A survey of the literature suggested that low participation rates in prison-based rehabilitation programs in The Netherlands can be explained by a lack of treatment readiness amongst rehabilitation candidates and participants. The current contribution aims to examine treatment readiness amongst detainees that have been assigned a candidate for a prison-based rehabilitation program in the Netherlands. To address these aims, data were used from the fourth wave of a research project studying the effects of imprisonment on the life of detainees in the Netherlands. Results showed that about eighty percent of treatment candidates were not treatment ready. This lack of treatment readiness amongst potential participants will no doubt influence both treatment engagement numbers, which studies have shown to be low, and quite possible treatment effectiveness. Results imply that practitioners should be aware of the absence of treatment readiness amongst a large part of their clients. Assessment and (if necessary) interventions to increase treatment readiness amongst candidates and participants seems of the utmost importance.

In an attempt to reduce re-offending rates in the Netherlands, the Dutch government has developed the Prevention of Recidivism program, which started in 2002. The current study aims to describe the content of this program, and aims to give an overview of the state of the art concerning the execution and effectiveness of the program. Results show that the number of detainees taking part in the program is fairly limited. Moreover, in many cases, correctional interventions are not part of the imposed rehabilitation program. An extensive literature study shows that the execution of the Prevention of Recidivism program and various correctional intervention show a number of implementation problems, which probably hamper the program’s effectiveness. However, further research is necessary to assess if the Prevention of Recidivism program successfully lowers recidivism rates amongst program participants.

Aan de hand van de toetsversie van de Omgevingswet van februari 2013 beoordeelt de auteur de ruimtelijke-ordeningsinstrumenten in het wetsvoorstel. In het bijzonder wordt aandacht besteed aan het omgevingsplan en de omgevingsvergunning. Daarnaast komen ook het projectbesluit, de algemene regels en de provinciale omgevingsverordening aan bod.

In 2012 viel op het gebied van het nationaal mededingingsrecht het nodige te beleven. In deze kroniek passeren de interessantste zaken en ontwikkelingen de revue. Zoals gebruikelijk beperken de auteurs zich tot de bespreking van besluiten van de NMa en zaken die hun oorsprong vinden in een besluit van de NMa of daarmee verband houden.
