Over de opkomst en werking van een nieuwe veiligheidsstrategie

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 1 2020
Trefwoorden ondermijning, speech act, veiligheidsbeleid, drugs
Auteurs Hans Boutellier, Ronald van Steden, Yarin Eski e.a.
SamenvattingAuteursinformatie

Undermining has become a buzz-word in Dutch politics and security governance. On national and local level there is great concern about the disappearing lines between the legal and illegal world, which affects the democratic order and rule of law in the Netherlands. Hence, everything possible should be done in order to combat the creeping threat of undermining. However, what is undermining actually? And why has the concept become so popular now? In this contribution, the authors will consider those and other relevant key questions about the rise and effect of the undermining concept to provide more conceptual clarity. By critically reflecting on undermining as a speech act, that is ‘underminization’ (cf. securitization), and based on empirical research, the authors suggest that there are two discourses at work that hinder the effectivity of the concept: one is specifically focused on the drugs industry with its illegal activities and one broadens the concept into unlawful and undesired developments that interfere with societal stability. The authors conclude that the concept of undermining may mobilize at policy level, yet seems to paralyze at operational level.

Auteurs Heidi de Mare, Sigrid Burg, Gawie Keyser e.a.
SamenvattingAuteursinformatie

Between 2013-2017 there were many ISIS videos circulating. It was generally assumed that these videos would encourage young Muslims to radicalize and join ISIS. But what do we actually know about the imaginary world of young people? Do sociological aspects such as the economic, cultural and religious background play a decisive role in this? Can we use the films and TV series that young people see as an entry into their imaginary world? To what extent can image analysis provide knowledge that contributes to safety issues? Commissioned by the Department of Counterterrorism, Radicalization and Extremism (CTER) of the Dutch National Police, the IVMV Foundation invited, in a comparative pilot study, twenty Dutch youngsters (10 with a Muslim background and 10 police students) to share their viewing experiences with five trailers (3 Hollywood, 1 Netflix, 1 not explicit violent ISIS video) that touched on the ISIS issue. This resulted in a research report and a film (in Dutch as well as in English) that was presented in November 2017 (De Mare et al. 2017a; De Mare 2017b). A remarkable result was that their viewing experiences and feelings showed a lot of similarity.

Triage op de politie-meldkamer bij personen met verward gedrag

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 4 2018
Trefwoorden Verwarde personen, Triage, Gevaar, passend vervoer, psycholance
Auteurs André Wierdsma, Yvette van Strien, Philip den Hollander e.a.
SamenvattingAuteursinformatie

National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

SamenvattingAuteursinformatie

This article argues that the notion of norm images does more justice to the complexity of the police organization. The notion of ‘police culture’ is heavily criticized for its homogenizing tendencies, monolithic connotations and stereotypical and negative evaluation of police work. Norm images have an analytical value, because (1) the images are contextualized within and connected to the rule of law, (2) the images are sufficiently analytically flexible for a situational and relational interpretation of the cultural processes within the police organization, and (3) the notion theoretically presupposes the resistance strategies of social actors against the norm images. The article illustrates the theoretical value of norm images by focusing on the dominant images of the ‘trustworthy’, ‘neutral’ and ‘loyal’ police officer.

De film Project X en de rellen in Haren (2012)

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 1 2016
Trefwoorden Film, public imagination, public safety, Riots, Youth
Auteurs Heidi de Mare
SamenvattingAuteursinformatie

On September 21th 2012, a sweet sixteen party in Haren (a Dutch village), announced on Facebook as PROJECT X Haren, turned into a riot in which youngsters clashed with the police. The blame was put on the film Project X (2012) that would have inspired adolescents to become aggressive and violent. However, like other adolescent comedies, this movie offers an insight in the adolescent state of mind, the role of humor and their lack of risk assessments. Much violence is (harmless) slapstick-like, boundaries are exceeded (sex, alcohol, drugs) and transgression is often directed against parents, teachers and the police. What is tested in the adolescent imagination is the public order. Film functions as a symbolic rite of passage, with carnivalesque inversions. Reacting in Haren on this adolescent state of mind with an administrative prohibition (‘there is no party’) confirmed the juvenile joke. Acting as if it is not a party but a huge disaster (by enlarging police forces) contributed to make the riot a reality that the youngsters themselves never imagined. The commission of inquiry recommends taking serious film and other forms of public imagination, because they contribute to our understanding of reality, especially concerning the perceptions of societal actors.

Positieve veiligheid. Een theoretische analyse van een omstreden begrip

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 2 2015
Trefwoorden Positieve veiligheid, geschiedenis, begripsanalyse, kritiek, ethiek
Auteurs Gerben Bakker
SamenvattingAuteursinformatie

The concept of positive security appears more and more often in academic and public discussions. It presents a normative agenda for a non-repressive approach of security. In the article, it is claimed that the concept and its implications lack fundamental clarity. First of all, it is illustrated that the meaning of positive security primarily develops on the renouncement of negative security. Second, a historical comparison between the discipline of international relations and criminology discloses that different meanings have been assigned to positive security that seem at times at odds with each other. These frictions substantiate the view that it is problematic to accept positive security as an unequivocal recipe for change. Finally, the consequences of the disseminated structure of meaning are discussed in relation to the ambition of reform that positive security represents. For example, advocates of positive security do not seem eager to commit themselves to very clear normative views. This makes it difficult to really pin down what the suggested changes underlying positive security, are truly implying. Moreover, positive security invites us to extend the horizon of security politics to include various kinds of positive needs and values. But doesn’t this take us back to the initial criticism that the reach of the security concept has extended too much, covering virtually every aspect of life?

Burgerparticipatie en ‘crafting’ in het lokale veiligheidsbeleid

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 1 2015
Trefwoorden neighbourhood professionals, crafting, citizen participation
Auteurs Marco van der Land en Bas van Stokkom
SamenvattingAuteursinformatie

An increasingly large degree of ‘public craftsmanship’ is demanded from professionals working in neighborhoods where citizens actively participate in security issues. The central question in this article is what role these neighbourhood professionals – mostly civil servants, (community) police officers and welfare professionals – play in facilitating and supporting civic projects in the field of security, how they create their ‘own’ social order outside of the formal policy domain of the organizations involved, and how they keep the public interest in mind. On the basis of three types of neighbourhood based projects – Neighbourhood Watches, ‘The Neighbourhood Governs’, and Residential Budgets – questions about the improvising and ‘crafting’ work of professionals are explored in this article. Such work is much needed in order to successfully establish connections between the different parties involved, navigate between the interests of citizens and organizations, recruit civilians while simultaneously amending their aspirations and expectations, safeguard public interests and ensure the progress of projects. Some professionals back away from these additional tasks and responsibilities they are increasingly face with. In many neighbourhoods much more is required from professionals however than the traditional roles as they were once defined by police, welfare and municipal organizations. In particular, the ‘new’ crafting professionals need to be able to deal with unreasonable expectations of ‘angry citizens’ who tend to dominate citizen participation in local security issues, act impartially and be accountable to the larger public, show personality and street credibility, and, finally, be attentive to unequal outcomes with regard to the distribution of safety and security projects in neighborhoods and districts.

Jihadgang naar Syrië: een wetenschappelijke benadering

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 4 2014
Trefwoorden Jihad, Foreign fighters, Syria, radicalisation
Auteurs Nick Platje Msc
SamenvattingAuteursinformatie

This article describes a qualitative inquiry into Dutch people going to Syria for participating in Jihad. The inquiry compares theoretical findings with empirical facts, based on a content analysis and a document analysis, completed with ten depth-interviews. The results show that a combination of scientific findings on radicalisation and foreign fighters explains the jihad movement to Syria partly. The results also show that some factors, which have not recently be examined scientificly, are crucial for the character and extent of the movement towards Jihad.

The economic analysis of (potential) disasters is an important method to determine the efficacy and efficiency of investments in disaster prevention and mitigation. The Dutch National Risk Assessment (NRA) provides an integrated, whole-of-government and all-hazard approach to Dutch national security. The strategy does not only intend to identify capacity gaps and define measures regarding individual threats and risks, but also to enhance capability planning and policy development concerning overall national security. The approach is multi-disciplinary and based upon scenarios which are evaluated and graded in terms of impact and likelihood according to a unified scoring method. Economic impact is one of the criteria in the NRA risk assessment methodology. This article provides a review of the (applied) scientific literature of the many economic tools and methods that have been used worldwide to estimate the (potential) impact of disasters and provides concrete applications at the micro and macro levels to Dutch cases and scenarios that were developed during the five annual cycles of the NRA's existence (2007-2011). We discuss pros and cons of applied methodologies.

Burgers voor/tegen burgers: buurtwachten in Nederland en hun verbindingen met bewoners, politie en gemeente

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 2 2013
Trefwoorden citizen watches, citizen participation, local public safety, local governance, The Netherlands
Auteurs Marco van der Land
SamenvattingAuteursinformatie

During the last decade the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. Citizen watches make a great case for examining the tension between the need for the Dutch government to maintain control over local safety issues and the strivings of citizens to contribute to local solutions in a more or less autonomous way. This paper examines the question to what extent citizen watches can contribute to the governance of local safety in a meaningful way. The Dutch government has been appealing strongly for more citizen involvement in public matters for some time, but is unclear about how municipalities and the police should respond to active citizens. The paper describes two different ways in which citizens can realize such an involvement i.e. either in a predominantly top-down fashion, in which the municipality and the police take a strongly directive approach towards citizen watches or in a more bottom-up oriented way, in which citizen watches are well embedded in local systems of informal social control. The paper argues and explains that both approaches have advantages as well as disadvantages regarding the way they support new forms of governance and cooperation between citizens and the state. It suggests that formal authorities can contribute to the self-reliance and collective efficacy of neighbourhood residents with regard to local public safety if they make a better effort of combining the pros of both approaches.

‘Een loverboy laat niet los’

Slachtoffers van loverboys in beeld

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 1 2013
Trefwoorden Loverboys, Revictimization, Youth prostitution, National human trafficking, Youth care
Auteurs Rianne Verwijs, Arnt Mein en Marjolein Goderie
SamenvattingAuteursinformatie

In this article, the concept of ‘loverboys’ is discussed and characteristics and needs of victims are described. The term ‘loverboy’ refers to a person who uses a specific method of human trafficking of mostly girls and young women. The methods involve recruitment and grooming of the girl by contacting and seducing her by means of (the promise of) a romantic relationship, with the aim of exploiting the victim sexually and financially or use her as a drug mule or otherwise. The loverboy concept is not a new phenomenon, but the traditional image of a loverboy as a charming young man operating on his own is outmoded. Victims of loverboys form a broad and diverse group, but share certain characteristics that make them vulnerable, such as attachment issues, traumatic (sexual) events in their childhood and, to a lesser extent, intellectual disability. More insight is needed in the underlying mechanisms of repeated victimization − a serious issue with loverboy victims − and how this can be prevented. Regarding loverboy victims as a specific type of national human trafficking or youth prostitution instead of isolating it as a new phenomenon, is a first step in accomplishing this.

De strafrechtelijke bescherming van jongeren tegen seksuele contactlegging

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 2 2011
Trefwoorden teenagers, sexual activities, legal protection, criminal law, discourse analysis
Auteurs Juul Gooren
SamenvattingAuteursinformatie

Teenagers between twelve and eighteen years of age are protected by Dutch criminal law against sexual encounters that can be described as ‘voluntarily’. If teenagers are approached without force or approach a person themselves autonomously they are thus protected against such contact, but they could have played a sexual active role nevertheless. How do the alleged offenders in these criminal cases make contact and how are the punishable interactions possible considering the facilitative role of the victim? This paper will deal with the way the officials of the police and justice departments value sexual contacts with youngsters in a diverse range of settings. The crucial question is how the professionals dealing with the protection of youngsters and at the same time safeguarding the legal rights of offenders come to their juridical deliberation.

Slachtofferschap van online oplichting nader onderzocht

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 4 2010
Trefwoorden Online oplichting, Slachtofferschap, Slachtofferenquête, Lage zelfcontrole
Auteurs Johan van Wilsem
SamenvattingAuteursinformatie

Consumer fraud seems to be widespread, yet little research is devoted to understanding why certain social groups are more vulnerable to this type of victimization than others. The present paper deals with internet consumer fraud victimization, and uses an explanatory model that combines insights from self control theory and routine activity theory. The results from large-scale victimization survey data among the Dutch general population (N=6,201) reveal that people with low self-control run substantially higher victimization risk, as well as people performing ‘risky’ routine activities, such as online shopping and participation in online forums. Though a minority share of the self-control-victimization link is indirect – because people with low self-control are more involved in risk-enhancing routine activities – a large direct effect on internet fraud victimization remains. This suggests that, within similar situations, people with poor impulse control respond differently to deceptive online commercial offers.

Inbraakpreventief advies in België

Tijdschrift Tijdschrift voor Veiligheid, Aflevering 3 2009
Trefwoorden preventie, woninginbraak, slachtofferschap, sociale ongelijkheid
Auteurs Leen Symons, Johan Deklerck, Dave Gelders e.a.
SamenvattingAuteursinformatie

Since the mid-90s, people can obtain ‘burglary prevention advice’ in Belgium, which means that a burglary prevention adviser will carry out a free assessment of the dwelling regarding the protection against a burglary and will recommend security measures as needed. In 2008, a large-scale survey by postal mail, commissioned and financed by the Belgian Ministry of Internal Affairs, was conducted to examine three main questions concerning burglary prevention advice in Belgium. Firstly, who receives a burglary prevention visit, or in other words what are the demographic characteristics of the citizens who obtain advice? Secondly, what is the extent to which these persons are satisfied with the visit and which elements, related to the advice, are associated with this (dis)satisfaction? Finally, do these citizens implement the proposed prevention measures and what is the role of the financial incentives (e.g. a tax deduction and an investment subsidy) concerning this implementation? Using a stratified random sample, 2,123 citizens were selected of whom ultimately 1,193 persons answered and returned the questionnaire. This paper presents the main findings of this study. We will also draw attention to the risk of an increased societal dualization and exclusion in the field of community safety when burglary prevention becomes predominantly the responsibility of the individual. The results of our survey for instance suggest that certain groups in society, namely the lower educated, tenants and apartment dwellers, are insufficiently sensitized to call upon these advisers. Furthermore, mainly the higher educated and those with higher incomes plan to make use of the possibility of tax deduction.
