Little is known about (former) partners of 1%motorcycle club members. Social professionals working with victims of domestic violence in shelters have regular encounters with these mostly female (ex-)partners. In this exploratory contribution we wonder what is known about domestic violence amongst people with (ex-)partners of 1%motorcycle club members and the consequences of the involvement of a motorcycle club for tackling this violence. Based on thirteen semi-structured interviews with social professionals working in a shelter, external professionals and (ex-)partners, the link between domestic violence and membership of a motorcycle club could not be verified. What this research does show is that safety is the number one priority in working with these (ex-)partners. Furthermore, it shows how complex it is to assess the seriousness of potential threat coming from these 1%motorcyle clubs. Further research on domestic violence in environments associated with organised crime and the cooperation between the judiciary system and social professionals is needed to improve safety and wellbeing for this specific group. |

Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers. |

Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected. |

In this article the following question is answered. What is the modus operandi of human smugglers that smuggle Syrian migrants to the Netherlands in de period 2014-2016? Content analysis of police and Royal Marechaussee files, interviews with experts and Syrian migrants and literature research has revealed that: Syrian migrants in first instance use the South-Eastern route overseas from Turkey to Greece, for which they pay 1200-4000 euro to a smuggler, depending on the quality of the boat. From Greece some travel over land on the Balkan route. Several means of transportation are used on this route, with smugglers asking prices ranging from tens to hundreds of euros. Also they travel large parts on their own. Others are smuggled by airplane, for which they need (false) documentation. Smuggling by plane tends to be successful when departing from a small airfield, when made a detour through visa-free countries and/or a good quality (false) travel document. Prices range from 2.000 to 14.000 euros. Migrants mostly pay cash through irregular ‘banks’, a third party that plays an important facilitating role within several smuggling networks. These networks consist of several cells, with in these cells leaders and ‘employees’ and are located on migration routes and ‘hubs’ like Istanbul, Athens and Milan. The South-Eastern route is mostly in hands of Turkish criminal networks, and the continuation of the journey by airplane or through Milan over land is in hands of Syrian Dutch smugglers, the Balkan route seems to be mainly operated by individual smugglers. Within these smuggling networks the most important roles are: the recruiter, who is responsible for making contact with migrants on migration hubs or social media. The organizer/leader who coordinates activities along the smuggling route and calls employees to account. And finally the driver. Responsible for transporting the migrants and instructing them. Based on these findings several recommendations were made that can be found in this article or full research rapport. |

The aim of the article is to analyse the correlations between social cognitive factors and behaviour that increases resilience by police officers and to assess in which way intention mediates the possible correlations. The study was based on Ajzen's theory of planned behaviour. A cross-sectional survey study was conducted in which 1.799 police officers in the Netherlands completed a questionnaire. Data was also collected by organising qualitative expert meetings with police officers. The data has been analysed using linear regression. The results show that intention had the highest correlation with behaviour that increases resilience and mediates the correlations of the social cognitive factors partially. Perceived behavioural control and attitude also had a direct correlation with behaviour that increases resilience. Subjective norm had a weak correlation with behaviour. This is the first study which tested TPB for behaviour that increases resilience by police officers. Because the design of this study was cross-sectional, more research is needed to better understand the causal relations between social cognitive factors and intention with behaviour that increases resilience by police officers. |

This is an ethnographic evaluation study on a train the trainer programme (Diamant) for the prevention of political radicalisation among young Muslims in the Netherlands. Especially the training of independent judgement on moral issues looks promising to overcome cultural disorientation. Its preventive power for radicalisation is unclear since there were no radicals among the participants of the training. |

In this article, the concept of ‘loverboys’ is discussed and characteristics and needs of victims are described. The term ‘loverboy’ refers to a person who uses a specific method of human trafficking of mostly girls and young women. The methods involve recruitment and grooming of the girl by contacting and seducing her by means of (the promise of) a romantic relationship, with the aim of exploiting the victim sexually and financially or use her as a drug mule or otherwise. The loverboy concept is not a new phenomenon, but the traditional image of a loverboy as a charming young man operating on his own is outmoded. Victims of loverboys form a broad and diverse group, but share certain characteristics that make them vulnerable, such as attachment issues, traumatic (sexual) events in their childhood and, to a lesser extent, intellectual disability. More insight is needed in the underlying mechanisms of repeated victimization − a serious issue with loverboy victims − and how this can be prevented. Regarding loverboy victims as a specific type of national human trafficking or youth prostitution instead of isolating it as a new phenomenon, is a first step in accomplishing this. |

Based on state-of-the-art scientific knowledge, this article reviews the physical aspects of firefighting in relation to physical safety. Firefighting is known to be one of the most demanding occupations. Based on the ‘Occupational Demands Model’ the (physical) strain of firefighting is described. The physical demands of firefighting are determined by a combination of firefighting-specific efforts, the use of personal protective equipment and enviromental and climatological conditions. The effects on the firefighter depend on his/her health and fitness status as well as on his/her hydration and nutrition status and influences the repressive job performance. If the demands and the effects are not in balance, personal safety, health and effectivity of the firefighter’s deployment are in jeopardy and hence his/her physical safety. In the second part of the paper, the relationship between the physical demands of firefighting and health, fitness and deployability of firefighters are described. Finally, a method of maintaining deployability prior to, during and post firefighting activities or training through active recovery is described to improve the preparedness of the individual firefighter. |

On January 1, 2009 the Temporary Restraining Order Act entered into force allowing mayors to impose a ten-day restraining order on potential perpetrators of domestic violence. This restraining order, which may be extended to 28 days, prohibits the perpetrator from entering his or her house as well as from contacting the persons staying behind in the home (partner, children, or other members of the household). In order to impose a temporary restraining order, risk factors relating to the perpetrator, the incident, and the family have to be assessed using a domestic violence risk assessment tool (RiHG).The immediate cause to introduce the Act was to enable mayors to take action in situations that, before, would not have given police just cause to intervene because no offences had (yet) been committed. However, evaluations show that temporary restraining orders are mainly imposed in conjunction with criminal proceedings. Yet, researchers suggest that the temporary restraining order may be imposed as a truly preventive measure in a large amount of situations that until now have not been considered (for instance, situations that have not escalated into physical violence). This article examines whether such preventive restraining orders exist within a sample of imposed orders and if so, what characteristics they share.Results show that truly preventive restraining orders are extremely rare. Closer inspection of cases that according to the available risk assessment were not notably violent showed that most of these cases could not be regarded as cases of truly preventive restraining orders. The discussion of the article focuses on the implications of these results for the suggestion that a large number of situations could be suitable for imposing a preventive restraining order. |

In the Dutch health care the importance of reporting adverse events is increasingly recognized. Reporting adverse events is seen as a valuable instrument to assess and improve the quality and safety of patient care. It is widely acknowledged that health care practitioners (physicians, nurses) should be able to report adverse events blame free, to prevent that information reported to improve the quality and safety of care is used for other purposes (e.g. to punish the reporter of other persons involved). Several parties have proposed to enact legislation to protect health care practitioners who report adverse events. In other sectors of the Dutch society, as well as in other countries, such legislation already exists. This legislation may serve as an example for legislative action in the area of Dutch health care. |
