    At the end of 2000, a pilot project began in Flanders (Belgium) to offer family group conferencing for juvenile offenders. Since June 2006, this restorative practice – together with victim-offender mediation – has been inserted in the new Youth Justice Act, making conferencing available in all judicial districts in Flanders. Five years later, however, the mediation-services had to conclude that the number of referrals for conferencing remains rather limited. This observation inspired the mediation services to take actions to bring conferencing more to the attention. This article reports on the findings of a study that was part of this process. Based on (1) an analysis of all conferencing-files that were referred between 1 January 2007 and 31 December 31, (2) focus groups with youth court social workers and criminologists working at the level of the public prosecutor and (3) surveys conducted with youth judges, the study aimed to identify and discuss barriers and obstacles within the current referral practice of conferencing in Flanders.

    Starting in 2015, Dutch municipalities will have complete administrative responsibility for all types of youth care on the continuum of preventive child education programs to youth probation and re-entry aftercare. In the process of this so called ‘youth care transition’, the use of available and valid scientific knowledge about effective reduction of juvenile crime (distilled from What Works, desistance focused studies and forensic pedagogy) seems to be suppressed by the administrative and procedural concerns that municipalities are now facing. In this article, these concerns are discussed and some solutions are presented.

    This article deals with the performance of ‘street credibility’. A dramaturgical analysis of the lyrics and videos of 15 rap artist from The Hague sheds light on the various ways they try to achieve a credible street reputation as rappers. In their frontstage presentation they highlight their street knowledge, strike violent poses, and claim affiliation to certain infamous local gangs or neighborhoods. Backstage, however, these performances are being deconstructed by other actors who participate in the local street culture and who form a critical, metaphysical audience of the presentations of the rappers.

    Naar aanleiding van de in februari 2013 gepubliceerde toetsversie van de Omgevingswet gaat de auteur in op de gevolgen van het wetsvoorstel voor natuur en milieu. Er worden ook aandachtspunten benoemd die in het belang van natuur en milieu in acht moeten worden genomen bij de uitwerking van de onderliggende regelgeving. Daarbij wordt aandacht besteed aan de algemene systematiek van de wet, de normstelling door de formele wetgever, de projectprocedure, de programmatische aanpak, de rechtsbescherming, de handhaving, de m.e.r. en de zorgplichten in het wetsvoorstel.

    During the last decade the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. Citizen watches make a great case for examining the tension between the need for the Dutch government to maintain control over local safety issues and the strivings of citizens to contribute to local solutions in a more or less autonomous way. This paper examines the question to what extent citizen watches can contribute to the governance of local safety in a meaningful way. The Dutch government has been appealing strongly for more citizen involvement in public matters for some time, but is unclear about how municipalities and the police should respond to active citizens. The paper describes two different ways in which citizens can realize such an involvement i.e. either in a predominantly top-down fashion, in which the municipality and the police take a strongly directive approach towards citizen watches or in a more bottom-up oriented way, in which citizen watches are well embedded in local systems of informal social control. The paper argues and explains that both approaches have advantages as well as disadvantages regarding the way they support new forms of governance and cooperation between citizens and the state. It suggests that formal authorities can contribute to the self-reliance and collective efficacy of neighbourhood residents with regard to local public safety if they make a better effort of combining the pros of both approaches.

    The Dutch Social Support Act aims at a bigger role for the civil society in informal care. This appeal includes churches. In this article, the question is: do churches indeed want to participate more in social support? And what is subscribed to churches in the Social Support Act?
    Formal documentation of all denominations formulate an active role of churches, both in society in general and more specifically in social support. In national legislation, the Social Support Act does not describe clearly what its expectations of churches are. This is partly so because the Law only gives a general frame for new policy, and local governments make their own policy based on their specific local situation. Local government show a wide variety of possible roles they expect from churches. These roles differ in some aspects from the roles churches describe themselves. Churches themselves do not clearly communicate to governments what they are willing and capable to do in the field of social support; maybe so because they do not realized yet how big the changes induced by the Social Support Act are.

    Various paradigms on the structures of organized crime have shaped the criminal investigational approach within the Dutch police towards criminal networks. The idea of pyramid-shaped mafia structures, as dominant in the 1970s, led to large-scale and long-term criminal investigations, trying to get to the ‘top’ of the network. In the 1990s, the image of separate criminal groups, working independently from each other, led to isolated criminal investigations on distinct criminal networks. Today, new insights that have arisen from scientific studies and police practices call again for a renewal of investigational strategies. As shown in this article, criminal networks are not limited by social, cultural or physical boundaries and show a rapid recovery after interventions by state actors. For these reasons, the efficiency of police practices depends on the extent to which the police is able to move along with these networks.

    In the contemporary reform of the Dutch welfare state, civil society plays a prominent role in the solution of individual needs. This article investigates, from a normative point of view, the consequences for the churches as part of civil society. The outline of this policy is decentralization of welfare to local communities, saving of money, and a more active role of citizens in need to solve their problems alone. Then the normative framework is sketched with the help of the basic principles of Catholic Social Teaching (personality, subsidiarity, solidarity and common good), as well as ‘caritas’. The consequences for the churches are analyzed, first from the perspective of their participation in this legal and policy-framework. There is a great complementarity in theory and practice, but research shows that local governments are reluctant in cooperating with churches, which have to be careful that their own identity will be instrumentalized. Second, the consequences are analyzed for the core business of churches: it appears that the government wants to have an insight in the processes of giving meaning to life of individuals to give the help (financially), efficiently and effectively, according to the policy goals. Thus, although the government wants to appeal to civil society and calls upon the churches explicitly, the paradoxical consequence will be that the free expression of religion will be limited in the functioning of the future welfare state.
