    Several authors fear that the expansion of Dutch mayors’ executive powers in the field of safety and security will harm their position as non-partisan and consensus-oriented leaders. Empirical research into how mayors use their powers, however, is still rare. From a leadership perspective, the current article analyzes how mayors in the region of South East Brabant in Netherlands use their administrative power to close homes involved in drug-related crime. Drawing on Fischer’s framework of discursive practices, we analyze mayors’ considerations in terms of the argumentation they provide for closing homes. Our analysis, which draws on interviews and document analysis, covers 27 cases from the police region of South-East Brabant and includes 120 considerations. Our findings indicate that mayors vindicate home closures mostly through policy-derived technical and situational argumentations. Vindications that aspire a particular societal effect, such as the reduction of criminal activity, or ideological motivations are rarer, which is indicative of a non-decisive leadership style. In addition, mayors mostly respect the local closure policies. As such, they show very little decisive and individualistic leadership. And, to the extent that they deviate from agreed-upon regional policies, their motivation is to be able to take into account unique local circumstances. In the use of their administrative powers mayors, thus, show mostly situational and adaptive leadership, which, rather than as visionaries, positions them as caretakers. The leadership style of Dutch mayor in the use of this administrative power is, thus, much more in accordance with their traditional bridging-and-bonding leadership style than some authors suspect. Some of the limitations of our study are that we have analyzed closure decisions from one region only and that real-life decisions are susceptible to contextual influences. At the same time, our study provides a rare insight into real-world mayoral leadership in the Netherlands in the field of safety and security.

    In the Netherlands, over the past 25 years mayors have had an increasing number of formal powers, based on administrative law, to fight against crime and disorder. Now, the Dutch mayors have the power to impose a restraining order, to close houses in case of drugs and/or drugs trade, or to decline a request for a permit when it might be used for illegal activities.
    To implement these measures, the local government is highly dependent on (information provided by) the police. At this moment we do not have much information about this cooperation between local government and the police in the management of crime and disorder. This paper is based on an empirical study concerning this issue. It shows that the inter-organizational cooperation between local government and the police may differ strongly, however this cooperation still often depends on central factors and circumstances. An important factor is the (growing) distance between the police and local government in regard to the local approach of problems of crime and disorder. A significant number of local police officers concentrates mainly on the maintenance of law and order by criminal law enforcement instead of the implementation of administrative measures. As a result, local government is often unsatisfied about the contribution of the police. For example, the quality of the information provided by the police is often perceived as insufficient. In some cases local governments try to diminish the degree of interdependency with the police and to strengthen their own position in the local safety domain.

    The Dutch Regional Fire Services collectively aim at preventing fire, casualties and damage. The main activity is informing citizens about fire risks and the appropriate measures they can take. From both a political and social perspective, it is valuable to know what the return of the Community Fire Safety program is. One way to chart the return of the program is a comparison of the cost of, and society’s willingness-to-pay for, the program. To estimate this willingness-to-pay, this article applies the contingent valuation method to a national representative sample of 806 Dutch citizens. The results show that willingness-to-pay of an average Dutch household is estimated to be between € 25.00 and € 35.67 per year provided the Community Fire Safety program improves the fire safety by 10%. At the national level, this amounts to 200 – 270 million euro annually. This value is seven to ten times more than the approximate costs of the current Community Fire Safety program.

    Since the 1970s social integration of the police has been considered as a key element of the Dutch police. This article focusses on the question of the relevance of social integration of the contemporary police. The article is based on interviews with present and former strategic leaders of the Dutch police. This study shows that social integration is still often considered to be a highly important value for the Dutch police, particularly with regard to the growing polarisation in society. However, some of the police chiefs also express their disapproval of the concept of social integration; in their view the concept reminds us of the past. Also, police chiefs are critical of the value of the concept because of its supposed geographical focus. The paper shows that this criticism can be understood as an interpretation of social integration in terms of ‘neighbourhood policing’ and as an operational police strategy.

    Following a crisis, questions are often raised about how this crisis could have happened and whether someone is to be blamed for the crisis or its bad management. The blame game can become fierce as actors try to avoid, shift or mitigate blame in order to stay in office. In 2014, a festival took place in Haaksbergen where a monster truck drove into the audience, killing three people and injuring many others. Not enough safety measures had been taken to prevent the tragedy. Many actors were to blame for that, including the local authority which had granted the permit. Other actors blamed for the events were the mayor, the monster truck driver, and the organization organizing the festival. In the end, the mayor of Haaksbergen resigned. Instead of becoming more accommodative in his response as his blame levels increased, the mayor continued to be quite defensive, stating that the permit would be granted again – even with today’s knowledge. As one council member stated it, one cannot defend something which cannot be defended.

Het succes van social engineering

    Social engineering is the usage of social manipulation and psychological tricks to make the targets assist offenders in their attack. This paper aimed to discuss the success of social engineering attacks and interventions in an organisational setting. Three kinds of social engineering experiments were discussed, each using a different modality (i.e. face-to-face (f2f), email and telephone). In each experiment, the targets (i.e. participants) were persuaded to perform actions that contribute to their victimisation.
    A portion of the participants in both the f2f and telephone experiment received an intervention to reduce victimisation. The conclusion is that awareness raising about dangers, characteristics and countermeasures related to social engineering proved to have a significant positive effect on protecting the target. The results of these experiments allow practitioners to focus awareness campaigns to maximise their effectiveness.

    The Dutch Police Act provides the police with the legal power to gather information about a person on the internet as long as this does not cause more than ‘a limited violation of privacy’. If the police are gathering more information about a person they need a special legal power laid down in the Dutch Code of Criminal Procedure. The dividing line between ‘a limited violation of privacy’ and ‘more than a limited violation of privacy’ is not always clear. The legislator is preparing a new piece of legislation to provide the police with more clarity. This article discusses the suggested law article with respect to the gathering of information from open sources. Furthermore, this article suggests to not only regulate the amount of information the police are gathering but also the kind of tools that the police use (simple search machine versus an advanced web crawler).

    The ‘fear of crime’ is a buzzword among citizens, media, politicians and professionals by now. But the phenomenon seems to be as intangible as it is important. The struggle of professionals with this concept is the result of a too wide and self-evident problem definition. This article contains an alternative approach. The focus is on disturbed fear of crime: a negatively changed and problematically experienced fear of crime on the level of the neighborhood.
    Through a review of the literature and previous research, we work towards this concept and apply it to the neighborhood of Kerckebosch in the municipality of Zeist in the Netherlands. As during 2014 the local quantitative indicators for ‘the fear of crime’ rose from 7% of the local population indicating to ‘sometimes feel unsafe’ to 22%, while the rest of the municipality remained quite stable. Additionally, several local professionals received complaints of multiple local inhabitants claiming to ‘feel unsafe’ in the neighborhood. Our research question was: What explanations for their ‘disturbed fear of crime’ do local inhabitants of the neighborhood Kerckebosch give?
    It was highly plausible that this local rise of the fear in Kerckebosch was connected to the social re-engineering of the neighborhood, but the exact nature of the quantitative rise was unclear. Therefore, we have interviewed 25 local inhabitants. Qualitative analyses showed the local rise of ‘the fear of crime’ to be the result of: (I) physical characteristics of the neighborhood; (II) events of burglary and intimidation from the past; (III) the presence of loitering youths and – primarily – (VI) a backlash of social integration as a side effect of the social re-engineering of the neighborhood. These qualitative explanations to the observed quantitative discontinuity led to several policy advises, which were based on international effect studies.

    Urban nightlife areas are widely renowned for their emotionally charged nature, affording greater opportunities for transgressions of social norms compared to daytime contexts. Yet, the ways nightlife consumers experience safety in the public spaces of nightlife areas has received limited attention in the academic literatures. This article approaches experienced safety in the public spaces of nightlife areas as emerging from encounters between human and non-human (material, social, cultural) elements grounded in time and space. Such elements include the characteristics of the built environment, the design of public space, police presence, lighting and also first and secondhand experiences and popular media discourses more generally. We hypothesized that encounters between such elements necessarily renders some ambiguity in experienced safety, in the sense that the effect of a particular element on experienced safety is always coproduced in the unfolding encounter. By drawing on a series of interviews with Dutch students in Utrecht, various types of ambiguity are shown to exist depending on both the particularities of the situation at hand and based on differences between individual circumstance and life course. Ambiguity is also shown to exist in the sense that mentioned elements may both comfort and alarm participants at the same time. Our findings infer that we should implement ‘safer nightlife’ initiatives that are tailored to particular contexts, situations and publics. The results also suggest that current interventions seeking to stimulate safety in urban nightlife settings might not be as successful in reducing/enhancing (un)safety as (popular) policy and media discourses have suggested.

    Like many other European countries the Netherlands experienced a major influx of refugees in the fall of 2015. A majority of the population supported providing shelter to the refugees, but not without worries and anxieties about the effects of that influx, which sometimes lead to limited, local forms of social unrest. A study was started to shed more light on the worries and fears that existed in the population, on the assumptions these were based upon and on whether these worries and fears could lead to social unrest on a larger scale. The study was explorative, based on an eclectic, multi methods approach. The findings show that worries and anxieties were not limited to those who were opposed to the influx of migrants, but existed among supporters as well. The worries and anxieties were of a diverse nature, on topics like security, livability, economics, perceived (in)justice and socio-cultural aspects of life. A clear, credible answer or policy from the government was missed. When compared to the findings of earlier studies on the influx of migrants, some worries and anxieties seemed closely connected to what might be expected, in other cases a distinct ‘disconnect’ was found. These could be understood however when distorting mechanisms were taken into consideration that have been described in studies of more general security perceptions. As the worries and anxieties on the influx of refugees resonated other existing worries, anxieties and fears in society, a ‘cocktail of concerns’ was created that, given the right trigger, could have led to social unrest on a larger scale.

    The Mobile Security Monitor (MSM) is a form of migration policing in the border areas of the Netherlands, carried out by the Royal Netherlands Marechaussee (KMar). The MSM has a complex legal and policy framework, merging migration control aims with certain elements of crime control. This raises the question how the officers carrying out the MSM interpret the exact aim of the instrument and their own accompanying powers and what this means for the way they carry out their task. Our results show that many officers see ‘catching criminals’ an important part of their job and that in order to achieve this, they sometimes make ‘creative use’ of their wide-ranging powers. Although similar results have been found in research with the police, KMar officers differ because of their ability to combine migration law and criminal law powers. This fits in with the process of crimmigration and the broader tendency of ad-hoc instrumentalism, which refers to a way of thinking about law and legal procedures in which the formal distinction between legal domains is considered less important and criminal justice actors can freely choose the most effective instrument to deal with the situation at hand. This means that the formal ground for a decision is not always transparent, especially not for people that are subjected to the MSM. Moreover, criminal law enforcement contains many more legal and procedural safeguards than administrative controls.

    This paper tries to answer the question why defendants use violence against police officers and whether, and if so how, they construct justifications for their own behavior. The study consists of an analysis of the situational aspects of violence against police officers and the characteristics of suspects. In addition, some suspects were interviewed about the incident in which they were involved. They were asked what their perception of the situation was, and what the background of the violence was. They were also asked for their opinion on the image of the police in general, and for their knowledge and perception of the relevant laws and regulations. The conclusion is that the motives for violence against a police officer lie in their belief that all men, police officer or not, are equal and should be treated with respect. Suspects feel treated unfairly and disrespectfully by police officers. Suspects feel that in such cases they are entitled to use force. Suspects are not aware of the differences between their own rights and responsibilities in such a situation and the authority that police officers legally have to use of force in order to perform their legal tasks.

    This article reports on a conceptual model that provides insight into the relationship between Twitter use by community policing officers and citizens’ safety perceptions. The model has been tested using data from a relatively large-scale survey study and these results are supporting the model. Furthermore, a small impact of Twitter use has been found on feelings of safety and judgments about the police. To confirm these findings, further research on a larger scale is necessary. To find out more about the exact positive and negative effects of Twitter use by community policing officers, a more experimental design is required.

    In police practice and science, police culture is often seen as having a significant influence on the behavior of police officers. With his article Police (canteen) subculture, Waddington challenged this perspective in 1999. He argued that the expressive talk in the canteen is an area of action that is separated from the behavior on the street. This led to a discussion in the police literature about how to interpret the relation between police culture and police behavior. In this article this discussion is enriched with new empirical research. This research resulted in 22 patterns that police officers use to make sense of their environment in order to act in that environment. A distinction is made in three environments: organization (canteen), street (surveillance) and situation (encounter with citizens). The distinction in different environments for sensemaking helps to re-interpret the relation between police culture and police behavior and shows that police culture and police behavior are related in rather complex ways. Police culture influences the behavior on the streets through the cultural knowledge they share in the canteen, and which they use to make sense of concrete situations in which they have to act. At the same time, the point made by Waddington seems also true. The patterns of interaction between police officers have also a function in affirming their worldview and beliefs, regardless of their behavior on the streets. His perspective is just to one dimensional. A multidimensional view on the relation between police culture and police behavior is preferable if we want to understand the relation between police culture and police behavior.

    In the traditional understanding of police culture as well as in the criticism against the use of the concept of ‘police culture’, not much attention has been paid towards the influence of the representation of police work and crime in the media. Although since the pioneering studies in the sixties and seventies of the last century it has been made clear that police work is not limited to dealing with crime and criminal justice, the mass media for decades have presented a completely different image: one of thrill seeking and hardcore action. Police officers themselves tend to ‘sensationalize’ their work. Police culture is no longer understood as a deterministic coping mechanism, but is rooted in active and constructive participation of police officers. As a consequence we must pay attention to representation of ‘the police’ by the media and ask ourselves how identity work by police officers is influenced by the representation of crime and the police in the (new) media.

    This article scrutinizes the forces that are at play during the work of police officers in the Netherlands in order to unravel how they shape and give meaning to police officers’ workaday practice. By doing so, we contribute to scholarly debates in the fields of criminology and public administration and give a new impulse to the Dutch debate on policy culture. Using insights from the literatures on police culture, policing, police morality and police styles as theoretical background, an empirical study was conducted using fifteen focus groups with a total of 83 police officers working at street-level as main method of data collection. After analyzing the transcripts through an iterative coding process, four main forces that influence police officers’ workaday practice emerged from the data, partly confirming and partly expanding existing research: 1) environment and public; 2) group culture; 3) organization and its supervisors; and 4) personal factors. However, by acquiring a deeper understanding of these forces in relation to each other and to their workaday practice, police officers’ ‘moral resilience’ will increase: it will help them to act well-considered, strengthening their ability to explain the logic of their actions.

    This paper focusses on the cultural aspects of rural policing by analyzing the stories of rural police officers. It shows that some central elements can be found in these stories. The core element of these stories is the constructed contrast with the imagined urban police: the rural police are said to be better integrated in the local communities, have more personal and direct relations with citizens, and have other strategies to solve problems. Rural officers often feel that they are seen and treated as inferior police. In contrast to this image they emphasize that they are more competent and have better methods of policing than the urban police, by avoiding the use of violence and escalation. These stories are an important way to construct an identity as rural police. They become more manifest at the moments that the specific identity of the rural police is under threaten.

    On September 21th 2012, a sweet sixteen party in Haren (a Dutch village), announced on Facebook as PROJECT X Haren, turned into a riot in which youngsters clashed with the police. The blame was put on the film Project X (2012) that would have inspired adolescents to become aggressive and violent. However, like other adolescent comedies, this movie offers an insight in the adolescent state of mind, the role of humor and their lack of risk assessments. Much violence is (harmless) slapstick-like, boundaries are exceeded (sex, alcohol, drugs) and transgression is often directed against parents, teachers and the police. What is tested in the adolescent imagination is the public order. Film functions as a symbolic rite of passage, with carnivalesque inversions. Reacting in Haren on this adolescent state of mind with an administrative prohibition (‘there is no party’) confirmed the juvenile joke. Acting as if it is not a party but a huge disaster (by enlarging police forces) contributed to make the riot a reality that the youngsters themselves never imagined. The commission of inquiry recommends taking serious film and other forms of public imagination, because they contribute to our understanding of reality, especially concerning the perceptions of societal actors.

    This article demonstrates the influence of intellectual debate in policy paradigm changes. In response to piracy around the Horn of Africa, Dutch naval forces have participated in NATO and EU counter piracy operations since 2008. Although successful, also self protection measures by the merchant ships are required to provide security to individual ships. Since 2008 Dutch ship owners have advocated to amend legislation to allow private armed security teams (PAST) for individual protection, similar to policies by most foreign countries. Because of sensitivities concerning the private use of arms, policymakers, politicians, stakeholders and advisors have circumvented the issue. Instead of addressing the question of self defense, the paradigm of state monopoly for violence and the state’s obligation to provide security, made individual protection by embarked military teams to develop as a governmental service at levels that turned out to be unachievable for the armed forces. This policy caused several types of friction. Currently, the only acceptable solution seems to be to allow PAST and legislation is being prepared accordingly. A successful paradigm change however can only be achieved if an adequate new paradigm is constructed by intellectual debate. (Hall, Visser & Hemerijck) So far this debate has been too limited in scope. Debate has been state centric and focused on legal views and regulation. To resolve friction, additional analysis of differing roles by the state and individual entrepreneurs is required. Such analysis argues that the state severely reduces individual protection and politicians decide on the fundamental question of self defense by ships at the high seas.
