    This article sketches an experiment initiated by a local mediation service in Flanders (BAL) with regard to the role of a supporting volunteer in the context of family group conferencing. Engaged as researchers in this experiment, the authors reconstruct the conceptual challenges of this project and the solution proposed by the team of mediators. One of these challenges revolves around finding an appropriative account of restorative justice that fits with the aims of the Belgian conferencing practice and clarifies the role of the supporting volunteer. Another comes down to distinguishing this role with the essential tasks of the moderator, and formulating deontological devices. In the last part of this contribution a few learning points are formulated with regard to the process and results of the experiment. One of these points is the need to rethink how successfully offering the possibility of engaging a supporting volunteer to the stake holding parties.

    In various neighbourhoods in Amsterdam tensions between their inhabitants are felt. Inhabitants are irritated by the behaviour of youths, polluted streets and nuisance from their neighbours. They are incapable or do not dare to address each other about this and to solve their problems by themselves. Instead they look towards the authorities for help, which are dealing with insufficient capacity. As a consequence it is getting harder and harder to address and correct each other. Small problems and conflicts develop into big and complex issues.
    Amsterdam authorities use various policy tools, pointed at both increasing its own decisiveness and credibility and at mobilizing civilians. Those policies are the Bully-approach, Neighbourhood Safety Teams, Self-protective Neighbourhoods and stimulation of civic initiatives. The reality is stubborn, but also shows bottom-up examples which function succesfully and independently from government approaches and programs. In these examples civic force plays an important role.
    These examples, knowledge and persons who play key roles can be brought together and are useful in the search for solutions of problems in other situations. This is most effective when civilians attack issues and are integrated with worthy instruments from the authorities. This will gradually enable a reconstruction of the current system and a social reacquisition of neighbourhoods. In this social ‘football ‘ team civilians would be the strikers, backed up by a strong and professional governmental midfield. This article consecutively defines the current problem, regards the governmental instruments, bottom-up initiatives. It ends up with the suggestion for the construction of a good teamplay between policy tools en bottom up initiatives.

    Traumatic experiences and post-traumatic stress disorder have been linked to increased aggression and child abuse. Surprisingly, a dearth of studies investigates the impact of trauma on fatherhood. The present study investigates the extent of father-involvement and the influence of post-traumatic stress on the parent-child relationship in a refugee and asylum seeker population (N = 80). The results show that fathers were less involved in care-giving. Traumatic stress symptoms negatively affected the perception and the actual quality of parent-child interaction likewise posttraumatic stress influences the quality of mother-child interaction. The levels of observed hostility and reported aggression are a particular concern.

    It seems common knowledge among criminologists that our societies have to be understood in terms of securitization. This means that security is the defining and organizing concept in (social) policy making. In the Netherlands the process of securitization can be characterized as rather contingent. According to the author, it can be typified as ‘pragmatic securitization’. It is driven by the desire to show decisiveness and being in control of complexity of social order, rather than by ideology. Under the pressure of the economic crisis there is a growing interest in self-organization, civic power and civil society. These themes emerge along the issues of security and control. Is it possible then that security is exchanged by another big social theme?

    This introduction aims to position the present-day ‘liquid’ security culture in the context of cultural and political developments. Key-words in the cultural patterns in which the new ‘liquid policy’ and ‘new toughness’ is embedded are fear, precaution, late modern anomie and a social hypochondria towards everything that deviates from one’s ‘own’ culture and identity. These cultural phenomena have been translated in political terms, that are divided into neoliberal and neoconservative tendencies. The neoliberal turn in safety politics have resulted in a depoliticisation of democratic decision making, a desolidarisation of ideas on community safety and a deregulation of safety policies. Neoconservative tendencies are reflected in a resentment towards ‘the elites’, ‘the underclass’ and foreigners and a punitive populism, in which claims for stiffer sentences are continuously swept up, regardless of the effect they may have.

    This article focuses on aftercare for professionals like policemen, firemen and soldiers who experienced a shocking event. The author, Peter-Paul Lücker, has been working in aftercare for many years. He observes a trend in professional counseling to diagnose and start treatment as soon as possible. In the past however, the basic principle has been to give somebody a break, to provide practical support and to rely on a natural recovery. Most people recover well this way after experiencing a shocking incident. This individual recovery process is best facilitated by providing a safe and supportive environment through recognition and appreciation, thus preventing secondary traumatization. This approach seems to contribute more to the prevention of post-traumatic stress disorder (PTSD) than rapid intervention, early screening and counseling. Sometimes however, the cumulative effect of stressful experiences leads to the conclusion that the job doesn’t fit the person involved anymore. Recognition and appreciation sometimes involve saying goodbye and making a new start.

    The Research Programme Police and Science was launched in 1999 with a mission to contribute towards the development of scientific knowledge with respect to the organisation and performance of the police and to promote the actual application of relevant new knowledge and understanding of police and safety practice. In this article we explore the challenging balance between those two worlds of researchers and practitioners. Scientific research can contribute to new methods or instruments in police forces and new training programmes. Based on former experience the conditions are defined that are necessary for a professional en productive relationship.
