    In 2016 an independent review into a deadly ex-partner stalking case1xEenhoorn Commission. (2016). Conclusies en aanbevelingen: Onderzoeksrapport TweeSteden. identified a number of structural problems in the police’s approach to stalking cases. Police struggle to accurately and effectively assess and respond to stalking cases because of several reasons. Police often fail to identify stalking by focusing too much on single incidents, missing the pattern of behaviours that constitute stalking. Investigations also focus on the criminal offence of stalking, with police waiting to take action until a particular threshold is reached. There is a lack of knowledge about stalking in general and risk factors associated with stalking in particular, which means the victim’s safety can be at stake if adequate security measures are not taken. These findings led to the development of a new structured response to ex-partner stalking cases, which consists of an automated query, case screening and prioritisation with the SASH2xMcEwan, T. E., Strand, S., MacKenzie, R. D., & James, D. V. (2015). Screening Assessment for Stalking and Harassment (SASH)., case management together with partner agencies and improved training for police officers who are handling stalking cases. Victim safety must always be the first priority.

    According to article 13b of the Dutch Drug Act, the mayor is authorized to close homes and buildings in case of violation of this act. The closure of these homes and buildings is considered as an administrative sanction with no punitive aim. However, in certain cases it is possible that the application of this sanction could to be considered as a criminal charge. If so, this might have consequences for a possible criminal prosecution, because of the concept that no legal action can be instituted twice for the same cause (ne bis in idem-principle). This could lead to the situation that the Dutch Public Prosecution Service might lose its right to prosecute. In the combat of ‘undermining criminality’ this would be a major upset.

    Three cases of sexual violence with two teenagers and one young woman as dead victims have put – besides the indescribable sufferings of themselves, their families, friends and acquaintances – a heavy burden on Dutch collective memories of the year 2017. Dutch society commiserated on a massive scale: volunteers helped searching, thousands united in silent marches and more than 400 thousand citizens signed an online petition that emotionally called for a firm revision of the ‘failing justice system’. In this article we explore the deeper social, personal and cultural elements that gave media messages their strong emotional impact in Dutch society.

    Police and prosecution can appeal to the public for information to further their case. This requires a balancing exercise between the rights of the suspect (and other people involved), specifically the right to privacy and the interest of criminal investigations. Appeals for information and wanted notices require a medium as well. Also, in order for the appeal to be effective, other (news)media need to publish the appeal as well: it needs to be newsworthy and attractive for the public intended. Based on deskresearch, this article describes how an ever-changing media landscape and different media revolutions affect the appeals for information.

    Investigative reporters show an increasing interest in criminal phenomena. Dutch journalists may be allowed access to ongoing police investigations on the condition that they comply with data protection legislation. Working in international cooperative projects, using sophisticated research tools and hot sources, journalists by themselves also manage to uncover hidden crimes that may prompt indictments. The article explores possibilities of future collaboration between criminal investigators and reporters, while acknowledging each other’s professional roles and responsibilities.

    In this contribution is explained what the researchers have learned from developing a course for professionals regarding recognizing signs of radicalization among youngsters. Giving this training has given us insight into the knowledge and expertise that professionals possess. The participants in our training were all enthusiastic and competent professionals. The will to support these young people and their families is great. But we have also encountered some bottlenecks: there is not sufficient time to maintain contacts with informal networks and next to that we have noticed that professionals are often insecure, meaning that they don’t know how to handle a case and/or who to contact for further advice or another form of help in dealing with these cases. As a consequence professionals might feel isolated and left behind within the institutions that they are working in. For the future we would like to see that this problem of what in The Netherlands is referred to as ‘professional loneliness’ is addressed.

    Datingfraud is nothing new but it is an underexposed subject. Victims are approached on online datingsites by criminals whose goal is to gain large amounts of money. To achieve this, they start, with a false identity, an online relationship with their victims. In this article research has been done what the needs of the victims are after the offense has been committed. To this end interviews have been made with victims of datingfraud and staff members of victim support. Many victims do not end up with victim support because the police refuse to make a report. Nevertheless, the emotional and legal aid seems to functioning well. However, the practical help leaves much to be desired, especially because employees are not informed about all possibilities there are to support the victims.

    The day to day work of social professionals working with ‘hard to reach’ people, is known to be highly complex. Especially the interdependent relationship with other agencies.
    Often problems are not only related to social and welfare themes but also to safety and justice issues. Therefore a wider perspective is asked for. Questions answered in this article are: which elements are being perceived as complex in the relationship with other agencies and how do professionals relate to these elements. Data is used from former research performed within a team working with Roma families. Knowledge, expertise, information sharing and coordination are perceived as complex elements. Good contacts and communication between individual professionals are essential. Understanding each other’s perspective is crucial in achieving a joint effort. Professionals need intensive support in order to keep focused on the values of their work and avoid being led by emotions and issues of the day.

    In early 2016, the Dutch minister of Security and Justice announced a revision of the sexual offences in the Dutch Penal Code. One topic that has been debated in Dutch literature and case law, is whether secretly scanning of naked persons should be criminalised as a separate sexual offence. This article discusses various (recently introduced) criminalisations of secretly scanning of naked persons in different countries, with the purpose of exploring the difficulties of a separate criminal offence.

    This research paper looks at the relationship between substance use and delinquency among young adults (aged 15 till 25 years) in a probation service for addicted offenders. Using a qualitative research method, twelve young adults give their opinions on the origin and development of their own problematic behavior. Results indicate that there is a relationship between substance use and delinquency, though determining causality is difficult and differs on an individual basis. They explain that this relationship is usually established in a risky environment and gradually grows by encounters with both substance use and criminal behavior, often early on in childhood. Friends and family introduced them to a problematic lifestyle in which drugs, alcohol and criminal offences appeared to be normal. Looking for excitement, being part of a group and experiencing positive effects after using substances are factors that stimulate them to continue with this behavior. The downside being that these adolescents get deeper into trouble and develop a dependency for this lifestyle. At that moment, certain turning points can offer a way to escape from using substances and/or committing offences

    This study focuses on a sample of 28 male long-term prisoners in the Netherlands who are about to return to society. The aims of the study are to examine their future expectations regarding criminal behavior and to explore how social and individual factors, such as employment, family support and agency, relate to these expectations. This is important because such expectations may affect their actual (criminal) behavior after release. Pre-release semi-structured in-depth interviews included questions about their future expectations, social ties, and sense of agency. Prisoners expecting to quit with criminal activities had both close social ties to society and scored high on individual factors.

    Crime victims’ compensation is a focal point of interest within the present Dutch penal policy. Coming forward as an injured party, crime victims may claim compensation for pecuniary and non-pecuniary damages from the prepetrator. Since the claim is of a subsidiary, civil nature, the decision making may not represent an undue burden to the criminal procedure. To further compensation, the legal criterion for accessibility was extended (2010) and policy measures were taken. The article provides an overview of the most important findings of an evaluation into to date’s practice, paying special attention to the opinion of legal professionals. Focussing on both the preparatory and the trial phase, a multidisciplinary research was executed, combining quantitative and qualitative research methods. The results show an increase of the amount of claims awarded since 2007. To date, victims’ compensation is commonly accepted within the Dutch criminal procedure. Nevertheless, the legal professionals point at the potential draw backs that sprout from the acknowledgment of the victim as a participant within the Dutch criminal proceedings.

    One of the most widely implemented behavioral programs for adult offenders in the Netherlands is a cognitive skills training called CoVa. The training is an adapted version of the Enhanced Thinking Skills program (ETS). This paper reports on the findings of several impact studies on the effectiveness of CoVa and ETS. Special attention is paid to a recent study on the measured change in cognitive skills before and after the training and a recent comparative recidivism study. The majority of studies on CoVa and ETS show positive indications of the effectiveness of the training programs. In the Netherlands the effect sizes are small, but some English studies on ETS reveal large effects. The paper discusses possible explanations for this outcome and examines the relevance of the research findings for the present version of the CoVa-training.

    Surinamese and Dutch Caribbean migrants have been overrepresented in (official) Dutch crime statistics for years. From Hirschi’s Social Control Theory and the Theory of African-American Offending, this study investigates to what degree racism based on skin color is related to self-reported offending among Surinam and Dutch Caribbean migrants in The Netherlands. A total of 91 online questionnaires were filled out regarding skin color, experiences with racism, and offending. Results show that darker-skinned respondents experienced more racism and that more racism was reported by the respondents who committed more offenses; especially regarding violent and drug-related offenses.

    Academic researchers in the Netherlands working on organized crime often make use of police files. This produces a lot of knowledge and helps building and testing theories about organized crime. However, it is also known that police files have their limitations. This article uses the concept of ‘street-level bureaucracy’ to explain some of these limitations. For instance, routines and biases can influence the way an investigation is conducted, i.e. avoiding or not following up certain lines of enquiry. Researchers who make use of case file analysis should therefore keep in mind the extent to which an investigation team functioned as a street-level bureaucracy.
