    What freedom of speech do religious leaders have when their religious speech discriminates others? Freedom of religion and freedom of expression may collide with the right to equality (including the principle of non-discrimination). Religious plurality and social polarization in Dutch society induce conflict between these fundamental rights.
    This article reviews two legal cases where an imam and a minister were accused of discrimination of homosexuals. From this jurisprudence the authors deduce three principles in judicial decisions weighing freedom of religion and freedom of speech against equality rights: interpretative reluctance, cautiousness and the position of the religious leader.

    The integration policy of the Dutch government encourages the development of a society where members of ethnic minorities can fully realize their civil rights and can fulfill their social rights and duties. The same is true for priests and clergymen who come to the Netherlands on behalf of the ethnic minority groups that live in the Netherlands. They will have to be prepared for Dutch society and their role as clergymen within the Dutch secular nation. The specific integration programme that the government introduced in 2002 for this particular target group will end in 2014. During the last 12 years this programme has changed considerably as a result of developments in the social and political context that influenced the integration policy of the government. In this paper the considerations and policy changes towards integration in general and more specific towards the integration of immigrant priests and clergymen in the Netherlands are pointed out, together with the changes in the programme entailed by these policy changes.

    This article focuses on ‘culture’ as a concept currently dominating the approach towards Roma and Sinti, in policies and public opinion in the Netherlands and probably in Europe too. The author argues that a culture-sensitive approach is useful indeed, but a fixation on culture leads into a dead end street – especially in the static way in which it is (implicitly) conceptualised. Explaining some traditional Roma habits and values, the author describes examples of everyday life in Roman communities, as well as some lively debates among Roma and Sinti insiders. It is important that the complexity and dynamics of Roma culture are recognised and that outsiders stop defining what Roma culture ‘is’. Instead, recognising the differences between communities as well as the reality of changing norms and values will provide a breeding ground for finding a healthy balance between authenticity and adjustment.

    Safety authorities in The Netherlands have the obligation to develop so-called risk-profiles. Risk profiles are probability-consequences schemes of all kinds of hazards (ranging from earth quakes to transportation and from floodings to fires in high rise buildings). To develop such schemes, various data sources could be useful. In this paper, we describe an approach to make use of existing database to reveal ‘new’ kinds of transportation-related risks. To this end, we combined publicly available public and private databases related to: hazardous materials transportation and Natura 2000 areas; congested areas and large scale public events; hazardous materials transportation and multi-functional areas.
    Our approach makes clear that combination of existing databases has great potential for the safety authorities to develop their risk profiles, do their business intelligence and creating steering dash-boards for their own budget allocations.
