    In the concluding article of this special issue on civilian participation in public security it is argued that this term covers many different phenomena, from neighborhood watchers cooperating with the police to extremist militia. Much of the literature on civilian participation implicitly and wrongfully has an instrumental perspective. The participation of civilians in public security however, is much more than just an instrument of public administration or the police. Not all activities of citizens in the field of public security are decent or according to the perspective of the administration and the police. Moreover, there is no consensus on what public security exactly means, while the motives of people to get involved in public security activities differ greatly. Mobilizing citizens on the basis of fighting crime bears the risk of producing differences and conflicts in society instead of creating open, tolerant and inclusive communities.

    The advent of the Dutch National Police in 2012 is the culmination of a much longer process of centralization and scaling up of the regular police organization. Partly as a result of this process of increased scale, municipalities have introduced their own surveillance officers to patrol the streets. Thus, the contours of a dual police system have arisen. This raises various questions, and in this article we focus on two of them. First, which background factors have contributed to the emergence of new municipal enforcement organizations and to what extent developments within the police have contributed to this development? Second, what are the consequences of this dual police system and what problems and risks are involved?

    Dutch local governments increasingly decide to contract private security officers for surveillance and enforcement tasks in the public space. This article presents an analysis of the daily work of these private security officers. Local governments contract these private workers because they are faced with problems of social disorder and crime. Although the police should formally manage the work of these private security workers, in practice this task is hardly realized. These private workers are faced with four problems: their work is boring, they are uncertain about what they are expected to do, don’t know exactly what their formal powers are, and are unsatisfied about their lack of means for self-defence. Although they don’t differ in their work style from their public colleagues, their position as private worker and the flexible job they have, are hard to reconcile with what they are expected to do (like reassuring citizens).

    This article focuses on the question whether the nodal governance perspective is a useful and insightful instrument to analyse the growing involvement and responsibilities of a multitude of public and private actors in creating public safety and security. Subsequently the author applies the basics of nodal governance to experiences with local security networks in the Netherlands. His conclusion is that the nodal governance perspective has a number of shortcomings. One of these is an underestimation of the crucial role of the police in local security networks. Also, important obstacles to civilian participation in security networks are overlooked. Moreover, the nodal governance thinking doesn't deal with the problem of democratic control of private actors involved in security networks and the absence of guarantees that they will pursue security not only for themselves but for the community as a whole.
