    In England & Wales the coalition-government has opted for a localisation of the police service. The government dissociates itself from the New Labour policy of centrally-imposed targets, aims to reconnect the police and the people, and carries out a radical democratic renewal: since 2012 citizens have the possibility to choose their own Police and Crime Commissioner (PCC) in their region. This new administrator is reigning over police chiefs and is responsible for the management of security policies in the region. That is the main reason why the English police reform diverges fundamentally from developments in other European countries in which centralizing tendencies prevail. The question is whether the radical changes in England & Wales have a beneficial impact on the local embedment of the police. Are citizens more willing to commit themselves with the local police? In the first part of this paper we examine which developments have taken place in the English police, what the localisation-agenda has achieved so far, and which problems it faces. In the second part we discuss the question which lessons can be learned from the English renewals. Would it be a good idea to introduce PCC’s in the Netherlands? Is democratization the best way to strengthen community involvement? How to stimulate local accountability?

    Recent labour migration from Central and Eastern Europe has, next to positive economic facets, also negative aspects like nuisance. This article describes the nature of this nuisance and the circumstances causing this. According to key informants who have been interviewed for this study, the nuisances discussed in this article pertain to only a small part of the labour migrants. The nuisance related to labour migrants from Central and Eastern Europe mostly consists of loud ‘noises of living’ around the home and in public space. Considering the nuisance, the following aspects seem to be part of the cause: thin-walled houses and the (illegal) letting per room; poor commitment to the neighbourhood due to temporary stay; quarrels and acts of violence between labour migrants and excessive drinking; lack of privacy and therefore meeting in public space; and housing in neighbourhoods with an accumulation of social issues. In this article the authors describe these aspects and their occurrence.

    Utrecht, the fourth largest city of The Netherlands, is addressing resolving social conflict by promoting schools to adhere to the Peaceful School Program and civilians and professionals to join the Peaceful Neighborhood Program. The Peaceful School Program is designed to address problematic behavior of youth in primary, secondary and high school education and evolved into a democratic and participatory citizenship program. The Peaceful Neighborhood Program is involving important organizations that are active within the neighborhood, members of the community and stake-holders to adapt peaceful attitudes in daily life, including a mind-set that addresses conflicts by resolving them (together).
    These two programs are in the process of ‘conquering’ the whole of the city of Utrecht and every single neighborhood. The so-called Utrecht Model for Mediation is supporting these Peaceful Programs, through empowering citizens and professional to enhance their ‘peaceful skills’ and skills for conflict resolution. Citizens and professionals are being trained to develop this mindset. The Utrecht Model for Mediation is organizing a community of mediators that can be of help. A pool of volunteer mediators is being formed to help organizations, professionals, parents, students and members of the community in case of problems, tensions, problematic behavior of youth groups, etcetera. Professional mediators intervene in case of escalated conflicts and penal cases.

    During the last decade the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. Citizen watches make a great case for examining the tension between the need for the Dutch government to maintain control over local safety issues and the strivings of citizens to contribute to local solutions in a more or less autonomous way. This paper examines the question to what extent citizen watches can contribute to the governance of local safety in a meaningful way. The Dutch government has been appealing strongly for more citizen involvement in public matters for some time, but is unclear about how municipalities and the police should respond to active citizens. The paper describes two different ways in which citizens can realize such an involvement i.e. either in a predominantly top-down fashion, in which the municipality and the police take a strongly directive approach towards citizen watches or in a more bottom-up oriented way, in which citizen watches are well embedded in local systems of informal social control. The paper argues and explains that both approaches have advantages as well as disadvantages regarding the way they support new forms of governance and cooperation between citizens and the state. It suggests that formal authorities can contribute to the self-reliance and collective efficacy of neighbourhood residents with regard to local public safety if they make a better effort of combining the pros of both approaches.

    Current mapping of organized crime groups (OCG’s) serves two opposing needs simultaneously: firstly, researching OCG’s should be done as judiciously as possible, due to the consequential nature of ensuing police investigations. Secondly, police analysts experience severe constraints on their OCG-reports, because of the demand by police management for ‘objectified’ reports, describing crime groups as briefly as possible in terms which allow for comparison of groups. This drive towards streamlining OCG-mapping comes at a cost: not all groups fit into the prescribed formats. We need to re-think the way in which we map OCG’s so as to better support police investigations.

    Police officers sometimes use creative ways in deploying their authorities when they deal with obstacles that hinder the pursuit for higher organizational goals or the common interest. By doing this, the boundaries of legislative rules might be stretched or even exceeded. This article reports the findings of a Dutch case study within the police into this phenomenon, which the authors described as the ‘creative use of authorities’. By means of observations and interviews within the researched police forces 57 cases were described and analyzed. The cases enabled a first categorization of distinctive forms of creative use of authorities with 4 essential core elements, that is: abstain from use, abuse, improper use and selective use of authorities.

    The Dutch police has embraced the concept of problem-oriented policing as an effective strategy to combat crime. This police strategy is based on information, analyses and cooperation with relevant stakeholders outside the police. The authors argue that the implementation of the concept of problem-oriented policing is essentially still in an infant stage due to tenacious internal en inter-organizational difficulties. More fundamental, the concept of problem-oriented policing is used in an intuitive and superficial manner, instead of introducing a more rigorous analytical one. Suggested is a more modest and disciplined approach, which functions not as an alternative for, but as a supplement to classical reactive policing.

    Since November 2009, the regional police of Groningen facilitated their community officers with Twitter. According to the principles of community policing, they are enabled to shorten the distance between the police and citizens by giving them a direct connection. Such a connection should stimulate interaction, while at the same time it should make people feel more safe. In addition, Twitter also creates possibilities for the police to be transparent. Sharing of information should alter citizens’ perception towards the police.
    A comparison has been made, by using an online questionnaire, between followers and two kinds of non-followers. The effects of following twittering community officers have been demonstrated by using statistical analyses, taking into account relevant control variables. On the basis of these analyses it has been demonstrated that following a twittering community officer did not positively or negatively alter the perception of safety of their followers. However, an enhanced information position has made followers much more aware of local disorder and crime. Thanks to shared information about police actions to sustain and improve local safety and livability, followers’ perception of safety has not been altered negatively.
    Followers’ perception towards the police organization has been positively altered, thanks to the twittering community officers. Especially the sharing of information and involving citizens into local policing helps the police to alter the perception of citizens towards their organization. In addition, it has been shown that followers’ willingness to report has been improved. Thanks to the ease of use of Twitter and the shortened distance between the police and citizens, followers do frequently contact the police or a community officer to share some information, or to report some crime or disorder. However, it has been shown that Twitter should just be presented as complementary to existing ways to contact the police.

    This article is based on a research in which we are looking for exemplary urban professionals who seem to be successful in pursuing the social goals they set together with their partners. In urban disadvantaged neighbourhoods, it is not always the standard procedure that gets things done. In the Netherlands decades of urban renewal in its various forms have not solved problems permanently. This does not mean that success is never attained. What seems to have helped in some cases is the presence of a type of practitioner who goes beyond standard procedure. These are professionals, as the ‘casting cop’ we introduce in this article, who do not give up and who are able to succeed where others have failed. Most likely these are experienced practitioners who learned how to cope. Most likely they are actors who inspire others.What we ask is how these practitioners in urban districts do their job in controversial, politically sensitive policy processes that might develop in unintended and surprising ways. In other words we have as a central question: through what ways of working and relating do exemplary urban practitioner (try to) get things done?The professionals we call exemplary are not always taking the common routes to realize their goals. They will not automatically follow the routines of problem solving and because of that they can make a difference. They are critical about mainstream practices and try to find solutions starting from the perspectives of citizens. When we talk about ‘ways of working and relating’ we refer to the qualities these professionals put to use in the planning and decision making processes of urban renewal. It has to do with personal qualities like attitude and experience, but also with strategic skills such as networking with policy partners. ‘Getting things done’ means solving problems or better stated exploiting opportunities. More broadly is their aim to transform what is called ‘urban problem districts’ into ‘livable neighborhoods’.

    This paper deals with the question of how a partly privatized security sector could be regulated. A central aim of this regulation should be the control of security as a public good. Three models of regulation are analyzed. The current practice of this regulation in the Netherlands shows a serious lack of effectiveness. One of our main conclusions is that neither the state nor the private sector is able to enforce this regulation on their own. However, it is assumed that the state should have a central and integrated regulatory role in this field, with more attention paid to the practical implementation of it, with the power and will to sanction private agencies if necessary. In addition managers of private security companies should adopt a role as public managers with a public moral duty. Regulation of security is faced with a double problematic, not only the horizontal fragmentation of the field, but also the vertical fragmentation, often resulting in a serious gap between managers and those in the field, both in the public and the private sector. This implies that the regulation should not only rest on the state and on self-regulation by the sector at management level, but also on the promotion of a practical ethic for security workers to steer and regulate their daily work.

    Since the legalization of the prostitution sector, not only has the combating of human trafficking through criminal law been substantially fortified, but also the administrative approach to human trafficking in that sector. This integral approach of human trafficking, in which administrative and criminal law measures complement each other, is necessary to combat this harrowing type of crime. The criminal law-administrative approach offers good footholds for a more forceful reaction to human trafficking. Besides the preventive effect administrative measures can have as a complement to criminal law, administrative supervision can also be useful to obtain criminal law information. However, that brings several new dilemmas with it that are connected to the phenomenon of the blurring of spheres. Under certain circumstances, the blurring of spheres between a criminal law and an administrative approach can lead to an improper use of competencies. We conclude that in the manner in which the prostitution sector is currently supervised, the legal protection of the citizen against actions of the supervisor is inadequately guaranteed. That does not mean that information that is obtained through administrative supervision may no longer be used in criminal cases. It is to be recommended however that several changes be made to current practice, which may prevent the improper use of supervisory competencies in prostitution controls.

    To what extent have the Dutch police a distinct culture that corresponds with the image of police culture as it has been described in American studies of the 1960s and 1970s? A survey among 260 police officers shows that the Dutch police culture has a strong emphasis on mission, action, and cynicism. Other well-known elements, like conservatism and machismo proved to be less important. In accordance with the stress-coping theory police culture proved to be stronger if police officers were confronted with internal and external stress. Police culture is positively related with a crime fighting police style, and negatively with a service/guardian style. No relations could be found with a professional police style.

    The ‘Shortlist troublesome youth groups’ is a compact survey that enables police-officers to categorize problematic youth groups on a general level. The ‘shortlist’ results in three categories. The least troublesome groups are labelled ‘annoying’, the more serious groups are referred to as ‘disturbing’ and the most serious ones are called ‘criminal’ youth groups. As a quick scan, the shortlist tool has originally been developed in order to prevent criminalization of youth. It has now become a compulsorily used instrument for all 25 police services in the Netherlands. The shortlist is seen as the central starting point that should ultimately lead to the implementation of multidisciplinary interventions to tackle the specific problems that the youth groups cause.This article briefly discusses the highly subjective judgements of perceptions of disorder in society. Against this background this article describes the aim, the benefits and limits to the use of the shortlist. This analysis is based on fifteen years of experience with the annual listing of troublesome youth groups by means of the shortlist at the Haaglanden police service.This contribution concludes that the shortlist is a useful instrument that enables police officers to efficiently categorize problematic youth groups. Several changes by the Haaglanden police service with regard to the content as well as to the procedure further optimized the use of the shortlist. However, its global characteristic hampers evaluation of local safety interventions on the group. Also, comparisons of results between police services are not possible just like that. For those purposes (evaluations and comparisons) additional, i.e. more detailed information on the groups are to be gathered. The shortlist-methodology consists of further steps that include more in-depth analyses.Having said this, the shortlist is a valuable quick scan tool that enables professionals to swiftly categorize problematic youth groups.

    Due to the present political discussion concerning the formalisation of police performance (so-called performance contracts), this article looks into the effects of these contracts on the actions of community policemen. The results are based on interviews and observations. Not so much the line of policy, but the social interactions that occur between officers and citizens influence the discretionary actions of community policemen. In addition, the policeman’s state of mind, experience and the severity of the consequences of the offender have a relevant impact on work performance and the decision to fine or not. Merely the performance contracts produce little effect on the enforcement of community policemen.

    The fight against organized cannabis cultivation is an important topic within Dutch law enforcement. No longer the sole responsibility of the police, the current trend is for the police to work alongside local government, companies providing energy, housing associations and the Inland Revenue. Together they unite their strengths to deal more effectively and resolutely with the problem. Although different studies have been conducted concerning the (effectiveness of) the fight against cannabis cultivation, there is not much known regarding the way actors experience the fight from ‘within’, that is: the interactions, perceptions and transformations of agreements and premises which are enacted on the ‘molecular level’ of the cooperation. In two large Dutch cities, we have researched, on the basis of semi-structured interviews and observation, how parties implement their role within the integral fight against cannabis cultivation. The results reveal that the execution is more complex and uncontrollable than previously considered. The cooperation turns out not to be deductive, structured and ‘organized’; but rather flexible, dynamic and ‘self organizing’ in character.

    In the local governance of public safety many different organizations are involved. These organizations cooperate in local networks or partnerships to manage problems related to crime and disorder. Research shows that in practice this coordination has many serious shortcomings.
    Therefore the Dutch government proposed a new Act to promote the local government’s capacities to coordinate these networks and local policies of public safety (Wet op de gemeentelijke regierol lokale integrale veiligheid). At this moment this proposal has not yet been submitted to the Dutch Parliament.
    This Act will create new obligations and powers for the local government. According to this Act every four years local councils will have to establish a public safety policy plan based on an analysis of local problems of crime and disorder. Local governments should make formal agreements with the local partner agencies about their activities. Additionally the Act will provide local governments with the power to enforce these cooperation and contributions and to sanction it.
    Research shows that many of the problems that arise in the coordination of these networks and partnerships result from the local governments themselves. Often the governmental support and commitment to local safety issues are insufficient, the local administration is highly fragmented, the coordination is often poorly implemented and local administration often have a bureaucratic culture that is hard to reconcile with the need to react quickly to urgent local problems.
    Considering these problems the authors argue that this proposed Act is not an adequate solution for the problems that arise in the coordination of local safety policies and partnerships.

    This essay is a tentative exercise to compare ideals and practices of daily colonial policing, in particular in the late colonial state of the Dutch East-Indies, to those of present-day international peace and police development missions in post-conflict societies. In both cases we see foreign powers, represented by a minority of experts and professionals, aiming to control (or to assist in controlling) local security problems, out of care and fear; they do so by training indigenous recruits for professional (civil and military) police forces, build on western models of policing which they presume superior. But the most import thing the colonial police and international peace and developmental missions share is their actual weak base of power: both institutions have to operate in states that are characterized by fragmentation of power, by fragile authority and by lack of security control. Both institutions have a problem of legitimacy: the mandate they get from the local population is doubtful. This explains why both the police and international peace missions, whether consciously or not, often fail to solve local power struggles, or to grasp the point of local security problems, sometimes with very dramatic effects.

    This article explores the links between the concepts of security and community, questioning the conventional use and meaning of both. To begin with, it addresses the taken-for-grantedness of the thought that communities foster feelings of security, and that contemporary processes of migration, intensified worldwide communication, and ‘heterogeneization’ of habitats stimulate feelings of insecurity and nostalgia for ‘old-fashioned’ tight kinship. Subsequently, it criticizes the too lop-sided focus on insecurity in current debates, and asks attention for – community-based – positive feelings of security. In the next paragraphs, however, the problematic aspects of the idea of ‘community’ are discussed: its inadequacy in capturing current individualized ways-of-life, its exclusionary tendencies, its potentially exaggerated focus on social control, and its rejection of, and fear for, the outside world. Therefore, we assess the possibility to construe (‘strong’) community qualities in a situation of multiple, overlapping and porous populations of varied identity-relevance within overarching institutional arrangements of rule of law and of shared codes of conduct (as ‘weak’ ties). Finally, the argument is translated in suggestions for empirical research to be able to determine the fecundity of the ideas presented.

    In deze bijdrage kijken we naar de huidige situatie binnen de Nederlandse politie met de vraag of de organisatie klaar is voor een succesvolle implementatie van IGP. Het achterliggende idee is dat er weliswaar structurele veranderingen kunnen worden doorgevoerd om IGP gestalte te geven, maar dat deze tekort zullen schieten wanneer de organisatiecultuur en -structuur hier niet klaar voor zijn. In deze bijdrage onderzoeken we in welke mate het gebruik van een old boys network, de graad van machismo en street level bureaucracy invloed uitoefenen op de structurele veranderingen naar een intelligence-gestuurde politie. We eindigen met een korte reflectie op het prestatiemanagement en de recente ontwikkelingen in het veiligheidslandschap.

    How can the use of policy theories help to improve the development and evaluation of public policy. This question is central to this contribution. In order to answer this question, an overview is made of the development of the concept policy theory and its application in The Netherlands. More specifically, the relation between the rational approach of using policy theories and the quest for evidence-based policy is made. In addition, the possibilities and risks of theory-based evaluation ex post are explored. An important issue in both policy development and policy evaluation is the quality of policy information: which evidence counts? What quality criteria should be in place? On the basis of recent research by the Netherlands Court of Audit, an assessment is made of the actual quality of the ex ante evidence-based nature and the ex post effectiveness of safety policy in The Netherlands. The article presents conclusions and perspectives on how a more theoretical underpinning of policy programmes and a good use of theory-based evaluations may contribute to public policies that are not only effective, but that are also more open to policy-oriented learning.
