    Reports by citizens are a great source of information for the police. Local residents often know well what is going on in their neighborhood and which situations are suspicious. In this study, an online survey was conducted to investigate what drives citizens to report to the police. A wide range of individual, social and institutional drivers were explored. The results show that the more often people have reported anything to the police in the past, the higher their risk perception, self-efficacy, citizen participation and police legitimacy. Furthermore, participants with a higher degree of self-efficacy, response efficacy, trust in the police and police legitimacy appeared to be more willing to report in the future. An open question regarding what motivates people the most to report show that response efficacy (the idea to what extent reporting has an effect on increasing safety and reducing crime) and altruistic values (justice, to help society and punish the perpetrators) were mentioned most frequently.

    Citizen engagement in public safety is increasing rapidly. This trend, also known as responsibilisation, causes new dilemmas for (local) goverments. This article is based on a case study on a local group in the Dutch municipality Neder-Betuwe. These vigilantes arrest suspects by using extensive and professional equipment. By using the theory of normative practices this article compares the practices of the vigilantes and the local police. Their attitude to themes as safety, community values and the core values of the Dutch rule of law differs. This puts pressure on cooperation between vigilantes and police officers.

    Over the years, the use of data and digital technology in neighbourhood watch groups for prevention and detection of crime and citizens initiatives to enhance public safety has increased due to social and technological changes of citizen participation in coproduction of safety and digitization of economy and society. This causes a transition towards a new technology regime, a shift from a ‘closed’ information and communication technology regime owned by governmental organizations towards (inter)national ‘open’ platforms, which in turn challenges the current policy regime. This transition creates new societal expectations and challenges, often with contrasting dynamics. For instance, citizens are becoming the so-called ‘eyes and ears’ for government in prevention and detection of crime in neighbourhoods, while professionals are increasingly expected to coproduce safety with citizens through new forms of prevention and detection. With the rise of data and digital technology such as platforms and applications citizens are increasingly enabled to take the lead and initiate collaboration and organize new forms of prevention and surveillance in their own neighbourhoods.
    Both in literature as in public policy practice, neighbourhood prevention and crime detection in general is addressed. However, less attention is spent on the role and impact of data and digital technology. We propose this is an issue because the emerging digital technology regime requires a new conceptual view wherein citizen initiatives are no longer perceived as merely instrumental to government interventions, but are understood as coproducers of public safety in their neighbourhoods, as part of a broader societal shift in which citizens are enabled by digital technology to organize their own data environments. Based on the introduction of digital coproduction, we illustrate four case examples to explain which opportunities for safety professionals and local governments arise to create a policy regime that suits the emerging digital technology regime.

    The aim of the present research was to gain insight into the topic of ‘task-related rule-breaking behavior’ (TRB) among Dutch police officers. TRB is a more refined alternative for the concept of noble cause corruption and has been defined as: police officers breaking rules or formal agreements for the purpose of acting in a manner that contributes to the lawful police task. Qualitative research has been conducted within one of the ten regional police forces in the Netherlands. Results show that TRB appears to be a relatively common phenomenon during policework. Behaviors are categorized in sixteen categories and five overarching outlines. In addition, attention is given to several important factors that could be related to TRB being distinguishable between police officers’ individual responsibility and organizational factors. To handle TRB, it is recommended to pay attention to the police officers’ approach of judging and rationalizing their own behavior, their level of knowledge, and social skills. Furthermore, organizational structure (i.e., spam of control) and police leadership may, among other factors, play an important role in encouraging TRB. Especially the way supervisors deal with police officers’ professional autonomy needs specific attention in order to reduce TRB. Autonomy needs guidance in the form of clear orders followed by feedback and coaching. Also, an active form of ethical leadership is needed. An action framework is presented that could be helpful to supervisors to judge and thereby reduce forms of TRB.

    Undermining has become a buzz-word in Dutch politics and security governance. On national and local level there is great concern about the disappearing lines between the legal and illegal world, which affects the democratic order and rule of law in the Netherlands. Hence, everything possible should be done in order to combat the creeping threat of undermining. However, what is undermining actually? And why has the concept become so popular now? In this contribution, the authors will consider those and other relevant key questions about the rise and effect of the undermining concept to provide more conceptual clarity. By critically reflecting on undermining as a speech act, that is ‘underminization’ (cf. securitization), and based on empirical research, the authors suggest that there are two discourses at work that hinder the effectivity of the concept: one is specifically focused on the drugs industry with its illegal activities and one broadens the concept into unlawful and undesired developments that interfere with societal stability. The authors conclude that the concept of undermining may mobilize at policy level, yet seems to paralyze at operational level.

    This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q methodology, semi structured interviews and case studies. This article discusses the results of the case studies and semi structured interviews on the impact of threats on decision-making. In two of the investigated cases (N=3) there are indications that the threats affect the decision-making process. The first case involves risk-avoiding behavior. In the second case there is a stronger conviction and hardening of opinions. There are no indications that threats affect the outcome of the decision-making process. The political administrative system that we have in the Netherlands is able to counteract improper influence. This is due to various elements in the system such as the boldness and the results-focused attitude of civil service (case 1) and the mayor and aldermen (case 2 and 3) and the design of the rules and procedures (case 1, 2 and 3).

    This contribution reports about a research in a medium-sized municipality on the possibilities of giving municipalities an instrument to determine at the earliest possible stage which neighborhoods are at (increased) risk of exposure to organized crime and its consequences. We are searching for indicators to measure that exposure to give direction to preventive measures. Our focus is on the erosion of structures and foundations of society as a result of activities of organized crime, eventually resulting in the infringement of the rule of law. It is therefore not about the phenomenon of organized crime itself, but about its effects on society. This requires clarification and measurability of the concept. In this first exploration, we focus on the following five manifestations of the effect of organized crime: The emergence of a subculture: not recognizing government authority; the emergence of takeover of power in the neighborhood; the emergence of vulnerable groups of citizens; the creation of the image: crime pays off; and the emergence of unfair competition.

    Crises and disasters can seriously affect the health, well-being and functioning of the people involved. From a governance perspective, it is important that public leaders and crisis managers are aware of what the psychosocial dimension of crisis management entails. The objective of the current contribution is to analyse dilemmas and challenges described in evaluations of crises that occurred in the Netherlands between 2012 and 2016. Thirty-six evaluations were analysed against the background of a theoretical framework combining crisis leadership tasks and psychosocial support principles along the crisis life cycle. Public leaders and crisis managers had to deal with classical crisis problems concerning coordination, collaboration and communication. Other recurring themes were linked to social media, and the tension between tasks such as meaning making (social recognition), account giving and learning. Moreover, the analysis illustrates how difficult it is to gain insight into the needs, problems and vulnerabilities of the individuals and groups affected.

    Within the group of Dutch foundlings, 28% are migratory foundlings: children coming from abroad to the Netherlands (inbound foundlings), and children going abroad from the Netherlands (outbound foundlings). According to the rational choice theory, there is at some point a rational decision behind human action, based on consideration of costs and benefits – terminology reminiscent of the origins within economic science. When viewed from that perspective, cross-border abandonment may be regarded to be a conscious effort to hinder detection. After all, abandonment of foundlings has been a criminal offence in the Netherlands since at least the Middle Ages. There is therefore also a vested interest in not attracting attention. Anyone abandoning a child and wishing to protect their identity will be attracted to locations that lack effective supervision, defined as guardianship within the criminological routine activities theory. However, the less familiar a location, the trickier it is to avoid visibility. Does the rational consideration of costs and benefits result in migratory foundlings being abandoned just over the border (in order that the perpetrators attract the least possible attention) or actually further inland (in order to detract from the cross-border activity, for example)? Is there a comparable choice in terms of distance when people abandon native foundlings – children found in their country of birth? Relevant questions indeed, as greater insight into such variables can support the direction taken by detection activities. This study is an exploratory analysis of the distance between the domicile or birth location and the abandonment location of cross-border foundlings. The results will then be compared with the distances in the case of domestic foundlings.

    Intimate partner homicide (IPH) constitutes one of the most prevalent types of homicide. This study aims to assess the nature and prevalence of intimate partner homicide in the Netherlands in the period 2009-2014. In doing so, we make use of police data, court data, and media articles. Findings show that IPH occurs 29 times per year, resulting in a victimization rate of 0.20 per 100,000, similar to other Western-European countries. Our results further show a decline in IPH in the last years. IPH in the Netherlands mostly occurs in heterosexual relationships, and involves male perpetrators and female victims. Finally, we reflect on possible causes for the decline of this type of homicide.

    National thematic projects and local authorities aim to improve shelter and transport facilities for mentally disordered non-offenders. A pilot project in the south-western part of the Netherlands investigated the efficiency of psychiatric expertise in the triage process of the police emergency control room.
    To evaluate incoming emergency telephone calls in terms of the type of mentally disordered behavior, the sort and degree of dangerousness, and the urgency and type of response required.
    Between November 2016 and January 2017 social psychiatric nurses did weekend shifts on the emergency control room. Incoming telephone calls concerning public nuisance or disordered behavior were administered using the triage tool developed by the Dutch Association of Mental Health and Addiction Care. Nurses had access to regional information systems and were explicitly allowed to follow up on cases where continuity of care was an issue.
    A total of 155 calls were evaluated producing a representative image of calls concerning mentally disordered behaviour. Results show that this type of emergency calls is not overly frequent, in many cases not extremely urgent (response time target >1 hour: 67%), and about 65% could be followed up by the general practice centre or specialised (psychiatric) healthcare services. More than half (55%) of the emergency calls involved people previously in contact with psychiatric services. Most common types of danger were public disorder (28%) and suicide risk (21%). However, in 29% of cases type of danger was unclear and 14-20% of the triage tool was inconclusive.
    Triage by mental health specialists at the police emergency control room is not efficient because many cases are not very urgent and information quality is often too low to preclude street-triage. Yet screening and follow up of mentally disturbed persons can be improved by close collaboration between control room and psychiatric services.

    Since the 1970s social integration of the police has been considered as a key element of the Dutch police. This article focusses on the question of the relevance of social integration of the contemporary police. The article is based on interviews with present and former strategic leaders of the Dutch police. This study shows that social integration is still often considered to be a highly important value for the Dutch police, particularly with regard to the growing polarisation in society. However, some of the police chiefs also express their disapproval of the concept of social integration; in their view the concept reminds us of the past. Also, police chiefs are critical of the value of the concept because of its supposed geographical focus. The paper shows that this criticism can be understood as an interpretation of social integration in terms of ‘neighbourhood policing’ and as an operational police strategy.

    Following a crisis, questions are often raised about how this crisis could have happened and whether someone is to be blamed for the crisis or its bad management. The blame game can become fierce as actors try to avoid, shift or mitigate blame in order to stay in office. In 2014, a festival took place in Haaksbergen where a monster truck drove into the audience, killing three people and injuring many others. Not enough safety measures had been taken to prevent the tragedy. Many actors were to blame for that, including the local authority which had granted the permit. Other actors blamed for the events were the mayor, the monster truck driver, and the organization organizing the festival. In the end, the mayor of Haaksbergen resigned. Instead of becoming more accommodative in his response as his blame levels increased, the mayor continued to be quite defensive, stating that the permit would be granted again – even with today’s knowledge. As one council member stated it, one cannot defend something which cannot be defended.

    This contribution reports on a delimited part of a larger, exploratory study, the main question of which was: How do aldermen perceive threats, what are their behavioral intentions and what is the influence of threats on the process and the outcome of decision-making? This question was answered with the help of Q-methodology, semi-structured interviews and case studies. This article discusses the results of the Q-methodology and the semi-structured interviews. The case studies will be reported separately later on. Through the Q-methodology three patterns in perception were found in dealing with threats: ‘combative and decisive’, ‘vulnerable and thoughtful’ and ‘down-to-earth and accepting’. The interviews show that it usually concerns instrumental threats that are deliberately used to influence decision making, which usually take place in the private sphere and vary from verbal aggression to physical violence. Most threats come from individuals, but some come from groups, in some cases there is a relationship with criminals. In the cases reviewed, the consequences in the private sphere are far-reaching, there are indications for the influence on public functioning (from hardening to great caution). There is almost always a report, a fuss in the media can affect the authority of the official.

    In the context of criminal investigations police and prosecution can appeal to the public for information to further their case. This decision cannot be taken lightly and requires a balancing exercise between the rights of the suspect (and other people involved), specifically the right to privacy, the interest of criminal investigations, such as the identification of the suspect or witnesses, and public pressure to fight crime.
    In the current digital society, the prosecutor can choose between a wide range of (new) media and modes of communication to ask for information. Next to wanted notices on paper posters and broadcasts on television, appeals for information are published on websites, social media platforms, apps and digital screens. Citizens can modify and share these appeals and they can comment on them. This necessitates careful consideration by the prosecutor on whether and how to appeal for information. After all, these appeals could lead to DIY-policing or online vigilantism (digilantism), leading to infringements on the right to privacy and even possibly to misidentification of suspects.
    This article contributes to the continuing debate. We describe the legal framework the prosecution has to take into account in such cases. The importance of a considered decision is illustrated by three cases in which judicial authorities appealed to the public for help in the criminal investigations, resulting in massive (media) attention and consequently affecting the eventual criminal case against the defendants. In two of these cases the prosecutorial decision to involve the public’s help resulted in a violation of the defendants’ rights to privacy and consequently had to be remedied by the court. Both cases led to social, legal and political debate about the balance between privacy and crime control.

    The Dutch Police Act provides the police with the legal power to gather information about a person on the internet as long as this does not cause more than ‘a limited violation of privacy’. If the police are gathering more information about a person they need a special legal power laid down in the Dutch Code of Criminal Procedure. The dividing line between ‘a limited violation of privacy’ and ‘more than a limited violation of privacy’ is not always clear. The legislator is preparing a new piece of legislation to provide the police with more clarity. This article discusses the suggested law article with respect to the gathering of information from open sources. Furthermore, this article suggests to not only regulate the amount of information the police are gathering but also the kind of tools that the police use (simple search machine versus an advanced web crawler).

    The ‘fear of crime’ is a buzzword among citizens, media, politicians and professionals by now. But the phenomenon seems to be as intangible as it is important. The struggle of professionals with this concept is the result of a too wide and self-evident problem definition. This article contains an alternative approach. The focus is on disturbed fear of crime: a negatively changed and problematically experienced fear of crime on the level of the neighborhood.
    Through a review of the literature and previous research, we work towards this concept and apply it to the neighborhood of Kerckebosch in the municipality of Zeist in the Netherlands. As during 2014 the local quantitative indicators for ‘the fear of crime’ rose from 7% of the local population indicating to ‘sometimes feel unsafe’ to 22%, while the rest of the municipality remained quite stable. Additionally, several local professionals received complaints of multiple local inhabitants claiming to ‘feel unsafe’ in the neighborhood. Our research question was: What explanations for their ‘disturbed fear of crime’ do local inhabitants of the neighborhood Kerckebosch give?
    It was highly plausible that this local rise of the fear in Kerckebosch was connected to the social re-engineering of the neighborhood, but the exact nature of the quantitative rise was unclear. Therefore, we have interviewed 25 local inhabitants. Qualitative analyses showed the local rise of ‘the fear of crime’ to be the result of: (I) physical characteristics of the neighborhood; (II) events of burglary and intimidation from the past; (III) the presence of loitering youths and – primarily – (VI) a backlash of social integration as a side effect of the social re-engineering of the neighborhood. These qualitative explanations to the observed quantitative discontinuity led to several policy advises, which were based on international effect studies.

    Urban nightlife areas are widely renowned for their emotionally charged nature, affording greater opportunities for transgressions of social norms compared to daytime contexts. Yet, the ways nightlife consumers experience safety in the public spaces of nightlife areas has received limited attention in the academic literatures. This article approaches experienced safety in the public spaces of nightlife areas as emerging from encounters between human and non-human (material, social, cultural) elements grounded in time and space. Such elements include the characteristics of the built environment, the design of public space, police presence, lighting and also first and secondhand experiences and popular media discourses more generally. We hypothesized that encounters between such elements necessarily renders some ambiguity in experienced safety, in the sense that the effect of a particular element on experienced safety is always coproduced in the unfolding encounter. By drawing on a series of interviews with Dutch students in Utrecht, various types of ambiguity are shown to exist depending on both the particularities of the situation at hand and based on differences between individual circumstance and life course. Ambiguity is also shown to exist in the sense that mentioned elements may both comfort and alarm participants at the same time. Our findings infer that we should implement ‘safer nightlife’ initiatives that are tailored to particular contexts, situations and publics. The results also suggest that current interventions seeking to stimulate safety in urban nightlife settings might not be as successful in reducing/enhancing (un)safety as (popular) policy and media discourses have suggested.

    Like many other European countries the Netherlands experienced a major influx of refugees in the fall of 2015. A majority of the population supported providing shelter to the refugees, but not without worries and anxieties about the effects of that influx, which sometimes lead to limited, local forms of social unrest. A study was started to shed more light on the worries and fears that existed in the population, on the assumptions these were based upon and on whether these worries and fears could lead to social unrest on a larger scale. The study was explorative, based on an eclectic, multi methods approach. The findings show that worries and anxieties were not limited to those who were opposed to the influx of migrants, but existed among supporters as well. The worries and anxieties were of a diverse nature, on topics like security, livability, economics, perceived (in)justice and socio-cultural aspects of life. A clear, credible answer or policy from the government was missed. When compared to the findings of earlier studies on the influx of migrants, some worries and anxieties seemed closely connected to what might be expected, in other cases a distinct ‘disconnect’ was found. These could be understood however when distorting mechanisms were taken into consideration that have been described in studies of more general security perceptions. As the worries and anxieties on the influx of refugees resonated other existing worries, anxieties and fears in society, a ‘cocktail of concerns’ was created that, given the right trigger, could have led to social unrest on a larger scale.

    This contribution describes the legal basis for revoking or denying a residence status to asylum seekers and individuals in possession of a status who are considered war criminals, ‘common’ criminals or terrorists, in what way the Dutch government tries to identify these persons, and what the nature and size of this group is. The authors conclude that identifying alleged war criminals and jihadists is particularly complex and that there is a tension with respect to the use, necessity and desirability of making available concrete tools in the form of indicators to first line professionals for the purpose of identifying jihadists. The presence of unwanted but unremovable (criminal) asylum seekers is undesirable from the perspective of society. The suggestion is made to provide them, under certain conditions, with a temporary residence status.
