    Food fraud can be seen as a form of counterfeit, which has increased globally because of technological developments. The authors, both working for the European Union police agency Europol, give several examples of the involvement of organized crime groups in food fraud. They describe the cooperation between Europol in its coordinating role with various national police forces in tracing food crime and arresting the perpetrators. Also the involvement of the European Union agencies Eurojust and Frontex in special operations like OPSON to unmask illegal trade in counterfeit foodstuff are described.

    Food fraud has recently been recognized as a blind spot among regulators. In Europe, few organizations have experience with large cases of food fraud; also scientific knowledge into this type of crime is limited. This article aims to contribute experience to this gap. The NVWA-IOD is a specialist crime unit in the Netherlands, carrying out criminal investigations into, among other things, food fraud. This article gives insight into numbers of cases dealt with by the NVWA-IOD in the past fifteen years, for different types of food fraud. Nine criminal cases, concentrating on suspects within trade and industry, are analyzed in more detail from a basic criminological perspective. There is looked into, among other things, the motive, the opportunity and the product. The cases discussed relate to products such as meat, eggs, fish and dairy products. The main motive for committing food fraud is making money; the gain makes fraudulent activities attractive and financially beneficial. Opportunities refer mainly to ambiguous laws and regulations and little supervision. Also, evasive behavior was found. To combat food crime, specialist knowledge of tempting opportunities is essential.

    Counterfeiting is a major worldwide crime problem and one with demonstrable links to organized criminality. The production and distribution of fake plant protection products is no exception, the proliferation of such products within the European Union owing much to the abuse of parallel trading arrangements and the high profit, low risk opportunity it presents to organized crime groups. It is also a particularly insidious crime; these chemicals are untested and unapproved for use and they pose a serious economic, environmental and human health threat. Of particular concern is the potential for residues from illegal pesticides to persist in harvested crops to then be found in foodstuffs. It is argued that this should be regarded as a food crime.

    The trade in caviar has a rich and colorful history, influenced over thousands of years by many cultures, societies and in the last decades by regulation. Based on qualitative research, including literature, media analysis and interviews, this article presents the first preliminary results of the authors’ ongoing research. The value of caviar is historically discovered in the context of social change, political relationships and environmental change and the role of organized crime is described, as the scarcity of caviar has offered the unique opportunity to fish illegally, smuggle and trade contraband to mainly European countries with millions in profits. Although due to overexploitation ‘wild caviar’ is increasingly difficult to obtain, the demand in the context of exclusivity and scarcity remains intact by the upper class society desire for edible gold.

    Food fraud is as old as mankind but has advanced in the last decades. Fraud regarding the gross composition of food has progressed in the direction of the addition of unconventional adulterants. Furthermore, consumers are more and more interested in how and where their foods are produced and pay price premiums for organic foods, fair trade, animal welfare considering, and sustainable food products. Since these products are very similar to their conventional counterparts in terms of composition, they provide an additional challenge. The knowledge regarding occurrence, type of meat fraud, causes and damage caused to the sector is limited. There is a need for extensive identification of the vulnerabilities and criminogenic factors. These insights offer leads for detection and prevention. The article deals with a first step into the inventory of these vulnerabilities and factors affecting meat fraud, by assessing fraud risks related to products, companies and the meat supply chain.

    The population of Central and East European immigrants in the Netherlands has increased following the eastward expansion of the European Union. Over the past years, a lot of media and political attention seems to focus on problems with crime and disorder relating to this immigrant group. This article describes a two-step study on this matter. First, by undertaking a media discourse analysis, we assess to what extent we can speak of a ‘hardened climate’ regarding Central and East Europeans in the Netherlands between 2007 and 2013. Second, we have conducted qualitative interviews with Central and East Europeans in the Netherlands, to explore their perceptions of the Dutch media and political discourse. The results show that this group is often connected with crime and disorder in the media, and that many of our respondents experience this negative framing. Dangers of this trend regarding feelings of discrimination, scapegoating, and self-fulfilling prophecies, are discussed.

    Police agencies in Europe operate outside their domestic territory more and more often. Within the European Union, special attention is focused on the exchange of information and on countering organized crime. However, international public order enforcement receives less attention. The present article highlights the relevant legislation and practical opportunities applicable to public order enforcement in the cooperation between the Dutch and Belgium police force. In addition, the use of force and the principle of sovereignty are debated. Finally, recommendations will be given in order to improve future cooperation within the field of international public order enforcement in the Benelux.

    Traditional Chinese medicine (TCM) is deeply rooted in the Chinese culture. Although thousands of animal and plant species are used for medicines legally, some medications contain more sinister elements; illegal animal or plant ingredients of protected species. What is the origin of this demand for rare species as medicine, who are involved in the trade and why is law enforcement complicated? This article will show that the illicit trade in TCM is a form of crime that transcends the borders of China and manifests itself in Western Europe. Various aspects of the trade are highlighted, including criminalization of the use of endangered species, western anthropocentrism and the cultural use of medicine, to understand this relatively invisible crime.

    In England & Wales the coalition-government has opted for a localisation of the police service. The government dissociates itself from the New Labour policy of centrally-imposed targets, aims to reconnect the police and the people, and carries out a radical democratic renewal: since 2012 citizens have the possibility to choose their own Police and Crime Commissioner (PCC) in their region. This new administrator is reigning over police chiefs and is responsible for the management of security policies in the region. That is the main reason why the English police reform diverges fundamentally from developments in other European countries in which centralizing tendencies prevail. The question is whether the radical changes in England & Wales have a beneficial impact on the local embedment of the police. Are citizens more willing to commit themselves with the local police? In the first part of this paper we examine which developments have taken place in the English police, what the localisation-agenda has achieved so far, and which problems it faces. In the second part we discuss the question which lessons can be learned from the English renewals. Would it be a good idea to introduce PCC’s in the Netherlands? Is democratization the best way to strengthen community involvement? How to stimulate local accountability?

    How do organisations collaborate in the daily practice of law enforcement? And what role plays autonomy of government agencies within this cooperation? In this article the authors answer these questions on the base of two case studies: two large scale projects in which a partnership approach was used to combat human trafficking in the Netherlands. Collaboration between city administration, investigation services and tax authorities seems to be very hard to put into practice. This is understandable from the theory that government agencies, while performing their tasks, are focused on achieving autonomy.

    In de loop van 2014 zal op Aruba een nieuw Wetboek van Strafrecht in werking treden. Dit wetboek voorziet onder andere in de introductie van een aantal nieuwe op therapeutische leest geschoeide beveiligingsmaatregelen, zoals tbs, SOV en de strafrechtelijke ondercuratelestelling. De auteurs inventariseren de beschikbaarheid van (bestaande en aanstaande) juridische titels binnen het Arubaanse recht ten behoeve van gedwongen opneming van psychisch gestoorde of verslaafde volwassenen die vanwege onaangepast, zelfdestructief en/of delinquent gedrag met politie of justitie in aanraking komen. Deze titels worden besproken en aan een kritische analyse onderworpen. Daarnaast wordt bezien in hoeverre het huidige aanbod van forensisch-psychiatrische voorzieningen op het eiland toereikend zal zijn in het licht van de behoefte die zal ontstaan zodra het nieuwe wetboek in volle omvang in werking treedt.

    In this contribution it has been set out that trust in the Belgian justice system cannot be taken for granted. The article contains empirical research on the reporting of newspapers on the Belgian justice system and tries to uncover a possible causal relationship between reading certain newspapers and trust in the justice system. Although it turns out that quality newspapers report on the justice system in a more negative way, readers of popular papers have less trust in the justice system. A direct link between negative reporting and reduced trust was therefore not found. Socio-economic variables and the priming effect on punitive attitudes in popular newspapers are cited as possible explanations.

    This essay describes the most important recent events in the field of American drugs legislation covering the liberalization of cannabis policies in several states as well as the reduction of penalties for the possession of crack at the federal level. These developments are situated in a broader context of a complicated and big country with plenty of room for extreme moral views and a very punitive justice policy that targets Blacks and Latino’s much more than the white middle class. The disproportionate impact of the punitive drugs legislation is an important driving force behind the trend towards liberalization, next to the high costs of maintaining an overcrowded prison system.

    Scientific research on cybercrime has mainly focused on its technological aspects. There is a lack of knowledge regarding the human factor in cybercrime. In this article we focus on the human factor and address the question to what extent crackers (criminal hackers) are similar to other criminals. We analyse socio-demographic characteristics as well as criminal careers of crackers in comparison to those of other criminals. We employ Dutch police data on criminal suspects from 1996-2009. Our results show that hacking suspects are quite similar to other criminals with respect to both socio-demographic characteristics and their criminal careers.

    Whistleblowing research should more explicitly focus on underlying motives for the decision to report on organizational misbehavior. Arguably, these motives are connected to the factors that can explain the decision whether or not to blow the whistle. Reporting for egoistic reasons can probably be explained by other factors than reporting for altruistic reasons. This article aims to enrich the whistleblowing literature by proposing grid-group cultural theory as an alternative approach. This theoretical framework could provide more insight into reporting decisions by identifying various motives for such decisions and linking them with elements in the organizational culture that could explain them. As an illustration, the theory is applied in an ethnographic study in two investigative teams of the Belgian federal police. More research is, however, needed to fine-tune the conceptual framework and to test the preliminary findings of this empirical study.

    Various disciplines have a longstanding tradition of studying musical genres and the various functions of music, but few criminologists focus on music in their scientific work. This article discusses various relationships between music, crime and culture. We discuss the hypothesis of ‘criminogenic’ music genres, and countless examples of criminalisation of music. We point at the stilistic importance of music genres for subcultures and social movements, and we raise ethical aspects: music can also be used as an instrument of (symbolic) violence, as a punishment or even as torture. Finally, we discuss other functional uses of music: as a vehicle for human emotions, for therapeutic purposes, to influence the behavior of employees and consumers, to enhance feelings of public safety, and to prevent crime and nuisance.

    In this article on the social production of the book Outsiders, I will situate its production in the daily practice of the social worlds in which Becker was involved. Therefore I focus on the relations, interactions and situations which were relevant for the form, content and success of Outsiders. For data, I use fragments from my email communication with Howard Becker, the collected interviews and other publications which show that Becker seeks to demystify Outsiders. My main contribution is that I use Becker’s own words to demystify the ethnographic practice of Outsiders and describe its mundane backstage reality, which is described by Fine as ‘the underside’ of ethnography (1993).

    The social history of jazz music in America since 1880 has been described as a movement out of the inauspicious background of night clubs and brothels in the urban underworld. In 1980 Ronald L. Morris has published a book, Wait until dark, fostering a contrary view (that should inspire criminology). Morris claimed that until 1940 the ‘mob’ had promoted jazz music as gangsters hired black musicians without concern for the law and the conventions of racial segregation. There is some evidence that even during the 1950s the jazz scene of New York City and Las Vegas had also been partly organized by the mafia.

    This article focusses on the share of Roma in the labour migration from Eastern and Central Europe to the Netherlands. By combining European reports on the situation of what is Europe’s largest minority group with insights from Dutch migration studies push and pull factors are identified as well as the mobility patterns of Roma involved in the process of migration. Attention is also paid to the ‘when and how’ of the Dutch response (‘agenda setting’) – at home and in the European context – to the growing importance of the Roma issue in Europe. As an example the position of Bulgarian Roma in larger cities like Rotterdam is explored further.

    Recent labour migration from Central and Eastern Europe has, next to positive economic facets, also negative aspects like nuisance. This article describes the nature of this nuisance and the circumstances causing this. According to key informants who have been interviewed for this study, the nuisances discussed in this article pertain to only a small part of the labour migrants. The nuisance related to labour migrants from Central and Eastern Europe mostly consists of loud ‘noises of living’ around the home and in public space. Considering the nuisance, the following aspects seem to be part of the cause: thin-walled houses and the (illegal) letting per room; poor commitment to the neighbourhood due to temporary stay; quarrels and acts of violence between labour migrants and excessive drinking; lack of privacy and therefore meeting in public space; and housing in neighbourhoods with an accumulation of social issues. In this article the authors describe these aspects and their occurrence.
