    Policy coherence in the area of safety and justice – A longitudinal analysis of service delivery per euro spent in the S&J sector during the period 1980-2016

    In the safety and justice policy area, there is a strong intertwining between performances of the various sectors, such as police, judiciary and prison system. The question is whether policy takes these interdependencies into account sufficiently. Are the resources used – from a broader wealth perspective – optimally allocated amongst the various safety and justice provisions? The authors answer this question on the basis of an integrated time series analysis of the productivity development of the Dutch safety and justice system in the period 1980-2016. The analysis shows that productivity of safety and justice services has hardly changed since 1980. At best, in 2016, citizens will receive as much value per euro of taxpayers’ money as in 1980, but probably slightly less. It is striking, however, that the S&J system as a whole operates more efficient than the sum of its parts (the individual sectors). There have been substantial changes in the allocation of resources over time. Obviously money from the police was transferred to the judiciary and municipalities.

    The aim of the present research was to gain insight into the topic of ‘task-related rule-breaking behavior’ (TRB) among Dutch police officers. TRB is a more refined alternative for the concept of noble cause corruption and has been defined as: police officers breaking rules or formal agreements for the purpose of acting in a manner that contributes to the lawful police task. Qualitative research has been conducted within one of the ten regional police forces in the Netherlands. Results show that TRB appears to be a relatively common phenomenon during policework. Behaviors are categorized in sixteen categories and five overarching outlines. In addition, attention is given to several important factors that could be related to TRB being distinguishable between police officers’ individual responsibility and organizational factors. To handle TRB, it is recommended to pay attention to the police officers’ approach of judging and rationalizing their own behavior, their level of knowledge, and social skills. Furthermore, organizational structure (i.e., spam of control) and police leadership may, among other factors, play an important role in encouraging TRB. Especially the way supervisors deal with police officers’ professional autonomy needs specific attention in order to reduce TRB. Autonomy needs guidance in the form of clear orders followed by feedback and coaching. Also, an active form of ethical leadership is needed. An action framework is presented that could be helpful to supervisors to judge and thereby reduce forms of TRB.

    Between 2013-2017 there were many ISIS videos circulating. It was generally assumed that these videos would encourage young Muslims to radicalize and join ISIS. But what do we actually know about the imaginary world of young people? Do sociological aspects such as the economic, cultural and religious background play a decisive role in this? Can we use the films and TV series that young people see as an entry into their imaginary world? To what extent can image analysis provide knowledge that contributes to safety issues? Commissioned by the Department of Counterterrorism, Radicalization and Extremism (CTER) of the Dutch National Police, the IVMV Foundation invited, in a comparative pilot study, twenty Dutch youngsters (10 with a Muslim background and 10 police students) to share their viewing experiences with five trailers (3 Hollywood, 1 Netflix, 1 not explicit violent ISIS video) that touched on the ISIS issue. This resulted in a research report and a film (in Dutch as well as in English) that was presented in November 2017 (De Mare et al. 2017a; De Mare 2017b). A remarkable result was that their viewing experiences and feelings showed a lot of similarity.

    Several authors fear that the expansion of Dutch mayors’ executive powers in the field of safety and security will harm their position as non-partisan and consensus-oriented leaders. Empirical research into how mayors use their powers, however, is still rare. From a leadership perspective, the current article analyzes how mayors in the region of South East Brabant in Netherlands use their administrative power to close homes involved in drug-related crime. Drawing on Fischer’s framework of discursive practices, we analyze mayors’ considerations in terms of the argumentation they provide for closing homes. Our analysis, which draws on interviews and document analysis, covers 27 cases from the police region of South-East Brabant and includes 120 considerations. Our findings indicate that mayors vindicate home closures mostly through policy-derived technical and situational argumentations. Vindications that aspire a particular societal effect, such as the reduction of criminal activity, or ideological motivations are rarer, which is indicative of a non-decisive leadership style. In addition, mayors mostly respect the local closure policies. As such, they show very little decisive and individualistic leadership. And, to the extent that they deviate from agreed-upon regional policies, their motivation is to be able to take into account unique local circumstances. In the use of their administrative powers mayors, thus, show mostly situational and adaptive leadership, which, rather than as visionaries, positions them as caretakers. The leadership style of Dutch mayor in the use of this administrative power is, thus, much more in accordance with their traditional bridging-and-bonding leadership style than some authors suspect. Some of the limitations of our study are that we have analyzed closure decisions from one region only and that real-life decisions are susceptible to contextual influences. At the same time, our study provides a rare insight into real-world mayoral leadership in the Netherlands in the field of safety and security.

    On September 21th 2012, a sweet sixteen party in Haren (a Dutch village), announced on Facebook as PROJECT X Haren, turned into a riot in which youngsters clashed with the police. The blame was put on the film Project X (2012) that would have inspired adolescents to become aggressive and violent. However, like other adolescent comedies, this movie offers an insight in the adolescent state of mind, the role of humor and their lack of risk assessments. Much violence is (harmless) slapstick-like, boundaries are exceeded (sex, alcohol, drugs) and transgression is often directed against parents, teachers and the police. What is tested in the adolescent imagination is the public order. Film functions as a symbolic rite of passage, with carnivalesque inversions. Reacting in Haren on this adolescent state of mind with an administrative prohibition (‘there is no party’) confirmed the juvenile joke. Acting as if it is not a party but a huge disaster (by enlarging police forces) contributed to make the riot a reality that the youngsters themselves never imagined. The commission of inquiry recommends taking serious film and other forms of public imagination, because they contribute to our understanding of reality, especially concerning the perceptions of societal actors.

    An explicit goal in the Dutch victim policy is to offer protection to victims of crime. Based on a EU Directive all member states shall ensure that victims receive a timely and individual assessment, to identify specific protection needs. In this paper the question is: which victims especially do need protection? More specific, it examines whether the victim-offender relationship, controlling for the confounders ‘type of crime’ and ‘gender of the victim’, contributes to the extent in which protection is a reason for reporting crimes to the police. For victims of domestic violence (by partners, ex-partners and (other) family members), the need for protection is an important reason for reporting – not just for women and girls, but also for men and boys. The need for protection is an important reason for reporting for victims by partners, ex-partners and (other) family members of non-violent as well as violent crimes.

    Community policing is a common strategy in the Dutch police organization: working in a geographically bounded area, in close proximity and engagement with the local population. The use of Twitter by local police-officers is an increasingly popular way of communicating in this context. Prior research has indicated that there is a positive relation between the use of Twitter by the local police officer and citizens’ confidence in the police. But what factors determine this confidence and how can it be strengthened by using Twitter? This article examines the nature of police tweets and shows how tweets can contribute to improving the degree of confidence between citizens and the police. To determine what factors influence confidence we made use of the model of trust and confidence by Jackson and Bradford. This model differentiates between ‘effectiveness’, ‘fairness’, and ‘engagement’. These three factors are used to explore the way tweets might influence confidence in policing. The empirical research included interviews with three police officers who twitter actively, as well as interviews with 30 ‘followers’ living in the neighbourhood where the police officer works. Also an analyses has been carried out of the tweets made by the police officers in one year, 3.506 tweets in total, by categorizing the tweets according to the model of Jackson and Bradford. We conclude that the model of Jackson and Bradford is useful to explore the possible relationship between the use of Twitter and citizens confidence in the police. Using Twitter by the local police officers seems to make a possible contribution to the degree of confidence in the police. Our categorization of Twittermessages allowed us to give practical recommendations to local police officers how to use Twitter in order to improve confidence among citizens. The data also suggest that followers appreciate the fact that local police officers show their knowledge of current affairs in the neighbourhood.

    This article discusses the complex relations between the organizational fields of safety (i.e. disaster and crisis response) and security (i.e. crime prevention and public order), and the ways in which disciplinary and organizational boundaries make it difficult to come to a better integration or coordination in the safety and security domain. Based on results of a research project on cooperation and information-sharing between organizations in the fields of safety and security, the authors argue that it is not realistic to refer to safety and security as relatively independent fields. Instead, it would be more useful to approach it as a connected domain, encompassing both safety and security disciplines. Yet, the separation of the two fields is strongly embedded in the culture and responsibilities of organizations in these fields, which reinforces the disciplinary boundaries in the domain. Nevertheless, in the last few years it seems that there is an increasing recognition of the need for multidisciplinary collaboration in the safety and security domain. This paper explores possible directions for creating more coherence and integration in the safety and security domain. The authors believe that much progress can be made if key stakeholders in the safety and security domain are able to adopt a broader, multidisciplinary perspective when approaching safety and security events.

    The theme of governing anti-social behaviour and incivilities in the public space became more important on the policy and research agenda over the last twenty years. This article describes the law on incivilities in Belgium, namely the ‘administrative communal sanctions’ (GAS). This law is studied in a broader context of contemporary crime control and its organizing patterns. The development of the politics of behaviour can be explained by different characteristics of the period referred to as the late modernity. In the dissertation ‘A culture of control?’ (Devroe 2012) we studied the application and the concrete strategies behind the governance of incivilities on a national and on a city level. The incivility law broadened the competences of the Mayor and the city council especially in the completion of anti social behaviour and public disorder problems in his/her municipality. Instead of being dealt with on a traditional judicial way by the police magistrate, the Mayor can, by this law; himself lay on fines until maximum 250 euro. We mention ‘city republics’ as this punitive sanction became a locally assigned matter, which means that one municipality differs from another in their ‘incivility policy’. Due to the split up of competences of the Belgian state arrangements of 1988, each municipality finds itself framed in different political and organisational executive realities. In this view, Mayors can be called ‘presidents’ of their own municipality, keeping and controlling the process of tackling incivilities as their main responsibility and determining what behaviour had to be controlled and punished and what behaviour can be considered as normal decent behaviour in the public space. Problems of creating a ‘culture of control’, creating inequality for the poor, the beggars and the socially ‘unwanted’ can arise, especially in big cities.

    Police officers sometimes use creative ways in deploying their authorities when they deal with obstacles that hinder the pursuit for higher organizational goals or the common interest. By doing this, the boundaries of legislative rules might be stretched or even exceeded. This article reports the findings of a Dutch case study within the police into this phenomenon, which the authors described as the ‘creative use of authorities’. By means of observations and interviews within the researched police forces 57 cases were described and analyzed. The cases enabled a first categorization of distinctive forms of creative use of authorities with 4 essential core elements, that is: abstain from use, abuse, improper use and selective use of authorities.

    In this article, the concept of ‘loverboys’ is discussed and characteristics and needs of victims are described. The term ‘loverboy’ refers to a person who uses a specific method of human trafficking of mostly girls and young women. The methods involve recruitment and grooming of the girl by contacting and seducing her by means of (the promise of) a romantic relationship, with the aim of exploiting the victim sexually and financially or use her as a drug mule or otherwise. The loverboy concept is not a new phenomenon, but the traditional image of a loverboy as a charming young man operating on his own is outmoded. Victims of loverboys form a broad and diverse group, but share certain characteristics that make them vulnerable, such as attachment issues, traumatic (sexual) events in their childhood and, to a lesser extent, intellectual disability. More insight is needed in the underlying mechanisms of repeated victimization − a serious issue with loverboy victims − and how this can be prevented. Regarding loverboy victims as a specific type of national human trafficking or youth prostitution instead of isolating it as a new phenomenon, is a first step in accomplishing this.

    Changing public safety problems as well as an increasing societal demand for public safety made way for new policy approaches. During the 1990s, the so called ‘integral safety approach’ was introduced in the Netherlands. This approach manifested itself mainly on the municipal level where the mayor is being held responsible for managing public safety and order. The central question raised in this article is: what are the consequences of an integral approach to public safety problems for the mayor when managing local order and public safety? We will demonstrate that ‘integrality’ is no clear cut concept. Careful inspection of the concept learns that it has multiple meanings. Of these various meanings, especially the ambition to address public safety problems by means of ‘new alliances’ characterized the actual implementation of integral policies. However, working together within these new alliances uniting various more or less independent actors from both the public and private sector, seemed to be hampered by a lack of coordination and control. In that sense, the introduction of the integral approach had consequences for steering and control of public safety policies. These consequences have to be addressed, especially by the mayor who is accountable for local order and safety. The mayor had attributed to him – first in practice, soon by law as well – the role of director of public safety policy on the municipal level. However, as we will demonstrate in this article, the mayor lacks an important trait needed for effective directorship: decisive powers. Therefore the mayor is not able to realize effective cooperation between partners within the new alliances of the integral approach to public safety problems. As a potential solution, we will describe the characteristics of a ‘model of anticipation’ granting the mayor a certain level of decisive powers to be used as an ultimum remedium.

    Consumer fraud seems to be widespread, yet little research is devoted to understanding why certain social groups are more vulnerable to this type of victimization than others. The present paper deals with internet consumer fraud victimization, and uses an explanatory model that combines insights from self control theory and routine activity theory. The results from large-scale victimization survey data among the Dutch general population (N=6,201) reveal that people with low self-control run substantially higher victimization risk, as well as people performing ‘risky’ routine activities, such as online shopping and participation in online forums. Though a minority share of the self-control-victimization link is indirect – because people with low self-control are more involved in risk-enhancing routine activities – a large direct effect on internet fraud victimization remains. This suggests that, within similar situations, people with poor impulse control respond differently to deceptive online commercial offers.

    Lately, mayors’ powers for maintaining public order and safety have been considerably extended, and even more powers are in preparation. These powers must enable the mayor to act quickly against public order disturbances and security threats. The novelty is that the mayor may conditionally use and exercise these new powers preventively against groups of rioters. Their freedom of action and their privacy can also be considerably curtailed. This means these powers have to be used carefully and reluctantly. If the mayor overdoes the crimefighter role, he/she may lose the public’s confidence.

    Public safety has always been a core task for local, municipal authorities. However, until rather recently only the police has been actively involved in addressing local problems of public safety and maintaining order instead. Local public safety policy – as a responsibility for local authorities together with many other partners – is a relatively new phenomenon.This article compares the main developments and trends in local public safety policy in the Netherlands and Belgium. Special attention is paid to the role and position of the local, municipal authorities. What strikes most, are the strong similarities between the two countries. National governments played an important and catalyzing role in the development of public safety policy in the Netherlands as well as in Belgium. After many years and not without a lot of trouble, the monopoly of the police on designing and implementing policy for addressing public safety and order came to an end in both countries. Which, amongst other effects, presented the local authorities with new challenges.
