This article describes the backgrounds, the development and first findings on youth courts in the Netherlands. A Dutch version of the USA youth courts was developed and piloted in 4 Amsterdam schools. Cases referred are small (partly illegal) incidents committed in the school environment. The Dutch youth court practice is described against the background of transformational change in society and the development of restorative justice and (peer oriented) development of citizenship. Although the model is still in development and schools are somewhat reluctant to deliver and refer cases, practice is growing. |

In 2013, the government of the Netherlands established a national police force, replacing a system of largely autonomous regional police organizations. This led to an extensive police reform. In this article, I explore the effects of this police reform on the internal dynamics within the police organization. I describe five ‘negative’ effects: anonymization, decoupling, formalization, confusion and de-owning. These effects lead to alienation between police offers and the police organization and hinder the development of the national police force. Beside these negative effects, there are also positive forces that shape the development of the national police force. The top leadership is changing the strategic leadership style and there are many innovative initiatives on the local level contributing to the goals of the reform. However, to make the ambitions of the reform feasible there are adjustments needed in the organizational structure and change approach. The operational core of the organization needs to be the central point of reference for these adjustments. |

This article focuses on the challenges facing Community Oriented Policing (COP) in an increasingly complex society. The authors describe how the Dutch police adresses this context through a new police organisation on a national basis, specified job protocols, intelligence led policing and higher educated specialists. Seeking for alternatives the authors argue that COP should be based on a problem centered approach which profits from the insights of local policemen and operational specialists. Adressing ambiguous problems will fail when only applying system logic. Instead, moral involvement and sensemaking are indispensable. |

Food fraud is as old as mankind but has advanced in the last decades. Fraud regarding the gross composition of food has progressed in the direction of the addition of unconventional adulterants. Furthermore, consumers are more and more interested in how and where their foods are produced and pay price premiums for organic foods, fair trade, animal welfare considering, and sustainable food products. Since these products are very similar to their conventional counterparts in terms of composition, they provide an additional challenge. The knowledge regarding occurrence, type of meat fraud, causes and damage caused to the sector is limited. There is a need for extensive identification of the vulnerabilities and criminogenic factors. These insights offer leads for detection and prevention. The article deals with a first step into the inventory of these vulnerabilities and factors affecting meat fraud, by assessing fraud risks related to products, companies and the meat supply chain. |

Whistleblowing research should more explicitly focus on underlying motives for the decision to report on organizational misbehavior. Arguably, these motives are connected to the factors that can explain the decision whether or not to blow the whistle. Reporting for egoistic reasons can probably be explained by other factors than reporting for altruistic reasons. This article aims to enrich the whistleblowing literature by proposing grid-group cultural theory as an alternative approach. This theoretical framework could provide more insight into reporting decisions by identifying various motives for such decisions and linking them with elements in the organizational culture that could explain them. As an illustration, the theory is applied in an ethnographic study in two investigative teams of the Belgian federal police. More research is, however, needed to fine-tune the conceptual framework and to test the preliminary findings of this empirical study. |

Crime suspects followed by the police move well across various police regions and national borders. As a result, police forces independently collect information on the same people. It is essential that whenever possible, accurate information is shared between various police forces and e.g. investigation teams. Developments in the field of ICTs have opened many possibilities for this, long ago. However, information exchange hardly improved. In this article it is argued that apart from the quality of existing ICT-applications, there are also organisational problems creating obstacles for information sharing. The article starts with a brief history of intelligence-led policing in the Netherlands, followed by an overview of the obstacles for information sharing within the Dutch police. It concludes with similarities between police reforms based on new ICTs in the Netherlands and the USA. |

Quality of organization and quality management are different concepts. The CEPEJ report on efficiency and quality of justice refers to a state of affairs. Quality management is a set of planned, reactive and proactive actions to enhance organisation development in order to improve the functioning of an organisation. Based on case studies on quality management in several COE member states, a distinction is suggested between various levels of involvement of a ministry of justice or a council for the judiciary in quality management in the courts and/or the court administration. A restricted comparative analyses suggests that cooperation between courts and a ministry of justice is based on mutual trust, where the ministry of justice does hardly interfere. In most countries, however, interactions between the court organisations and the ministry of justice to enhance quality management are coordinated at the central level. |
