the local governments themselves. Often the governmental support and commitment to local safety issues are insufficient, the local administration is highly fragmented, the coordination is often poorly implemented and local administration often have a bureaucratic culture that is hard to reconcile with the need to react quickly to urgent local problems.
    Considering these problems the authors argue that this proposed Act is not an adequate solution for the problems that arise in the coordination of local safety policies and partnerships.

    Public safety has always been a core task for local, municipal authorities. However, until rather recently only the police has been actively involved in addressing local problems of public safety and maintaining order instead. Local public safety policy – as a responsibility for local authorities together with many other partners – is a relatively new phenomenon.This article compares the main developments and trends in local public safety policy in the Netherlands and Belgium. Special attention is paid to the role and position of the local, municipal authorities. What strikes most, are the strong similarities between the two countries. National governments played an important and catalyzing role in the development of public safety policy in the Netherlands as well as in Belgium. After many years and not without a lot of trouble, the monopoly of the police on designing and implementing policy for addressing public safety and order came to an end in both countries. Which, amongst other effects, presented the local authorities with new challenges.

    In measuring safety a difference appears to exist between ‘objectively measured safety’ and the subjective perception by the public. Objectively spoken the level of criminality in a neighbourhood may have gone down, but that doesn’t necessary mean that the people living there ‘feel equally safer’. Psychology gives a number of explanations for this phenomenon. For example, the knowledge, the differences in thinking styles and communication about safety with citizens play an important role. This should not be seen as a case of non-rational thinking, but rather of systematic irrationality. These people are not ‘dumb’, they have (sometimes hard-wired) ways of handling information about complex issues like safety that require them to take ‘mental shortcuts’ (heuristics) in order to estimate the risks they are exposed to. This paper will focus on some of the psychological laws that guide our risk perception and surprisingly enough, the ‘objective risk’ seems to be of relatively little importance if compared with other, more subjective factors. Many of the factors relate to the nature of information citizens are exposed to: a risk that this described in easy to imagine way leads to a different evaluation of that risk compared with a less conspicuous presentation. Also the level of expertise of the ‘receiving end’ must be taken into account. Lay-people have different ways to look at risks compared with experts in a certain domain. The discussion on how to improve safety is probably best served with a continuing debate between ‘rational, objective’ and ‘systematic irrational, subjective’ mental models, while recognising their respective strengths and weaknesses. These findings may assist policy makers in particular in the formulation of policy that, in addition to the security objective as such, also improves the perception of safety.

    The employment of private security guards has increased in many European countries in recent decades and the Netherlands is no exception. However, despite large increases in the growth of the private security industry, little is known about how the public perceives agents of private policing and their role in crime prevention and enhancing the public’s sense of safety. In this paper we examine public perceptions of private security personnel. More specifically, we examine citizens’ perceptions and expectations toward the nature of security guards’ work and their relationships with public police, as well as citizens’ level of satisfaction with private security services. Findings suggest that overall Dutch citizens have mixed opinions of security guards. Nonetheless, contrary to what is often assumed about the public image of private security, findings also suggest that respondents are sometimes surprisingly positive in their reactions.

    The social network approach is gaining influence among criminologists studying organized crime and terrorism. The theoretical concept, however, still needs further elaboration. To this end, concepts developed within the field of economic sociology could provide a substantial contribution. Economic sociologists have, among other things, focused on the role of social networks with regard to the completion of economic transactions. They regard mutual trust built through personal relations as an essential part of economic transactions, particularly if these imply certain risks for the parties involved. In other words, before transactions materialize, the parties must first be able to establish trustworthy personal relations. Based on these ideas, Spapens introduced in 2006 the theoretical concept of the criminal macro network, being a social network consisting of individuals able and willing to engage in illegal activities. The capital of each member of the criminal network consists, on the one hand, of his links, defined as information relations, within the network. On the other hand, a person’s position is determined by personal knowledge and skills. It is assumed that executing an actual illegal activity – e.g. drug production, trafficking human beings, bank robbery – requires cooperation between a subset of members of the criminal network, the criminal group.An extensive study of xtc production in the south of the Netherlands between 1996 and 2004 revealed the existence of a ‘xtc network’ consisting of individuals interconnected by social relations. The macro network proved to be relatively stable over time. The composition of the criminal groups, however, changed regularly. This was not only explained by shifting business opportunities, but also by the efforts of the police and the Public Prosecution Service leading to convictions and the dismantling of criminal groups. Better knowledge of the functioning of the criminal macro network can provide valuable contributions to criminological understanding of organized crime. These insights are of course also of great practical importance for law enforcement agencies.
