Rehabilitation of hospitalized offenders is a stepwise process ideally achieved through four consecutive types of leave: supervised, unsupervised, extra-institutional and a probational leave. However, in reality this sequence may often be deviated from. The current study was undertaken to examine the most common deviations and the relationship with how the treatment ended (e.g. positive/negative). File information of 422 offenders previously admitted to a high-secure forensic hospital was used. Deviations from the standard sequence are relatively common. Probational leave is often missing, and one in ten sequences contains a suspension of leave. The relevance for forensic and legal professionals is discussed. |

Increasing digitization and datafication lead to an increasingly important role of data in our society and to changes in the way institutions work and decisions are made. Although it can lead to changes in the type of crime (e.g. cybercrime), datafication also facilitates shifts from visible and registered crime to crime that has not (yet) been measured and registered, like manifestations of organized crime. Analyzing so-called big data can help to recognize new forms of crime, predict risk factors, and decrease the dark number of these forms of crime. |

Intelligence-led policing (ILP) has been adopted by police organisations worldwide, yet organisational implementation appears to be difficult. Results of this study uncover organisational factors that affect ILP and give insight on how these facilitate or hinder ILP. The organisational factors can be categorised into technological, structural, cultural and people related factors. This research was conducted by means of a literature review and two case studies on the investigation of organised drug-related crime and on football and safety in two different units of the Dutch police. The results of this study can be considered as relevant input regarding future implementation of intelligence-led operations in the whole criminal justice chain. |

In his Farewell Speech, Rogier pleaded that the severity of behavior should be the criterion to the applied. When behavior can be qualified as ‘serious’ a criminal procedure should take place and if the behavior is ‘less serious’ the administrative procedure has to be chosen. |

This article analyses whether the local youth worker can operate on the intersection of social welfare and signalling of extremism. Although it is a rare phenomenon, there is a clear message from the government to watch out for the first signs of deviant behavior and unacceptable behavior. However, shouldn’t we ask ourselves whether youth workers are adequately equipped at local level to signal threat? The qualitative results show that in daily practice there is a lack of clear standards which make terminology for social professionals not easily distinguished. In addition their opinion depends largely on their own intuition regarding the issues. This can create side effects which form a risk that the local terrorism policy does not have the intended effect. |

It is frequently claimed that the punishment regime in the Netherlands lately has become one of the most severe in North and West Europe. This claim is critically addressed using data over the period 1990-2011 from the European Sourcebooks of Crime and Criminal Justice. Prison stock data from recent SPACE I Annual Penal Statistics are also taken into account. These data hardly do warrant a reliable international comparison of punitivity levels in Europe. At any rate, there is no evidence that the punishment regime in the Netherlands is among the most severe in North and West Europe, on the contrary. |

Lately, several private and public compensation schemes have been established in the Netherlands for people who have been sexually abused as a minor by representatives of the Catholic Church, childcare workers or foster parents. Eligible for compensation are those who can make a reasonable case of the likelihood that they have been sexually abused. They do not have to provide indisputable proof of the abuse. The author of this article argues that this low burden of proof makes these compensation schemes vulnerable to fraud. He supports his argumentation with several examples of dishonest victims who have been unmasked as fraudsters. Furthermore, he explains that undetected fraud can have several adverse by-effects, such as the condemnation of falsely accused persons and impairment of the credibility of compensation schemes and agencies that run such schemes. The author concludes with emphasizing the need for more explicit policies on fraud prevention, detection, and control. |

The SVG aims to improve its ability to show the social relevance of the work done by organizations for the rehabilitation and probation of drug-addicted offenders. As a first step the SVG asked the Verwey-Jonker Institute to develop a monitor which provides structurally insight into the returns of this work. The monitor couples data at the individual client level to relevant indicators. The monitor’s results are very promising. A year after they had come into contact with the rehabilitating institutions, clients committed significantly fewer criminal offences than they did during the year prior to that moment. Contacts with the police decreased as well. |

Traditional Chinese medicine (TCM) is deeply rooted in the Chinese culture. Although thousands of animal and plant species are used for medicines legally, some medications contain more sinister elements; illegal animal or plant ingredients of protected species. What is the origin of this demand for rare species as medicine, who are involved in the trade and why is law enforcement complicated? This article will show that the illicit trade in TCM is a form of crime that transcends the borders of China and manifests itself in Western Europe. Various aspects of the trade are highlighted, including criminalization of the use of endangered species, western anthropocentrism and the cultural use of medicine, to understand this relatively invisible crime. |

The main question of this contribution is whether the use of ethnic profiling in migration control is an infringement of the prohibition of racial and religious discrimination. To answer this question, the regulation on migration control is analyzed and the trend of mixing criminal law with migration law is criticized. The influence of quota of irregular migrants who should be expelled and penalizing of illegal residence is studied. Taken into account the jurisprudence on the issue, the author argues that profiling based on race and religion is forbidden, which is also the case if nationality is used in profiles against EU-citizens. |

In the Netherlands, the debate around police profiling has been rather low key – until recently. Now it has turned into a heated discussion with a clear focus on ethnic profiling. This extensive international literature review aims to show that there is more to profiling than just ethnicity. Factors such as behavior and the vehicle someone is driving can be just as important as a person’s looks. The results of this study put profiling in perspective and level the playing field of the debate, in which the side of the organizations using profiling has not gotten enough attention until now. |

Traumatic experiences and post-traumatic stress disorder have been linked to increased aggression and child abuse. Surprisingly, a dearth of studies investigates the impact of trauma on fatherhood. The present study investigates the extent of father-involvement and the influence of post-traumatic stress on the parent-child relationship in a refugee and asylum seeker population (N = 80). The results show that fathers were less involved in care-giving. Traumatic stress symptoms negatively affected the perception and the actual quality of parent-child interaction likewise posttraumatic stress influences the quality of mother-child interaction. The levels of observed hostility and reported aggression are a particular concern. |

Current mapping of organized crime groups (OCG’s) serves two opposing needs simultaneously: firstly, researching OCG’s should be done as judiciously as possible, due to the consequential nature of ensuing police investigations. Secondly, police analysts experience severe constraints on their OCG-reports, because of the demand by police management for ‘objectified’ reports, describing crime groups as briefly as possible in terms which allow for comparison of groups. This drive towards streamlining OCG-mapping comes at a cost: not all groups fit into the prescribed formats. We need to re-think the way in which we map OCG’s so as to better support police investigations. |

Within the Dutch National police force, the central security and protection division is responsible for the protection of the royal family, (foreign) heads of state and certain people who are threatened. During the past few years, the division has undergone a focus shift towards a more proactive service, based on intelligence. The main priority is to prevent attacks instead of the classical view of resisting and/or withstanding attacks. To make this development possible, the division has had to evolve into a learning organisation. The article focuses on the learning process and the challenges that have been overcome. Furthermore, future developments, that can either pose a chance or a possible threat to the on-going process, are taken into account. |

Illegal stay in the Netherlands is increasingly criminalized through new measurements and adaptations of the Aliens Law. In order to understand the incorporation of illegal immigrants in this restrictive political context, the ‘moral economy’ is introduced as a concept referring to the norms and expectations regarding justice and reciprocity that serve as guidelines for daily illegal live. This process of crimmigration minimalizes the opportunities of illegal immigrants and as an unintended consequence will push the illegal immigrants further towards charity, informal labour or crime. Paradoxically, illegal immigrants will become more vulnerable for exploitation instead of returning home as was intended. |

Since 2005 article 273 of the Dutch criminal code does not only qualify exploitation of prostitutes as a criminal act, but also exploitation taking place in other sectors. Seven years down the line not much is known about this type of human trafficking. Based on an analysis of files of the Dutch Social Security Investigation and Detection Service (ISZW-DO) this article describes in which sectors such exploitation takes place, the characteristics of both victims and (alleged) perpetrators and the modus operandi used. The article concludes and emphasizes that especially subtle means of coercion are used, but that these can transform into more serious types of coercion. |
