    Although risk profiling can by no means be considered as a ‘new’ crime prevention tool, its application has gained popularity over the years. Both in the screening of asylum seekers, in border control at airports (e.g. behavioural profiling or the use of risk profiles in the European Passenger Information Unit) and in the designation of hotspots at the local level (e.g. the Crime Anticipation System), attempts are now being made to identify persons with criminal intentions more often on the basis of ordinal risk assessment tools. This sudden increase in popularity is not remarkable, since random police patrols or undirected security checks have long been shown to have negligible impact on crime reduction. Risk profiles, on the other hand, have a certain potential for shaping more effectively the interventions by law enforcement authorities at border crossing points. Nevertheless, the use of such profiles also raises some pertinent questions. It is precisely in the light of this ambivalence that the present theoretical contribution will consider the pitfalls and success factors of risk profiling during border checks, in order to determine when one can speak of ‘risk profiling’ and when the concept of ‘risky profiling’ must be used.

    Policy coherence in the area of safety and justice – A longitudinal analysis of service delivery per euro spent in the S&J sector during the period 1980-2016

    In the safety and justice policy area, there is a strong intertwining between performances of the various sectors, such as police, judiciary and prison system. The question is whether policy takes these interdependencies into account sufficiently. Are the resources used – from a broader wealth perspective – optimally allocated amongst the various safety and justice provisions? The authors answer this question on the basis of an integrated time series analysis of the productivity development of the Dutch safety and justice system in the period 1980-2016. The analysis shows that productivity of safety and justice services has hardly changed since 1980. At best, in 2016, citizens will receive as much value per euro of taxpayers’ money as in 1980, but probably slightly less. It is striking, however, that the S&J system as a whole operates more efficient than the sum of its parts (the individual sectors). There have been substantial changes in the allocation of resources over time. Obviously money from the police was transferred to the judiciary and municipalities.

    The aim of the present research was to gain insight into the topic of ‘task-related rule-breaking behavior’ (TRB) among Dutch police officers. TRB is a more refined alternative for the concept of noble cause corruption and has been defined as: police officers breaking rules or formal agreements for the purpose of acting in a manner that contributes to the lawful police task. Qualitative research has been conducted within one of the ten regional police forces in the Netherlands. Results show that TRB appears to be a relatively common phenomenon during policework. Behaviors are categorized in sixteen categories and five overarching outlines. In addition, attention is given to several important factors that could be related to TRB being distinguishable between police officers’ individual responsibility and organizational factors. To handle TRB, it is recommended to pay attention to the police officers’ approach of judging and rationalizing their own behavior, their level of knowledge, and social skills. Furthermore, organizational structure (i.e., spam of control) and police leadership may, among other factors, play an important role in encouraging TRB. Especially the way supervisors deal with police officers’ professional autonomy needs specific attention in order to reduce TRB. Autonomy needs guidance in the form of clear orders followed by feedback and coaching. Also, an active form of ethical leadership is needed. An action framework is presented that could be helpful to supervisors to judge and thereby reduce forms of TRB.

    In this article, we analyze which aspects of performance theory and the procedural justice-based model are explaining the trust of shopkeepers in the police and local government. Utilizing a survey of 156 shopkeepers and 94 semi-constructed interviews with shopkeepers, which are located at the South Shopping Boulevard in Rotterdam (The Netherlands), the study finds that shopkeepers have a relatively high trust in the police and local government. This is surprising because various attempts in the past 30 years to revive the high street by the government have failed to improve its bad image, as dwindling visitor numbers, poor turnover, limited range of retailers, empty shops and high crime and offence levels show only too plainly. The findings also highlight that ethnic minority respondents have more trust in local government than Dutch shopkeepers. The explanation therefor is sought in the dual frame of reference theory.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    Both major disasters and smaller incidents at chemical companies impact the environment. Seveso regulations aim to limit the impact of the chemical industry on man and the environment. This leads to the expectation that violation of these rules is predictive of incidents. In the current study, incidents at chemical companies are predicted from the company’s history of rule violation, previously reported incidents and corporate characteristics. Analysis of three years of inspection data and of six years of reported incidents, shows that the company’s branch and previous reported incidents predict the occurrence of an incident. The company’s history of rule violation, however, does not. Future research is needed to examine the different possible explanations for these contra intuitive results.

    Until recently, Dutch merchant ships could not rely on privately contracted maritime security staff to protect themselves against pirates. On the one hand, the argument prevailed that the State had to retain the monopoly on the use of force and, on the other hand, one also feared for the escalation of violence or international incidents. Nowadays, however, more and more European countries allow for the use of privately contracted armed security personnel on board merchant ships. As a result, the Dutch Parliament has adopted a bill containing rules for the use of armed private security guards on board Dutch maritime merchant ships (Law to Protect Merchant Shipping 2019 (published in the Dutch official Gazette on June 7th, 2019)).
    The author addresses the question whether because of the new law a level playing field will emerge with the Merchant Navies from the neighboring Flag States of Belgium, the United Kingdom, Spain and Denmark, presenting a comparative analysis of their domestic legislation.
    The Dutch law clearly regulates the use of force and the master has the final responsibility for everything that happens under his authority. In principle, the security guards may only apply violence as the master has determined that it is necessary. Innovative is that there is a reporting obligation whereby every incident should be reported with images and sound recordings. It seems, however, that the law is especially made to protect and secure and not necessarily to provide a solution for situations in which pirates come on board.
    It is clear that the intention of the legislator is to leave the monopoly on the use of force in the hands of the State. However, the adoption of this law to protect merchant shipping could constitute a first step in enabling the use of force by other actors than the State, which in itself is groundbreaking. Before being able to go on this road, there are still countless political (mainly related to the sovereignty of a State) and legal challenges (mainly concerning the use of force and respect for human rights) to be addressed.

    The operational leader, the ‘gold commander’, fulfils a crucial function in crisis- and disaster management in the Netherlands. He is held responsible for the total coordination of all collaborating emergency services and supports/advises the Mayor, the Commander in Chief. Unfortunately, this function has never been very effective in practise, as shown by many evaluations. From a scientific point of view, it is easy to understand why the operational leader cannot be effective in the Dutch crisis management organisation. The operational leader has no authorities and has been seated in an emergency operation centre far from the Mayor. This article examines why this issue has not been solved, despite 30 years of studying and adjusting the Dutch crisis management organisation.

    The rationale behind refugee law is that people who fear persecution in their home country can seek and find a safe haven in another country. The situation in Eritrea with its national service and wide-spread human rights violations is reason why many Eritreans flee their country. A vast number of them want to apply for asylum in European countries. After a risky journey over the African continent where they face risks of kidnappings, trafficking for ransom, and situations of inhuman and degrading treatment, they reach Europe. Some of them continue their journey to the Netherlands. The central question in this article is whether or not their safety and well-being are at stake once they arrive in the Netherlands. Situations of involvement of and intimidation by the Eritrean regime in the Netherlands, diaspora tax that is forcibly collected, involvement of the Orthodox Church and indications of human trafficking have been reported in media and reports, by individuals and organisations. In this article the outcomes of a research on the concerns about the well-being of Eritrean asylum seekers in reception centres among employers of organisations responsible for their safety and well-being are presented and discussed. Data were collected and discussed during four focus group meetings with a total of 33 professionals. The concerns are divided in three groups: 1) Concerns about the capacities and possibilities to integrate in Dutch society, 2) Concerns about religion and rituals, and 3) Concerns about indications of human trafficking. These concerns are further elaborated based on which the conclusion is drawn that more tailored support and assistance is required for successful integration of Eritreans in Dutch society, their empowerment and resilience against threats and challenges in Dutch society.

    The Mobile Security Monitor (MSM) is a form of migration policing in the border areas of the Netherlands, carried out by the Royal Netherlands Marechaussee (KMar). The MSM has a complex legal and policy framework, merging migration control aims with certain elements of crime control. This raises the question how the officers carrying out the MSM interpret the exact aim of the instrument and their own accompanying powers and what this means for the way they carry out their task. Our results show that many officers see ‘catching criminals’ an important part of their job and that in order to achieve this, they sometimes make ‘creative use’ of their wide-ranging powers. Although similar results have been found in research with the police, KMar officers differ because of their ability to combine migration law and criminal law powers. This fits in with the process of crimmigration and the broader tendency of ad-hoc instrumentalism, which refers to a way of thinking about law and legal procedures in which the formal distinction between legal domains is considered less important and criminal justice actors can freely choose the most effective instrument to deal with the situation at hand. This means that the formal ground for a decision is not always transparent, especially not for people that are subjected to the MSM. Moreover, criminal law enforcement contains many more legal and procedural safeguards than administrative controls.

    In police practice and science, police culture is often seen as having a significant influence on the behavior of police officers. With his article Police (canteen) subculture, Waddington challenged this perspective in 1999. He argued that the expressive talk in the canteen is an area of action that is separated from the behavior on the street. This led to a discussion in the police literature about how to interpret the relation between police culture and police behavior. In this article this discussion is enriched with new empirical research. This research resulted in 22 patterns that police officers use to make sense of their environment in order to act in that environment. A distinction is made in three environments: organization (canteen), street (surveillance) and situation (encounter with citizens). The distinction in different environments for sensemaking helps to re-interpret the relation between police culture and police behavior and shows that police culture and police behavior are related in rather complex ways. Police culture influences the behavior on the streets through the cultural knowledge they share in the canteen, and which they use to make sense of concrete situations in which they have to act. At the same time, the point made by Waddington seems also true. The patterns of interaction between police officers have also a function in affirming their worldview and beliefs, regardless of their behavior on the streets. His perspective is just to one dimensional. A multidimensional view on the relation between police culture and police behavior is preferable if we want to understand the relation between police culture and police behavior.

    An explicit goal in the Dutch victim policy is to offer protection to victims of crime. Based on a EU Directive all member states shall ensure that victims receive a timely and individual assessment, to identify specific protection needs. In this paper the question is: which victims especially do need protection? More specific, it examines whether the victim-offender relationship, controlling for the confounders ‘type of crime’ and ‘gender of the victim’, contributes to the extent in which protection is a reason for reporting crimes to the police. For victims of domestic violence (by partners, ex-partners and (other) family members), the need for protection is an important reason for reporting – not just for women and girls, but also for men and boys. The need for protection is an important reason for reporting for victims by partners, ex-partners and (other) family members of non-violent as well as violent crimes.

    This article aims to explore the driving factors behind the process of crimmigration, the merger of crime control and migration control. By analysing the legal and policy framework governing the so-called ‘Mobile Security Monitor’ – the discretionary immigration checks carried out by the Royal Netherlands Marechaussee in the borderlands with Belgium and Germany, the research explores the extent to which the framework might leave room for crimmigration-based decisions on the street level. As the article shows, the dual nature of the Mobile Security Monitor as both an instrument for immigration control and crime control combined with an important name-change and the ongoing securitization of migration in Europe seem to create a favourable environment for crimmigration.

    The economic analysis of (potential) disasters is an important method to determine the efficacy and efficiency of investments in disaster prevention and mitigation. The Dutch National Risk Assessment (NRA) provides an integrated, whole-of-government and all-hazard approach to Dutch national security. The strategy does not only intend to identify capacity gaps and define measures regarding individual threats and risks, but also to enhance capability planning and policy development concerning overall national security. The approach is multi-disciplinary and based upon scenarios which are evaluated and graded in terms of impact and likelihood according to a unified scoring method. Economic impact is one of the criteria in the NRA risk assessment methodology. This article provides a review of the (applied) scientific literature of the many economic tools and methods that have been used worldwide to estimate the (potential) impact of disasters and provides concrete applications at the micro and macro levels to Dutch cases and scenarios that were developed during the five annual cycles of the NRA's existence (2007-2011). We discuss pros and cons of applied methodologies.

    Safety authorities in The Netherlands have the obligation to develop so-called risk-profiles. Risk profiles are probability-consequences schemes of all kinds of hazards (ranging from earth quakes to transportation and from floodings to fires in high rise buildings). To develop such schemes, various data sources could be useful. In this paper, we describe an approach to make use of existing database to reveal ‘new’ kinds of transportation-related risks. To this end, we combined publicly available public and private databases related to: hazardous materials transportation and Natura 2000 areas; congested areas and large scale public events; hazardous materials transportation and multi-functional areas.
    Our approach makes clear that combination of existing databases has great potential for the safety authorities to develop their risk profiles, do their business intelligence and creating steering dash-boards for their own budget allocations.

    On a yearly basis between 4.000 and 4.500 underage suspects in Flanders accept the offer of Restorative Justice. A many cited definition of Restorative Justice has been developed by Lode Walgrave: ‘Restorative Justice is every action that is primarily oriented toward doing justice by repairing the harm that has been caused by the crime’.
    Commissioned by the Flemish Minister of Welfare, Public Health and Family an evaluation of Restorative Justice for minors was conducted by Bureau Beke. In the article the authors reflect on Restorative Justice in Flanders and describe the most important findings of their research. The process of Restorative Justice, the satisfaction of the parties involved and its results are considered. The authors offer organizations several suggestions related to developing established procedures and practices. Furthermore results show that suspects and victims are satisfied with Restorative Justice, which yields several benefits for the parties involved: Reparation for victims and learning effects and reduced contacts with counseling agencies for suspects. An important overall conclusion is that face-to-face contact between victim and suspects is beneficial for the mediation process and subsequently repairing the harm.

    The theme of governing anti-social behaviour and incivilities in the public space became more important on the policy and research agenda over the last twenty years. This article describes the law on incivilities in Belgium, namely the ‘administrative communal sanctions’ (GAS). This law is studied in a broader context of contemporary crime control and its organizing patterns. The development of the politics of behaviour can be explained by different characteristics of the period referred to as the late modernity. In the dissertation ‘A culture of control?’ (Devroe 2012) we studied the application and the concrete strategies behind the governance of incivilities on a national and on a city level. The incivility law broadened the competences of the Mayor and the city council especially in the completion of anti social behaviour and public disorder problems in his/her municipality. Instead of being dealt with on a traditional judicial way by the police magistrate, the Mayor can, by this law; himself lay on fines until maximum 250 euro. We mention ‘city republics’ as this punitive sanction became a locally assigned matter, which means that one municipality differs from another in their ‘incivility policy’. Due to the split up of competences of the Belgian state arrangements of 1988, each municipality finds itself framed in different political and organisational executive realities. In this view, Mayors can be called ‘presidents’ of their own municipality, keeping and controlling the process of tackling incivilities as their main responsibility and determining what behaviour had to be controlled and punished and what behaviour can be considered as normal decent behaviour in the public space. Problems of creating a ‘culture of control’, creating inequality for the poor, the beggars and the socially ‘unwanted’ can arise, especially in big cities.

    This article describes the findings of a national representative survey on online victimization. The survey was conducted in the Netherlands in 2011 amongst youth aged 10 to 18. Purpose of this research is to identify various risk factors related to cyber bullying, online sexual activities and online financial crime (e.g. e-fraude and commercial deceit). More than 9 percent of the youths had negative experiences with cyber bullying, about 5 percent with e-fraude and over 11 percent with commercial deceit. Also unwanted online sexual solicitations (6%) and unwanted exposure to sexually explicit internet material (12%) occurred with some regularity.
    This research complements earlier research on youth victimization in two important respects. First, we paid explicit attention to determine whether the youngster experienced the online incident as negative, neutral or positive. Our strategy to address negative experiences ensures the identification of actual victims. Secondly, we made it possible to identify and compare risk factors on various types of online crime. Girls are more likely to be cyber bullied, to receive unwanted sexual solicitations and to be unwantedly exposed to online pornography, whilst boys are more at risk to be commercially deceived or scammed.
    Internet use and behaviour are significant risk factors to comprehend online victimization. Above average use of instant messaging and clicking on (advertising) hyperlinks without restraint, are important predictors for online victimization. Finally, online disinhibition - a loosening of social restrictions during interactions with others on the Internet - and low self-control, turn out to be significant risk factors.
    It is difficult to accept certain risks, especially when youth are involved. However, children have to learn themselves to assess risks, to deal with them and to learn from them. It is important youths built up resilience to adequately react on negative online incidents and to reduce online vulnerability.
