    The media are a main source of information on crime for citizens. Prior research shows that media and fear of crime are not independent of each other. Since fake news is spread through (social) media, the question arises what the relationship is between (perceived) fake news and fear of crime. To date, no large-scale representative research has been conducted on this topic. This study is based on a representative population survey (n = 1566) from 2019. This exploratory study shows a small but significant relation between the perceived prevalence of fake news and fear of crime.

Expert Judgement geeft crisisteam continu ­inzicht in effectiviteit van maatregelen

    Crisis teams from waterauthorities want to have insight into the current risks for the area. The ‘Continuous insight’-method is used by them to monitor the risks of drought and high water and to draw up what-if scenarios for training and exercise. Various cases have now shown that Expert Judgement can be used to gain a clearer picture of the effectiveness of measures and to take a more balanced decision. The Expert Judgement method has been tested and applied by a group of international experts as part of the EU project DRIVER +. During an extreme situation, the crisis team may encounter dilemmas. The engaged group of experts follows a fixed procedure to provide advice to reduce flood risk evacuate to prevent loss of life.
    Each expert makes his own assessment of the effect and impact of the measure envisaged. Each expert provides an explanation of the individual assessment. Then, under the guidance of a process supervisor, the experts discuss individual assessments and exchange arguments. This can lead to new insights. Each expert makes his own assessment again. The result is a probability distribution of estimates and an expected value. This expert assessment of the measure is taken to the crisis team, so that the chance of success and the assessment of the consequences of the proposed measure can be adjusted. The crisis team can take the decision immediately afterwards.
    By following this procedure risk information is made visible. By linking expert knowledge with observations, a better substantiated expectation can be drawn up. According to the participants in the international meetings, the Expert Judgement method in combination with ‘Continuous insight’ helps to make better informed and faster choices. The method fits within the existing crisis management structure. The next step is to implement this method in the day-to-day affairs of crisis management.

    Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods.
    Both in literature as in public policy practice, neighbourhood prevention and crime detection in general is addressed. However, less attention is spent on the role and impact of data and digital technology. We propose this is an issue because the emerging digital technology regime requires a new conceptual view wherein citizen initiatives are no longer perceived as merely instrumental to government interventions, but are understood as coproducers of public safety in their neighbourhoods, as part of a broader societal shift in which citizens are enabled by digital technology to organize their own data environments. Based on the introduction of digital coproduction, we illustrate four case examples to explain which opportunities for safety professionals and local governments arise to create a policy regime that suits the emerging digital technology regime.

    Both major disasters and smaller incidents at chemical companies impact the environment. Seveso regulations aim to limit the impact of the chemical industry on man and the environment. This leads to the expectation that violation of these rules is predictive of incidents. In the current study, incidents at chemical companies are predicted from the company’s history of rule violation, previously reported incidents and corporate characteristics. Analysis of three years of inspection data and of six years of reported incidents, shows that the company’s branch and previous reported incidents predict the occurrence of an incident. The company’s history of rule violation, however, does not. Future research is needed to examine the different possible explanations for these contra intuitive results.

    Drones en drone-gerelateerde cybertechnologieën nemen een vlucht in het veiligheidsdomein in de vorm van toepassingen door het leger, de politie, brandweer, private beveiligingsbedrijven, en ook deurwaarders, agrariërs en burgerinitiatieven. Drones werden in eerste instantie ontwikkeld voor militaire doeleinden. Hun aanpassingsvermogen als universele platforms voor beeldregistratie en goederenvervoer leidt tot hoge verwachtingen rond toepassing in het civiele domein. Dit artikel onderzoekt de ethische aspecten van “dual use” van drones en gerelateerde technologieën. Verschillende dimensies van dual use worden verkend: de technologisch ontwikkeling, maar ook de ontwikkeling van wet- en regelgeving in Amerika en Europa. Voor het Nederlandse veiligheidsdomein is relevant dat dit artikel bijdraagt aan het signaleren van de noodzaak om de ontwikkeling en toepassing van drones in breder perspectief te bezien. Drones en hun toepassingen maken deel uit van de internationale markt van militaire organisaties en van veiligheidsorganisaties in het publieke en private domein. Bovendien maken ze veelal deel uit van geïntegreerde systemen en van wereldwijde platforms voor consumentenelektronica. Dit artikel is een van de resultaten uit het door NWO gefinancierde project 'Responsible Design of Drones and Drone Services: Towards an Ethical and Juridical Tool For Drone Design and Risk Assessment' (Project no. 313-99-318). Het project was gericht op het ontwikkelen van een instrument voor ontwikkeling en gebruik van dronetoepassingen uitgaande van methoden als Responsible Research & Innovation (RRI) en Value Sensitive Design (VSD).

    Dutch mayors are confronted with various crises differing from a deadly incident with a monster truck to societal unrest due to convicted sex offenders returning to local society. This article presents the results of a research about the role of the mayor in so-called ‘youth crises’. The ‘big decentralization operation’ of January 1, 2015 resulted in new tasks and responsibilities for local governments regarding youth care. This research focuses on the implications of this decentralization for the leadership style of the mayor when a youth related crisis causes societal unrest. The way in which mayors deal with such a crisis was studied by means of in-depth interviews and a vignette study before and after the decentralization. This research concludes that the leadership style of the mayor did not change after the decentralization. Mayors consistently show two dominant leadership styles when managing a youth crisis: ‘First Civilian’ and ‘Peer Governor.’ As a ‘First Civilian’ the mayor’s crisis management actions focuses primarily on the community and the affected family. The style ‘Peer Governor’ is all about gathering relevant information and consultation with various partners, such as youth care organizations and aldermen. More interestingly, the results show that decentralization of youth care redefines the relationship between the local alderman responsible for youth care and the mayor as a crisis manager safeguarding local order and public safety. This relationship is currently under construction and could grow either competitive or fruitful.

    Community oriented policing (COP) can be seen as a co-production between citizens and police (and other stakeholders) in increasing public safety. There is a broad range of projects to cooperate with citizens. We ordered these projects along two dimensions: level of co-production (informing/consulting, advising and co-creation) and domain (prevention, law and order, investigation and quality of life). Today, most initiatives are at the lowest rungs (informing and consulting), but social media provide new possibilities to involve citizens in a more direct and fast way. The effects of the various projects are mostly limited to psycho-social factors like experienced safety, feelings of control and legitimacy. However recent studies show that these factors may have an indirect effect on crime rate. Furthermore, as reducing crime rate was not the only goal for introducing COP effect studies should not be limited to crime rate but incorporate a broad range of indicators.

    This article demonstrates the influence of intellectual debate in policy paradigm changes. In response to piracy around the Horn of Africa, Dutch naval forces have participated in NATO and EU counter piracy operations since 2008. Although successful, also self protection measures by the merchant ships are required to provide security to individual ships. Since 2008 Dutch ship owners have advocated to amend legislation to allow private armed security teams (PAST) for individual protection, similar to policies by most foreign countries. Because of sensitivities concerning the private use of arms, policymakers, politicians, stakeholders and advisors have circumvented the issue. Instead of addressing the question of self defense, the paradigm of state monopoly for violence and the state’s obligation to provide security, made individual protection by embarked military teams to develop as a governmental service at levels that turned out to be unachievable for the armed forces. This policy caused several types of friction. Currently, the only acceptable solution seems to be to allow PAST and legislation is being prepared accordingly. A successful paradigm change however can only be achieved if an adequate new paradigm is constructed by intellectual debate. (Hall, Visser & Hemerijck) So far this debate has been too limited in scope. Debate has been state centric and focused on legal views and regulation. To resolve friction, additional analysis of differing roles by the state and individual entrepreneurs is required. Such analysis argues that the state severely reduces individual protection and politicians decide on the fundamental question of self defense by ships at the high seas.

    Surveillance measures in public places such as train stations, large events or business premises are aimed at increasing security at those specific locations. They enable people to move around securely at public (high) risk locations. However, people often experience these measures as an obstacle. Too much security often results in limitations of freedom of movement and violations of privacy. Could surveillance measures be designed in such a way that they are perceived more as a ‘service’? The authors studied the variables that influence whether people experience surveillance as a service or as a hindrance. At three surveillance locations (Schiphol Airport, Hoog Catharijne shopping area and Amersfoort railway station) more than thousand visitors were surveyed. They were asked how they experienced service and security on the site. The results show that there are differences in service perception in relation to security measures at the three locations studied. They show how the tension between service and safety can be reduced and provide clues for improving security measures. The results can be used by owners of public locations, surveillance stakeholders or private companies for the optimalisation and re-design of a location, as their goal is to attract loyal visitors, who are not frustrated and are willing to use the location frequently, and who preferably speak positively about the location to others. Also the security measures themselves can be improved, both technical security measures as well as human security measures.

    This article discusses the complex relations between the organizational fields of safety (i.e. disaster and crisis response) and security (i.e. crime prevention and public order), and the ways in which disciplinary and organizational boundaries make it difficult to come to a better integration or coordination in the safety and security domain. Based on results of a research project on cooperation and information-sharing between organizations in the fields of safety and security, the authors argue that it is not realistic to refer to safety and security as relatively independent fields. Instead, it would be more useful to approach it as a connected domain, encompassing both safety and security disciplines. Yet, the separation of the two fields is strongly embedded in the culture and responsibilities of organizations in these fields, which reinforces the disciplinary boundaries in the domain. Nevertheless, in the last few years it seems that there is an increasing recognition of the need for multidisciplinary collaboration in the safety and security domain. This paper explores possible directions for creating more coherence and integration in the safety and security domain. The authors believe that much progress can be made if key stakeholders in the safety and security domain are able to adopt a broader, multidisciplinary perspective when approaching safety and security events.

    The Dutch aftercare for former prisoners is strongly developing. This article describes lessons from international experiences with aftercare for former prisoners in three areas of life: alcohol and drug problems, work and housing. Moreover, it discusses which lessons are especially relevant for the Dutch system. The analysis of the literature shows to what extent and under which conditions voluntary aftercare can affect reintegration and recidivism. Conclusions are that various aftercare programs do affect recidivism to some extent, but that the level of success differs substantially across programs and across subpopulations of former prisoners. Both programs that start during detention and continue after release and programs that combine multiple services (e.g. housing services and drug treatment) are most successful. Work programs have the strongest effects for older individuals. In all three areas of aftercare studied in this article, the strongest program effects were found for subpopulations with the highest risk of recidivism. The review also shows that communication between organizations and the integration of services are very important for the success of aftercare programs.

    Public safety has always been a core task for local, municipal authorities. However, until rather recently only the police has been actively involved in addressing local problems of public safety and maintaining order instead. Local public safety policy – as a responsibility for local authorities together with many other partners – is a relatively new phenomenon.This article compares the main developments and trends in local public safety policy in the Netherlands and Belgium. Special attention is paid to the role and position of the local, municipal authorities. What strikes most, are the strong similarities between the two countries. National governments played an important and catalyzing role in the development of public safety policy in the Netherlands as well as in Belgium. After many years and not without a lot of trouble, the monopoly of the police on designing and implementing policy for addressing public safety and order came to an end in both countries. Which, amongst other effects, presented the local authorities with new challenges.
