The aim of this study was to investigate the scale and network structure of prostitution in the northern provinces of the Netherlands. This study tries to answer three research questions – using a social network analysis – about (1) the size of the prostitution network, (2) the formation of subgroups, and (3) key positions within the networks. The findings show that approximately two thirds of the researched prostitution networks is still unregistered, while there are indications that the outcome of the estimate is in line with the actual situation. Furthermore, results show that prostitutes have a tendency to form subgroups on the basis of the same nationality, which indicates that homophily plays a role in the formation of subgroups. The identification of the actors who occupy key positions in the network were based on the key player problem (KPP). A striking finding was that organizers of prostitution (such as pimps) did not have a central position in the networks. These findings provide insight into the way in which prostitution is registered, and provide points of departure for interventions to disrupt the network or, on the contrary, to strengthen it. |

In this study we examine whether parental monitoring remains a protective factor in the lives of emerging adults, as well as the extent to which monitoring in other settings replaces the protective role of the parents. We use data collected for the TransAM project, a longitudinal survey of 970 emerging adults (18-24 years) to examine monitoring in a range of different contexts using an instrument based on Stattin and Kerr’s parental monitoring scale (2000). Results indicate that whilst parental control plays a protective role in the first years of emerging adulthood, we find no evidence that monitoring in other settings replaces the protective role of parents. However, monitoring of the self, i.e., self-control, has an increasingly strong relationship with delinquency during emerging adulthood. |

This contribution provides an overview of the legal and criminological research into the decision following the determination of a supervisor that the conditions of a freedom-restricting sanction are not met. It is an important decision, on the one hand because it can result in a more severe sanction than was initially imposed, on the other hand because a decision that is perceived as unfair can influence the extent to which suspects and convicts are willing to comply with conditions, and recidivism. Yet little research has been conducted into this decision. The legal safeguards with which it is accompanied are lagging behind those of the original sentencing decision. Undeserved according to penitentiary experts. The scarce empirical research shows that decision-making involves many different layers and that the actors involved have different goals, ranging from deterrence and emphasizing the credibility of the system to the successful completion of the sanction. Even in countries where regulations have been tightened considerably, the discretionary power of direct supervisors, such as employees of the working project or therapists, is still large. This raises the question to what extent the final decision maker (usually a judge) still has sufficient room to make an independent decision. |

Early literature on female perpetrators of World War II focused on labelling the accused as deranged psychopaths, thereby distinguishing the group of perpetrators from the vast subdued and ‘normal’ population. While this perception has changed over the past decades, the perception of female perpetrators has remained limited either way, women are denied having a lot of agency when perpetrating crimes in conflict. Similar to the ‘mad Nazi’-theory these narratives imply that female perpetrators are different from ‘ordinary’ women, as their actions collide with notions of ideal femininity. This empirical research has shown that in the case of female perpetrators of World War II in the Netherlands it seems that they can be seen as ordinary women operating in extraordinary circumstances. In this study, a special group of female war criminals is described. Against the background of early post-war imaging of such women and more recent research on female perpetration during wartime, an analysis of Dutch perpetrators who received severe punishments after the War, is made. Based on unique historical data, the criminal career of these women as World War II perpetrators is analysed. The outcomes show that a notable part already had a criminal record before the war and that the perception of who they were and why they acted the way they did needs reconsideration, since they were not psychologically weak and incompetent. They were generally young, unemployed and low educated and they planned and committed their crimes of treasons in order to create better living conditions for themselves. In fact, one can claim that these women are likely to be ordinary people influenced by dispositional and situational factors. |

Fermentation production processes for biofuel lead to sustainable energy, but the fermenters can also be used to dispose illegal wastes. Although it’s known that the fermentation business is susceptible for illegal behavior, so far little empirical research is carried out about the modus operandi and criminogenic factors. In this study a crime script analysis (CSA) is conducted to map the criminal process. This analysis shows that the true nature of the illegal waste is concealed by trading without or with falsified (transport) documents and illegal blending. Legal traders operate illegal and form the crucial connection between disposers and end receivers. Criminogenic factors, such as complexity of regulation and inspection, European policy differences and the lack of profitability of the fermenters, make the branch vulnerable for criminal behavior. Intervention options are formulated per phase of the criminal process and aim at prevention or increasing the chance being caught. |

Shipbreaking is the dismantling of discarded vessels to reuse parts and recycle secondary raw materials. The majority of discarded vessels ends up on Southeast Asian beaches, dismantled without regard for the environment or human health. Our case study analyses the environmental crime of shipbreaking by using the theoretical framework of state-corporate crime as a frame of analysis. We focus on Germany and Greece as countries of origin and Bangladesh as a country of destination. Our findings show that shipbreaking is the result of a complex criminogenic interplay of economic and political actors on national as well as international level. |

In this article notions from literature on covert and illegal networks are applied to business cartels. Comparable to most criminal networks, cartel participants need to communicate in order to coordinate their activities, whilst under the risk of getting caught. Previous studies however show cartels can remain hidden from outsiders for long periods of time. Based on an analysis of fourteen Dutch cartel cases, this article addresses the question how cartels can remain hidden from outsiders for long periods of time. The analysis shows cartel participants communicate predominantly centralized and frequent. Moreover, the results show that not concealment but social embeddedness provides a strong explanation for the longevity of secrecy regarding cartels. |

In this replica study in adolescents (N=1,040) we analyse to what extent characteristics of the environment like the presence of provocation and monitoring of teachers are related to choosing a violent response in a school context. The study starts from a key hypothesis of Situational Action Theory (SAT) and uses a randomised scenario study that allows for randomisation of environmental stimuli, while taking into account individuals’ propensity to break rules (as measured by their moral beliefs and emotions and ability to exercise self-control). The results demonstrate that high propensity adolescents are very strongly triggered by scenario criminogeneity (the accumulation of absence of monitoring and presence of provocation), while low propensity individuals are to a higher degree situationally resistant. The findings are in line with one of the key ideas of SAT. |

This contribution focuses on the manner in which between 1880 and 1940 private actors in the port of Antwerp, whether or not in cooperation with the public authorities, interpreted crime and crime control in terms of risk management, loss prevention and situational crime prevention through a strict economic approach, as opposed to the then dominant institutionalized and criminological discourse. Whereas crime control by the major criminal justice institutions put an emphasis on the biological, psychological and sociological characteristics of the offender, measures taken by maritime, industrial and commercial organizations were aimed exclusively at manipulating the temporal and spatial dimensions of the opportunity structures in which criminal activities, which posed a threat to the economic profitability, could develop. |

The detention experiences of male criminal foreign national prisoners without legal residence receive little attention in penological literature. A qualitative study amongst 30 prisoners with and 16 prisoners without legal residence in the penitentiary institution Tilburg shows that contacts with the social network and the preparation of the reintegration in society are (more) complicated for foreign national prisoners without legal residence. Besides, communication with the staff is more difficult for this group. These factors have negative impact on their detention experiences. The results show that both deprivation and importation theory apply to foreign national prisoners without legal residence. However, importation aspects – especially the lack of legal residence – may substantially and systematically increase the deprivation and result in additional exclusion and isolation mechanisms for this particular group. |

In this article, theories on organisational crime are applied to the involvement of the German corporation Topf & Söhne in the Holocaust. This corporation produced ovens for various concentration and destruction camps in Germany and Poland and contributed significantly to the execution of the Holocaust with their innovative products. The motivation to procure these ovens to the SS does not seem to stem from force, ideological agreement or maximisation of profit. Instead loss-minimisation and a ‘culture of perfection’ seem to form the explanation. Opportunity was provided by the Nazi-Germany regime and the knowledge and skills were already at hand within the organisation. Because of the close collaboration between these two parties, this case can be qualified as a form of state-corporate crime. Administrative, political and social control was absent and neutralisations only seem to have been formed after the Holocaust. The analysis shows how theories about ‘regular’ organisational criminality can form an explanation of the involvement of corporations in international crimes. |

This article focuses on the Madoff case which came to light at the end of 2008. Remarkable for this case is that Madoff could go on with his scam for a very long time. Failing supervision was not the only reason for this. Madoff’s qualities – disguising the illegal activities and his social stature – cannot explain the whole puzzle. The social network, a ‘secret society’ and the fact that people involved went on with it, even when knowing that ‘it was too good to be true’ are explained in this article. |
