    In Forensic Juvenile Center ‘Teylingereind’ a psychiatric and psychological assessment takes place in a residential setting. Following a court order, a juvenile suspect of a criminal offense is observed for seven weeks by a multidisciplinary team. Each discipline has its own expertise. The team generates an observation report, which will advise the Court on the defendant’s pathology, the risk of re-offending and any recommendations regarding treatment or appropriate security measures. For this article we have analyzed the observation reports generated in Teylingereind between May 2009 and May 2012. This analysis shows the variations in participation by the suspects in the assessment and the recommendations in a legal context.Although with juvenile suspects participating in the observation the conditions attached to a suspended sentence can easier be examined, the observation reports of those difficult to examine have also lead to useful recommendations.

    In many police investigations, a psychic turns up to help the investigation with his ‘extraordinary knowledge’ of the crime and the crime scene. Little is known about how the Dutch police deals with psychics and their information. We conducted research into this phenomenon through interviews with experts, a review of the legal literature and an online questionnaire for police practitioners. Although a guideline by the public prosecutor’s office states that psychics are not to be consulted without permission, most police practitioners are not aware of this guideline. At the moment, little is known about the actual use of information of psychics in police investigations.

    Under Dutch law, convicted criminals have the opportunity to request a pardon to cancel, reduce or alter their punishment. Pardoning is an important institute to guarantee fair and reasonable execution of sentences. However, little is known about the everyday practice of pardoning in the Netherlands. The current study sets out the legal framework of the institute of pardoning, as well as changes in pardoning law and policy. We demonstrate that over the period 1990-2011 both the amount of pardoning requests and decisions have decreased dramatically, and that the period 1995-2004 is characterized by an upsurge of conditional pardons at the expense of both unconditional pardons and pardon denials. We try to explain these developments in the light of changes in pardoning law and policy, prison overcrowding, increases in life sentences and of royal celebrations. We conclude that we cannot fully explain the developments in the pardoning practice and that better registration of the pardoning requests and grants are needed for a better understanding of the pardoning practice.

    Within the Dutch National police force, the central security and protection division is responsible for the protection of the royal family, (foreign) heads of state and certain people who are threatened. During the past few years, the division has undergone a focus shift towards a more proactive service, based on intelligence. The main priority is to prevent attacks instead of the classical view of resisting and/or withstanding attacks. To make this development possible, the division has had to evolve into a learning organisation. The article focuses on the learning process and the challenges that have been overcome. Furthermore, future developments, that can either pose a chance or a possible threat to the on-going process, are taken into account.

    In this article we address the question of whether former prisoners are excluded by insurance companies when they apply for insurance. We found that, in several cases, ex-prisoners had been denied insurance in the Netherlands. This so-called ‘actuarial justice’ is accompanied by a great deal of discretionary power in the hands of insurance companies. Moreover, the results emphasize that former prisoners are still in an extremely vulnerable position in society. The article concludes by emphasizing that this form of ‘selective exclusion’ happens to a variety of risk groups in society.

    The probation service has a legally firmly embedded mandate to guide the Tbs-patient (Forensic Psychiatric Patient, subject of a hospital order) during his return to society and to supervise this return. Also because of incidents with Tbs-patients who returned to society, a new way of guidance and supervision was recently developed, in which the treating clinic, the GGZ (general mental health care institutions) and the probation service cooperated and enhanced each other’s expertise, more than had been customary in the past. The aim was to reduce the risk of re-offending as far as possible. The first part of this article deals about Forensic Psychiatric Supervision and the problems regarding the links between the judiciary circuit and the GGZ. The second part outlines the role of the probation service and is concerned with the importance ánd the danger of risk assessment and risk control. Some conclusions are drawn.
