The aim of this study was to provide more insight in prevalence and aetiology of juvenile frequent offending, employing police registered data as well as self-report information. We combined data about 519 youths that participated in a self-report study in the region of The Hague with police register data (the HKS system) from the police unit of The Hague. The results indicate that a substantial part of youths that report a large amount of offenses themselves are not formally known as ‘juvenile frequent offender’. Causal factors derived from four major criminological theories can be found in a more pronounced way among juvenile frequent offenders than among youths that incidentally commit offenses. In general, there are similarities between the characteristics of juvenile frequent offenders defined by police register data and those defined by self-reports, but, on average, frequent offenders that are known by the police spend more time unstructured socializing with friends. We conclude that research using the method of self-report is well capable to find juvenile frequent offenders, and that this method also leads to useful information about the causes of their delinquent behaviour. |

Young people’s delinquent behavior remains a social problem of concern to parents, local residents, teachers, police officers and administrators. With respect to effective interventions, the dominant focus is on ‘what works’. Relatively little is known about ‘who works’. In this study, based on a survey of 679 vmbo-pupils, it was investigated to what extent receiving ‘sternness with love’ from a professional may contribute to mitigating delinquency. For this research, unique graphically supported measuring instruments were developed that enable participants of the target group – including those who suffer from mild intellectual disabilities – to independently fill out the questionnaire. The results based on regression analyses suggest that there is no support for the supposed contribution of the interaction between sternness and love or of the three-way interaction between delinquent friends, sternness and love in explaining the variance of delinquent behavior. The results further show that having delinquent friends is related to participants’ delinquency. The results of these analyses also suggest that the relevant professional’s approach with ‘sternness’ or with ‘love’ moderates the relationship between delinquent friends and committing theft. |

This article presents findings from a longitudinal study of 81 young recidivists examined over fifteen years. By the age of 25, 50 percent had desisted for at least three years. 60 percent had had no new police contacts during the last two years. Four stages could be distinguished in the desistance process. Apart from a small number of explicit persisters, all of the young adults did consciously consider whether the benefits of their criminal activities outweighed the disadvantages. With just a few exceptions, the decision to quit was not motivated by an altruistic goal, nor by extreme fear, but mainly motivated by the feeling of being too old for criminal life and by striving for a pleasant self-esteem. It is concluded that when young adult recidivists give up crime, this must be seen as an extreme and extremely late form of maturation. |

On 1 April 2014, the Dutch Act on Adolescent Criminal Law entered into force. With this law, the age limit in article 77c of the Criminal Code, which allows for the application of juvenile criminal law to young adults, was stretched from 21 to 23 years. In this article stock is taken of the developments that have taken place in the four years after the introduction of this law. In practice, article 77c Criminal Code is increasingly being applied in case of young adult suspects, however still to a little extent. Among others, this has to do with confusion about the target group that qualifies for the adolescent criminal law. The access to and justification for the application of the law show a very diverse picture. |

This article is directed towards two important lines of research in contemporary criminology, more specifically the growing attention for the period of young adulthood and the focus on the concepts of ‘structure’ and ‘agency’. This study examines in a quantitative manner the extent to which both ‘structure’ (operationalized in terms of social-economic status and objective transitions) and ‘agency’ (measured as the perception of personal agency and subjective transitions) are related to delinquency in the period of young adulthood. A representative sample of 1,477 Flemish young adults between the age of 18 and 25 years is used. The results of the analyses offer some empirical proof to integrate the concept of ‘agency’ in future theoretical models for the explanation of individual differences in delinquency and also lead to additional suggestions to further examine the interaction between ‘structure’ and ‘agency’. |

Much of developmental and life course criminological research addresses either the onset and escalation of antisocial behavior in childhood and adolescence, or the desistance from crime during the adult years. Far less attention has been paid to the years in which adolescents first make the transition to adulthood. Over the last 50 years due to increased educational demands this transition period has become prolonged and increasingly deinstitutionalized, resulting in a new life stage denoted as the emerging adult period. This introductory paper describes the ways in which this newly formed life stage between ages 18 and 28 is relevant for criminology, questions our knowledge on criminal career development during this period and explores new research avenues that may contribute to a full-fledged criminology of the emerging adulthood. |

The link between being employed and delinquent behaviour is complex. This article examines to what extent having a job, the commitment to that job and the future prospects of that job are related to delinquency. We use data from the Utrecht Study of Adolescent Development (USAD), a six-year, three-wave longitudinal study, pertaining to a general population sample of 669 young adults between the ages of 18 and 28. Having a job is associated with an increase in delinquency for 18 and 19 year old males. The results for subsequent ages show a trend towards a delinquency decreasing effect at subsequent ages. The effect of work characteristics – commitment, future prospects – is less clear. |

Over the last 60 years, attention has been drawn periodically to offenders in different age categories, such as young children, adolescents and young adults, and tor services and programmes that should be available for these groups. In 2011, the State Secretary of Security and Justice proposed a penal law for adolescents and young adults aged 15 to 23. Such a proposal requires a (empirical) view of young adult offenders (aged 18 to 24) and the penal sanctions they receive in comparison with adolescent (aged 12 to 17) offenders and adults (aged 25 to 30). Crime statistics show that prevalence, type and seriousness of crime committed by young adults are different from that of adolescents and adults. Self-report studies show fewer and smaller differences, but this may be explained in part by the more serious nature of offences committed by young adults, which are usually not addressed in self-reports. Outcomes support the idea that a separate approach and specific interventions for young adults are needed. Similarities with adolescents with regard to neurobiological development justify a focus on a more pedagogical and behavioral approach, which is also a key feature of penal justice for juveniles. |

This article describes the officially recorded criminal careers from age twelve to 22 for all boys and girls who were born in the Netherlands in 1984. Using data on police contacts (HKS) we ask: (1) What proportion of the 1984 birth cohort has a police contact between ages twelve and 22?, (2) What are the criminal career characteristics of those registered?, (3) What is the nature of the crimes these youths are registered for?, and (4) How do chronic offenders and recidivists differ from one-time offenders? We answer these questions separately for boys and girls and for youths of different ethnic origin. Ethnicity was based on the country of birth of (one of) the parents. Our results show that 23 percent of men and 5 percent of women born in 1984 had at least one police contact prior to age 23. Youths of non-Dutch origin were overrepresented in police registrations. Overrepresentation was strongest for boys of Moroccan origin: 54 percent was registered at least once, and of those registered one third were registered five times or more. Moroccan girls were also overrepresented. |
