Politie en krijgsmacht samen in speciale eenheden voor de politietaak

Tijdschrift Justitiële verkenningen, Aflevering 3 2018
Trefwoorden police, military, SWAT, violent crime, terrorism
Auteurs Dr. Jaap Timmer
SamenvattingAuteursinformatie

Since 2006 the police and the army in the Netherlands cooperate within the System of Special Units. These units are called upon in life-threatening situations with imminent or actual severe violence related for example to organized crime or terrorism. The author examines this cooperation and its added value. The work of the special units system in the police organization should be viewed and treated as police work. Considering today’s concerns about terrorism, it seems wise to invest in an adequate anti-terrorism capacity. Yet the reality is that there are far fewer terrorist attacks and victims in the Netherlands now than in the 1970s. At the same time the number of arrests under life-threatening circumstances that are dealt with by the Arrest Team (SWAT) within the police organization is much higher nowadays. The SWAT lacks capacity to deal with this situation adequately.

Intelligence leadership

Leidinggeven in het schemerdonker tussen geheim en openbaar

Tijdschrift Justitiële verkenningen, Aflevering 1 2018
Trefwoorden Intelligence leadership, Intelligence and security services, Transparency, Political accountability, Reform
Auteurs Prof. dr. Paul Abels
SamenvattingAuteursinformatie

This article highlights the special position of European heads of intelligence and security services. In the search for important characteristics of intelligence leadership through time, a comparison is made between five services from five different countries (Germany, France, the Netherlands, Greece and Spain). Using Anglo-American reference information and a leadership typology developed by intelligence expert Robarge, the consecutive heads of service in these European countries are profiled and categorized. This leads to a picture that has always been dominated by males, a strong military presence and many end-of-career heads. Their influence on the internal and external service development was often substantial, with alternate appointments of inside and outside reformers. The scale of openness usually constituted a struggle with both the inside and outside world. Nowadays, the heads are being confronted with new challenges and demands, which leads to the conclusion that a new form of ‘distributed’ or ‘interdependent’ leadership is required, in which old reflexes to appoint people with an operational, military or police background as heads of these services are no longer self-evident.

De bestrijding van voedselfraude in Nederland

Tijdschrift Justitiële verkenningen, Aflevering 2 2014
Trefwoorden NVWA-IOD, food fraud, food industry, food laundering, criminal cases
Auteurs K.E. Gussow en L.H. Kuiper
SamenvattingAuteursinformatie

Food fraud has recently been recognized as a blind spot among regulators. In Europe, few organizations have experience with large cases of food fraud; also scientific knowledge into this type of crime is limited. This article aims to contribute experience to this gap. The NVWA-IOD is a specialist crime unit in the Netherlands, carrying out criminal investigations into, among other things, food fraud. This article gives insight into numbers of cases dealt with by the NVWA-IOD in the past fifteen years, for different types of food fraud. Nine criminal cases, concentrating on suspects within trade and industry, are analyzed in more detail from a basic criminological perspective. There is looked into, among other things, the motive, the opportunity and the product. The cases discussed relate to products such as meat, eggs, fish and dairy products. The main motive for committing food fraud is making money; the gain makes fraudulent activities attractive and financially beneficial. Opportunities refer mainly to ambiguous laws and regulations and little supervision. Also, evasive behavior was found. To combat food crime, specialist knowledge of tempting opportunities is essential.

De burgemeester in crisistijd

Schakelen tussen bestuurlijke moed en terughoudendheid

Tijdschrift Justitiële verkenningen, Aflevering 3 2010
Auteurs R. Bron en M. Zannoni
SamenvattingAuteursinformatie

The article aims to illustrate the importance of the mayor in times of disaster and crisis management. The mayor plays a crucial role, even though he is merely one link in the crisis management process. In the Netherlands, the organization and coordination of crisis management is subdivided into 25 safety regions. Recently there has been a strong development towards professionalization of these safety regions and their partners. However, in the case of a local crisis all attention goes to the mayor, whose decisions and actions are critically followed by the media and the public. In order to identify what would constitute a good mayor in times of crisis, the article lists essential points and qualities. In sum, a good mayor in times of crisis should be critical and show managerial courage.
