    The Netherlands functions as an important source and transit country for international organized drug trafficking. This is in part due to its large logistical nodes in the world economy, like the airport and the seaport. Based on in-depth analyses of sixteen cases of the Dutch Organized Crime Monitor, this article explores how drug traffickers operate at logistical nodes, in particular airports. The results demonstrate that organized crime groups deploy mainly three types of tactics to traffic drugs, namely defying, avoiding, and neutralizing security checks. Occupational embeddedness is manifested through several job-related factors. Autonomy, mobility, and the similarity between legitimate duties and criminal activities facilitate discrete engagement in organized crime activities during work time. Port employees are also attractive to organized crime groups because of their job-related social capital and knowledge.

    This article focuses on the challenges associated with public-private partnerships in tackling drug crime in the port of Rotterdam. The authors identified the actors involved in the fight against drug crime and, more generally, security in the port. The authors show how these various actors view the subject of drug crime (so-called mentalities), what they set as objectives (finalities) and how they try to achieve these objectives. Subsequently the various aspects of the interactions between these actors are being analyzed. The article is empirically based on 76 interviews with public and private actors in the port of Rotterdam, that were conducted in the period from January 2018 to February 2019, and an analysis of literature, news items, government reports and other documents.

    Trendwatching is a tool to get a better grip on what happens next and as such it is used by the Dutch Financial and Fiscal Investigation Service (FIOD) to explore possible futures of financial crime with a time lap of two years. The author describes how trendwatching works. In this case a platform Trends4fi (www.trends4fi.org) was created with a website, a mobile app and trend groups to generate foresights in cooperation with connected networks from public and private organisations. This is called network trendwatching, in fact a social intelligence tool designed to generate as much new information and new insights on developments which might have an impact on financial crime and the fight against it.

    Threats, vulnerabilities, and new forms of attack within the cyber domain develop rapidly. To keep up with and respond to these trends, cyber security professionals must demonstrate reaction velocity, accuracy and a high tolerance for complexity. Publicly available information (PAI) can serve as an important aid to personnel engaged in cyber security analysis. However, evaluation of cyber analytical capacity – a pre-requisite for any measurement of quality or improvement – is still inchoate. This article covers the concept and design of an initial phase of research begun in October 2018 in The Netherlands to measure and improve cyber analysis techniques. The research program features a forecasting tournament to record participants’ probabilistic estimates on future cyber outcomes based exclusively on PAI knowledge acquisition. This phase of research seeks to address whether analysts’ predictions are more accurate in certain subjects within the cyber domain than in others and to assess how predictive accuracy in the cyber domain compares to accuracy in other domains in which forecasting tournaments have been organized.

    What are the most important threats for national security in the following years? What do we foresee for the longer term? How are threats interrelated? In this article, we discuss the work of the Dutch Network of Safety and Security Analysts (ANV), which deals with this type of questions since 2011. The main task of this multidisciplinary network is to provide input for the National Security Strategy. It does so by providing an Integrated Risk analysis and a Horizon scan National Security. The authors discuss the foresight-methods used by the network (scenario studies and horizon scanning techniques), as well as the most important conclusions from both studies.

    Botnets, banking malware and other high-tech crimes are increasingly analyzed by criminological scholars. Their distributed and automated nature poses however various theoretical challenges. This article presents an alternative approach, denoted as the ‘cyborg crime’ perspective, which adopts a more hybrid view of networks and also assigns an active role to technology. The value of this approach is demonstrated by reflecting on findings from earlier empirical work that analyzes conversations between cybercriminals involved in botnets and related activities. The research shows that technological nodes can take an important position in the organizational structure of cybercriminal networks and do not merely have a functional role. Viewing technology as an actor within a criminal network might offer new criminological insights in both the composition of these networks and how to disrupt them.

    In 2018 the Dutch parliament accepted new cybercrime legislation (the Cybercrime III Act) that creates several new online criminal offences and gives law enforcement agencies new investigative powers on the Internet. This article describes the background of Dutch cybercrime legislation and the contents of the Cybercrime III Act. The newly introduced cybercrimes are discussed as well as the new investigative competences. Particularly the legitimacy and the necessity of the investigative power of the police to hack computer systems of suspects may significantly interfere with the right to privacy.

    This article describes the backgrounds, the development and first findings on youth courts in the Netherlands. A Dutch version of the USA youth courts was developed and piloted in 4 Amsterdam schools. Cases referred are small (partly illegal) incidents committed in the school environment. The Dutch youth court practice is described against the background of transformational change in society and the development of restorative justice and (peer oriented) development of citizenship. Although the model is still in development and schools are somewhat reluctant to deliver and refer cases, practice is growing.

    In mid-August 2017, the Minister of Justice and Security prohibited the controversial preacher Jneid from exhibiting in the vicinity of ‘his’ bookshop, annex mosque in the Schilderswijk in The Hague. By means of this ban, the minister wanted to prevent Jneid from carrying out his ‘intolerant’ message any longer in an environment where many young people are susceptible to radicalization. The Temporary Act on Counterterrorism was supposed to provide an adequate basis for such a ban. This article argues that a measure restricting the freedom of movement with the aim of preventing someone from conveying his message is against the constitutional prohibition of censorship and may therefore not be imposed.

    There are different types of banning orders (criminal, administrative and private banning orders) and also various procedures for imposing these orders. According to the case law of the European Court of Human Rights (EctHR) it is unlikely that the private banning orders can be labelled as a criminal charge. The nature of the private banning orders is not punitive. These orders are to be regarded as recovery sanctions. However, applying the ‘Engel criteria’ will lead to the conclusion that some criminal banning orders are to be considered as a criminal charge. Accumulation between criminal and private law banning orders might be troublesome, but it is possible. It is recommended that the Public Prosecution Service is cautious when it comes to demanding a criminal banning order, when a private banning order has already been imposed.

    The semi-public domain covers the places that are accessible to the public but which are controlled by private entities. Shopping malls, public transport, bars and sports events are examples of such places. In case of misconduct, the private manager may impose exclusion orders. This sanction relies on legal contracts and the exclusive nature of the right to property. The legal framework consists therefore primarily of private law. Exclusion orders may not be imposed without reason. Prevention of disorder and harm may be a legitimate reason. The length and range of the ban must relate to the gravity of the disruption. In addition to this, public laws on non-discrimination and privacy are applicable. The civil court is competent to check the exclusion orders in de semi-public domain. The author sees added value in complaints committees, in which both public and private actors partake. Complaint committees can thrive if their assessment frameworks are transparent.

    This article highlights the special position of European heads of intelligence and security services. In the search for important characteristics of intelligence leadership through time, a comparison is made between five services from five different countries (Germany, France, the Netherlands, Greece and Spain). Using Anglo-American reference information and a leadership typology developed by intelligence expert Robarge, the consecutive heads of service in these European countries are profiled and categorized. This leads to a picture that has always been dominated by males, a strong military presence and many end-of-career heads. Their influence on the internal and external service development was often substantial, with alternate appointments of inside and outside reformers. The scale of openness usually constituted a struggle with both the inside and outside world. Nowadays, the heads are being confronted with new challenges and demands, which leads to the conclusion that a new form of ‘distributed’ or ‘interdependent’ leadership is required, in which old reflexes to appoint people with an operational, military or police background as heads of these services are no longer self-evident.

    Contract killings in the Netherlands have been a common phenomenon for the last two decades. In those two decades, the killings have become more violent and they are often executed in public spaces. Despite their big societal impact, scientific research into the contract killings is not available. This article aims to broaden the empirical basis of contract killings by studying the killings through crime script analysis. The focus of the article is on the objects and facilitators necessary for the preparations of the killings. First, the analysis of six police files showed that stolen vehicles, machine guns, and technical equipment like encrypted phones and tracking equipment are very often used in the preparation of a contract killing. Second, spy shops facilitated the contract killings by ensuring safe communication for the hitmen and by using tracking equipment the specific location of the victim is easily available. Finally, the analysis shows that hitmen were hired to execute the killings.

    In this article we identify the political agency and discretion available to metropolises to define and accomplish their own policing agendas and to question what the role of public police forces can be in executing such agendas. Results of a comparative case study of 24 metropolises illustrate a major focus on risk management strategies like environmental opportunity oriented measures, hot spot hot time predictive policing actions and preventative community oriented policing. Also programs like Top 600 in Amsterdam and other early intervention efforts oriented towards ‘groups at risk’ (youngsters, nomads and criminal careers) find a place in the risk assessment regime. This article classifies all urban programs in 5 different ‘urban regimes’ and sheds light on the role the police should take in order to execute stated policy goals, summarized in urban policy coalition plans and security plans.

    Studying terrorism and radicalization is quite problematic because of a lack of reliable sources. Finding out what motivates terrorists often boils down to educated guessing. The author describes the search for an academic definition of terrorism and summarizes the development of this discipline since the 1970s, thereby distinguishing research on three levels: macro, micro and meso. While before 9/11 few academics were involved in this research field, it ‘exploded’ thereafter. Important factor contributing to this expansion is the greater availability of government funds and relevant data for this type of research. However, the growth of this discipline isn’t just good news, researchers should be aware of a number of pitfalls identified as the proximity to government power, too much self-confidence (hybris) of researchers pretending to have designed a ‘unified theory’, the abundance of funds for this type of research, resulting in a lot of low-quality research, and finally the politicization of the subject, which could limit the academic freedom.

    Synthetic drug waste dumpings are a growing concern in the Netherlands, particularly in the southern region. During the production process of ecstasy (MDMA) and speed (amphetamine), large quantities of chemical residue are released, that the illegal manufacturers need to get rid of. According to police statistics the chemical waste is mostly dumped in barrels in rural areas, and recovered as such by authorities. However, an unknown quantity of synthetic drug waste is also directly being discharged into sewer, soil or natural surface waters. The phenomenon embodies environmental crime as well as organized crime. From the viewpoint of environmental crime, both ecological and social harm are evident. The article also illustrates the operations of serious organized crime groups behind the scenes.

    Registered youth crime figures in the Netherlands show a spectacular downward trend from 2007 (minus 60%). In this article the authors show that this trend can be observed in a lot of other countries. They argue that a number of international developments has created a climate favorable for juvenile crime reduction: more (situational) crime prevention, less use of alcohol, more commitment to schooling, more satisfaction with living conditions, and changing activity patterns during leisure time. For the Netherlands this coincides with a diminished willingness of the Dutch police to follow up on suspicions that a youngster has committed a minor offense. The authors discuss the worldwide dissemination of smartphones and online games that started in 2006/2007, as well as the subsequent changes in the use of free time, which might have contributed to juvenile crime reduction.

After a peak in the prevalence of alcohol use in 2003, the percentage of adolescents in the Netherlands who drank alcohol decreased enormously. This decline co-occurs with a dramatic shift in sociocultural norms on adolescent alcohol use among parents. Since the peak in 2003, a variety of national and local prevention and intervention programs have been implemented, aiming to stimulate parents to adopt stricter parenting practices related to the alcohol use of their child. In other Western countries, however, similar decreases in adolescent alcohol use have been observed. On the basis of recent societal developments, the authors describe potential explanations for the observed declines. Moreover, they discuss how youngsters actively create peer contexts in which behaviors like alcohol use take place.
