    Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods.
    Both in literature as in public policy practice, neighbourhood prevention and crime detection in general is addressed. However, less attention is spent on the role and impact of data and digital technology. We propose this is an issue because the emerging digital technology regime requires a new conceptual view wherein citizen initiatives are no longer perceived as merely instrumental to government interventions, but are understood as coproducers of public safety in their neighbourhoods, as part of a broader societal shift in which citizens are enabled by digital technology to organize their own data environments. Based on the introduction of digital coproduction, we illustrate four case examples to explain which opportunities for safety professionals and local governments arise to create a policy regime that suits the emerging digital technology regime.

Is digitale buurtpreventie een goed instrument voor burgeropsporing?

    It is often assumed that digital neighbourhood watch groups lead to more emergency calls and more arrests by the police. This article revolves around the question whether or not these groups actually contribute to reducing crime in the Netherlands. It does so by looking at recent studies and the results of researchers’ own ‘realist evaluation’ of the city of Rotterdam’s policy on digital neighbourhood watch. The latter includes a reconstruction of the program theory and ten case studies with different types of groups. The reconstruction of program theory revealed two main routes to crime reduction: 1) more emergency calls and more arrests by the police and 2) more social control. Chat histories have been studied and moderators, participants, non-participants and professionals were interviewed on their perception of active mechanisms and on the efficacy of their group. None of the respondents believed their group led to an increased number of arrests, but interviews and chat histories show that crime can be reduced by means of social control. Social control by neighbours limits the opportunity for crime and disturbs criminal acts. Other studies in the Netherlands support this finding. The article closes by putting digital neighbourhood watch in a citizen’s perspective with suggestions to improve the efficacy of digital neighbourhood watch groups and the notion that for citizens, crime reduction is not the only or principal goal.

    Undermining has become a buzz-word in Dutch politics and security governance. On national and local level there is great concern about the disappearing lines between the legal and illegal world, which affects the democratic order and rule of law in the Netherlands. Hence, everything possible should be done in order to combat the creeping threat of undermining. However, what is undermining actually? And why has the concept become so popular now? In this contribution, the authors will consider those and other relevant key questions about the rise and effect of the undermining concept to provide more conceptual clarity. By critically reflecting on undermining as a speech act, that is ‘underminization’ (cf. securitization), and based on empirical research, the authors suggest that there are two discourses at work that hinder the effectivity of the concept: one is specifically focused on the drugs industry with its illegal activities and one broadens the concept into unlawful and undesired developments that interfere with societal stability. The authors conclude that the concept of undermining may mobilize at policy level, yet seems to paralyze at operational level.

    The promises of Big Data, predictive policing and artificial intelligence hold a key position in the public debate for quite some time now. Optimists tell that it is possible to predict where criminal events will occur before they take place. This would implicate a major shift towards a crime and insecurity preventive society, feeding on our cultural longing for a secure future. Therefore we give algorithms and deep learning access to more and more aspects of our lives. But how realistic and desirable is the application of Big Data techniques in the area of security?
    In this article we put focus on the research question ‘In which way can Big Data and predictive policing support good governance of security?’, that has led our study. By exploring the central concepts, the processes behind them and their results in the domain of public security, we conclude that there are only rather disappointing results from the application of these techniques: crime and insecurity have not dropped when the police and other organizations turned to Big Data techniques. Instead, many negative side effects occurred. We search for explanations in six central academic critiques on the application of these techniques in the area of security.
    We have found several ways to guaranty principles of good governance in the application of Big Data techniques, but these require a firm paradigm shift on Big Data in general. The heuristics of security professionals should not be overshadowed by technological promises: the professional should always be in the loop, must understand the way predictions come into existence and must be able to correct flaws and bugs of (semi-)automated decisions. We conclude that safeguarding public security must remain human work in which Big Data techniques can assist.

    In the Netherlands, over the past 25 years mayors have had an increasing number of formal powers, based on administrative law, to fight against crime and disorder. Now, the Dutch mayors have the power to impose a restraining order, to close houses in case of drugs and/or drugs trade, or to decline a request for a permit when it might be used for illegal activities.
    To implement these measures, the local government is highly dependent on (information provided by) the police. At this moment we do not have much information about this cooperation between local government and the police in the management of crime and disorder. This paper is based on an empirical study concerning this issue. It shows that the inter-organizational cooperation between local government and the police may differ strongly, however this cooperation still often depends on central factors and circumstances. An important factor is the (growing) distance between the police and local government in regard to the local approach of problems of crime and disorder. A significant number of local police officers concentrates mainly on the maintenance of law and order by criminal law enforcement instead of the implementation of administrative measures. As a result, local government is often unsatisfied about the contribution of the police. For example, the quality of the information provided by the police is often perceived as insufficient. In some cases local governments try to diminish the degree of interdependency with the police and to strengthen their own position in the local safety domain.

    National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
    To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
    Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
    A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
    Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

    The ‘fear of crime’ is a buzzword among citizens, media, politicians and professionals by now. But the phenomenon seems to be as intangible as it is important. The struggle of professionals with this concept is the result of a too wide and self-evident problem definition. This article contains an alternative approach. The focus is on disturbed fear of crime: a negatively changed and problematically experienced fear of crime on the level of the neighborhood.
    Through a review of the literature and previous research, we work towards this concept and apply it to the neighborhood of Kerckebosch in the municipality of Zeist in the Netherlands. As during 2014 the local quantitative indicators for ‘the fear of crime’ rose from 7% of the local population indicating to ‘sometimes feel unsafe’ to 22%, while the rest of the municipality remained quite stable. Additionally, several local professionals received complaints of multiple local inhabitants claiming to ‘feel unsafe’ in the neighborhood. Our research question was: What explanations for their ‘disturbed fear of crime’ do local inhabitants of the neighborhood Kerckebosch give?
    It was highly plausible that this local rise of the fear in Kerckebosch was connected to the social re-engineering of the neighborhood, but the exact nature of the quantitative rise was unclear. Therefore, we have interviewed 25 local inhabitants. Qualitative analyses showed the local rise of ‘the fear of crime’ to be the result of: (I) physical characteristics of the neighborhood; (II) events of burglary and intimidation from the past; (III) the presence of loitering youths and – primarily – (VI) a backlash of social integration as a side effect of the social re-engineering of the neighborhood. These qualitative explanations to the observed quantitative discontinuity led to several policy advises, which were based on international effect studies.

De smokkel van Syrische migranten naar Nederland

    In this article the following question is answered. What is the modus operandi of human smugglers that smuggle Syrian migrants to the Netherlands in de period 2014-2016? Content analysis of police and Royal Marechaussee files, interviews with experts and Syrian migrants and literature research has revealed that: Syrian migrants in first instance use the South-Eastern route overseas from Turkey to Greece, for which they pay 1200-4000 euro to a smuggler, depending on the quality of the boat. From Greece some travel over land on the Balkan route. Several means of transportation are used on this route, with smugglers asking prices ranging from tens to hundreds of euros. Also they travel large parts on their own. Others are smuggled by airplane, for which they need (false) documentation. Smuggling by plane tends to be successful when departing from a small airfield, when made a detour through visa-free countries and/or a good quality (false) travel document. Prices range from 2.000 to 14.000 euros. Migrants mostly pay cash through irregular ‘banks’, a third party that plays an important facilitating role within several smuggling networks. These networks consist of several cells, with in these cells leaders and ‘employees’ and are located on migration routes and ‘hubs’ like Istanbul, Athens and Milan. The South-Eastern route is mostly in hands of Turkish criminal networks, and the continuation of the journey by airplane or through Milan over land is in hands of Syrian Dutch smugglers, the Balkan route seems to be mainly operated by individual smugglers. Within these smuggling networks the most important roles are: the recruiter, who is responsible for making contact with migrants on migration hubs or social media. The organizer/leader who coordinates activities along the smuggling route and calls employees to account. And finally the driver. Responsible for transporting the migrants and instructing them. Based on these findings several recommendations were made that can be found in this article or full research rapport.

De burgemeester als crisismanager

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.

Burgerparticipatie en ‘crafting’ in het lokale veiligheidsbeleid

    An increasingly large degree of ‘public craftsmanship’ is demanded from professionals working in neighborhoods where citizens actively participate in security issues. The central question in this article is what role these neighbourhood professionals – mostly civil servants, (community) police officers and welfare professionals – play in facilitating and supporting civic projects in the field of security, how they create their ‘own’ social order outside of the formal policy domain of the organizations involved, and how they keep the public interest in mind. On the basis of three types of neighbourhood based projects – Neighbourhood Watches, ‘The Neighbourhood Governs’, and Residential Budgets – questions about the improvising and ‘crafting’ work of professionals are explored in this article. Such work is much needed in order to successfully establish connections between the different parties involved, navigate between the interests of citizens and organizations, recruit civilians while simultaneously amending their aspirations and expectations, safeguard public interests and ensure the progress of projects. Some professionals back away from these additional tasks and responsibilities they are increasingly face with. In many neighbourhoods much more is required from professionals however than the traditional roles as they were once defined by police, welfare and municipal organizations. In particular, the ‘new’ crafting professionals need to be able to deal with unreasonable expectations of ‘angry citizens’ who tend to dominate citizen participation in local security issues, act impartially and be accountable to the larger public, show personality and street credibility, and, finally, be attentive to unequal outcomes with regard to the distribution of safety and security projects in neighborhoods and districts.

    This article discusses the complex relations between the organizational fields of safety (i.e. disaster and crisis response) and security (i.e. crime prevention and public order), and the ways in which disciplinary and organizational boundaries make it difficult to come to a better integration or coordination in the safety and security domain. Based on results of a research project on cooperation and information-sharing between organizations in the fields of safety and security, the authors argue that it is not realistic to refer to safety and security as relatively independent fields. Instead, it would be more useful to approach it as a connected domain, encompassing both safety and security disciplines. Yet, the separation of the two fields is strongly embedded in the culture and responsibilities of organizations in these fields, which reinforces the disciplinary boundaries in the domain. Nevertheless, in the last few years it seems that there is an increasing recognition of the need for multidisciplinary collaboration in the safety and security domain. This paper explores possible directions for creating more coherence and integration in the safety and security domain. The authors believe that much progress can be made if key stakeholders in the safety and security domain are able to adopt a broader, multidisciplinary perspective when approaching safety and security events.

Een terughoudende praktijk

    Despite the international scientific inconclusiveness about the nature of the fear of crime, the strategic layer of the Dutch government aims to reduce the fear of crime in general by 2017. But their policy-goals were not accompanied with a plan how to realize them. Meanwhile, local practitioners claim to be in search of practical tools and substantive support how to fight back the public’s fear of crime. This study was aimed to feed the discussion with a constructive and realistic input from both the practitioners and the scientific view. The research question was: ‘What do local practitioners do against the public’s fear of crime and how can these activities be improved?’ 36 local practitioners from Dutch local municipalities, the police force and the public prosecutor were interviewed. Schön’s idea of the ‘reflective practitioner’ (1983) was the underlying argument to make practical knowledge about reducing the fear of crime explicit. The respondents from both institutional layers of local ‘policy advise’ and ‘policy implementation’ were quite reluctant about fighting back the public’s fear of crime. They aim to reduce the fear of crime in a doubtful and indirect way. Because many sources of the public’s fear of crime were unknown to them or were not in the reach of their professional activities. In this way, the interviewed local practitioners approach strongly aligned with the advice of international scientists to be reluctant and realistic about fighting back the public’s fear of crime. We advised an approach of ‘local fear of and worry about crime’ in dialog between international science and the interviewed local Dutch practitioners. The results of it will probably not contribute to quantitative policy goals at the national level, but rather to custom fit, qualitative improvements on the local level. This will probably be the most effective way to fight back the few tractable elements that make up the fear of crime.

    During the last decade the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. Citizen watches make a great case for examining the tension between the need for the Dutch government to maintain control over local safety issues and the strivings of citizens to contribute to local solutions in a more or less autonomous way. This paper examines the question to what extent citizen watches can contribute to the governance of local safety in a meaningful way. The Dutch government has been appealing strongly for more citizen involvement in public matters for some time, but is unclear about how municipalities and the police should respond to active citizens. The paper describes two different ways in which citizens can realize such an involvement i.e. either in a predominantly top-down fashion, in which the municipality and the police take a strongly directive approach towards citizen watches or in a more bottom-up oriented way, in which citizen watches are well embedded in local systems of informal social control. The paper argues and explains that both approaches have advantages as well as disadvantages regarding the way they support new forms of governance and cooperation between citizens and the state. It suggests that formal authorities can contribute to the self-reliance and collective efficacy of neighbourhood residents with regard to local public safety if they make a better effort of combining the pros of both approaches.

    In the Netherlands ‘Safety Houses’ have been established, in which partner organizations in the field of criminal justice, crime prevention, law enforcement, public administration and social services collaborate in order to reduce crime and recidivism, and to increase public safety. This article examines why some Safety Houses are better in achieving these goals than others. The effectiveness of 39 Safety Houses is analyzed by means of QCA (qualitative comparative analysis). Results show two different paths leading to effective outcomes. Effective Safety Houses have been in existence for at least three years, show a high degree of stability and a centrally integrated collaboration structure. In addition, they either have considerable resources at their disposal or have been set up with a network administrative organization, where a neutral coordinator governs the network.

    This article is based on a research in which we are looking for exemplary urban professionals who seem to be successful in pursuing the social goals they set together with their partners. In urban disadvantaged neighbourhoods, it is not always the standard procedure that gets things done. In the Netherlands decades of urban renewal in its various forms have not solved problems permanently. This does not mean that success is never attained. What seems to have helped in some cases is the presence of a type of practitioner who goes beyond standard procedure. These are professionals, as the ‘casting cop’ we introduce in this article, who do not give up and who are able to succeed where others have failed. Most likely these are experienced practitioners who learned how to cope. Most likely they are actors who inspire others.What we ask is how these practitioners in urban districts do their job in controversial, politically sensitive policy processes that might develop in unintended and surprising ways. In other words we have as a central question: through what ways of working and relating do exemplary urban practitioner (try to) get things done?The professionals we call exemplary are not always taking the common routes to realize their goals. They will not automatically follow the routines of problem solving and because of that they can make a difference. They are critical about mainstream practices and try to find solutions starting from the perspectives of citizens. When we talk about ‘ways of working and relating’ we refer to the qualities these professionals put to use in the planning and decision making processes of urban renewal. It has to do with personal qualities like attitude and experience, but also with strategic skills such as networking with policy partners. ‘Getting things done’ means solving problems or better stated exploiting opportunities. More broadly is their aim to transform what is called ‘urban problem districts’ into ‘livable neighborhoods’.

    This article describes and judges on the development of three ‘social-safety arrangements’ in a new developed neighbourhood in the city of Amsterdam, the Netherlands. Based on different research methods, three key issues are defined: youngsters hanging around on the streets annoying residents and little children, families showing anti-social behaviour, and youngsters showing signs of criminal behaviour. Together with all responsible ‘players on the pitch’ the current policies were discussed and expanded with additional strategies. The development of these arrangements consists of four stages: an objective diagnosis of the area, a more detailed analysis to determine the most urgent social safety issues, determining all actors involved and their role in the system, and, finally, a broad discussion with all actors to determine shortcomings in the current policies and interventions. Social safety arrangements can best be regarded a research-based policy instrument that provides detailed insight in the roles and positions of all actors and helps policymakers translate this knowledge into local policies.

    In this article we want to show how different actors (amongst whom residents, professional safety-functionaries and street youth) view the safety situation in Rotterdam’s problematic neighbourhood ‘the Old West’ in very different ways and start from very different parameters. We conclude that the one-dimensional image of an unsafe neighbourhood that emerges from the city’s official, quantitative measurement instrument, the so-called ‘Safety Index’ (Veiligheidsindex), does not do justice to the diversity of opinions and visions of the different actors in the neighbourhood and is thus unsuited as the political ‘compass’ for local safety policy it was intended for. This diversity comes much better to the surface in the qualitative, ethnographic research on which this article is based. Such research enables us first to better understand safety as a local phenomenon and secondly offers more concrete points of departure for policy.
