    In the media one notices items on mistreatment of animals on a regular basis. These can cause intense agitation in the society. Think of the many horses that have been abused throughout the country in 2012. This case remains unsolved to this day. The question is: who does this, who are the animal abusers, what are their characteristics and backgrounds? After a long search in several registration systems of many institutions the characteristics and backgrounds of 97 animal abusers have been found. The data of the institutions have also been used to create an image of the nature and extent of animal abuse. Subsequently there have been interviews with several experts from different organisations to record their knowledge and experience and to indicate the results. The characteristics and backgrounds of the animal abusers are diverse. Their ages range from 7 to 85 years. The offenders are an average of 34 years old at the time of committing the animal abuse. Animal abusers are not notorious criminals. Half is reported to be the first offender according to police data. The other half commits all forms of crime. This includes the share of capital offenses (34%) and violent crimes (23%). Dogs are most often abused. The motives are diverse. Disappearing anger and frustration seems to be an important reason to abuse animals. Only nine people found that there was domestic violence in addition to animal abuse. An initial classification of types of animal traffickers in, amongst others, group planners, loners and sadists, has to be empirically substantiated.

    This research paper looks at the relationship between substance use and delinquency among young adults (aged 15 till 25 years) in a probation service for addicted offenders. Using a qualitative research method, twelve young adults give their opinions on the origin and development of their own problematic behavior. Results indicate that there is a relationship between substance use and delinquency, though determining causality is difficult and differs on an individual basis. They explain that this relationship is usually established in a risky environment and gradually grows by encounters with both substance use and criminal behavior, often early on in childhood. Friends and family introduced them to a problematic lifestyle in which drugs, alcohol and criminal offences appeared to be normal. Looking for excitement, being part of a group and experiencing positive effects after using substances are factors that stimulate them to continue with this behavior. The downside being that these adolescents get deeper into trouble and develop a dependency for this lifestyle. At that moment, certain turning points can offer a way to escape from using substances and/or committing offences

    In 2009 the Dutch temporary restraining order Act came into being. The order is a much used instrument in the fight against domestic violence. However, it’s effectivity has yet to be proven beyond doubt. There are signs the order can be effective, but it is unknown what influences this effect: which choices in its implementation, which characteristics of violence and those involved, which characteristics of the care that is provided.
    This article claims that the temporary restraining order can be more effective if we collect more data on what it is that makes it effective, and use this data to mirror the order against other instruments that are available in the fight against domestic violence. In that way, we can choose the instrument that best suits the situation, instead of picking the temporary restraining order simply because it is most readily available. This means the following is necessary: 1) more knowledge about the types of situations in which the order can be most effective; 2) more knowledge about the effects of choices that are being made in the implementation of the instrument; 3) an overview of all available instruments for intervening in situations of serious and immediate threat of domestic violence and the effects that can be reached with those instruments; and 4) a better use of available knowledge about the effects of care and assistance to victims and perpetrators of domestic violence to improve the trajectories that accompany temporary restraining orders. This will enable a more balanced choice between these orders and other interventions and will improve the effects of the orders and the care and assistance that accompanies them.

    Recently the Dutch probation is faced with changes in the local situation: new forms of cooperation and networks have emerged, due to the transformation of the social domain. The probation officers participate on different levels in these networks. They can no longer simply deliver their ‘products’, but have to ‘do what is necessary. A lot of decisions have to be made on the operational level.
    Examples of the changes are given. Recent research on cooperation in the social domain show that ‘cooperation’ is easier sad then done. These changes ask for a new set of competences.

    New demands require probation to invest in high standards of professionalism.     The probation service gives advice to the court tens of thousands of time each year, coordinates tens of thousands of community service orders, and supervises tens of thousands of offenders. This is done professionally and takes place without much incidents or problems. However, the probation is not very well known to the general public. The identity of probation is also ambiguous and therefore not strong. There is less appreciation for the probation than they deserve. This can be met by making the probation service responsible for the implementation of all community-based sanctions (suspended sentences and other conditional modalities and community service orders), similar to the responsibility of the prison system for custodial sanctions and measures. Secondly, by differentiation in the nature and intensity of activities. Many probation clients do well. They represent only a low risk, and probation involvement may be limited. For other clients, more is needed: more activities, greater intensity and focus on criminogenic needs. It is proposed to distinguish between probation and probation plus. In both, probation supervision and community service are at the center, but the plus version is emphatically more focused on rehabilitation and reintegration, and thus on minimizing recidivism. This requires more efforts by the probation service. It also requires adapting the organization: one probation organization that is accountable and responsible for the implementation of community-based sanctions, but with the possibility to outsource work if special expertise and special activities are required.

    A visa system covered by criminal law could adequately confront the current issues surrounding terrorism and in particular Foreign Terrorist Fighters (FTF’s). Classical legal research demonstrates that the idea of creating a criminal offense for breaching this visa system does not conflict with relevant human rights parameters of the European Convention, except in cases where journalists or non-journalists with a strong civil expression would be prevented to undertake obvious journalistic activities. The latter differs during a state of emergency, but this is undesirable given the fundamental role of freedom of expression within democratic constitutional societies.

    In this article, I report on an ethnographic research project conducted in 2013-2015 in Rotterdam’s neighbourhood Hillesluis on ‘Community Governs’, a community-based program which goal is to solve neighbourhood crime and disorder problems. By making use of the CLEAR model, the article focuses on three factors of effective participation of citizens: ‘Enabled to’, ‘Asked to’, and ‘Responded to’. The results indicate that making residents of a deprived neighbourhood responsible for the governing of safety and security issues is extremely difficult. It also becomes clear that the participants don’t believe that their involvement is making a difference in the neighbourhood. An importantly explanation for this is that the participants are not provided enough information to make the right decisions about which safety problems need to be tackled.
