    In this article the author asserts, based on his own experiences in this field, that the independence of research and researchers is not a given, but must always be conquered and defended. He relates the necessity of doing commissioned research to developments in Dutch legal academia and describes its strengths and weaknesses. He then makes the comparison with ‘pure’ academic research. He shows that most lecturers must fight and defend their independence against all sorts of developments within the modern university. There is not much room anymore to do one’s own free research. He concludes that neither academic nor commissioned research takes place in a vacuum without power relations.

    National and international security are becoming increasingly interdependent. The question is whether this leads to a certain level of militarization of the police and constibularisation of the military. In some of their operations and units, the Dutch police apply tactics, technologies and organizational principles that resemble those of the military. The police also contribute to international peace support operations and stability missions to train or monitor police in post-conflict areas. The Dutch army has been involved in some sort of interim policing during several stability missions and increasingly support the Dutch police in law enforcement operations by providing search and analytical support. Finally, as a police force with a military status, the Royal Marechaussee has acquired a structural and strong position in the Dutch police system. Although there is some sort of convergence, the authors conclude that the level of militarization of the police and constabularisation of the military remains limited.

    This article focuses on the challenges facing Community Oriented Policing (COP) in an increasingly complex society. The authors describe how the Dutch police adresses this context through a new police organisation on a national basis, specified job protocols, intelligence led policing and higher educated specialists. Seeking for alternatives the authors argue that COP should be based on a problem centered approach which profits from the insights of local policemen and operational specialists. Adressing ambiguous problems will fail when only applying system logic. Instead, moral involvement and sensemaking are indispensable.

    Studying terrorism and radicalization is quite problematic because of a lack of reliable sources. Finding out what motivates terrorists often boils down to educated guessing. The author describes the search for an academic definition of terrorism and summarizes the development of this discipline since the 1970s, thereby distinguishing research on three levels: macro, micro and meso. While before 9/11 few academics were involved in this research field, it ‘exploded’ thereafter. Important factor contributing to this expansion is the greater availability of government funds and relevant data for this type of research. However, the growth of this discipline isn’t just good news, researchers should be aware of a number of pitfalls identified as the proximity to government power, too much self-confidence (hybris) of researchers pretending to have designed a ‘unified theory’, the abundance of funds for this type of research, resulting in a lot of low-quality research, and finally the politicization of the subject, which could limit the academic freedom.

    Registered youth crime figures in the Netherlands show a spectacular downward trend from 2007 (minus 60%). In this article the authors show that this trend can be observed in a lot of other countries. They argue that a number of international developments has created a climate favorable for juvenile crime reduction: more (situational) crime prevention, less use of alcohol, more commitment to schooling, more satisfaction with living conditions, and changing activity patterns during leisure time. For the Netherlands this coincides with a diminished willingness of the Dutch police to follow up on suspicions that a youngster has committed a minor offense. The authors discuss the worldwide dissemination of smartphones and online games that started in 2006/2007, as well as the subsequent changes in the use of free time, which might have contributed to juvenile crime reduction.

    Research into radicalization and terrorism assumes that violent individuals have political or religious intentions and motivations. However, what ‘political or religious motivations’ exactly are changes through time. A rigorous conceptual demarcation of ‘radicalization’ and ‘terrorism’ runs the risk of overlooking societal and political changes leading to a variety of violent outbursts that may have more in common than assumed at forehand. Hans Magnus Enzensberger’s concept of ‘the radical loser’ is used as an example of a broader conceptualization that can function as a category enabling interconnected and interdisciplinary research into different manifestations of violence, both in their differences and their similarities. Whether or not terrorists, school shooters and violent lone actors are fundamentally different categories should be a topic of academic enquiry instead of being taken for granted.

    In order to understand why people can turn to violence to achieve political or societal changes, it is important to examine factors that can trigger a process of radicalization. In this article the authors outline such a model of trigger factors. In this model they specify trigger factors at the micro level (individual level), meso level (group level), and macro level (societal level). In addition, the authors argue that it is important to take into account personal characteristics, such as age, gender, and the type of motivation, behind a radicalization process. With respect to these types of motivation, the authors distinguish between sensation seekers, justice seekers, identity seekers, and meaning seekers. This model enables to discern triggers in the radicalization process of specific people in specific contexts.

    In this article the author deals with some issues concerning fraud in science. First, he wonders if this is a new phenomenon. After exploring the definition of scientific fraud he sets the inquiry to the prevalence of this phenomenon. Various recent science fraud cases are discussed, as well as possible explanations for science fraud. Finally, the author formulates a criminological-oriented hypothetical explanation, which opposes frequently heard explanations dealing with contemporary problems in the universities, such as the publication pressure.

    Since the mid-1980s American recipes for the fight against crime and nuisance are very popular amongst Dutch policymakers. The question posed in this article is why they rather look at the United States than at European countries far more comparable to the Netherlands. The authors answers this question by pointing at the popularity of neo-liberal recipes in general, an emotional historical bond marked by the time that New York was still called New Amsterdam and the liberation from Nazism in 1945, the (sometimes reluctant) acceptance of the US’ role as ‘the world’s policeman’ and a (mostly unspoken) belief that ‘bigger is better’. Next, the author draws some lessons from research on ‘how policy travels’: 1) crime policies are always in much wider social policies and idea(l)s; 2) if something ‘works’ in country A it doesn’t mean it also ‘works’ in country B; 3) policies are always adopted to national circumstances; 4) policymakers are particularly fond of simple messages and dislike nuances and criticism; 5) you can also look at the US in order to find out where ‘we’ don’t want to go; and 6) you most of all learn more about yourself if you look at other countries. The author concludes with a plea for critical cosmopolitanism and a decolonisation of criminology from national biases.

    This article introduces and evaluates three different specialty court programs that are being enacted in a large Texas county to locally fight the growing tide of unsustainably high incarceration rates that is sweeping the United States. The study provides a brief description of the general dilemma of the American criminal justice system that, as a result of the widespread fear of crime and a mainstream news arena that favors grossly simplistic sound-byte-compatible get-tough policies, has become so immensely punitive and overburdening on public budgets that it is de facto no longer sustainable and in desperate need of immediate change. Faced with a situation of political stalemate on state and federal levels, county judges in Texas and other states are taking it upon themselves to bring about change in their local jurisdictions. Through newly designed specialty courts models, they seek to divert special-needs offenders away from the default incarceration track. The article evaluates the overall effectiveness of these new sentencing alternatives and identifies specific areas that need further improvement.

    International police cooperation is characterised by sometimes conflicting dynamics between informal security entrepreneurship and formal institutionalisation and centralisation. In spite of claims in governance literature that states are losing their commanding heights due to internationalisation, experience shows that states are in fact able and willing to control and steer international police networks. Whether matching processes of politicisation and bureaucratisation conflict with operational effectiveness remains to be seen. Both in politics and science the institutional approach is dominant in describing, explaining and evaluating international police cooperation. This runs the risk of losing sight of the ‘logic of practicality’ that in reality is very important for innovations and developments regarding cross-border cooperation. In the logical of practicality, dimensions like intuition, creativity, trust and perseverance are more important than rules, policy preferences or organisational charts.

    This essay charts the changing status of the death penalty in western societies, from a cultural universal three hundred years ago to a prohibited penalty today, and offers a sociological explanation for that great transformation. The ability to impose the penalty of death is an elementary particle of state power. That power was frequently and spectacularly deployed in early modern Europe as states asserted a monopoly on legitimate violence and absolutist rulers deployed force to subdue their enemies. Once states consolidated their infrastructural power, the ostentatious killing of subjects became less necessary. As liberal politics limited the legitimate use of state violence and established legal protections for individuals, and as cultural change softened state power, the death penalty became increasingly problematic. The character of state power, and the balance between liberalism and democracy, civilized refinement and humanitarian sensibility, explains the pace and extent of death penalty change in specific western nations.

    This paper focuses on how organized crime in Bulgaria uses political corruption to achieve its goals. It focuses, though, on one specific type of criminal structures, the ones controlled by former security officers. More specifically it analyzes the criminal careers of two well known Bulgarian crime figures and former security officers. The way they use the instrument of corruption changes though the years when they evolve from relatively unimportant racketeers into powerful local oligarchs.

    In this article the authors try to analyze the prerequisites and critical factors for the successful implementation of a nodal orientation in law enforcement. Their analysis is based on an exploration of the exemplary case of the Dutch national airport Schiphol, one of the most important multi nodal and infrastructural nodes in the Netherlands, where transport by air, road and rail and streams of people and goods intersect. The authors reject naive instrumentalism that sometimes comes along with the nodal orientation. They discuss the possibilities and limitations of high tech, the stipulation of nodal security governance and the dilemma's with regard to the privacy of citizens. They advocate a balance between the need for safety and personal freedom, based on a dialogue in politics and in broader society, and more accountability in the application of high tech detection equipment.
