    Intelligence-led policing (ILP) has been adopted by police organisations worldwide, yet organisational implementation appears to be difficult. Results of this study uncover organisational factors that affect ILP and give insight on how these facilitate or hinder ILP. The organisational factors can be categorised into technological, structural, cultural and people related factors. This research was conducted by means of a literature review and two case studies on the investigation of organised drug-related crime and on football and safety in two different units of the Dutch police. The results of this study can be considered as relevant input regarding future implementation of intelligence-led operations in the whole criminal justice chain.

    Public organizations seem to be in a permanent state of transition in an attempt to adapt to the outside world. A recent development is the emergence of hybrid professional roles in fields such as healthcare and primary education. These hybrids are a midway between managerial and professional roles and are expected to collaborate with stakeholders in tackling problems. This article focuses on the challenges of recently appointed hybrid professionals within a Police team in The Netherlands. We focus on their efforts to find a place and position in their team by analyzing some critical incidents in which they clashed with their fellow professionals. In doing so, they perform ‘identity work’ to find out who they are, both for themselves, as for colleagues. We conclude both identity and identity work don’t come natural in a hybrid professional reality and stress the need for facilitation of professional reflection at the organizational level.

    In this contribution is looked into the world of serious gaming. What can be the function of these game in a digital context? Elaborate attention is paid to a particular game that has been developed for discussing sexual (health) issues and rights. Although this particular game ‘My Jorley’ has been developed for a Ghanese public of youngsters, the technique behind this game can also be applied in the other prevention programs.

    Recently the Dutch probation is faced with changes in the local situation: new forms of cooperation and networks have emerged, due to the transformation of the social domain. The probation officers participate on different levels in these networks. They can no longer simply deliver their ‘products’, but have to ‘do what is necessary. A lot of decisions have to be made on the operational level.
    Examples of the changes are given. Recent research on cooperation in the social domain show that ‘cooperation’ is easier sad then done. These changes ask for a new set of competences.

    The UK government has embarked on an ambitious programme to reform the English and Welsh probation sector. Key to these reforms has been ‘marketisation’ involving Payment by Results. More recently the devolution of justice has become a key theme. This paper describes key reforms that have taken place since 2010 and sets out evidence for their effectiveness. Currently, the available evidence is limited, but more evidence is available from other sectors where similar models have also been used. This evidence base is discussed with particular reference to the potential for the reforms to promote innovation.

    Since ages Roma people, in a formal context often described as multi problem families from Roma origin, constitute a large minority in Europe, about 8 to 12 million people. For that reason alone they are an important subject of scientific research. Research, which according to critics, often suffers from unilateral thinking, simplification, speculation and generalization. However, the fact that scientific insights rarely find their way to or are used by professionals working with and for Roma people, is a serious omission which unfortunately is not only characteristic for this specific subject. In this case what we see is a Chinese Wall between theory on practice and theory in practice.
    In my belief, and also according to my experience, a way exists in which this wall can be torn down. There’s a method available in which theory and practice do not exist next to each other but take each other into account and strengthen each other. This paper presents an account of (exemplary) action research which started early 2012 and is still ongoing. It is a methodological reflection on a process which a team of professionals working with and for Roma people went through and which is based mainly on the thesis Handelingsonderzoek als exemplarisch leren (1987) by the late Harrie Coenen.
    First, the background and immediate cause of this research project are described. Followed by a short summary of principles, goals and characteristics of exemplary action research and a summary of the research process. Conclusively, I argue why this type of research is especially interesting for professional practice and consequently for Higher Vocational Education/Universities of Applied Sciences.

    Current mapping of organized crime groups (OCG’s) serves two opposing needs simultaneously: firstly, researching OCG’s should be done as judiciously as possible, due to the consequential nature of ensuing police investigations. Secondly, police analysts experience severe constraints on their OCG-reports, because of the demand by police management for ‘objectified’ reports, describing crime groups as briefly as possible in terms which allow for comparison of groups. This drive towards streamlining OCG-mapping comes at a cost: not all groups fit into the prescribed formats. We need to re-think the way in which we map OCG’s so as to better support police investigations.

    In order to control problems of public safety the police have to respond proactively on potential threats. Analyzed information and knowledge (intelligence) is therefore needed to give direction to police work on strategic, operational and tactical police management levels. This principle is called Intelligence Led Policing (ILP), with its main goal to become a more effective police organization. Critics point at bureaucratization processes that go along with the implementation of ILP. In this paper the importance human interaction in relation to ILP is discussed as a key factor in preventing these bureaucratization processes. Direct interaction between information collectors, intelligence analysts and decision makers is a necessary ingredient in order to become an effective intelligence led police organization.
