This article seeks to provide an introduction to art theft today. It is divided into sections that look at the context in which art is stolen, definitions of key terms, an explanation as to why the field is understudied and under-reported, and a brief history of the phenomenon. It also contains sidelines on actual developments like the theft of a Van Gogh painting from the Singer Laren Museum in the Netherlands as well as on the drop of art theft since the start of the Corona pandemic. |

The smart city is the urban ideal of our time. Yet its high expectations often run counter against the performance of smart city projects in practice. The Rathenau Institute has studied a number of such projects in the municipality of Eindhoven, a leading city with respect to digital innovation in the Netherlands. To ensure that data is used in a proper manner with respect for public values Eindhoven has applied several strategies, such as privacy by design and the active involvement of its citizens. It has also set up a number of principles for the digital society which helped to negotiate contracts with private partners. Yet the authors’ analysis shows that important legal challenges remain. Some of the principles require more detailed specification. The authors also found that the law is not yet fully appropriated to the new digital context and needs to be adjusted accordingly. |

In view of the recent problems arising from the decentralization of the Dutch youth care system, this article examines whether the Netherlands could learn from decentralization experiences in other countries. The author focuses on Denmark, where such decentralization took place fairly recently. In addition, elements of the organization of youth care in Germany and Norway are also discussed. It becomes clear that the Netherlands has a relatively complex system with many different organizations with overlapping tasks and powers. In the Netherlands, much attention is paid to control and risk management. In Denmark, on the other hand, there is much more confidence in the capacities of parents and children to find solutions. It is noticeable that in the vast majority of cases there is consensus between parents, child/youngster and care providers about how to deal with the problems. The most important lesson that the Netherlands can learn from abroad – and especially the Danes – is: invest in underlying values and principles and give professionals and families time, support and space. |

To supplement recent debates concerning the expulsion of criminal foreigners and the repelling of poor refugees with longer-term insights, this contribution examines banishment practices in early modern and modern Northwest Europe. It argues that banishment, a sanction involving a person’s geographical and social exclusion, served both to punish deviants and to monitor mobile newcomers. Expulsion practices were shaped mainly by concerns about the regulation of access to the labor market and poor relief. The profile of the expellee displays remarkable continuity across time: the poor unwanted stranger, lacking social bonds and, in the case of female migrants, perceived as being prone to prostitution. Albeit banishment often proved only temporary and thus not effective, authorities continued to rely on it because of its symbolic function, displaying their diligence in purifying and protecting local society. This was much to the detriment of the expellees, who were driven into marginality and illegality. |

In this article we identify the political agency and discretion available to metropolises to define and accomplish their own policing agendas and to question what the role of public police forces can be in executing such agendas. Results of a comparative case study of 24 metropolises illustrate a major focus on risk management strategies like environmental opportunity oriented measures, hot spot hot time predictive policing actions and preventative community oriented policing. Also programs like Top 600 in Amsterdam and other early intervention efforts oriented towards ‘groups at risk’ (youngsters, nomads and criminal careers) find a place in the risk assessment regime. This article classifies all urban programs in 5 different ‘urban regimes’ and sheds light on the role the police should take in order to execute stated policy goals, summarized in urban policy coalition plans and security plans. |

Various forms of organized crime are concentrated in the Dutch province of North Brabant, bordering Belgium. In this essay it is argued that specific historic, geographic, social economic, cultural and social psychological factors created an enduring window of opportunity in which criminality can flourish. Brabant is portrayed as a marginalized province that suffered from war, exploitation by the central government, rural gangs, a lack of law enforcement, extreme poverty as well as from discrimination because of its mainly catholic population. Against this background the population developed a mentality of solving problems on their own. Their survival strategies implied not only legal activities like agriculture and small-scale production in private houses, workplaces and factories, but also smuggling and illegal alcohol production. In more recent times the production of synthetic drugs, growing cannabis and transport criminality became widespread. |

This article on intergenerational transmission of crime in families is based on a study of seven families of which at least one member held a key position in an organized crime group. The authors retrieved information on at least three generations (preceding and succeeding this key member’s generation) to investigate whether transmissions occurred, and if so, how these might be explained. Throughout the generations the majority of family members indeed have criminal records. However, it seems to be less easy to transfer criminal leadership in organized crime from one generation to the next. Leading a criminal group seems to demand qualities that are not transferred easily. Successful successors appear to be able to establish their own networks within the deviant subcultures from which they stem. This also explains the persistence of criminal behavior: both men and women select their friends and partners from these closed communities and seem to prefer for their social and love relationships those who have already developed substantial criminal track records. Organized crime families in North Brabant took advantage of criminal opportunities that were presented to them over the years. Particularly XTC production, starting in the 1990s, allowed them to step up their criminal activities from the local to the global level. In addition, they may have capitalized on a moral economy with sentiments of subordination present in the province of North Brabant, dating back to the seventeenth century, which resulted in a more reserved attitude towards authorities than in other parts of the Netherlands. Finally, law enforcement agencies have been generally slow to respond to developments in criminal opportunities that benefited these seven families. |

This survey covers the Dutch Health Department’s policy against elder abuse, which is described in the program Actieplan ‘Ouderen in veilige handen’. Elder abuse can involve physical and/or psychological violence, but also negligence and financial abuse. To combat elder abuse it is crucial to create a climate in which the problem can be discussed openly. Also various actors on the regional and local level in society should be involved to prevent and tackle the problem. Homecare services and other social workers have been trained to signal elder abuse and provide help when the burden for informal caregivers becomes too heavy. |

In the context of the most recent European policy initiatives towards putting a halt on illegal immigration from Africa, this article discusses the transnational environment of West African migrants and the dynamics of their migration routes. By following one migration story more closely and by relating this route with the experiences of other migrants the article gives a clear insight into the aspirations of migrants, the often intangible way their journeys are facilitated, as well as into the various results of asylum procedures in Europe. The author argues that a European migration policy should go beyond the securitizing of migration through strategies aiming at immobilizing African migrants. This policy will prove to be ineffective since the aspirations of African migrants are constantly fed by political instability and the transnational reality of globalization. |

This article focuses on the administrative relation between the levels of authority in the Netherlands while paying special attention to the distribution of administrative tasks and legislative power between government tiers. How has this process developed since the constitutional reform in 1848? Which motives have underpinned the fluctuating ways in which responsibilities and powers were divided? The constitutional reform of 1848 laid the foundation for the current administrative structure. A three-tier system forms the basis of its organization: national government, regional government (provinces) and local governments (municipalities). This article shows that in the Netherlands the leitmotiv for decentralization is to improve the governmental performance; efficiency, standardization and simplification are recurring objectives. Decentralization is also often used as an instrument to resolve specific policy issues. The article describes a discrepancy between the motives for decentralization, which can be explained by the differences between fundamental legislation involving the administrative structure on the one hand and legislation aimed at policy-making on the other hand. |

Tensions between the central national level and the local level become clearly visible in coffee shop policies, which have to fit within the international VN and EU treaties and strategies, national drug policy principles and local interests of public order. Three cases, all concerning long-term problems of drug tourism, nuisance and crime around coffee shops, illustrate these tensions. In the case of coffee shop Checkpoint near the Belgian border the Public Prosecutor aimed at solving the problem by prosecuting the coffee shop as a criminal network, while the mayor tried to minimize the negative effects by facilitating visitor flows. In the case of the private club and residence criterion in 2012 not all the mayors actually enforced these national criteria. This leads to a bigger emphasis on local tailoring. Thirdly, several mayors have opted for a regulation of cannabis production for coffee shops, while the stance of the national government is that international treaties banning this practice should be respected. The influence of local policies may be small, but in the end the local communities seem crucial when it comes to finding new ways of managing drug problems. |

This article presents an overview of various measures, initiatives and developments regarding to the fight against discrimination in the Netherlands since 1971. It also gives a short overview of relevant international treaties on discrimination and the obligations for the parties involved. The political and societal attention for combating discrimination has decreased in recent years. There is a tendency to deny that discrimination is a real problem. Also the tone of voice in the public debate on integration of ethnic minorities has hardened. Nowadays, antidiscrimination policies and initiatives take place at the local level and state involvement is limited to facilitating support. The registration of discrimination complaints continues to be a problem and minor progress has been made in the last twenty years. |

The recent approach to combating organised crime in the Netherlands emphasizes the importance of interventions aimed at the underlying ‘facilitating structure’ of crime. A great deal of attention is being devoted to professions, companies and services that - consciously or unconsciously - facilitate crime in a structural manner. In addition to a repressive approach to this type of crime, structural hindrances should also be created to aid in combating organised crime. This means that investigative services have to work closely together with each other and other relevant agencies. On the basis of this perspective, the Public Prosecution Service developed the ‘programmatic approach’. The programma-based approach was first tried out as a pilote in 2006 in the field of Human trafficking (trafficking for sexual exploitation). This article investigates what kind of problems have occurred in practice during the pilote, and focuses on an explanation of why cooperation fails. |

Using the script approach, this article analyses the different stages that characterise the infiltration of organised crime groups in the public construction industry. Three different Italian local contexts with a high presence of organised crime groups (Sicily, Calabria and Campania) are considered. The Sicilian case is analysed by detail using the script approach and following the dynamic of organised crime action: preparation, enabling conditions, target selection, the acts (of violence and corruption) or ‘the doing’, and the post-conditions or aftermath. The script approach helps in a micro-analysis of organised crime that draws on general knowledge on the topic deriving from the macro-analysis currently undertaken in the literature. Because to date this analysis has mainly produced crime control remedies, the author hopes that the microapproach may help in developing more concrete situational crime prevention measures. |

In this article, the role and functioning of the Flemish mayor is analysed from a Dutch perspective. Three observations are considered noteworthy and discussed elaborately: the role of the mayor in internal local politics, the mayor's relationship with the local community, and the possible combination of several political mandates. The article shows that mayors can be more political without being directly elected (which is the case both in Flanders and the Netherlands) and that there is considerable room for mayors to give meaning to their job. In showing the similarities and differences between Dutch and Flemish mayors, this article is meant to inspire both policy makers and Dutch mayors and to contribute to the debate about the future of the Dutch mayor. |

The article aims to illustrate the importance of the mayor in times of disaster and crisis management. The mayor plays a crucial role, even though he is merely one link in the crisis management process. In the Netherlands, the organization and coordination of crisis management is subdivided into 25 safety regions. Recently there has been a strong development towards professionalization of these safety regions and their partners. However, in the case of a local crisis all attention goes to the mayor, whose decisions and actions are critically followed by the media and the public. In order to identify what would constitute a good mayor in times of crisis, the article lists essential points and qualities. In sum, a good mayor in times of crisis should be critical and show managerial courage. |
