Het contact tussen gedetineerden en interne en externe re-integratieprofessionals in Nederlandse penitentiaire inrichtingen

    Prisoners often encounter multiple barriers when returning to society, resulting in higher risks of recidivism. To overcome these barriers, prison-based and community-based professionals assist with preparation for release. Prison-based professionals, such as the case manager and mentor, screen and monitor the problems regarding work and income, housing, healthcare, financial debts and valid identification. Community-based professionals, such as municipal officials, parole officers, healthcare professionals and volunteers, can provide additional and specialized help. First, this research discusses the current policy of the Dutch Custodial Institutions Agency (DJI) and the role of different types of professionals. Second, it presents a nationwide picture of the extent to which prisoners report contact with prison-based and community-based professionals, and to what degree prisoners appreciate this contact. The results are specified for various types of regimes and time served and are based on 4308 prisoner surveys of the Dutch Prison Visitation Study (DPVS), part of the Life in Custody Study (LIC-study). It turns out that most prisoners seem to be in close contact with prison-based professionals and that prisoners positively value this contact. However, contact with community-based professionals is limited and prisoners are somewhat dissatisfied about their contact with parole officers and municipal officials. Furthermore, the amount of contact differs across various types of regimes and time served. In particular, individuals who recently entered prison report less contact. To conclude, policy implications will be discussed.

    Policy coherence in the area of safety and justice – A longitudinal analysis of service delivery per euro spent in the S&J sector during the period 1980-2016

    In the safety and justice policy area, there is a strong intertwining between performances of the various sectors, such as police, judiciary and prison system. The question is whether policy takes these interdependencies into account sufficiently. Are the resources used – from a broader wealth perspective – optimally allocated amongst the various safety and justice provisions? The authors answer this question on the basis of an integrated time series analysis of the productivity development of the Dutch safety and justice system in the period 1980-2016. The analysis shows that productivity of safety and justice services has hardly changed since 1980. At best, in 2016, citizens will receive as much value per euro of taxpayers’ money as in 1980, but probably slightly less. It is striking, however, that the S&J system as a whole operates more efficient than the sum of its parts (the individual sectors). There have been substantial changes in the allocation of resources over time. Obviously money from the police was transferred to the judiciary and municipalities.

    Reports by citizens are a great source of information for the police. Local residents often know well what is going on in their neighborhood and which situations are suspicious. In this study, an online survey was conducted to investigate what drives citizens to report to the police. A wide range of individual, social and institutional drivers were explored. The results show that the more often people have reported anything to the police in the past, the higher their risk perception, self-efficacy, citizen participation and police legitimacy. Furthermore, participants with a higher degree of self-efficacy, response efficacy, trust in the police and police legitimacy appeared to be more willing to report in the future. An open question regarding what motivates people the most to report show that response efficacy (the idea to what extent reporting has an effect on increasing safety and reducing crime) and altruistic values (justice, to help society and punish the perpetrators) were mentioned most frequently.

    Citizens investigating crimes themselves is a growing trend, because of democratization of information (e.g. social media), tools (e.g. apps) and knowledge (e.g. explanimations on YouTube). More and more citizens do their own research as modern Sherlocks. The police has to handle these trends in line with participant wishes and the law, but does not yet have concrete tools to do so. This article explores how the police participate in contemporary citizen criminal investigations, including the difficulties and benefits experienced. The obtained insights of the presented research serve as guidance, which can help police officers understand how to participate with citizens who have started, or want to start, a criminal investigation. The presented model explains how police can use it to better guide and stimulate, but also stop or protect citizens in their investigative activities. An app with professional guidance was piloted in four police units to participate with citizens that do their own research and learn from expectations and experiences. Citizens need guidance, but more importantly expect a certain degree of reciprocity in collaborating with police in criminal investigations.

    It is often assumed that digital neighbourhood watch groups lead to more emergency calls and more arrests by the police. This article revolves around the question whether or not these groups actually contribute to reducing crime in the Netherlands. It does so by looking at recent studies and the results of researchers’ own ‘realist evaluation’ of the city of Rotterdam’s policy on digital neighbourhood watch. The latter includes a reconstruction of the program theory and ten case studies with different types of groups. The reconstruction of program theory revealed two main routes to crime reduction: 1) more emergency calls and more arrests by the police and 2) more social control. Chat histories have been studied and moderators, participants, non-participants and professionals were interviewed on their perception of active mechanisms and on the efficacy of their group. None of the respondents believed their group led to an increased number of arrests, but interviews and chat histories show that crime can be reduced by means of social control. Social control by neighbours limits the opportunity for crime and disturbs criminal acts. Other studies in the Netherlands support this finding. The article closes by putting digital neighbourhood watch in a citizen’s perspective with suggestions to improve the efficacy of digital neighbourhood watch groups and the notion that for citizens, crime reduction is not the only or principal goal.

    This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q methodology, semi structured interviews and case studies. This article discusses the results of the case studies and semi structured interviews on the impact of threats on decision-making. In two of the investigated cases (N=3) there are indications that the threats affect the decision-making process. The first case involves risk-avoiding behavior. In the second case there is a stronger conviction and hardening of opinions. There are no indications that threats affect the outcome of the decision-making process. The political administrative system that we have in the Netherlands is able to counteract improper influence. This is due to various elements in the system such as the boldness and the results-focused attitude of civil service (case 1) and the mayor and aldermen (case 2 and 3) and the design of the rules and procedures (case 1, 2 and 3).

    This contribution reports about a research in a medium-sized municipality on the possibilities of giving municipalities an instrument to determine at the earliest possible stage which neighborhoods are at (increased) risk of exposure to organized crime and its consequences. We are searching for indicators to measure that exposure to give direction to preventive measures. Our focus is on the erosion of structures and foundations of society as a result of activities of organized crime, eventually resulting in the infringement of the rule of law. It is therefore not about the phenomenon of organized crime itself, but about its effects on society. This requires clarification and measurability of the concept. In this first exploration, we focus on the following five manifestations of the effect of organized crime: The emergence of a subculture: not recognizing government authority; the emergence of takeover of power in the neighborhood; the emergence of vulnerable groups of citizens; the creation of the image: crime pays off; and the emergence of unfair competition.

    Loïc Wacquant conducted ethnographic research in the ghetto of Chicago and describes the route to social mobility that black boxers try to follow as they train in the gym and build body capital. Based on similar research methods, this article compares the black boxers to two episodes of kickboxing in Amsterdam. Wacquant is not hopeful when it comes to social mobility of the boxers, as he sees their boxing careers as confirmation of their low position in society. In the first Dutch episode, kickboxers manage to combine body work in the gym with working in the nightlife economy. They make money but are unaware of the danger of getting involved in criminal activities, and a number of fighters end up in prison or even dead. Currently, kickboxing is very popular with young Moroccans. Having seen what went wrong in the previous episode, Moroccan trainers keep a close watch on their pupils, and make sure they realize that what happens outside and after kickboxing is what really matters.

    Based on a retrospective analysis of six large scale and fatal fires in the Netherlands, an improvement in terms of meeting the needs of victims can be seen. A comparison of the legal settlement of these fires shows mayor differences in the fulfilling of different aspects of social justice that are identified in social psychology. Two victim needs commonly associated with retributive justice – financial compensation and a thorough, neutral investigation into the causes of the disaster – were fulfilled to a higher degree after the most recent fires than after those that occurred decades ago. The legal settlement after the New Year’s fire in Volendam (2001) appears – at least on paper – to have been more just from the victim’s point of view than the ones after the other incidents. Empirical research into the experienced social justice after the New Year’s fire can be valuable to assess the factors that can lead to a just settlement after disasters.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    The promises of Big Data, predictive policing and artificial intelligence hold a key position in the public debate for quite some time now. Optimists tell that it is possible to predict where criminal events will occur before they take place. This would implicate a major shift towards a crime and insecurity preventive society, feeding on our cultural longing for a secure future. Therefore we give algorithms and deep learning access to more and more aspects of our lives. But how realistic and desirable is the application of Big Data techniques in the area of security?
    In this article we put focus on the research question ‘In which way can Big Data and predictive policing support good governance of security?’, that has led our study. By exploring the central concepts, the processes behind them and their results in the domain of public security, we conclude that there are only rather disappointing results from the application of these techniques: crime and insecurity have not dropped when the police and other organizations turned to Big Data techniques. Instead, many negative side effects occurred. We search for explanations in six central academic critiques on the application of these techniques in the area of security.
    We have found several ways to guaranty principles of good governance in the application of Big Data techniques, but these require a firm paradigm shift on Big Data in general. The heuristics of security professionals should not be overshadowed by technological promises: the professional should always be in the loop, must understand the way predictions come into existence and must be able to correct flaws and bugs of (semi-)automated decisions. We conclude that safeguarding public security must remain human work in which Big Data techniques can assist.

    Several authors fear that the expansion of Dutch mayors’ executive powers in the field of safety and security will harm their position as non-partisan and consensus-oriented leaders. Empirical research into how mayors use their powers, however, is still rare. From a leadership perspective, the current article analyzes how mayors in the region of South East Brabant in Netherlands use their administrative power to close homes involved in drug-related crime. Drawing on Fischer’s framework of discursive practices, we analyze mayors’ considerations in terms of the argumentation they provide for closing homes. Our analysis, which draws on interviews and document analysis, covers 27 cases from the police region of South-East Brabant and includes 120 considerations. Our findings indicate that mayors vindicate home closures mostly through policy-derived technical and situational argumentations. Vindications that aspire a particular societal effect, such as the reduction of criminal activity, or ideological motivations are rarer, which is indicative of a non-decisive leadership style. In addition, mayors mostly respect the local closure policies. As such, they show very little decisive and individualistic leadership. And, to the extent that they deviate from agreed-upon regional policies, their motivation is to be able to take into account unique local circumstances. In the use of their administrative powers mayors, thus, show mostly situational and adaptive leadership, which, rather than as visionaries, positions them as caretakers. The leadership style of Dutch mayor in the use of this administrative power is, thus, much more in accordance with their traditional bridging-and-bonding leadership style than some authors suspect. Some of the limitations of our study are that we have analyzed closure decisions from one region only and that real-life decisions are susceptible to contextual influences. At the same time, our study provides a rare insight into real-world mayoral leadership in the Netherlands in the field of safety and security.

    In the Netherlands, over the past 25 years mayors have had an increasing number of formal powers, based on administrative law, to fight against crime and disorder. Now, the Dutch mayors have the power to impose a restraining order, to close houses in case of drugs and/or drugs trade, or to decline a request for a permit when it might be used for illegal activities.
    To implement these measures, the local government is highly dependent on (information provided by) the police. At this moment we do not have much information about this cooperation between local government and the police in the management of crime and disorder. This paper is based on an empirical study concerning this issue. It shows that the inter-organizational cooperation between local government and the police may differ strongly, however this cooperation still often depends on central factors and circumstances. An important factor is the (growing) distance between the police and local government in regard to the local approach of problems of crime and disorder. A significant number of local police officers concentrates mainly on the maintenance of law and order by criminal law enforcement instead of the implementation of administrative measures. As a result, local government is often unsatisfied about the contribution of the police. For example, the quality of the information provided by the police is often perceived as insufficient. In some cases local governments try to diminish the degree of interdependency with the police and to strengthen their own position in the local safety domain.

    National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
    To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
    Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
    A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
    Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

    The operational leader, the ‘gold commander’, fulfils a crucial function in crisis- and disaster management in the Netherlands. He is held responsible for the total coordination of all collaborating emergency services and supports/advises the Mayor, the Commander in Chief. Unfortunately, this function has never been very effective in practise, as shown by many evaluations. From a scientific point of view, it is easy to understand why the operational leader cannot be effective in the Dutch crisis management organisation. The operational leader has no authorities and has been seated in an emergency operation centre far from the Mayor. This article examines why this issue has not been solved, despite 30 years of studying and adjusting the Dutch crisis management organisation.

    The Dutch Regional Fire Services collectively aim at preventing fire, casualties and damage. The main activity is informing citizens about fire risks and the appropriate measures they can take. From both a political and social perspective, it is valuable to know what the return of the Community Fire Safety program is. One way to chart the return of the program is a comparison of the cost of, and society’s willingness-to-pay for, the program. To estimate this willingness-to-pay, this article applies the contingent valuation method to a national representative sample of 806 Dutch citizens. The results show that willingness-to-pay of an average Dutch household is estimated to be between € 25.00 and € 35.67 per year provided the Community Fire Safety program improves the fire safety by 10%. At the national level, this amounts to 200 – 270 million euro annually. This value is seven to ten times more than the approximate costs of the current Community Fire Safety program.

    Since the 1970s social integration of the police has been considered as a key element of the Dutch police. This article focusses on the question of the relevance of social integration of the contemporary police. The article is based on interviews with present and former strategic leaders of the Dutch police. This study shows that social integration is still often considered to be a highly important value for the Dutch police, particularly with regard to the growing polarisation in society. However, some of the police chiefs also express their disapproval of the concept of social integration; in their view the concept reminds us of the past. Also, police chiefs are critical of the value of the concept because of its supposed geographical focus. The paper shows that this criticism can be understood as an interpretation of social integration in terms of ‘neighbourhood policing’ and as an operational police strategy.

    This study focusses on determinants of willingness to report cybercrime to the police or to other organizations and motivations for (not) reporting victimization. In this study, a questionnaire containing vignettes is used. Vignettes are semi-experimental designs in which hypothetical situations are presented and certain factors can be manipulated between and within respondents. Factors that are measured within the vignettes are the type and seriousness of the offence, the relationship between offender and victim and which possibilities for reporting the offence are available.
    It is shown that the type of offence is an important determinant for willingness to report the offence, which is highest for fraud, followed by hacking and malware. Likewise, willingness to report is higher for more serious offences than for less serious offences. These results are comparable to results on willingness to report traditional crimes.
    With regard to psychological determinants, results are not in line with previous results on willingness to report traditional crimes. For the relationship between offender and victim, mixed results are found. If the offender is an acquaintance of the victim, willingness to report to the police increases, but willingness to report to another organization decreases, compared to the offender being unfamiliar to the victim. Another surprising result is that no correlation is found between attitudes towards the police and willingness to report offences. Also unexpectedly, it is found that respondents who have previously reported crime and were unsatisfied about this experience, were more willing to report offences than respondents who never reported crimes before.
    Regarding motivations for willingness to report, it is found that, in general, motivations for reporting cybercrime are strongly comparable to motivations for reporting traditional crime, however, differences in motivations are found between the different types of cybercrime.
