This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q methodology, semi structured interviews and case studies. This article discusses the results of the case studies and semi structured interviews on the impact of threats on decision-making. In two of the investigated cases (N=3) there are indications that the threats affect the decision-making process. The first case involves risk-avoiding behavior. In the second case there is a stronger conviction and hardening of opinions. There are no indications that threats affect the outcome of the decision-making process. The political administrative system that we have in the Netherlands is able to counteract improper influence. This is due to various elements in the system such as the boldness and the results-focused attitude of civil service (case 1) and the mayor and aldermen (case 2 and 3) and the design of the rules and procedures (case 1, 2 and 3). |

Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected. |

The rationale behind refugee law is that people who fear persecution in their home country can seek and find a safe haven in another country. The situation in Eritrea with its national service and wide-spread human rights violations is reason why many Eritreans flee their country. A vast number of them want to apply for asylum in European countries. After a risky journey over the African continent where they face risks of kidnappings, trafficking for ransom, and situations of inhuman and degrading treatment, they reach Europe. Some of them continue their journey to the Netherlands. The central question in this article is whether or not their safety and well-being are at stake once they arrive in the Netherlands. Situations of involvement of and intimidation by the Eritrean regime in the Netherlands, diaspora tax that is forcibly collected, involvement of the Orthodox Church and indications of human trafficking have been reported in media and reports, by individuals and organisations. In this article the outcomes of a research on the concerns about the well-being of Eritrean asylum seekers in reception centres among employers of organisations responsible for their safety and well-being are presented and discussed. Data were collected and discussed during four focus group meetings with a total of 33 professionals. The concerns are divided in three groups: 1) Concerns about the capacities and possibilities to integrate in Dutch society, 2) Concerns about religion and rituals, and 3) Concerns about indications of human trafficking. These concerns are further elaborated based on which the conclusion is drawn that more tailored support and assistance is required for successful integration of Eritreans in Dutch society, their empowerment and resilience against threats and challenges in Dutch society. |

To improve security in crowded environments, such as airports, shopping malls and railway stations, the number of surveillance cameras (CCTV) is rapidly increasing. However, the number of human operators remains limited and only a selection of the video streams can be observed. This makes it hard for an operator to be proactive. This paper gives an overview of novel developments that may lead to more efficient camera surveillance and a more proactive role for camera operators. It focuses on three main steps in this process of video content analysis: pedestrian tracking, action recognition and behavior analysis. Tracking and re-identification (i.e. recognizing a person in another camera) was initially only evaluated on off-line benchmark datasets, though recently it has gained in maturity with live demonstrations in realistic crowded environments and measured improved operator efficiency. For action recognition and automatic behavior recognition, we observe that the simple patterns, such as loitering detection, are emerging in many applications. Human action recognition obtains very high performance values in controlled environments and it is progressing towards more realistic environments. More advanced approaches, such as pickpocket recognition in a shopping mall and the detection of threats to trucks on a parking lot have been developed and the first systems have been presented in live demonstrations. Our main contribution is that we structure the recent advances and the emerging applications of video analysis for security applications, explain and interpret the results, and identify opportunities for the near future. |

Community policing is a common strategy in the Dutch police organization: working in a geographically bounded area, in close proximity and engagement with the local population. The use of Twitter by local police-officers is an increasingly popular way of communicating in this context. Prior research has indicated that there is a positive relation between the use of Twitter by the local police officer and citizens’ confidence in the police. But what factors determine this confidence and how can it be strengthened by using Twitter? This article examines the nature of police tweets and shows how tweets can contribute to improving the degree of confidence between citizens and the police. To determine what factors influence confidence we made use of the model of trust and confidence by Jackson and Bradford. This model differentiates between ‘effectiveness’, ‘fairness’, and ‘engagement’. These three factors are used to explore the way tweets might influence confidence in policing. The empirical research included interviews with three police officers who twitter actively, as well as interviews with 30 ‘followers’ living in the neighbourhood where the police officer works. Also an analyses has been carried out of the tweets made by the police officers in one year, 3.506 tweets in total, by categorizing the tweets according to the model of Jackson and Bradford. We conclude that the model of Jackson and Bradford is useful to explore the possible relationship between the use of Twitter and citizens confidence in the police. Using Twitter by the local police officers seems to make a possible contribution to the degree of confidence in the police. Our categorization of Twittermessages allowed us to give practical recommendations to local police officers how to use Twitter in order to improve confidence among citizens. The data also suggest that followers appreciate the fact that local police officers show their knowledge of current affairs in the neighbourhood. |

In this article a longitudinal effect study is described of resilience training Diamant. The training focuses in particular on adolescents with a dual identity who do not have work, are not enrolled in an education, feel unfairly treated (relatively deprived), have low self-esteem, and are at risk of social isolation. The training can be considered as a method to prevent development of criminal behaviour and possibly radicalisation. Certified trainers work with small groups of 10 to 15 adolescents to increase their resilience and help them finding their place in society. The present research focused on the following questions: (1) Does this training have a positive effect on self-esteem among the participants? (2) Does social isolation decrease as a consequence of the training? (3) Does the training reduce feelings of relative deprivation and help participants better deal with conflicts? Participants were interviewed before and halfway the training and directly after completing the training. A follow-up measurement three months after the end of the training examined effects on the longer term. In total 44 semi-structured interviews were held. Interviews were written out and coded using a two-step procedure: In the first step two researchers independently coded each interview. Second, when necessary, changes in the coding scheme were made. Then each interview was coded separately by the two researchers and disagreements were discussed until full agreement was reached. The results show that Diamant has a positive effect on self-esteem of participants. Also, participants overall showed an increase in connectedness to society. Third, Diamant reduced feelings of relative deprivation and participants indicated they could better deal with conflicts. Based on these results it is concluded that Diamant is effective in regard to its goals which were evaluated in this study. Limitations of the research and possibilities for future studies are discussed. |

Internal and external security are traditionally considered to be distinct concepts that allow police organizations and tasks to be differentiated from those of the military. Internal security is then viewed as oriented towards the maintenance of the order within a state and to be exercised against fellow citizens with a limited use of violence. External security deals with the protection of the territory and is exercised against foreign enemies, may include the use of excessive violence. In practice, however, the boundaries between these concepts and between police and military aims and tasks have become blurred. The extension of the security concept, a change in the nature of interventions on foreign territory and a shifting image of the enemy create an overlap between internal and external security issues and actors. This evolution seriously challenges the existing legal and normative frameworks that rely heavily on assumptions based on the distinction between internal and external security. |

The fight against organized cannabis cultivation is an important topic within Dutch law enforcement. No longer the sole responsibility of the police, the current trend is for the police to work alongside local government, companies providing energy, housing associations and the Inland Revenue. Together they unite their strengths to deal more effectively and resolutely with the problem. Although different studies have been conducted concerning the (effectiveness of) the fight against cannabis cultivation, there is not much known regarding the way actors experience the fight from ‘within’, that is: the interactions, perceptions and transformations of agreements and premises which are enacted on the ‘molecular level’ of the cooperation. In two large Dutch cities, we have researched, on the basis of semi-structured interviews and observation, how parties implement their role within the integral fight against cannabis cultivation. The results reveal that the execution is more complex and uncontrollable than previously considered. The cooperation turns out not to be deductive, structured and ‘organized’; but rather flexible, dynamic and ‘self organizing’ in character. |

This article describes and judges on the development of three ‘social-safety arrangements’ in a new developed neighbourhood in the city of Amsterdam, the Netherlands. Based on different research methods, three key issues are defined: youngsters hanging around on the streets annoying residents and little children, families showing anti-social behaviour, and youngsters showing signs of criminal behaviour. Together with all responsible ‘players on the pitch’ the current policies were discussed and expanded with additional strategies. The development of these arrangements consists of four stages: an objective diagnosis of the area, a more detailed analysis to determine the most urgent social safety issues, determining all actors involved and their role in the system, and, finally, a broad discussion with all actors to determine shortcomings in the current policies and interventions. Social safety arrangements can best be regarded a research-based policy instrument that provides detailed insight in the roles and positions of all actors and helps policymakers translate this knowledge into local policies. |

The coordination in public safety has been assigned to the municipality. The central question in this article is whether the municipality is equipped to fulfil this task successfully. In this study we investigated a metropolitan security network against drug and alcohol nuisance. Questionnaires were administered among 36 organisations dealing with these nuisance problems. The social network analysis shows that the municipality is predominant in the security network. On the other hand there are several other organisations, such as the Police, health organisations and Housing Associations, that also take up a central position in the network. We also found that the municipality’s informal network is less well developed than its formal network. In contrast, the Police and several local health organisations often liaise informally with other organisations that ‘fight’ drug and alcohol nuisance within the network. Quite a number of organisations are in the position to obtain important information and to exert influence when organisations are unwilling to cooperate. Consequently, several organisations other than the municipality are suited to successfully complete the coordination in a security network. |
