    The aim of the present research was to gain insight into the topic of ‘task-related rule-breaking behavior’ (TRB) among Dutch police officers. TRB is a more refined alternative for the concept of noble cause corruption and has been defined as: police officers breaking rules or formal agreements for the purpose of acting in a manner that contributes to the lawful police task. Qualitative research has been conducted within one of the ten regional police forces in the Netherlands. Results show that TRB appears to be a relatively common phenomenon during policework. Behaviors are categorized in sixteen categories and five overarching outlines. In addition, attention is given to several important factors that could be related to TRB being distinguishable between police officers’ individual responsibility and organizational factors. To handle TRB, it is recommended to pay attention to the police officers’ approach of judging and rationalizing their own behavior, their level of knowledge, and social skills. Furthermore, organizational structure (i.e., spam of control) and police leadership may, among other factors, play an important role in encouraging TRB. Especially the way supervisors deal with police officers’ professional autonomy needs specific attention in order to reduce TRB. Autonomy needs guidance in the form of clear orders followed by feedback and coaching. Also, an active form of ethical leadership is needed. An action framework is presented that could be helpful to supervisors to judge and thereby reduce forms of TRB.

    Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods.
    Both in literature as in public policy practice, neighbourhood prevention and crime detection in general is addressed. However, less attention is spent on the role and impact of data and digital technology. We propose this is an issue because the emerging digital technology regime requires a new conceptual view wherein citizen initiatives are no longer perceived as merely instrumental to government interventions, but are understood as coproducers of public safety in their neighbourhoods, as part of a broader societal shift in which citizens are enabled by digital technology to organize their own data environments. Based on the introduction of digital coproduction, we illustrate four case examples to explain which opportunities for safety professionals and local governments arise to create a policy regime that suits the emerging digital technology regime.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    Several authors fear that the expansion of Dutch mayors’ executive powers in the field of safety and security will harm their position as non-partisan and consensus-oriented leaders. Empirical research into how mayors use their powers, however, is still rare. From a leadership perspective, the current article analyzes how mayors in the region of South East Brabant in Netherlands use their administrative power to close homes involved in drug-related crime. Drawing on Fischer’s framework of discursive practices, we analyze mayors’ considerations in terms of the argumentation they provide for closing homes. Our analysis, which draws on interviews and document analysis, covers 27 cases from the police region of South-East Brabant and includes 120 considerations. Our findings indicate that mayors vindicate home closures mostly through policy-derived technical and situational argumentations. Vindications that aspire a particular societal effect, such as the reduction of criminal activity, or ideological motivations are rarer, which is indicative of a non-decisive leadership style. In addition, mayors mostly respect the local closure policies. As such, they show very little decisive and individualistic leadership. And, to the extent that they deviate from agreed-upon regional policies, their motivation is to be able to take into account unique local circumstances. In the use of their administrative powers mayors, thus, show mostly situational and adaptive leadership, which, rather than as visionaries, positions them as caretakers. The leadership style of Dutch mayor in the use of this administrative power is, thus, much more in accordance with their traditional bridging-and-bonding leadership style than some authors suspect. Some of the limitations of our study are that we have analyzed closure decisions from one region only and that real-life decisions are susceptible to contextual influences. At the same time, our study provides a rare insight into real-world mayoral leadership in the Netherlands in the field of safety and security.

    Following a crisis, questions are often raised about how this crisis could have happened and whether someone is to be blamed for the crisis or its bad management. The blame game can become fierce as actors try to avoid, shift or mitigate blame in order to stay in office. In 2014, a festival took place in Haaksbergen where a monster truck drove into the audience, killing three people and injuring many others. Not enough safety measures had been taken to prevent the tragedy. Many actors were to blame for that, including the local authority which had granted the permit. Other actors blamed for the events were the mayor, the monster truck driver, and the organization organizing the festival. In the end, the mayor of Haaksbergen resigned. Instead of becoming more accommodative in his response as his blame levels increased, the mayor continued to be quite defensive, stating that the permit would be granted again – even with today’s knowledge. As one council member stated it, one cannot defend something which cannot be defended.

    Like many other European countries the Netherlands experienced a major influx of refugees in the fall of 2015. A majority of the population supported providing shelter to the refugees, but not without worries and anxieties about the effects of that influx, which sometimes lead to limited, local forms of social unrest. A study was started to shed more light on the worries and fears that existed in the population, on the assumptions these were based upon and on whether these worries and fears could lead to social unrest on a larger scale. The study was explorative, based on an eclectic, multi methods approach. The findings show that worries and anxieties were not limited to those who were opposed to the influx of migrants, but existed among supporters as well. The worries and anxieties were of a diverse nature, on topics like security, livability, economics, perceived (in)justice and socio-cultural aspects of life. A clear, credible answer or policy from the government was missed. When compared to the findings of earlier studies on the influx of migrants, some worries and anxieties seemed closely connected to what might be expected, in other cases a distinct ‘disconnect’ was found. These could be understood however when distorting mechanisms were taken into consideration that have been described in studies of more general security perceptions. As the worries and anxieties on the influx of refugees resonated other existing worries, anxieties and fears in society, a ‘cocktail of concerns’ was created that, given the right trigger, could have led to social unrest on a larger scale.

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.

    This article scrutinizes the forces that are at play during the work of police officers in the Netherlands in order to unravel how they shape and give meaning to police officers’ workaday practice. By doing so, we contribute to scholarly debates in the fields of criminology and public administration and give a new impulse to the Dutch debate on policy culture. Using insights from the literatures on police culture, policing, police morality and police styles as theoretical background, an empirical study was conducted using fifteen focus groups with a total of 83 police officers working at street-level as main method of data collection. After analyzing the transcripts through an iterative coding process, four main forces that influence police officers’ workaday practice emerged from the data, partly confirming and partly expanding existing research: 1) environment and public; 2) group culture; 3) organization and its supervisors; and 4) personal factors. However, by acquiring a deeper understanding of these forces in relation to each other and to their workaday practice, police officers’ ‘moral resilience’ will increase: it will help them to act well-considered, strengthening their ability to explain the logic of their actions.

    Community oriented policing (COP) can be seen as a co-production between citizens and police (and other stakeholders) in increasing public safety. There is a broad range of projects to cooperate with citizens. We ordered these projects along two dimensions: level of co-production (informing/consulting, advising and co-creation) and domain (prevention, law and order, investigation and quality of life). Today, most initiatives are at the lowest rungs (informing and consulting), but social media provide new possibilities to involve citizens in a more direct and fast way. The effects of the various projects are mostly limited to psycho-social factors like experienced safety, feelings of control and legitimacy. However recent studies show that these factors may have an indirect effect on crime rate. Furthermore, as reducing crime rate was not the only goal for introducing COP effect studies should not be limited to crime rate but incorporate a broad range of indicators.

    This paper deals with the question of how a partly privatized security sector could be regulated. A central aim of this regulation should be the control of security as a public good. Three models of regulation are analyzed. The current practice of this regulation in the Netherlands shows a serious lack of effectiveness. One of our main conclusions is that neither the state nor the private sector is able to enforce this regulation on their own. However, it is assumed that the state should have a central and integrated regulatory role in this field, with more attention paid to the practical implementation of it, with the power and will to sanction private agencies if necessary. In addition managers of private security companies should adopt a role as public managers with a public moral duty. Regulation of security is faced with a double problematic, not only the horizontal fragmentation of the field, but also the vertical fragmentation, often resulting in a serious gap between managers and those in the field, both in the public and the private sector. This implies that the regulation should not only rest on the state and on self-regulation by the sector at management level, but also on the promotion of a practical ethic for security workers to steer and regulate their daily work.

    The fight against organized cannabis cultivation is an important topic within Dutch law enforcement. No longer the sole responsibility of the police, the current trend is for the police to work alongside local government, companies providing energy, housing associations and the Inland Revenue. Together they unite their strengths to deal more effectively and resolutely with the problem. Although different studies have been conducted concerning the (effectiveness of) the fight against cannabis cultivation, there is not much known regarding the way actors experience the fight from ‘within’, that is: the interactions, perceptions and transformations of agreements and premises which are enacted on the ‘molecular level’ of the cooperation. In two large Dutch cities, we have researched, on the basis of semi-structured interviews and observation, how parties implement their role within the integral fight against cannabis cultivation. The results reveal that the execution is more complex and uncontrollable than previously considered. The cooperation turns out not to be deductive, structured and ‘organized’; but rather flexible, dynamic and ‘self organizing’ in character.

    Public safety has always been a core task for local, municipal authorities. However, until rather recently only the police has been actively involved in addressing local problems of public safety and maintaining order instead. Local public safety policy – as a responsibility for local authorities together with many other partners – is a relatively new phenomenon.This article compares the main developments and trends in local public safety policy in the Netherlands and Belgium. Special attention is paid to the role and position of the local, municipal authorities. What strikes most, are the strong similarities between the two countries. National governments played an important and catalyzing role in the development of public safety policy in the Netherlands as well as in Belgium. After many years and not without a lot of trouble, the monopoly of the police on designing and implementing policy for addressing public safety and order came to an end in both countries. Which, amongst other effects, presented the local authorities with new challenges.

    Radicalization and terrorism remain areas of special interest in terms of security policies. It’s common knowledge that most of the activities related to radicalization and terrorism heavily rely on the involvement of multiple actors. Therefore, an increased understanding of the underlying social structures is considered to offer important leads for the development of effective countermeasures (in particular when related to demographic, cultural, psychological and other social factors). Yet, the number of empirical network studies in this domain (at least those openly available) that incorporate arithmetic tools known as Social Network Analysis (SNA) remain extremely scarce. In this paper the author presents an exploratory Social Network Analysis of the Hofstad network based on publicly available data. Members of the Hofstad network, a radical Islamist network in the Netherlands, were active recruiters for the violent jihad, spreaded radical propaganda, some attended training camps in Pakistan, and the network was suspected of planning several terrorist attacks on strategic objects and prominent people in the Netherlands. One of the members, Mohammed B., was sentenced to life in prison for murdering the Dutch filmmaker Theo van Gogh in November 2004. Although the Hofstad network was considered by trial as a terrorist organization in the first instance in 2006, the judgment was reversed on appeal in 2008 when most members were acquitted. As is characteristic of home-grown networks, our analysis indicated that the Hofstad network (N=67) was relatively sparse and decentralized and evolved around a more cohesive core of key players (N=13). The key players were identified based on their central network position and a hierarchical clique analysis. Mohammed B., who had been considered a marginal player by the secret service, turns out to be the most central actor of the network. Although the analysis clearly suggests that quantifying network structures provides actionable intelligence, more research is needed to validate the results.
